These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.)
Question 1: Please advise if there are any water main tap fees the contractor will have to pay. If so, please advise on how much these fees would be or please designate an allowance can be carried.
Answer 1: Per West Point DPW: Water distribution system is currently owned and operated by DPW and there is no tapping fee.
Question 2: Drawing S‐401, FRP Quantities Notes ‐ Note 2.C Item (b), states that "CONTRACTOR SHOULD PRICE
20,000 SF OF FLEXURAL FRP REINFORCEMENT PLUS (2) OWNER OPTIONS OF 5,000 SF FOR A TOTAL OF 30,000 SF."
Please clarify as to how this item shall be paid – will it be square feet of FRP installed or square feet of deficient concrete area strengthened. Please see attached sketch for details. If this item is paid in square feet of FRP installed, then please provide the approximate unit weight (oz. per sq. yards or grams per sq. meters) of FRP to be used for pricing.
Answer 2: This is the exact same question as found in amendment 0005 question #27. Please see the response to question #27 in amendment 0005.
Question 3: We have uploaded a question with a pdf attachment. While reviewing the question in the "View your
Inquiry" section, the attachment is not opening and there is an error message stating that please reload. If the
USACE cannot open this document when they are trying to answer all the questions, then can we email this attachment over to the Contracting Officer
Answer 3: the governemtn has had no issues downloading any attachments. if issues arise yes, attachments may be forwarded to the contracting officer
Question 4: Please Provide photographs for all of the fixtures noted to be restored and refurbished.
Answer 4: 1. Attached are photographs of the fixtures to be refurbished, Contactor is responsible for visiting in the site and confirming all existing conditions.
Question 5: Spec section 26 20 00 3.1.3, Wiring methods does not list MC Cable as an acceptable method of wiring. Past Barracks projects have utilized MC Cable in dry hollow partitions and above hung ceilings. Please advise if MC Cable can be utilized as a wiring method for this project.
Answer 5: 1. Wiring methods shall be as specified in Section 262000. MC cable is not acceptable
Question 6: EL-144 , The drawings indicate the use of controlled receptacles in the Collaboration Rooms. Please provide a detail as to what is controlling these receptacles.
Answer 6: Receptacles are controlled by room occupancy sensors. Refer to Interior lighting control schedule on Drawing EL-601.
Question 7: Specification Section 26 20 00 INTERIOR DISTRIBUTION SYSTEM does not list MC Cable (Metal Clad Cable) as an acceptable product. MC Cable has been utilized on previous barracks projects for instances where conduit does not fit due to space limitations behind walls or ceilings, limited room for conduit bends/sweeps, or where crossing other utilities, such as the Cadet Room ceilings, congested corridors, and behind finish veneer masonry in the stairways. Please advise if MC Cable may be utilized on this project.
Answer 7: 1. Wiring methods shall be as specified in Section 262000. MC cable is not acceptable
Question 8: Section 27 10 00 BUILDING TELECOMMUNICATIONS CABLING SYSTEM does not reference UFC requirements (Unified Facilities Criteria). UFC typically requires communications conduit to be 1" or larger.
Please advise if ¾" conduit is acceptable for communications systems per allowable TIA standards (Telecommunications Industry Association) due to space constraints above ceilings and in walls.
Answer 8: See sheet T-001 symbol legend, data outlets specify 1" conduit for data cabling. Sheet T-001 General note "A" states that telecom work shall conform to UFC standards.
Question 9: If the existing building levels are to be retained can alternate hydraulic elevator products (direct or telescopic plunger type) be used instead.
Answer 9: Please follow the elevator equipment as detailed in Spec Section 14 24 23 for specific equipment to be used for this project. These elevators were chosen as the best viable option to meet the criteria as determined by the client. No alternative Hydraulic Elevator Products will be permitted for this project.
Question 10: In any event, will these elevators be considered new or modernized.
Answer 10: The existing (2) elevators and equipment will be completely removed and replaced with (2) new elevators systems.
Question 11: Regarding the elevators Will existing elevator well holes be redrilled?
Answer 11: This will need to be determined once existing elevator jack is removed and inspected. Please follow Spec Section 14 24 23 (2.1.1.2 Elevator No. 12 m) Jack Hole: Remove existing jack assembly; remove hydraulic fluid and dispose of as per environmental requirements; clean out hole and determine if adequately plumb for new jack cylinder assembly. Ream and/or drill jack hole for new jack cylinder assembly. Restore concrete pit floor integrity. Provide structural engineer certification of pit floor. (This is in the Elevator Spec 14 24 23)
Question 12: Specification Section 27 05 14.00 10 CABLE TELEVISION PREMISES DISTRIBUTION SYSTEM does not indicate a requirement for CCTV Cable to be enclosed in conduit. Please advise if it is acceptable to run cable in free air within accessible ceilings and/or exposed ceiling areas?
Answer 12: CCTV cabling shall be installed by Government per sheet T-602. CATV (coax) shall be installed in conduit homerun back to the nearest telecom room per symbol legend on sheet T-001.
Question 13: Detail 5 on Drawing S303 indicates "EXISTING ELEVATOR HYDRAULIC PISTON TO BE REPACED AND SHAFT TO BE REHABILITATED". Specification 14 24 23 HYDRAULIC PASSENGER
ELEVATORS indicates the "jack cylinder and piston" are to be removed and replaced for Elevator 12. Please advise if the existing steel well casing for the Elevator 12 jack hole can be reutilized with a new PVC Cylinder Liner?
Answer 13: This will need to be determined once existing elevator jack is removed and inspected.
Question 14: Please confirm that column capitals are to be installed at All existing column locations on all Floors.
Answer 14: See response to question 7 in amendment 0004: “No, the proposed locations of the shear capitals are shown in both overall and partial plans. Capitals are likely to only occur below (thus supporting) the fifth, sixth, and roof levels. Capitals are shown with a dashed box and keynoted on each overall and partial plan where applicable. Per Concrete Repair Note D. 3. - CONTRACTOR SHALL INCLUDE AS A BASE
QUANTITY OF INDIVIDUAL COLUMN CAPITALS IN THEIR BID... LOCATIONS SHOWN IN PLAN
ARE TO BE VERIFIED BY THE EOR AFTER REMOVAL OF BUILDING FINISHES. See plans for quantity take-off and estimated locations, although locations are subject to change based on building conditions.”
Question 15: 22 00 00 pg 37 & 3, Please confirm that all of the domestic water piping is specified to be Copper Type L with solder fittings and not Galvanized Pipe with grooved fittings

Question 16: Dwg S-002, Concrete Repair Notes – G.3 mentions to roughen existing surface to promote bond and ensure floor is free from dirt, grease, solvents, or other materials that would prohibit bonding. Please provide the required surface profile in terms of what CSP finish for this scope of work. Also please provide the required surface preparation method to achieve the target surface profile.
Answer 16: See response to question 43 in amendment 0005. The method of achieving this profile is left to the means and methods of the contractor although care should be taken to not damage or crack the remaining concrete during work.
Question 17: Spec Section 05 12 00; Part 1.3:
Historically, the AISC fabrication and erection requirement of the specifications limit the subcontractor competition for steel erection. The structural steel scope for Bradley Barracks is does not require rigorous tolerances nor use for critical applications; only deck openings and RTU screen wall supports. As such please advise if the AISC requirements can be waived to increase subcontractor interest from which the Corps and West Point would benefit from due to the increased competition.
Answer 17: This requirement will not be waived on this project.
Question 18: A625, A626, A627, & A628, Is spray foam insulation required inside of the 6" CFMF stud post blast framing at the windows? If required, can mineral wool insulation be stuffed inside of the stud posts in lieu of the spray foam.
Answer 18: The standard knock-outs at 2' o.c. in the 6" stud should provide access points for inserting the expanding foam in the stud posts and SPF should remain as basis of design. Mineral wool insulation could be used only where the inside of stud posts is inaccessible to the spray-foam application
Question 19: Drawing A625, A626, A627, & A628 (Key Note 05 50 13 A1):
Please advise what gauge the window blast frame plate sill/jamb/head return is required to be..
Answer 19: Please see structural drawings sheet S-305 for information on window support framing. As noted in the details, the jambs should be (2) S600162-43 studs connected per Detail 4/S-305 and attached to the existing structure per 2 and 3/S-305. Head and sill members are non-structural and should match size and attachment requirements of interior cold-formed metal wall framing found in architectural drawings and specifications.
Question 20: S002 Repair Note F1, Please confirm that the quantity identified on the structural drawings for self leveling grout 750 cubic feet (18,000 SF @ ½" thickness) applies only to structural repairs for deterioration and spalling in existing concrete floor slabs only. Please advise if the contractor will be responsible for additional self leveling materials to level subfloors beyond the 750 cubic feet if required to comply with manufacturer's tolerances for installation of floor finishes?
Answer 20: The 750 cubic feet is indeed for structural repairs in existing floor slabs only. All other floor leveling requirements can be found in the architectural plans and are separate from this quantity. Please see Concrete Repair Notes F.3 for some additional information. Yes, leveling is as required by flooring installer requirements for warranty; see overall architectural floor plans for slab topping quantities for bidding in addition to the structural repair quantity of 750 cubic feet.
Question 21: Reference: Drawings I101, I102, I103, I104: Please advise if floor leveling is required for floor finishes E1 and SC2?
Answer 21: Standard leveling is not required for floor finishes E1 and SC2. Patching and repairing of the subfloor is required to eliminate any irregularities or anomalies resulting from demolition of existing floor.
Question 22: Please provide the strength of the existing concrete slabs.
Answer 22: Please see Concrete Repair Notes A.1. on sheet S-002 for this information. "EXISTING
CONCRETE HAS BEEN FIELD VERIFIED TO BE 4,000 PSI COMPRESSIVE STRENGTH FOR
COLUMNS AND BEARING WALLS AND 3,000 PSI COMPRESSIVE STRENGTH FOR ALL OTHER
CONCRETE. THESE VALUES SHOULD BE USED FOR DESIGN OF FRP REINFORCEMENT."
