10. DESCRIPTION OF PROPOSED WORK
The scope of this project is the total renovation of Building 97, Thule Air Base, Greenland, in accordance with the Thule Air Base Consolidation Plan. The existing three-story dorm shall be renovated into a studio room configuration to accommodate 54 personnel of grade mix E5-E6 (NCO).
11. REQUIREMENT
Project: Repair Dormitory, Building 97, Thule Air Base, Greenland
The mission of Thule Air Base is to perform air and sea sustainment operations to enable space capabilities, resupply missions, and scientific research in defense of our nation and its allies.
Requirement: The requirements of this project include repair of the roof and exterior walls, and the complete renovation of the interior. Interior renovation includes the complete remodel of each floor into eighteen, 363 GSF studio configuration modules, with each module consisting of a living room/kitchen, bedroom, bathroom, and entry area. An addition to the facility will be included for all three floors and will accommodate mechanical room space, and a common kitchen and dining room. The addition will have an area of 877 SF per floor.
A major Air Force objective is to provide unaccompanied enlisted personnel with housing conducive to their proper rest, relaxation, and personal well-being. Properly designed and furnished quarters providing some degree of individual privacy are essential to the successful accomplishment of the increasingly complicated and essential jobs these people perform at this remote arctic location. This project is in accordance with Air Staff guidance for quality of life improvement and meets the Air Force Unaccompanied Housing Design Guide criteria.

Current Situation: Building 97 was constructed in 1959 and has surpassed its useful life expectancy.
The interior layout is a three-story Central Latrine configured building which is outdated and out of compliance with Air Force Standards, having small rooms, common bathroom and kitchen space, and limited laundry capacity. This dorm is constructed of steel frame and has a metal roof. Furthermore, the building has no fire suppression system. The building is air heated, which is unhealthy and energy inefficient. The building contains asbestos and most mechanical equipment and utilities are approaching failure.
As verified by the 2008 Air Force Dormitory Master Plan, the base has insufficient facilities to adequately accommodate unaccompanied enlisted personnel assigned to Thule AB, Greenland. Thule is a remote site located in an extreme arctic environment. All base personnel are required to reside in dormitories.
This dorm renovation matches the consolidation study plan that is currently being implemented. This dorm is critical as it will allow for movement of personnel from substandard living conditions to acceptable living conditions and it will allow for the renovation of existing living areas. Without this project, renovations cannot be completed as there are not adequate temporary lodging facilities available.
Building 97 is currently vacant and used as a TLF for seasonal contractors and special events.
Impact if not provided: Adequate living quarters, which provide a level of privacy required for today’s NCOs, will not be available, resulting in continued degradation of morale, productivity, and career satisfaction for unaccompanied enlisted personnel. The facility will continue to not meet current standards for fire safety and quality of life, as well as not meeting energy efficiency criteria and goals.
Additional: This project meets the criteria/scope specified in Air Force Handbook 32-1084, Facility Requirements. Plant Replacement Value is $22,577,528 per DoD Facilities Cost Factor Handbook (Version 3.0, April 2001), adjusted to current year costs. Total repair costs = 60.0% of PRV. The FY14 MILCON cost of the 54-person dorm is $29,999,862 as reference.
