d. BIDDERS’ QUESTIONS AND GOVERNMENT’S

RESPONSE

FOR INFORMATIONAL PURPOSES ONLY:

1. Do the Thule Air Base operator shut down all utility pipelines such as water, sewage, steam, condensate and fuel and empty them for demolition? Response: All utility lines will be closed and emptied by Thule AB prior to demolition.

2. Drawing C-501 and C-502 show 2 kinds of supports for the utility lines. What kind of supports shall be used? Response: Fuel lines are placed on concrete sleepers on the ground as per detail 1 on C-505. The difference between the telescopic trestle supports for elevated utility lines (detail 4 on C-501 and detail 2 on C-502) is based on available site space. The support on C-502 would be easier and more economical to construct but requires more area. Where utility site space is limited the support on C-501 with the pre-cast concrete pad may be required in order to fit all the utility line supports. Utility supports that carry two lines (mainly the steam and condensate lines) shall always have the pre-cast concrete pad support as shown in detail 1 on C-501.

3. Drawing C-501 shows schedule for loop sizes. But Drawing C-105 shows no loops on the utility lines. Are there any loops on the utility lines? Response: Loops are present on utility lines when the lines run in straight line over longer distances. A loop is also provided for the fuel line as shown on C-105.

4. Section 33 52 43.13 - 2.1.3 and 2.1.4 describes protective coating for piping. Normally fuel pipes on Thule Air Base are not painted. Is this necessary this time? Response: Fuel pipes do NOT need to be coated, the specification section has been amended above.

5. Drawing C-504 detail 4-6-7. Drawing C-105 does not show the location of these details. Please advise if they are relevant and if they are placed where they are located. Response: The drawing shows details to be used if these functions are needed within the building site (depending on new utility layout on site). Shut off valves shall be provided on the fuel line before and after the underground run (the run under the Amundson Ave and 1st St roadways) for maintenance purposes.

6. The existing utility pipes are placed in the excavation area and therefore they are demolished prior to the excavation starts (earthwork). The new utility pipes have to be placed in the same area. How will supply of heating, water, sewage and steam be carried out in the period of earthwork? Response: The piping for sewage dead ends at the project site, it should not pose any system disruptions. The water supply may be shut-off at all locations within project limits without disruption in supply, the surrounding buildings are fed from other water mains. Heating (Steam) and Condensate pipes that run thru the project site feed the passenger terminal (Bldg 619) and the fire station (Bldg 622). The Contractor may have to provide temporary connection to those facilities during excavation, or locate the pipes outside of excavation area. All utility disruptions shall be closely coordinated with the Base CE as noted in section 00 80 00.00 18 paragraph 55 – Utility Outages

7. Section 23 07 00 - 2.3.2 Insulation materials according to ASTM C 547 are included in this section for aboveground hot pipelines. But in Table 1 and 2 this option is not described. Can we use insulation material according to ASTM C 547 for hot forced water heating system and liquid process pipes? Response: Yes. For Table I, The Steam Pipe, Condensate, and Forced Hot Water can be considered to fall under Medium Temperature Application (122- 176 deg C); see continuation of Table I in the page that follows. For Table II, Mineral Fiber is listed for use with Steam, Hot Water (this will also include condensate, although not specifically listed) for temperature application within Medium Temperature (122-176 deg C); thickness shall be as listed per Table II.

8. Materials and Norms: Can equal European norms for equipment be used instead of ASTM norms? Response: Generally yes; however, it is not possible to definitively provide an absolute answer without proper Review and Approval of Shop Drawings for the system or product.

9. Control Damper: Drawing M-101 to M-103 shows control dampers. But there is no description of them. Response: The Control damper in question is a motorized (back draft) damper that in interlocked with the operations of the Kitchen Exhaust Hoods. The Operation Sequence of the motorized back draft damper and its relationship to the kitchen Exhaust Hood has been clarified in the drawings under this Amendment.

10. Air Duct Transfer: What kind of diffuser is required for the Air Duct Transfer on Detail 3 drawing M-503? Response: This has been clarified in the drawing(s) under this Amendment.

11. Section 21 12 12.00 10: 2.5.1.1 Stainless steel pipes according to TP316L and Schedule 40 have to be used for the entire sprinkler system. Can Stainless Steel press pipe systems approved for fire protection systems be used? Response: No press pipe systems shall be permissible. The spec will be revised by amendment to delete press fittings.

12. Section 21 12 12.00 10: 2.5.1.2 describes galvanized fittings. Is it allowed to mix stainless pipes with galvanized fittings or does the complete sprinkler pipe installation have to be fabricated in stainless steel TP316L? Response: There is no galvanized pipe in the system, so this spec citation is not applicable to this project.

13. Section 21 12 12.00 10: 2.5.1.3 describes ductile grooved fittings for the sprinkler system. Is it allowed to mix stainless pipes with ductile fittings or does the complete sprinkler pipe installation have to be fabricated in stainless steel TP316L? Response: Ductile iron fittings are permitted.

14. Section 22 00 00: In this section the insulation of the sewage is referred to section 23 07 00 Section 23 07 00 does not describe any insulation on the sewage system. Please advise the amount of insulation on the sewage system. Response: All Utility Service Pipes (Steam, Condensate, Water, and Sewage) shall be brought into the building from the outdoors fully insulated/jacket/heat traced; the pipes shall continue fully insulated/jacketed/heat traced through the Utility Crawl Space (the enclosed space below the 1st floor) until it penetrates through the 1st floor a minimum of 250mm, unless justifiably limited by spatial constraints.

15. Note 1 under Interior Electrical Finishing Notes on Sheet E-002 states that receptacle and switch faceplate color is typically white, but contractor should coordinate with interior finish.

Spec Section 26 20 00 Paragraphs 2.8 and 2.9.1 call for stainless steel faceplates and ivory colored receptacles and switches. Should faceplates, receptacles and switches be white to match the Data/VOIP/CATV faceplates and outlets, as confirmed in Amendment 0002?

Response: Plates shall be ivory color thermal-impact plastic. All devices and outlets shall match the color of the plates, with exception as noted in the drawings.

16. The bid is to be submitted In New York, in a hard copy. Can the bid be submitted by email?

Alternatively can the bid be submitted to the embassy of the United States of America in Copenhagen in a hard copy? Response: The bid MAY NOT be submitted by e-mail or fax.

Bids may be submitted to EITHER the Corps’ New York District office (See location and time in Section “f” below) or HANDCARRIED to the following location in Copenhagen, Denmark:

Ministry of Foreign Affairs Asiatisk Plads #2, 1448 Room M3 Copenhagen K, Denmark

(Contractors need to register with the Ministry 2 days prior to the bid opening in order to obtain admission. You must bring identification and allow adequate time for admission.)

The hard copy MUST BE officially received before or on 8 February 2012 NO LATER than 3:30 p.m. local time in Denmark, or NO LATER than 9:30 a.m. local time in New York (Eastern Standard Time).

CLARIFICATION TO QUESTION #21 FROM AMENDMENT #2

21. Drawing P-101A and P-601 and more. The CW connections to the P-8 refrigerator are 15

mm. But the CW pipes to it are 32 or 25 mm. It seems that those pipes are too big? Please clarify. Response: The question being raised is that the drawing indicates a larger supply cold water pipe is being shown in the drawings than is minimally required for the specific equipment (ice maker for the refrigerator). We will review the drawing, if required; we will issue a correction under a next amendment for correction. CLARIFICATION: The CW pipes of 32 and 25 mm are supplying water not only to the Refrigerator but to other plumbing fixtures such as kitchen sinks. The secondary branch is sized for those plumbing fixtures; however, the branch split to smaller sizes such as 15 mm for the Refrigerator (P-8). Thus, the design will remain as issued.
