- Section 31 23 00.00 20 – Excavation and fill – paragraph 2.1.4 – Non Frost Susceptible (NFS) replace second sub-paragraph “Some oversized nonfrost susceptible material may be used … by weight finer than 0.02 mm grain size.” with the following: “Oversized NFS material may be uniformly graded sandy gravel with a maximum particle size of 76 mm and 50% to 100% passing the 20 mm size sieve, but the material must still have less than 5 percent passing the 0.075 mm size sieve and not more than 3 percent by weight finer than 0.02 mm grain size.”

c.) BIDDERS’ QUESTIONS AND GOVERNMENT’S RESPONSE

FOR INFORMATIONAL PURPOSES ONLY:

1. There are currently two (2) installed and operating Alerton native BACnet-compliant building automation systems at Thule Air Force Base. One system was installed at the Radar Facility in 2008 and the second system was installed at the M-Plant in 2011. The M-Plant Alerton BACnet system also successfully integrates with the industrial Rockwell boiler control system to monitor and display critical system points. A native BACnet will not comply with the flat specified LONworks certified system. May we quote an equal Alerton BACnet system? Response: No.

Thule AB preference is to have LONworks open protocol system provided, as specified in the solicitation.

2. Shall all mechanical and electrical equipment such as AHU, pumps etc., conform to UL requirements or can it be used without this approval? Response: On a case by case basis, as part of the shop drawings review process, the Government will consider other independent testing provided it is equivalent to that of the UL standard. The contractor shall be responsible for providing necessary proof of documentation of products equivalency to UL standards.

3. What is the distance from the construction site to the area for dumping unsuitable soil materials? Response: The location of placement of the unsuitable material is about 7.5 km (one way) away from the project site. It is the location of the Thule AB garbage dump located in the south-east direction from the base. The location can be found in Appendix A – Active Landfills, issued with the solicitation.

4. Storage area near the construction site. Will it be possible to use the hatched (red) area as interim storage for NFS material in a short period? (2-3 month). [SEE ATTACHED FILE.] Response: Hatched area can be used as a staging area with the stipulation that it will be restored to its original condition.

5. Section 31 0000 Earthwork Page 5 #1.4.9, and in Section 31 23 00 00 20 Excavation and fill, page 6 # 2.1.4 are NFS defined as sandy gravel with a max. particle size of 8 mm. In section 31 6000 foundation preparation, page 4 # 2.1.5 is given that 100% of the NFS shall pass the 3" sieve (20mm.), that means, that it is allowed to contain max. 50% greater than 20mm. In our opinion this is reasonable, but it is in conflict with the above mentioned max. of 8 mm. What is to count on?

Response: Please note the revision to the specifications above.

The following shall be added to Section 00600 (Representations and Certifications):
