C.) BIDDERS’ QUESTIONS AND GOVERNMENT’S RESPONSE
FOR INFORMATIONAL PURPOSES ONLY:
1. The bid opening date is January 19. 2012. Please provide time extension for the solicitation.
The reason is that the Danish industry is closed down for the Christmas Holidays and will not open full scale before after New Year. The magnitude of the project require more time to be able to provide a qualified quotation. Can the Bid Opening date be postponed to Feb 7th?
Response: By this amendment the bid due date has been postponed.
2. Clause 52.228-15 require 100% Performance bond and 100% Payment bond. This is a project that is solely inviting Danish Contractors to bid and the bonding requirements is exceeding any normal Danish requirement. 15% is standard maximum in Danish legislation and companies in the Danish Construction Industry will not be able to obtain the requested bonding from any bonding Companies. Can the requirements in said clause be changed? Response: FAR 52.228-15 has been revised.
3. Sheet ET-505 calls out for LX.5 fiber connectors…according to ADC who supplies them, they were discontinued without a replacement a few months ago. What should the proper connector be? Response: The connector type is as indicated in the drawing details. POC at Thule has confirmed our independent market research that this type of connectors is readily available supply, especially in Europe. This is a Thule standard.
4. Sheet ET-604 riser diagram shows a speaker for the living room and bedroom, but floor plans show 1 speaker per unit. Which is correct? Response: Per user request, only one speaker per dorm unit shall be installed.
5. Sheet ET-604 riser diagram calls for center/open area to be round speaker; buts detail notes show 2’ x 2’ lay-in speaker. Note 2 calls coordination with Arch Ceiling Tile and Thule BCE personnel. How should we proceed with this? Response: Refer to Note 10 under speaker detail. 2'x2' speaker for Hung ceiling (i.e. with ceiling grid) and round speaker for gyp board ceiling. Refer to Arch plan for which type of ceiling and where.
6. Detail for pathway from cable tray to speaker location cannot be located. Will pathway be provided? Response: Per detail notes in ET-604, pathways from POE switch to speakers are via cable tray in ceiling. Contractor shall use the general spacing details in ET-401 as a guide and plan for optimal pathways. Contractor should be aware that not all pathways are shown. Refer to Note 10 on ET-101A, and General Note 1 in E-002.
7. Sheet ET-505 details calls out for Data jack to be white and VOIP to be blue but in drawing note 2 it calls for Data/VOIP/CATV to be all blue. Response: All faceplates shall be white.
Color schemes for outlets are as follows: Data/VOIP/CATV: White; SIPR: Red
8. Sheet ET-505 details shows CATV jack as a RJ45 not a coaxial connector. I cannot find any other details on the CATV system. (riser diagram, distribution termination points). Please also verify what cable will be used for CATV. Response: All CATV signal will be broadcasted via CAT 6 UTP. Contractor shall provide RJ-45 to COAX (F-connector) cable (3 meters in length) with integral balun to convert the signal for each CATV outlet. Dwg ET-505 will be revised.
9. Sheet ET-601 one line diagram shows a 12 strand fiber going from the first to the second floor and a 12 strand going from the second to third. Should it not be 24 strand from first to second floor? Response: Contractor shall follow ET-601.
10. Please provide us with the shipping schedule, where in the estimated quantities shall be listed ( see Attachment from a previous tender ). Response: Please see attached 2012 shipping schedule.
11. Please provide us with the current fuel price at Thule Air Base. Response: The current fuel price at Thule AB is $3.95 per gal (JP8) and $4.07 per gal (automotive unleaded medium).
Please see attached fuel pricing file.
12. Will the government provide the contractor with covered storage facilities? Response: Please refer to section 00 80 00.00 18 paragraph 66 Identification of Contractor Facilities (page 85 of 94)
13. Please provide us with the flight and shipping schedule for FY 12. Response: Please see attached Flight Schedule.
14. Will the government provide single rooms for contractors personnel. Response: The contractor is responsible for coordination of personnel accommodations at Thule AB.
Contact information can be found in Section 00 80 00.00 18 paragraph 37 Government Furnished Services (page 75 of 94), sub-paragraph b Billeting/Quarter. During periods of high occupancy, (BoxTop), the rooms may have to be shared, no guarantee can be given for single rooms.
15. Please note that the requested 150 mm thick pre-stressed concrete planks does not exist in Europe, the minimum thickness is 180 mm, please advise. Response: Our search on the web revealed several manufacturers in Europe (England) that can produce the required thickness concrete plank, as well as numerous US firms.
16. Footings for the transformer foundation are not shown in mm, please correct this. Response:
For the substation foundation, this is a packaged substation and require the manufacturer to design and install the switchgear layout, enclosure and the foundation.
Contractor is required to provide shop drawings for gov't review and approval. Please refer to Dwg ES-502, Note 4.
17. Footings for the new street light post are not shown in mm, please correct this. Response: For the street light posts foundation details, a sample detail is provided on ES-504 for reference. However, contractor is required verify design based on site conditions.
Please refer to notes on Detail 1 on ES-504, as well as Key Note 22 on ES-102A.
18. Will you be buying the case goods, or the base personnel? We hold a USAF BPA for dorm furniture. Response: The CID is an optional item in the project. It will be the KO’s decision whether to execute the option. Whether executed or not BCE or Contractor will have the option to select the supplier (of their choice) that can provide specified items in the CID package.
19. Can you let me know if there will be an FF&E package as part of the design/build? Response:
Please refer to the posted file, Bid Package 3 - Thule Dorm CID. It is an optional item.
20. Section 22 00 00 - 2.4.2 Flush Tank Water Closets: Can Ifö, Sign type 6860 be accepted as used standard today on Thule Air Base?
(http://www.ifosanitar.com/?id=290&ParentNodelD=9665&ProductGroupID=15258&ProductlD= 24564) Response: At present, we are still in the advertise/solicitation time phase of the Contract, Shop Drawing approval of equipment by the Government will be done after Contract Award. Prospective Bidders are to adhere to the requirements of the Contract Documents.
21. Drawing P-101A and P-601 and more. The CW connections to the P-8 refrigerator are 15 mm.
But the CW pipes to it are 32 or 25 mm. It seems that those pipes are too big? Please clarify.
Response: The question being raised is that the drawing indicates a larger supply cold water pipe is being shown in the drawings than is minimally required for the specific equipment (ice maker for the refrigerator). We will review the drawing, if required; we will issue a correction under a next amendment for correction.
22. Shall all kitchens and lavatories HW taps be provided with mixing valves? Response: Yes.
For this project, and for consistency with Thule Air Force Base Standard practices, domestic hot water shall be provided with mixing valves at the fixture for kitchens and lavatories.
23. Please explain the abbreviations on Plumbing fixture schedule on drawing P-502 (example CWFU) Response: The abbreviations “CWFU” appear in two places. The column listed as “CWFU/Fixture” is the Cold Water Fixture Units weighting that is applied to each type of plumbing fixture (water closet, lavatory faucet, etc.); the column “CWFU” is simply the total fixture weighting for that type plumbing fixture (the individual fixture weighting times the number of fixture count). The weighting is consistent per International Plumbing Code Standard.
24. Section 23 00 00 - 2.9.3 We can't find any on the drawings. Please advise where they are placed and the size of them if any. Response: There are no Fire Dampers in this project.
Specification Section 23 00 00, paragraph 2.9.3, will be deleted under an amendment to clarify this point.
25. Section 23 57 10.00 10 - 2.2.1 All forced heating pipes are required in stainless steel. Is this correct? Response: Correct. Yes, all forced heating pipes shall be stainless steel.
26. Drawing M-101 -103 refers in note 2 and 3 to artic exhaust hood. We expect that detail 3 shows this hood and it is dimensions named EH-2 that suits those 2 exhaust pipes. Response: Artic Exhaust Hoods will be used for all exhaust air stream being discharged from Dryers, Kitchen Hoods, and AHU’s. At present, there are only two sizes of Artic Exhaust Hoods indicated (one for Kitchen Hoods, and the other for AHU’s). We will be issuing a correction of drawing A-515 under next amendment to correct and clarify the sizes of Arctic Hoods that are to serve each type of equipment. The sizes of hoods that are to serve each type of equipment will be apparent in the corrected drawing A-515 that will be issued under future amendment.
