1 INTRODUCTION

This Annual Vapor Monitoring Report (Annual Report) summarizes the soil vapor monitoring activities that occurred throughout fiscal year 2018 as part of the periodic vapor monitoring at

Building 72 which is located within Operable Unit 7 (OU 7) at the Defense Supply Center

Richmond (DSCR). Fiscal year 2018 includes analytical data collected during December 2017 only and no other samples are to be collected for the remaining duration of 2018. The purpose of this Annual Report is to present monitoring data and the results of data analysis.

The DSCR (the installation) is an approximately 650-acre installation located near Richmond, Virginia and is the Defense Logistics Agency’s (DLA) aviation demand and supply chain manager.

OU 7 is located in the southern portion of the installation. Building 72 is located at the intersection of O Road and G Road within the DSCR. Soil vapor monitoring in these areas is intended to monitor for the potential accumulation of vapors (i.e. chlorinated volatile organic compounds

[CVOCs] and/or methane) because of remedy implementation. Vapor monitoring is included as part of remedy implementation as presented in the OU7 Remedial Design/Remedial Action Work

Plan Addendum (AECOM, 2013). Additional details on the background of OU7 and Building 72 can be found in the 2016 Annual Vapor Monitoring Report (Arcadis 2017).

Vapor monitoring has occurred in and around Building 72 since October 2013. As discussed in the

2016 Annual Vapor Monitoring Report (Arcadis 2017) exterior vapor monitoring points (VMPs) have been sampled in the past, but this practice was discontinued due to the persistent presence of water in the monitoring points. The United States Environmental Protection Agency (USEPA) and the Virginia Department of Environmental Quality (VDEQ) concurred on 17 October 2016 to cease monitoring exterior VMPs and not to install additional exterior VMPs around Building 72 due to the infiltration of water into the exterior points (Arcadis 2016). The agreed upon path forward is to monitor interior point VMP-116 only. Additionally, based on the results of historical

VMP sampling, a reduction in the sampling frequency was approved from quarterly monitoring to annual monitoring in the USEPA letter dated 19 September 2017 (Arcadis 2018). Activities conducted in fiscal year 2018 include the annual soil vapor sampling of interior point VMP-116 conducted in December 2017.

The field activities presented herein were performed by DLA’s contractor Arcadis U.S., Inc.

(Arcadis) under the United States Army Corps of Engineers (USACE), Baltimore District Contract

Number W912DR-13-D-0019 (Task Order 0005).

2 FIELD ACTIVITIES

Beginning in December 2017, sub-slab soil vapor sampling has been conducted annually from a permanent monitoring point (VMP-116) located within Building 72. Details on the annual vapor sampling event conducted in December 2017 are discussed below.

2.1 December 2017

On 05 December 2017, interior VMP-116 was sampled using a batch-certified clean 6 liter summa canisters and a 30-minute flow regulator that was provided by the laboratory. The field sampling log is attached as Appendix A. VMP-116 was purged using a SKC pump at a rate of 200 milliliters per min (mL/min) to clear air from the sampling train and port. Approximately 150 mL of purged air was captured in a clean Tedlar bag. The purged air in the Tedlar bag was screened for the presence of methane using a calibrated Lantec GEM™ 2000, and calibration documentation is provided in Appendix B. Methane is monitored to ensure compliance with the United States

Department of Transportation (USDOT) Hazardous Materials Regulations. Methane was detected at a concentration of 0.1 percent (%), well below the USDOT limit for shipping methane of 5% by volume. The initial vacuum was noted to ensure the canister had adequate vacuum to collect the sample, and the vacuum pressure was monitored for the duration of the sampling event. When the vacuum on the regulator reached approximately -5 inches of mercury (“Hg), the canister was closed and the sampling was complete.

At the time of sample collection, the wall heating unit was on inside the building and the temperature was set at 72 degrees Fahrenheit (°F). Weather conditions at the time of sample collection were 43°F, 100% humidity (rain), wind was 13 miles per hour towards the north/northeast, and the barometric pressure was 29.79“Hg.

The sample canister was sent to TestAmerica Laboratories in Knoxville, Tennessee for analysis of

VOCs by USEPA Method TO-15 in accordance with the Final Remedial Design / Remedial Action

Work Plan, Operable Unit 7, Defense Supply Center Richmond (AECOM 2013).

3 RESULTS

The vapor monitoring data from the annual fiscal year 2018 sampling event conducted in

December 2017 for Building 72 is presented on Table 1. Figure 1 shows the Building 72 interior

VMP location and the underlying trichloroethene (TCE) isocontour from the 2017 OU 7 groundwater monitoring event completed in April 2017. Vapor monitoring data were compared to sub-slab soil vapor screening levels calculated from USEPA Regional Screening Levels for indoor air using the USEPA vapor intrusion screening level (VISL) calculator. These screening levels were calculated from indoor air screening levels at an elevated cancer risk level of 1x10-6 or a non-cancer hazard quotient of 0.1 (per USEPA Region 3 practice) by applying an attenuation factor of 0.03 to the USEPA indoor air values. Vapor monitoring data were also compared to

VDEQ’s Tier III Commercial Sub-Slab Soil Gas Criteria from the Virginia Unified Risk

Assessment Model (VURAM) Version 2.1, updated June 2018. These values are calculated from indoor air criteria at an elevated cancer risk level of 1x10-5 or a non-cancer hazard quotient of 0.1 by applying an attenuation factor of 0.03 to the VDEQ indoor air values. Tetrachloroethene (PCE) and TCE were the only CVOCs detected above a laboratory detection limit in fiscal year 2018. No exceedances of the USEPA screening value of 580micrograms per cubic meter (µg/m3) for PCE or 29 µg/m3 for TCE were noted. The laboratory analytical report is included as Appendix C.

Methane was not detected at an appreciable level during field screening and was therefore was not requested for analysis by the laboratory. Based on previous monitoring results, the area around

Building 72 has not shown increased methane or CVOC levels. Methane analysis was discontinued after March 2017 sample analysis had indicate that methane is not present in the samples and the samples are field screened for methane prior to sample collection. If methane concentrations increase at Building 72 VMPs to 25% of the LEL for Methane (i.e. 1.25% total methane) during field screening, action will be taken to address these concentrations. This action level (25% of the

LEL for methane) follows Virginia landfill decomposition gas regulations (9VAC20-81-200).

4 CONCLUSIONS

Recent sub-slab soil vapor data collected in December 2017 indicates that neither CVOC nor methane are increasing or accumulating beneath Building 72. VMP-116 will continue to be monitored on an annual basis as approved in September 2017.
