TECHNICAL MEMORANDUM

EMERGING CONTAMINANT SAMPLING – OPERABLE UNITS 6, 7 AND 8

DEFENSE SUPPLY CENTER RICHMOND, VIRGINIA

Introduction

This document describes field activities and results of groundwater sampling conducted for emerging contaminants at Operable Units (OUs) 6, 7 and 8 at the Defense Supply Center

Richmond, located near Richmond, Virginia. Defense Supply Center Richmond (the installation) is an approximately 650-acre installation located near Richmond, Virginia and is the

Defense Logistics Agency’s (DLA) aviation demand and supply chain manager. This document was prepared by DLA’s contractor AECOM Technical Services under the Air Force Center for

Engineering and the Environment (AFCEE) Contract Number FA8903-08-D-8770 (Task Order

83).

Background

OU 6 is located in the central portion of the installation and is designated as the groundwater impacted by OU 1 (the Open Storage Area [OSA]), OU 2 (Area 50 Landfill) and

OU 3 (the National Guard Area [NGA]). Final remedies have been implemented at OUs 1, 2 and

3 to address the unacceptable risk posed by soil contamination at these OUs. Past industrial activities in OUs, 1, 2, and 3 have resulted in releases of chemicals into the OU 6 groundwater.

The OSA (OU 1) is located in the west-central portion of the installation. The OSA began operation in 1942 as a storage area for bulk drummed chemicals, the recoupment of liquids from leaking drums, and the repair/replacement of damaged containers. From the late 1950s to the early 1970s, the Area 50 landfill (OU 2) was used as a disposal site for waste (including contaminated and outdated chemicals) and construction debris. The area was originally a ravine that was approximately 800 feet (north to south) by 200 feet (east to west), and 10 feet deep.

While the area was used as a landfill, material was placed in the original ravine and used areas were regraded and revegetated. The potentially hazardous materials disposed of in Area 50 may have included chemicals used in photographic development processes, organic solvents, pesticides and herbicides, acidic and alkaline chemicals, POL, and PCBs. The NGA (OU 3) is a

15-acre area to the east of Area 50 that is covered with buildings, concrete, asphalt paving, and gravel. Vehicle maintenance and support activities for approximately half of the Virginia Army

National Guard units were conducted here. Past activities included parts degreasing and vehicle washdown, using chlorinated organic solvents in some cases.

OU 7 is located in the southern portion of DSCR and designates the area of groundwater impacted by OU 4 (the Fire Training Area [FTA]). OU 13, designated as the Polycyclic

Aromatic Hydrocarbon (PAH) Area, also may have impacted OU 7. At the FTA, three separate, unlined pits were used for firefighting training purposes. Flammable liquid chemicals and petroleum products were dumped into the pits, ignited, and extinguished during the training.

Oils, solvents, pesticides, and herbicides may have been used for fuel at these pits. A time-critical removal action was undertaken during November 2004 to reduce, to the extent practicable, principal threat source material in OU 4 that could contribute to further degradation of OU 7 groundwater.

OU 8 is defined as the groundwater beneath and downgradient of the Acid Neutralization

Pits (ANPs), located in the northern portion of the installation. The ANPs are referred to as

OU 5.

In January 2011, the United States Environmental Protection Agency (USEPA) requested

DLA to perform groundwater sampling at OUs 6 and 7 to evaluate the presence of two emerging contaminants Perfluorooctanesulfonic Acid (PFOS) and Perfluorooctanoic Acid (PFOA). PFOS and PFOA have been detected at fire fighting area sites, landfills, and other Department of

Defense sites. For the installation, groundwater sampling was requested in the source area

(shallow) monitoring wells (OU 6 [landfill] and OU 7[fire fighting training areas]).

Field Activities and Results

In March 2011, groundwater sampling activities were conducted in the shallow (Upper

Water Bearing Unit [WBU] at OU 6 and Lower WBU at OU 7) source area monitoring wells.

The groundwater sampling activities were conducted using low-flow techniques in accordance with the installation Sampling and Analysis Plan (SAP). The groundwater samples were sent to

Columbia Analytical Services (a fixed laboratory) for PFOS and PFOA analyses. Field parameters such as pH, dissolved oxygen, oxidation-reduction potential (ORP) were also measured during the groundwater sampling event. Five monitoring wells at OU 6 and ten monitoring wells at OU 7 were sampled in March 2011. Figures 1 and 2 show the locations of these monitoring wells.

The analytical results were validated in accordance with the laboratories methodology and control limits, while the data qualifiers were applied in accordance with the installation

QAPP. Tables 1 and 2 present the results of the March 2011 sampling. The analytical results were compared to the USEPA provisional health advisory levels (0.2 µg/L for PFOS and 0.4 µg/L for PFOA). As seen from the tables, none of the groundwater analytical results from the

March 2011 sampling event showed PFOS and PFOA results above the provisional health advisory levels. These results were presented to Defense Supply Center Richmond planning team (DLA, USEPA and the Virginia Department of Environmental Quality [VDEQ]) in July

2011. The planning team recommended that one additional sampling round be conducted.

Additional monitoring wells at OU 6 and 7, including wells screened in the deeper WBU, were selected for sampling. In addition, source area wells at OU 8 were also selected for PFOS and

PFOA sampling.

In August 2011, twenty eight monitoring wells at OU 6 (including Upper and Lower

WBU wells), twenty seven monitoring wells at OU 7 (including Lower and Saprolite WBU wells) and five monitoring wells at OU 8 were sampled using low-flow techniques in accordance with the installation SAP. Figures 3 to 7 show the locations of these monitoring wells. The groundwater samples were sent to Test America, Inc., for analyses of PFOS and PFOA. Similar to the March 2011 sampling results, the August 2011 sampling results were validated in accordance with the laboratories methodology and control limits, while the data qualifiers were applied in accordance with the installation QAPP. Tables 3, 4 and 5 present the results of the

August 2011 sampling. The analytical results were compared to the USEPA provisional health advisory levels (0.2 µg/L for PFOS and 0.4 µg/L for PFOA). As seen from the tables, none of the OU 6 and OU 8 groundwater analytical results showed PFOS and PFOA results above the provisional health advisory levels. At OU 7, only well CMT-18-6 showed PFOS concentration

(0.275 µg/L) slightly above the USEPA provisional health advisory level of 0.2 µg/L. The remaining OU 7 wells showed PFOS and PFOA results below the provisional health advisory levels.

Recommendations

Based on the results of the March and August 2011 groundwater sampling events, it appears that PFOS and PFOA contamination at the groundwater OUs at the installation is not a significant issue. Therefore, additional groundwater sampling for PFOS and PFOA at OUs 6, 7 and 8 is not recommended.
