Complete DSC-Richmond RFI and Responses 30 August 2018
NO. Question Answers Proposal due date remains unchanged (Sept 10, 2018), however the time changed from 10 AM to Noon.
1 When is the cut off for questions on the solicitation? 10am on 24 August 2018 2 Please clarify the past performance requirement. The instructions say nothing is required to be submitted for past performance but references a PPQ form that does not seem to be included with the RFP. Can this form be provided? How many PPQs can be submitted and are they included in page count? The evaluation criteria lists some specifics that will be evaluated for this factor to seems to indicate project write ups may be required. It says: " Projects that demonstrate multiple experiences noted above may receive higher relevancy ratings." Please clarify how this will be evaluated if project write ups are not included.
The PPQ Form was uploaded as Attachment AQ with the solicitation.
3 Are figures / maps included in the page counts? NO. figures / maps are NOT included in the page counts 4 Is an organizational chart / figure included in page count under management factor or can it be excluded from the 5 pages?
No, an organizational chart / figure is NOT included in page count under management factor.
5 Is the 2 page assumptions section within Factor I included in the 30 page limit?
No, the 2 page assumption is not included in the 30 page limit.
6 Since a UFP QAPP is required and in said document the Laboratory is named is it the intent of the government to ask the potential contractors to solicit cost from a laboratory so to build up pricing from for a future UFP QAPP that is not yet fully defined.
Contractors can either solicit cost from a laboratory, or choose to develop the cost themselves
7 In the documentation provided the laboratory Test America is named are we to assume that we are to use Test America pricing or solicit said information so that we obtain an equal price or have an equal Basic Ordering Agreement (BOA) with Test America?
Competitive pricing on a BOA is usually obtained competitively with an understanding that the use of the BOA assures discount pricing because said minimum number of samples over a given period of time are assured to a named laboratory in an approved UFP QAPP. Not all contractors at this time would necessarily have
NO. While the laboratory Test America is named within existing documents the Government does NOT assume that contractors are to use Test America or Test America pricing.
an existing BOA relative to the UFP QAPP that is required for the work under this solicitation
8 In Section 5.1 Key Personnel of the solicitation, it says “The Army requires that the following positions, at minimum, be designated as “key personnel”, subject to the terms and conditions for such set forth in the basic contract.”
Without the specific terms and conditions for such set forth in the basic contract being provided in the solicitation, how is a contractor going to define criteria for a “key personnel” and subsequently determine personnel within one’s firm that fulfill the criteria, when the criteria is not provided?
Language within Section 5.1 "subject to the terms and conditions for such set forth in the basic contract.” has been removed from the solicitation. As this is a performance Work Statement, the Contractor is required to present personnel it identifies fulfilling the requirement for said personnel.
9 CLIN0038 and CLIN0039 are fence line O&M of pump test wells for 12 months. Will the pump test wells be shut down following 12 months of operation or should costs to continue operation be included in another CLIN?

12 Based on a review of the OU8 pump test wells documentation, it appears there are no controls or telemetry on the systems. Can you confirm these systems are operated manually and therefore require frequent O&M visits to ensure each system is operating and functioning as designed?
There are no telemetry systems or automated controls installed on this system. Frequency of checking is dependent on the size of the tank being used for the pH buffer (250 gal. last approximately 1 month at normal dosing rate), but should be checked at least weekly to ensure no problems have occurred;
freezing, plumbing breakage, pump malfunction, etc. Monthly discharge sampling and pH verification is required by permit.
13 The PWS doesn’t specify data validation as a requirement. Is data validation required and if so what level of validation is required?
Stage 2B Data Validation would be required. (Ref: DoD General Data Validation Guidelines, Environmental Data Quality Workgroup, Feb 9, 2018; and Guidance for Labeling Externally Validated Laboratory Analytical Data for Superfund Use. EPA 540-R-08-005, 13 January 2009.
14 Is there a specific turnaround time required for sample analysis and data validation?
Chemical Analysis TAT is a standard 21-day; Data Validation TAT is a standard 30-day.
15 The PWS states that the contractor in coordination with LABAT will continue to maintain the administrative record. It’s our understanding that LABAT will no longer be in business after September 30, 2018. Please clarify.
The Contractor shall be responsible for acquiring the Administrative Record from USACE. USACE has just obtained a CD record from LABAT to allow for transition to the next Contract awardee.

65 Please provide the design tech memo, operation plan, and/or optimization reports for the multi-well pump test systems operating under CLIN 7, 46, and 47. Information such as discharge rate, pumping rate/drawdown, piping systems, influent treatment, discharge requirements, performance monitoring requirements, power usage, etc. would be useful for preparing the cost estimate.
The report detailing the south and north lobe systems is currently being drafted. The system is checked weekly to check system pressures and pumping rates. The northern lobe pump test was initiated in 2015 and pumps at approximately 5 gpm.
The southern lobe pumping rate initiated in 2016 at approximately 5 gpm and is currently operating at 1 gpm. It is the contractor’s responsibility to determine O&M frequency.
Both system’s effluent discharges to stormwater drains.
Monthly effluent samples are required VPDES permit compliance. Performance monitoring requirements are the contractor’s responsibility to determine. The OU 8 Tech Memo is provided.
66 Based on the CLIN structure provided, it appears that the Government is working with incrementally funding for the Period of Performance. Can you please confirm that it is the Government’s intent to fund all CLINs so that we can provide the most efficient and lowest cost by coordinating site activities?
It is the Government’s intent to fund all CLINs which are NOT optional tasks. Optional tasks will be funded based upon contractor performance, available Fiscal Year funding, existing treatment systems O&M performance, and long term/performance monitoring results.
67 During the site visit, it was mentioned that if Contractors have a better way of doing accomplishing the work, then we can propose that. Please confirm that we can incorporate changes to the stated Performance Work Statement to increase efficiency and effectiveness and/or lower operating costs.
The solicitation’s supporting information and website provide documentation on efforts completed to date. The contractor is responsible for evaluating that data to determine how it will approach. The most recent Optimization Evaluation Reports for OU6 and OU7 are the Governments best estimate to achieve aggressive site remediation within the contract period of performance within its funding constraints. The contractor can propose alternatives based upon its evaluation of all information. Any approach will be subject to technical review and may or may not be accepted.
68 Please clarify the precise number of monitoring wells required for annual groundwater sampling in each Operable Unit (CLINs 0003, 0005, and 0008). It is difficult to determine the number of wells to be sampled based on the provided number of samples to be collected due to the number of analytes, MS/MSDs, duplicates, See response to comment 60 rinsate blanks, and trip blanks. Also, please clarify the required number of wells in OU 7 and 8 for the PFC sampling/evaluation?
69 The RFP does not specifically call out requirements for data validation for the various CLINs.
A. Does the USACE require of all environmental samples (100%) or are the data to be validated at a lower frequency (e.g.
10%);
B. What data data validation level is required, and does this level vary by the type of sample (e.g. groundwater samples that may ultimately be used in risk assessment, vs. VPDES discharge or other compliance sample reporting needs)
Stage 2B Data Validation would be required. (Ref: DoD General Data Validation Guidelines, Environmental Data Quality Workgroup, Feb 9, 2018; and Guidance for Labeling Externally Validated Laboratory Analytical Data for Superfund Use. EPA 540-R-08-005, 13 January 2009.
70 Many of the CLINS provide a total number of samples without reference to the number of sampling points.
A. Are these the total number of environmental samples (e.g. number of wells) to which QA/QC samples (e.g. trip & equipment blanks, and duplicates, MS/MSDs) must be added to get the analytical requirements for the CLIN? Or B. Are the total number of environmental samples provided in the RFP inclusive of the QA/QC samples?
C. If B, would the USACE please supply the number of discreet samples required (e.g. number of wells), exclusive of the QA/QC samples.
Refer to Question 18 response
71 For PPQ requirement – can a past completed PPQ be utilized or is a new one required? Can a CPARs evaluation be used in lieu of a
PPQ?
Consistent with Section L Instruction to Offerors, c) Past Performance, Previously completed PPQ-0s may be submitted.
72 How many one-page projects should be submitted in the past performance factor? Or is there a page limit?
Consistent with Section L Instruction to Offerors, c) Past Performance, The offeror is limited to a maximum of three (3) PPQ submittals, along with brief one page project descriptions.
73 Please provide the definition of a project for Section M past performance. Does it need to be a contract, or is a task OK? Also, does it need to be 100% complete or could it be ongoing?
A project can refer to contract, task order within a Contract, or a task within a multiple task contract
74 CLIN 0004 (and subsequent CLINs 11, 19, and 27) include optimization, O&M, and monitoring of the OU-6 Bldg 151 Sub Slab Depressurization System (SSDS). CLIN 0009 (and subsequent CLINs 17, 25, and 33) describes the optimization, O&M, and monitoring requirements for the OU-8 Bldg 65 Directed Groundwater Recirculation (DGR) and SSDS AND also includes optimization, O&M, and monitoring of the OU-6 Bldg 151 SSDS. Please clarify if there is a second OU-6 Bldg 151 SSDS that requires optimization, O&M, and monitoring OR if this is an error and that Bldg 151 portion of the scope of work for CLIN 0009 (and subsequent CLINs 17, 25, and 33) should be disregarded when preparing the proposal cost estimate.
The last sentence in CLIN 0009 “Complete optimization, O&M, and monitoring …..POP including reporting” has been removed.
75 Please provide Appendix G1 and G2 of the “Final Results of Annual Monitoring at OU6 and OU7 – March 2015” dated June 2017.
These reports on quarterly vapor monitoring for OU6 are needed to evaluate optimization and level of effort requirements and are not listed separately in the administrative record. The OU6/7 Annual Report indicates that these appendices were included on a CD, but have not been produced as pdfs in the admin record files.
No other OU6 vapor monitoring quarterly reports are listed in the Administrative Record files.
The requested information will be provided with the solicitation amendment
76 Please provide the DSCR Building 151 (Sub-Slab Depressurization) System Design dated August 24, 2017. This document is not in the administrative record and is needed to understand potential optimization requirements/options and sampling requirements.
The Final OU6 Building 151 SSDS Design document is now provided in the available supplemental documents.
77 The 2015 Remedial Action Work Plan (RAWP, p. 3-11) lists an RKI Eagle Multi gas meter will be used at Building 151 for vapor monitoring, a Lantec GEM 2000 is specified in a recent quarterly report for Building 65, and the 2014 QAPP does not list any specific model of instrument. May any equivalent instrument be used for real-time vapor monitoring at Building 65 and 151 (e.g. can we use the same device at both/either building and/or use another brand)?
The contractor is responsible for selecting the appropriate real-time vapor monitoring equipment and specifying equipment in their QAPP.
78 The 2014 QAPP lists up to 10 sample locations plus 3 background samples for OU6 air sampling requirements (p. 3 of 197), but the 2015 RAWP lists only 5 required sampling locations at building 151 and 3 sampling locations at Building 54. The quarterly reports for OU 6 are not provided (see question #1) separately. Please clarify the required number of samples to be collected at Building 151 under CLIN004 and associated following years, confirm whether or not samples are to be collected at Building 54 or any other OU6 buildings (per Hang email dated 11/6/2017), and whether any background samples are required. Essentially, please define what as a “round annual sub-slab samples” for the Building 151 SSDS CLINs consists of; how many samples (as you did for the Building 65 scope).
No quarterly reports have been drafted to date and the O&M Manual has been provided within the supplemental supporting documents. A total of 5 VMPs are located within Building 151 that require to be monitored.
No sampling is required in Building 54 as part of this contract.
79 Are the indoor air samples to be collected every three and five years at Building 151 (per ROD, p. 2-38) to be included in the sampling program? Please specify the number of indoor air samples and whether these are to be collected at the same locations within the building as the sub-slab sample locations.
Collection of the indoor air samples referenced in the ROD should be included in the appropriate O&M CLIN for the SSDS system. The number and location of the indoor air samples will be consistent with previous sample collection activities.
80 The 2015 OU6 RAWP specifies samples at Building 151 are to be collected in Tedlar bags. In view that the 2017 SSDS designs specifications have not yet been provided and the 2014 QAPP (p.
138) and 2015 RAWP (p. 3-11) have contradictory information, please confirm that only these grab samples in Tedlar bags are required (e.g. Summa canisters and time-weighted samples are not required) for Building 151 . If Summa canisters are required, please specify the sampling duration (e.g. 1-hour, 8-hour, 12-hour, 24-hour, etc). The sampling method has a great impact on the level of effort required to complete the sampling.
The Final 2017 SSDS Design document will be provided with the solicitation amendment
81 CLIN0009 specifies 1 round of annual vapor sampling, and then additionally lists 4 indoor, 2 outdoor, and 4 sub-slab samples. Is “round of annual sampling” meant to refer to vapor grab samples from 3 SSDS locations: 1) SSDS Influent (from all 8 wells), 2) SSDS after primary GAC canister (duplicate sample also collected), and
Refer to Attachment S of the provided RFP documents for details regarding the sampling program.
3) SSDS stack effluent after secondary GAC canister, or some other location in addition to the 4 indoor, 2 outdoor, and 4 sub-slab samples? Please define “round of annual sampling”.
82 Under CLIN0009, please specify the duration used for the Summa Canisters. The only information presently in the administrative record are the quarterly reports and they do not specify the sample duration.
30 minute regulators were used to collect samples via summa canister.
83 Please confirm the size of the Summa Canisters to be used under CLIN009. The 2014 QAPP (p. 138) lists one-liter Summa canisters for all air samples, but ALS laboratory data sheets in the Oct-DEC 2014 quarterly reports identify the sample containers as 6.0 L Silonite Canisters.
It is the contractor’s responsibility to determine sample container size. 6L canisters have been used since 2016.
84 Please provide the appendices to the 2014 QAPP, particularly Appendix B1 which contains the sampling procedures required for air sampling. These are not in the administrative record files.
It is the contractor’s responsibility to determine the sampling procedures and methodology. It is the government’s expectation that each contractor provides their own SOPs for activities included in the QAPP identified in CLIN0001
85 The technical specifications and Operation and Maintenance Plans for the Building 151 and Building 65 SSDS do not appear to be in the electronic files of the Administrative Record. Please provide these documents.
The requested information will be provided with the solicitation amendment
86 How many samples are involved in each of the two rounds of annual Sub Slab Depressurization System monitoring for CVOCs in Bldg. 151 (CLIN 0004, etc.)?
There are seven vapor monitoring points located inside Building
151. Several locations are outside the influence of the SSDS system. Assume samples are collected from all points outside the influence of the SSDS system during each event to confirm the existing SSDS system remains protective. Assume 4 points per event.
87 As much of the work described in the Performance Objectives Summary is delineated, can the Government define the term “performance monitoring” within CLIN0007, performance of a two-well long term pumping test?
The contractor is responsible for proposing their performance monitoring scope. Performance monitoring must at a minimum demonstrate the objectives listed in the Performance Objectives Summary Table (radius of influence, contaminant flow, and groundwater velocity) are achieved
88 As much of the work described in the Performance Objectives Summary is delineated, can the Government define the term
The contractor is responsible for proposing their performance monitoring scope. At a minimum the proposed scope must be
“performance monitoring” associated with the ERD injections (CLIN0037, Option 28)?
comprehensive enough to evaluate overall remedy performance and support conclusions and recommendations.
89 Please provide detail drawings for the OU-6 (CLINs 0037 and 0043) and OU-7 (CLINs 0042, 0040, 0045, and 0044) ERD injection well system infrastructure and confirm the systems are fully operations
There is not existing ERD injection well system infrastructure in place for either OU6 and OU7. There are existing (standalone) injection wells in both OU6 and OU7 the details of which have been provided in the available supplemental documents.
90 Please provide Appendix B and C (Injection Summary Technical Memos for OU-6 and OU-7) of the “Final Results of Annual Monitoring at OU6 and OU7 – March 2015” dated June 2017. The OU6/7 Annual Report indicates that these appendices were included on a CD, but have not been produced as pdfs in the admin record files.
The requested information will be provided with the solicitation amendment
91 Under CLIN0007, 0015, 0021, and 0031 for the OU8 two well long term pump test, please specify what water treatment system will be used to treat the effluent from the pumping wells? Are we to use the pumping wells already in place? Is the trenching already in place and have the systems been winterized? There is a work plan for one test that indicates an air stripper is being used and that 2 GAC drums are used at the other location. Are these systems working effectively or will additional treatment systems be required? What is the history of GAC change-outs required and frequency of the cleaning of the air stripper?
The requested information will be provided with the solicitation amendment. Pumping wells are in place and operating. Each pump test system is run year-round. Water from both systems is treated using GAC. There are no operating air strippers. It is the contractor’s responsibility to evaluate system performance based on the documents provided. Breakthrough has never been observed on the system, however due to the limited controls on each system, numerous carbon drums have been replaced due to O&M issues.
92 Will additional treatment system capacity, trenching and winterization be required for the four well long term pump test required under CLIN0038? How far is it from the wells to the desired outfall? At what wells will this be performed? Are new wells/pumps required? In what fiscal year will the four well long term pump test at OU6 required under CLIN0038 be performed?
There is not an existing treatment system in OU6. Based on the contractors review of the documents provide, the contractor’s technical approach should propose well locations and implementation strategy such that the remedial objectives for the OU6 fence line are met. There is an existing stormwater outfall located at the point where No Name Creek crosses the Installation property boundary. The fiscal year for which this optional task may be funded has not been determined, but it will not be awarded in FY18
93 Will additional treatment system capacity, trenching and winterization be required for the one well long term pump test
There is not an existing treatment system in OU7. Based on the contractors review of the documents provide, the contractor’s required under CLIN0039? How far is it from the well to the desired outfall? At what well will this be performed? Is a new well and pumps required? In what fiscal year will the one well long term pump test at OU7 required under CLIN0039 be performed?
technical approach should propose well locations and implementation strategy such that the remedial objectives for the OU7 fence line are met. The fiscal year for which this optional task may be funded has not been determined, but it will not be awarded in FY18
94 Will additional treatment system capacity, trenching and winterization be required for the four well long term pump test required under CLIN0041? How far is it from the wells to the desired outfall? At what wells will this be performed? Are new wells/pumps required? In what fiscal year will the four well long term pump test at OU8 required under CLIN0041 be performed?
There is not an existing treatment system in OU6. Based on the contractors review of the documents provided, the contractor’s technical approach should propose well locations and implementation strategy such that the remedial objectives for the OU6 fence line are met. There is an existing stormwater outfall
95 CLIN0002 - Item states that LUCs are to be completed and repairs conducted at OU-6/7/8. Please provide more detail on the LUCs and repairs to be completed.
Please refer to LUC report provided. No repairs are anticipated at this time, other than the repair proposed under CLIN 0034- Option 25, Complete approved LUC within OU3 National Guard facility adjacent to Bldg. 151.
96 Regarding Volume 2 Pricing, what needs to be provided? Does “*Pricing backup is not required at this time but may be requested at any time for proposal evaluation” mean that loaded rates need to be provided but not Overhead, G&A and Profit calculations?
Also, do we need to show where our pricing comes from (i.e.
quotes from subcontractors for laboratory and drilling services)?
Yes you would need to provide the calculations per the Instruction to Offerors, Para b(iv).
Per the Instruction to Offerors, “*Pricing backup is not required at this time but may be requested at any time for proposal evaluation” - this includes quotes.
File details come from the government source that posted it.
