DRAFT TECHNICAL MEMORANDUM
QUARTERLY FENCE LINE MONITORING – JULY 2016
OPERABLE UNIT 8
SEPTEMBER 2016
DEFENSE SUPPLY CENTER RICHMOND, VIRGINIA
Introduction
This technical memorandum documents the results of the groundwater sampling activities conducted July
2016 at 28 monitoring wells located on Strathmore Road and the facility perimeter fence-line at Operable
Unit (OU) 8 (see Figure 1). This document is intended to be a brief summary of the monitoring events.
A full assessment, which will include additional data collected during semi-annual monitoring, will be provided in annual reporting documents.
Defense Supply Center Richmond (the installation) is an approximately 650-acre installation located near
Richmond, Virginia, and is the Defense Logistics Agency’s (DLA) aviation demand and supply chain manager. The Dervishian Army Reserve Center (ARC) is located in the northeast portion of the installation. The field activities presented herein were performed by AECOM Technical Services under the United States Army Corps of Engineers (USACE) Baltimore District Contract No. W912DR-13-D-
0016 Task Order No. 0001.
Field Activities
Field activities conducted in July 2016 included the collection of groundwater samples from twenty-five monitoring wells. Per the request of DLA, the sample matrix was updated to include 4 wells where concentrations were potentially increasing over time. A total of 4 wells that have shown stable or non-detect concentrations were eliminated from the monitoring event. These changes are shown on Table 1.
Groundwater samples were collected using low-flow sampling techniques outlined in the Quality
Assurance Project Plan (AECOM 2014). Monitoring wells were purged until well stabilization was achieved using a peristaltic pump and polyethylene tubing. Groundwater samples were then collected in laboratory supplied and certified bottles and forwarded to an off-site laboratory for volatile organic compounds (VOCs) analysis using SW-846 EPA Method 8260B. Appropriate quality assurance/quality control (QA/QC) samples (three duplicate samples, two matrix spike/matrix spike duplicate samples, one equipment blank and six trip blanks) were also collected.
Monitoring well sample locations are presented in Figure 1. The chain of custody forms, sample collection forms, and equipment calibration forms are provided as Attachment A. Laboratory analytical reports are provided as Attachment B.
Results
The following is a brief summary of the analytical results. A sample matrix is provided as Table 1. The groundwater sampling results are summarized in Table 2 and historical data is presented in Table 3.
Concentrations trend graphs for the monitored wells are provided as Attachment C.
A summary of the concentrations trends for each well are presented below:
• Concentrations at the following wells are below United States Environmental Protection Agency
(EPA) maximum contaminant levels (MCLs) during the current monitoring period:
o MWANP-16, MWANP-19, OU8-MW-96, OU8-MW-97, OU8-MW-98, OU8-MW-130, OU8-MW-131, OU8-MW-132, OU8-MW-133, OU8-MW-134, OU8-MW-146, OU8-
MW-147, OU8-MW-156, OU8-MW-158, OU8-MW-159, OU8-MW-160, and OU8-
MW-161.
Wells with trichloroethene (TCE) or tetrachloroethene (PCE) concentrations above MCLs are discussed below.
• OU8-MWANP-20 – Concentrations have shown an overall increase since 2013 with seasonal fluctuations. Currently, PCE is below the MCL and TCE is slightly above the MCL.
• OU8-MW-91 – Concentrations have shown an overall increase, with fluctuations of both PCE and TCE above and below their respective MCLs, with TCE remaining above the MCL since July
2015.
• OU8-MW-94 – TCE concentrations have steadily increased since 2012. PCE is below the MCL.
TCE has remained above the MCL since July 2014.
• OU8-MW-95 – PCE and TCE concentrations have remained fairly consistent with observed seasonal fluctuations of TCE concentrations just above and below the MCL.
• OU8-MW-100 – PCE and TCE concentrations have remained fairly consistent with peak concentrations in both observed in mid-2015. Currently, PCE is below the MCL and TCE is slightly above the MCL.
• OU8-MW-112 – PCE and TCE concentrations have remained fairly consistent since 2012 with fluctuations above and below their respective MCLs. Currently, PCE is below the MCL and TCE is slightly above the MCL.
• OU8-MW-125 – Concentrations have fluctuated since 2011, with a slight decreasing trend observed beginning in 2014. PCE has fluctuated above and below the MCL, and is currently below the MCL. TCE has remained slightly above the MCL.
• OU8-MW-126 – PCE concentrations have fluctuated throughout historical monitoring and have remained above the MCL. TCE concentrations have shown an overall decreasing trend and have remained above the MCL. Cis-1,2-DCE concentrations have shown an overall increasing trend since 2014.
• OU8-MW-127 – The in situ chemical oxidation (ISCO) pilot study was performed approximately
20 feet upgradient of this well in June 2014. Concentrations decreased rapidly following injections and rebound in PCE, TCE, and cis-1,2-DCE have been observed post-injection. PCE and TCE are currently above their respective MCLs.
• OU8-MW-128 – PCE concentrations have decreased since 2014. TCE and cis-1,2-DCE have remained relatively stable, with a current increase in cis-1,2-DCE.
• OU8-MW-148 – PCE and TCE concentrations have decreased slightly since 2015, with both remaining above their respective MCLs.
