Sample Problem - In instances where bulk removal of soils and soil-like material has been a key element in radiological remediation of a specific project site, we have either utilized waste disposal facilities and acceptance criteria for bulk transport that are specified by USACE, or we transfer waste to a waste broker who holds a separate contract with USACE.
As part of the sample problem, should it be assumed that:
a. waste handling, characterization, and transport and disposal are part of the cost basis for an estimate and that the bidder must identify a disposal site; or
b. will USACE identify a disposal facility and acceptance criteria; or
c. will USACE use a separate waste broker/contractor who will provide transport and disposal at a rate negotiated by USACE under this separate contract, and no tpart of th ecost basis for the estimate of this sample project??
On: Sep 28 2016.
Government Response. . a. all aspects of waste handling, characterization, transport and disposal should be captured in this sample problem;
b. No, USACE will not be identifying a disposal facility or acceptance criteria;
c. No, all work and cost associated with sample problem should be captured in your estimate. On: Sep 29 Current Request Status: Request Closed

Is it permissible to include an summary or introduction page(s) so long as it sticks to the page limitations provided for the sections? From an organizational perspective it seems beneficial to have an introduction or summary to each factor. Factor 2 and Factor 4
On: Sep 29 2016.
Government Response. . Do not provide an introductory or summary paragraph in Factor 2. Factor 2 in Volume 1 requires offerors to use the "Experience in Relevant Projects" form provided in Section J of the solicitation. This form was created to specifically solicit the information the Government intends to use to evaluate Factor 2, Relevant Corporate Experience/Project List." Offerors should therefore restrict their responses for Factor 2 to address the information requested on the "Experience in Relevant Projects" form, being sure to address the Factor 2 requirements identified in Section L.
Also, do not provide an introductory or summary paragraph in Factor 4. Please just provide resumes as instructed in the solicitation. On: Oct 07 2016 Current Request Status: Request Closed

6683594 Environmental Q&A Q&A Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The Corporate Experience Form provided in Amendment 1 seems to conflict with the Q&A. Question 1 states we are to use the provided form which is a fillable one page PDF form. Question 4 states that the experience form must be TNR 12 pt font but the font for the form is 10 pt . Further, Question 45 states that no introductory paragraph is to be provided; however, Corporate Experience is limited to 30 pages. Using the one page experience form would allot for 8 pages for corporate experience. Please clarify what is expected in this section and if the form can be expanded to allow for a more detailed discussion of the project.

6684096 Contracting page 42 of 62 Amendment 1 Factor 2 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
This questions was not answered previously.
USACE requires that projects be 75% complete as measured by performance period. We respectfully request that USACE reconsider the definition of the 75% complete to be either 75% complete as measured by dollars or performance period or 50% complete as measured by performance period. Our rationale for this request is based on the following:
a. There have been several DoD contracts/task orders for that provide for environmental remediation services (ERS) at multiple sites and multiple installations. The contract/task order may have a five to ten year period of performance but each site has its own "completion" date based on the achievement of the performance objectives. So the ERS at one site/installation may be complete before the task order/contract performance period completion date while the ERS activities at another site may be completed closer to the task order/contract performance period completion date.
b. Many of these contracts/task orders may have a long performance period (e.g., 10 years), but the substantive remediation activities are performed in the first few years (e.g. first five years) with the remainder of the performance period for long-term management activities (e.g., annual Land Use Control inspections).
c. Determining completion based on the performance period does not allow offerors who successfully achieved early completion (i.e., performance objectives met) of the contracted ERS tasks to present their accomplishments if the performance period is extended for contractual reasons.
d. Contracts for ERS at active installations may have a performance period greater than five years (e.g., ten years), however, because the funds expire after five years. Therefore, within a performance period of ten years, the contractor only is able to perform ERS tasks that can be completed within the life of the funds.

6684123 Contracting Attachment 4 Experience in Relevant Projects Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
There are a number of comments/questions related to the problems with the pdf. In addition to those already in the system, the form itself uses up precious space in a Factor that has page limitations. For example, each form has:
* the instructions of what is to be included in each section of the form;
* The sections for cost information as a prime and as a subcontractor, but on a project the offeror will need only one of those sections of the form.
* The size of the sections are predetermined so the offeror cannot shorten sections if the question is not applicable, e.g., if there was not cost or time growth or the project did not have performance-based milestones.
* Even if you use another sheet to provide more information, many of the "fill in the blank" areas don't allow text to the bottom of the box.
Page 5 of 22ProjNet: Logged In User
All these issues combined could result in offerors losing a minimum of 1 page within the page limitations.

In Amendment 1, the five page limitation for Factor 3 was deleted however the maximum pages for Volume I was not changed (125 pages). Is it USACE's intent to increase the page limitations for the other factors? May offerors still use the extra five pages in Factor 3 to present information on their past performance, e.g., client quotes, information from CPARS, etc?
On: Sep 29 2016.
Government Response. . The total page limit not being revised was an oversight. It was not the Government's intent to allow an increase of the page limitation for the other factors. A one page introduction or summary page may be included for Factor 3 if desired; however, the content of that summary page will not be evaluated. We request the Government provide further clarification regarding Relevant Corporate Experience/Project List for Section L.3.c.(1).iii based on the solicitation and answers to questions. Is our understanding correct that Offerors
Page 7 of 22ProjNet: Logged In User shall provide a Past Experience Project for a Major Subcontractor (expected to perform 25% or more of the proposed effort) and may provide a project for a teaming partner anticipated to perform 25% or less of the proposed effort?
On: Sep 29 2016.
Government Response. . No. The solicitation does not say that offerors shall provide a Past Experience Project for a Major Subcontractor. Nor does it say anything about a teaming partner anticipated to perform 25% or less of the proposed effort. The solicitation says "Describe at least five (5) but no more than eight
(8) recent and relevant projects performed as the prime or major subcontractor which demonstrates the offeror's experience". Wage Determinations have been provided for Baltimore and for NY. If we are to adhere to the Baltimore wage determination for the Section B Bid Schedule and utilize the Section B Bid Schedule rate for the Sample Problem as instructed, but also instructed to use the NY wage determination for the Sample Problem, how are we to reconcile the different wage determination rates on the Sample Problem? 6685235 General Factor 2 .
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The answer to Question #2 in the Q&A defines a project as either 1) a stand-alone contract or 2) a single task order performed under an IDIQ contract. Meanwhile, the title of Factor 2 is "Relevant Corporate Experience/Project Listing" and Section L.3.C.1.iii specifically states that "The Offeror shall provide documentation outlining the offeror's experience with contracts, as a prime or major subcontractor." Therefore, we were surprised that the answer to Question #45 states that there is "no introductory paragraph" and "the Relevant Project form should be used." We believe that overall relevant corporate experience is a very important element of the evaluation and selection process and that the narrative should be maintained. If USACE concurs, can offerors provide documentation of our Relevant Corporate Experience in Factor 2 in addition to the Relevant Project forms, as long as we do not exceed the 30-page limit?
On: Sep 30 2016.
6685461 Environmental Volume 1 response to Q&A #38 clarification Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The response to Question #38 states that the Volume 1 submittal for the Hypothetical Sample Technical Problem should not contain estimates of hours. However, the text of Sections 4.2 and 4.3 of Attachment 6 to Modification 1 appears to still indicate that labor hours by discipline for each task should be a part of the separate, stand-alone Volume 1, Factor 1 submittal. Please confirm that the Volume 1, Factor 1 portion of the Hypothetical Sample Technical Problem should contain the technical approach (including H&S, regulatory, and stakeholder considerations as well as the division between self-performed and subcontracted work) while Volume 3, Factor 7 should contain the proposed labor hours, rates, subcontractor costs, and ODCs for each major task.
On: Oct 02 2016.

This is a repeat of a previously the unanswered question 104 in the Q&A up to 9-27-16: For the Corporate Health and Safety Officer, please consider having the minimum requirement be a Certified Industrial Hygienist OR a Certified Safety Professional, and rating personnel who hold both certifications more favorably. It appears that this

Past Performance Questionnaire, Paragraph (4) states that "the burden of providing detailed, current, accurate and complete past performance information rests with the offeror." Is it acceptable to submit company past performance details in Factor 3 of the proposal, other than PPQs or CPARs (as the Government will already have these)? If no other past performance information is allowed, please confirm that Factor 3 should be submitted by the offeror as entirely blank (without content) since the PPQs are to come directly to the USACE from the offerors' clients.

This question relates to Bidder Inquiries 6683589, 6683594, 6683671, 6683819, 6684052, 6684123, 6684130, 6684142, and 6684190. In Amendment 1, Attachment 10, Q&A, response to question 109, the Government instructed that offerors should not export the Attachment 4, Experience in Relevant Projects form to Word. However, the table cells in the Attachment 4 are not expandable, so offerors using the form are not able to add lines to the form to provide additional project details as instructed in Section L,. second bullet of paragraph 3.c.(1).iii (pages 92-93 of the conformed RFP). This creates a problem as some items cannot be addressed in the space provided.
Would the Government either provide a form to which lines can be added, or allow offerors to export the form to Word to allow the addition of lines? Alternately, may we assume the Government will allow offerors to attach additional pages to fully address each question on the form?

This question follows on Bidder Inquiry 6684047. We understand that, per Amendment 1, Attachment 10, Q&A, response to question 45, offerors should not include an introductory paragraph to Factor 2. However, as was noted in question 180, it is not clear if the documentation of the offeror's experience with contracts, and offeror responses to the five numbered items (page 93 of the conformed RFP), are to be included in the Attachment 4 form or if that is a separate narrative. Would the Government please clarify if the only content in Factor 2 is the Attachment 4 form or if a separate narrative is to be included?
On: Oct 03 2016.
Response to Question 38 indicates to "See amendment, Attachment 6. - Volume 1 includes no estimates of hours, but is only the technical approach and schedule. Volume 3 will contain the proposal of labor hours." However, Attachment 6 says "4.3 Sample Problem Submittal: The Sample Technical Problem is a stand-alone submittal, separate from the Cost Evaluation.
