Required quote components include a completed and signed SF1449 with acknowledgment of all amendments, pricing on the SF1449 Continuation Sheet covering all Contract Line Item Numbers (CLINs) including options, a completed Excel pricing form with amounts not exceeding three decimal places, and a technical capability submission not exceeding 10 pages. The technical submission must demonstrate personnel qualifications (Project Manager with current State of Hawaii C-18 Electrical Maintenance and Repair license; field personnel with EPA Section 608 certification and Hawaii EJ/ES electrician licenses) and operational readiness with adequate service vehicles, tools, and diagnostic equipment for appliance repair and installation. Award will be made on a firm-fixed-price requirements basis (Base + 3 Option Periods) to the responsible quoter offering the best value, with price and technical capability weighted equally against past performance. Questions are due by 10:00 AM Hawaii Standard Time on Monday, August 12, 2026, and quoters must maintain active SAM registration with current representations and certifications at both quote submission and award.

2. Solicitation Questions. A summary of questions received, and Government responses will be provided via amendment posted on SAM.gov. 3. Quoters shall prepare their quotations in accordance with FAR 52.212-1 and this addendum. A complete quote must be received to be considered for award. Quotes that fail to address all requirements or follow all instructions will be considered ineligible for award. A complete quote includes a response to each of the following:
a. RFQ SF 1449 Complete and sign the SF1449 in its entirety, paying particular attention to Blocks 12, 17a, and 30a-c, which must be completed and signed by an authorized representative. All amendments must be acknowledged. b. RFQ SF 1449 - "Continuation Sheet": Complete by providing the unit price and extended amount for all contract line-item numbers (CLINs), including all option CLINs. All CLINs must be priced. Failure to price all CLINs may render the quotation incomplete and ineligible for award.
c. Offeror Price Quote Form (Excel): Complete the attached Excel pricing form. Ensure all quoted amounts do not exceed three (3) decimal places. The completed form must be submitted with the quotation. No alternate pricing formats will be accepted.
d. Past Performance Submission: Quoters are not required to submit past performance information. The Government may review past performance information available in the Contractor Performance Assessment Reporting System (CPARS) or other sources when determining the quoter's responsibility and overall best value.
e. Technical Capability Submission. The quoter shall submit documentation demonstrating compliance with the minimum technical requirements of the solicitation and Performance Work Statement (PWS). The submission shall be a stand-alone document not exceeding 10 pages, excluding resumes, certificates, and permit documentation. If an individual is assigned to multiple roles (e.g., Project Manager and field technician), documentation must validate their qualifications for each role. The technical capability submission shall address both subfactors below. Failure to satisfy either subfactor will result in a rating of unacceptable.
Subfactor A- Personnel Qualifications:
Project Manager:
1) Provide the name and contact information of the designated Project Manager (and alternate, if applicable).
2) Provide a statement or documentation confirming the PM is a legal U.S. resident (authorized to work in the U.S.), is proficient in the English language, and can obtain and maintain installation access prior to the contract start date.
3) Provide objective evidence (e.g., resume, work history) demonstrating the PM's qualifications and years of experience managing contracts of similar scope and complexity.
4) Provide a copy of a current, valid State of Hawaii Contractor License (C-18 Electrical Maintenance and Repair). This license, which must be active at the time of quote submission, may be held by the Prime Contractor OR a proposed first-tier subcontractor. If utilizing a subcontractor to meet this requirement, the Offeror must include a signed Teaming Agreement or Letter of Intent (LOI) with its quote that clearly affirms the subcontractor's commitment to performing the work.
Drivers and Field Personnel:
1) The Offeror shall provide a written commitment and a detailed staffing plan demonstrating their capability to furnish fully credentialed personnel within ten (10) calendar days of contract award, in accordance with PWS 3.2. The plan must address how the Offeror will ensure all technicians performing physical work possess active:
a) EPA Section 608 Certification (Type I or Universal).
b) State of Hawaii Electrician License (Journey Worker Electrician - EJ or Specialty Electrician -
ES).
Note: Actual licenses for field personnel are not required with the quote submission. This is a post-award requirement.
2) Provide a statement confirming all contractor employees and subcontractor personnel are legal U.S. residents and can communicate clearly in English.
Subfactor B- Operational Readiness:
Equipment:
Provide a brief narrative demonstrating the operational capacity to begin performance around October 1, 2026, the contract start date, including a description of service vehicles, tools, and diagnostic equipment sufficient to independently inspect, repair, remove, and install commercial and residential appliances (e.g., washers, dryers, refrigerators, stoves) across multiple installation locations.
Note: To be eligible for award, quoters must maintain an active registration in the System for Award Management (SAM) with current, fully completed representations and certifications both at the time of quote submission and at the time of award.
Addendum to Evaluation - Commercial Product and Commercial Services
Miscellaneous text in this section has been modified to:
ADDENDUM TO FAR 52.212-2 - EVALUATION--COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES
Basis of Award. The Government intends to award a single firm-fixed-price requirements contract (Base + 3 Option Periods) resulting from this solicitation to the responsible quoter whose quotation conforms to the solicitation requirements and represents the best value to the Government, price and other factors considered. The Government will use a Price and Other Factors basis for award, conducting a comparative evaluation of quotations in accordance with FAR 12.203(a)(2). This comparative evaluation allows the Government to directly compare the relative merits of technical capability, past performance, and price between competing quotes to determine which offer represents the most advantageous solution. The non-price factors (Technical Capability and Past Performance) are equal in importance to each other and, when combined, are approximately equal to price in the award decision. The Government reserves the right to select a quoter that is other than the lowest-priced, or other than the highest technically rated, if it is determined to be in the best interest of the Government. The Contracting Officer may perform a comparative evaluation of quotations in accordance with FAR 12.203(a)(2), including comparing quotations to one another to assess price reasonableness and the acceptability of technical submissions. The Government may award without discussions.
1. Price: The Government will evaluate the total overall price for completeness and determine if it is fair and reasonable in accordance with FAR 12.204. The Government expects competitive quotes and will use those quotes to determine price reasonableness. If competitive quotes are not received, the Government reserves the right to utilize other methods available under the FAR.
Completeness. Each Quoter is required to provide complete pricing for each contract line item (CLIN) identified. This section must be mathematically accurate and include all CLINs and the associated option periods that the Quoter identifies in their quote.
Unbalanced Pricing. The Quoter shall ensure the pricing of contract line items are not significantly over or understated, which may increase performance risk or result in unreasonably high prices.
Total Evaluated Price. For award evaluation purposes, the total price will be calculated by adding the total price of the base period, all option periods (FAR 52.217-9), and one-half of the final option period's price (to account for the 6-month option to extend services under FAR 52.217-8).
Evaluation of options does not obligate the Government to exercise them.
2. Past Performance: The Government will evaluate past performance as an indicator of the quoter's likelihood of successful performance. Quoters are not required to submit past performance information. The Government will review past performance information available in CPARS, PPIRS, or through other reasonable inquiry in accordance with FAR 12.203(c). The Government will compare the quality and relevance of each quoter's history to assess performance risk, defining quality as having at least a "Satisfactory" (or equivalent) rating in CPARS or PPIRS for the performance areas evaluated.
Relevant past performance is defined as contracts or orders of similar scope and complexity performed within the past five (5) years involving the inspection, maintenance, repair, and installation of commercial or residential appliances at government or comparable facilities. Quoters without a record of relevant past performance will receive a neutral rating and will not be evaluated favorably or unfavorably.
3. : Technical Capability The Government will evaluate the quality, credibility, and feasibility of the quoter's technical submission to assess operational risk and capability. The evaluation will focus on the following two areas of equal importance:
Subfactor 1 - Personnel Qualifications:
The Government will evaluate the quoter's submission to determine whether the proposed key personnel meet the minimum qualifications identified in the PWS.
a) A qualified Project Manager with the required experience and credentials as outlined in the Addendum to 52.212-1. (A copy of a current, valid State of Hawaii C-18 Contractor License, held by either the prime quoter or a first-tier subcontractor. If provided by a subcontractor, this must be accompanied by a signed Teaming Agreement or Letter of Intent (LOI)).
b) A credible written commitment and staffing plan demonstrating the quoter's capability to furnish technicians who possess active EPA Section 608 and Hawaii EJ/ES licenses within ten (10) calendar days of contract award.
Subfactor 2 - Operational Readiness:
The Government will evaluate the quoter's demonstrated operational capacity.
a) A narrative demonstrating the quoter possesses the necessary equipment and operational capacity to begin performance on the contract start date.
Quotes that fail to meet the absolute minimum licensing and certification requirements of the PWS will be deemed technically unacceptable and will not be considered for award.

| Descript: The purpose of this amendment is to update and clarify the solicitation's licensing and certification requirements prior to the quote closing date. Specifically, this amendment revises the submission instructions under the Addendum to FAR 52.212-1 and the corresponding evaluation criteria under FAR 52.212-2 to establish a staggered timeline for personnel qualifications and to explicitly permit the utilization of qualified subcontractors to meet company-level licensing requirements.
