About this file
This is an Area of Interest (AoI) for the TIGER Hackathon – Supply Chain Resilience and Advanced Manufacturing, issued by the Department of the Army's Integrated Logistics Support Center (ILSC) and Capability Program Executive (CPE) Ground under the ACC-DTA Ground Maneuver Commercial Solutions Opening (CSO).
The AoI seeks innovative solutions to resolve critical sourcing and manufacturing bottlenecks for approximately 166 critical and single-source components of the Automotive Gas Turbine (AGT) 1500 Engine used in the Abrams Main Battle Tank. The Army requires resilient, diversified, and modernized supply chain solutions, including alternative manufacturing, supply, and raw material solutions, along with comprehensive right-to-repair capabilities including technical data rights, diagnostic access, and intellectual property for organic or competitive third-party maintenance and repair. Vendors must explicitly identify which of three core objectives their solutions address: Objective 1 – Traditional Second Source (establishing reliable secondary manufacturing and supply lines with demonstrated machining capacity, past DoW/aerospace performance, production scalability, and testing/inspection capabilities); Objective 2 – Advanced Manufacturing (leveraging additive manufacturing, automated precision machining, or digital twin integration with demonstrated 2D-to-3D conversion capability, material equivalency strategy, post-processing infrastructure, and DoW/FAA qualifications); and Objective 3 – Material Provision (supplying critical raw materials, forgings, and castings with domestic foundry/forge capabilities, TAA/Buy American Act compliance, lead-time reduction strategies, tooling independence, and material traceability to MIL-SPEC standards).
Interested vendors must submit a 2-page Statement of Interest (SOI) and Quad Chart by 19 June 2026 at 1200 EST to attend the Industry Day on 14 July 2026 at DEVCOM, Ground Vehicle Systems Center in Detroit, Michigan. Vendors must provide a valid DD Form 2345 (Militarily Critical Technical Data Agreement) and verified CAGE code to access restricted Technical Data Package (TDP) data, maintain quality certifications (AS9100, ISO 9001, or NADCAP) and NIST SP 800-171 compliance for CUI data handling, and be U.S. citizens only for access to this unclassified/CUI secure military facility event. Submissions shall be emailed to Jamie M. Waszak, Christine Marr, Jeffrey Sholy, or Jonathan Taylor at their respective Army email addresses.

Revision: 01 – White Paper Submission Date Changed FROM 18 June 2026 TO 12 June
Area of Interest (AoI): TIGER Hackathon – Supply Chain Resilience and Advanced Manufacturing
Agency: Department of the Army Program: Integrated Logistics Support Center (ILSC) and Capability Program Executive (CPE) Ground Platform: Abrams Main Battle Tank –Total InteGrated Engine Revitalization (TIGER) of the Automotive Gas Turbine (AGT) 1500 Engine
1.0 Background and Problem Statement
Section Description
Background Issued under the ACC-DTA Ground Maneuver Commercial Solutions Opening (CSO), this AoI seeks innovative solutions to resolve critical sourcing and manufacturing bottlenecks for the AGT 1500 engine while establishing comprehensive Right to Repair capabilities for the Government. The system's Original Equipment Manufacturer (OEM) is currently experiencing severe supply chain constraints regarding approximately 166 critical and single source components directly impacting delivery timelines and fleet readiness. To mitigate future vendor lock-in, proposed solutions must include provisions for delivering the necessary technical data rights, unrestricted diagnostic access, and intellectual property required to enable organic or competitive third-party maintenance, repair, and manufacturing.
Problem Statement
The Army requires resilient, diversified, and modernized supply chain solutions for these 166 critical and single source components. We are seeking industry partners capable of providing alternative manufacturing, supply, and raw material solutions to radically improve production timelines, bypass current bottlenecks, and maintain operational readiness for the Abrams platform.
2.0 Industry Day Engagement
To facilitate direct collaboration, the Government will host an Industry Day. Participants will have the opportunity to physically inspect the AGT 1500 engine and available components, and engage in technical discussions directly with ILSC, CPE Ground, and OEM subject matter experts.
Event Element Details
Event Name TIGER Hackathon - Supply Chain Resilience and Advanced Manufacturing
Date & Time 14 July 2026, Start Time TBD
Location DEVCOM, Ground Vehicle Systems Center (GVSC) 6501 E. Eleven Mile Road, Detroit Arsenal, Michigan 48397
Registration Deadline 19 June 2026, 1200 EST
3.0 Core Objectives and Vendor Response Requirements
To effectively evaluate potential partners, vendors must explicitly identify which of the following three objectives its solutions address from the 166 Critical and Single Source Components List. Responses must include the specific capability details outlined under each targeted objective.
Objective 1: Traditional Second Source Description: Establish reliable, secondary manufacturing and supply lines for any or all of the 166 critical and single source components. The goal is to diversify the industrial base, reduce supply bottlenecks, and ensure continuous availability of these components.
Requirement Category
Specific Information Required from Vendor
Targeted Component Families
Identification of which specific components (or types of components, e.g., gears, shafts, housing) from the 166 Critical and Single Source Components List your company has the capability to manufacture.
Machining & Tooling Capacity
Detailed list of traditional manufacturing infrastructure (e.g., multi-axis CNC milling, turning, grinding) and tolerances your company can reliably hold (e.g., +/- .0001 inches).
Machining & Tooling Capability
Capability to fabricate parts using legacy 2D TDP.
Past Performance
Proven experience executing complex Department of War (DoW) or aerospace Technical Data Packages (TDPs), including taking a Government TDP through First Article Testing (FAT) to full-rate production.
Production Scalability
Estimated monthly or annual production throughput for the targeted components, including surge capacity management.
Testing & Inspection
In-house capabilities for Coordinate Measuring Machine (CMM) inspections, non-destructive inspection (NDI), and material hardness testing.
Objective 2: Advanced Manufacturing Description: Leverage advanced manufacturing technologies (e.g., additive manufacturing, automated precision machining, digital twin integration) to rapidly produce components from the 166 Critical and Single Source Components List while strictly adhering to specifications and quality standards.
Requirement Category
Specific Information Required from Vendor
Technology Modality
Specification of the exact Advanced Manufacturing technologies utilized (e.g., Laser Powder Bed Fusion, Directed Energy Deposition, Cold Spray) and available build envelope sizes.
Digital Engineering
Demonstrated capability to convert 2D legacy TDPs into 3D solid models, including the use of Digital Twins to simulate thermal and mechanical stresses.
Material Equivalency
Strategy detailing how the vendor will prove that its advanced manufactured component meets or exceeds the mechanical properties of the originally specified cast or forged component.
Post-Processing Specific infrastructure for critical post-print operations, such as Hot Isostatic Pressing (HIP), advanced heat treating, and final precision CNC machining.
Adv Mfg Qualification
Experience with existing DoW or FAA qualifications and certification pathways for additively manufactured components in critical propulsion systems.
Objective 3: Material Provision Description: Supply critical raw materials, forgings, castings, and structural elements. Solutions in this category must demonstrate how the provision of these materials will unlock constraints, accelerate production cycles, and improve overall delivery times for the targeted components.
Requirement Category
Specific Information Required from Vendor
Foundry & Forge Capabilities
Details on domestic pouring capacity, press tonnage, maximum component sizing, and specific alloy expertise (e.g., high-temperature superalloys, titanium).
Supply Chain Mapping
Confirmation of compliance with the Trade Agreements Act (TAA) and Buy American Act, explicitly stating no reliance on adversarial foreign nations for critical minerals.
