About this file
This technical exhibit (TE-D) details the task frequencies and service levels for solid waste management at Fort Sill, with four distinct performance tiers (Green, Amber, Red, and Black). The document outlines collection schedules for various waste types including non-hazardous solid waste, recycling, food waste, and organics, with service frequencies ranging from twice weekly to annually depending on the performance tier and container fullness levels.
Key requirements include collection and transfer services for dumpsters/containers, Multi-Family Housing (MFH) waste collection, roll-off dumpster service, and bulk waste collection. Specific maintenance tasks such as cleaning and maintaining dumpster appearance are scheduled between 1-3 times per year based on the performance tier. The document also addresses unscheduled collection events for storms or disasters, with response times varying from 8 hours (Green tier) to 48 hours (Black tier). Special notes emphasize requirements for food waste handling to prevent pest attraction and odors, and recommend volume-based pricing structures for waste collection and disposal services.

Solid Waste Task Notes:
1. Food Waste containers shall be picked up at a minimum weekly and adjusted to a frequency determined by the contractor approved by the KO based volume and to inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects. Schedules shall be adjusted as needed throughout the contract for volume control and to further inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects.
2. REFUSE, recyclables, and returnables shall be removed from the PREMISES at a frequency that will minimize the development of objectionable odors and other conditions that attract or harbor insects and rodents
3. It is recommended that the costs associated with the collection and disposal of solid waste should be driven, completely or in part, by the quantity (volume (and weight for reporting) of waste generated and disposed/diverted. Avoid situations where the cost are based entirely on an annual fee or cost per container pickup.
