About this file

This technical exhibit (TE-D) details the performance tasks and frequency standards for solid waste management services at Fort Sill, outlining service levels across four tiers (Green, Amber, Red, and Black). The document specifies collection frequencies for different waste types including non-hazardous solid waste, recycling/diversion, food waste, and organics/yard waste.

The exhibit establishes minimum service levels for dumpster collection ranging from twice weekly to bimonthly depending on the tier and waste type, with container fullness thresholds between 65-95%. It includes requirements for dumpster cleaning (1-3 times yearly), maintenance, and multi-family housing collection services. Additional specifications cover unscheduled collection events (response times from 8-48 hours) and bulk waste collection (4-6 times yearly). The document references compliance requirements with 40 CFR Part 243, AR 420-1, and TB MED 530 Tri-Service Food Code, with specific notes regarding food waste container management and vector control.

Solid Waste Task Notes:
1. Food Waste containers shall be picked up at a minimum weekly and adjusted to a frequency determined by the contractor approved by the KO based volume and to inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects. Schedules shall be adjusted as needed throughout the contract for volume control and to further inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects.
2. REFUSE, recyclables, and returnables shall be removed from the PREMISES at a frequency that will minimize the development of objectionable odors and other conditions that attract or harbor insects and rodents
3. It is recommended that the costs associated with the collection and disposal of solid waste should be driven, completely or in part, by the quantity (volume (and weight for reporting) of waste generated and disposed/diverted. Avoid situations where the cost are based entirely on an annual fee or cost per container pickup.
