MEMORANDUM FOR RECORD
SUBJECT: Questions and Answers Regarding Solicitation W9124L24B0004 Refuse Services Recompete, Fort Sill, OK.
ATTACHMENT 3
QUESTIONS AND ANSWERS
1. QUESTION: Is this a brand-new contract or if there is (was) an incumbent performing these services?
ANSWER: This will be a new contract. The current contractor is Waste Solutions.
2. QUESTION: If not brand new, could you please provide the current/previous contract number?
ANSWER: W9124L-20-C-0004
3. QUESTION: Please confirm if there is a designated area on-site where contractors can park their equipment during the performance of the contract. If so, I would appreciate any additional details regarding the location and any requirements or restrictions associated with its use.
ANSWER: At this time, there is not space available on Fort Sill for equipment to be parked/stored.
4. QUESTION: Can another site visit be set up?
ANSWER: No other site visit will be scheduled at this time.
5. QUESTION: If no site visit can be held is there another way to get the info we missed?
ANSWER: Submit all questions to point of contacts provided on Sam.gov and answers will be provided via an amendment.

6. QUESTION: Please provide information regarding incumbent contract.
ANSWER: Contract number: W9124L-20-C-0004, the current contractor is Waste Solutions.
7. QUESTION: Does this solicitation involve operating the Dodge Hill Landfill?
ANSWER: No. The refuse picked up on post will be taken to the landfill on Fort Sill, but it does not involve operations of the landfill.
8. QUESTION: Does the contractor man and operate the recycle center MRF facilities for separation, baling and resale?
ANSWER: No. Another entity operates the recycle center.
9. QUESTION: How many C/D roll offs are required or in use at any one time such as for C/D and yard waste limbs etc.?
ANSWER: The number of roll-offs is expected to be a maximum of 3 or less. The duration of the roll-offs being out is the first week of each month. The use of these dumpster would be for bulk trash, primarily from housing, in the attempt to prevent illegal dumping at the 8 yd dumpster locations.
10. QUESTION: What size are the roll off containers used at Fort Sill for C/D and yard waste cleanup?
ANSWER: There are no roll-off dumpsters on the current contract as this is a new requirement.
The size we are expecting to request would be 30 cubic yard dumpsters.
11. QUESTION: Is the only GFE the portable compactor at 4301?
ANSWER: Yes
12. QUESTION: Will the contractor have use of an office, storage for trucks and containers and a location for washing containers?
ANSWER: No. At this time, it would be expected for the contractor to have all space required off post.

13. QUESTION: TE-D defines services under green, amber, red and black and the colors reflect different levels of service frequency. Who determines the levels of service color?
ANSWER: The base level of service being requested for this solicitation is black. The customer can request a higher level of service frequency if they are willing to pay for the requested service. That request will come through the COR/KO for approval.
14. QUESTION: The 5-year average for C/D waster is close to 600 tons per month. What CLIN or line is this priced on?
ANSWER: There is no CLIN or line dedicated for tonnage hauled off because the waste is taken to the landfill located on Ft. Sill and no cost is charged to the contractor for emptying waste that is picked up on post.
