In fact, they vary significantly year to year, with years 2,3, and 5 having significantly higher labor hours, yet lower ceilings. Please clarify the relationship between Attachment A and the CLINs on pages 3-11. | There is no relationship between the CLIN Ceiling Values and Attachment A Pricing Matrix. Q: Will the Government exclude Subcontractor Consent Letter(s) from the page limit of the Past Performance Volume? The RFP page limits already exclude Consent letters in Past Performance.

This is slightly confusing because there was no sample task order provided with the solicitation, or a PWS describing the scope of the work for each Task Order. |
Q: Would the government please clarify what the contractor awarded company would phase in to?
Q: Will the Government use this pricing information to award a Task Order, and will any Task Order be issued with the award on the contract to the winners? (1) Phase in would include transition of incumbents and/or onboarding of new candidates at the Task Order level. Task Orders at award have been provided.
(2) Yes. The Government will use Pricing Matrix for award of Task Order with Base Award.
99 66 RFP Document; Proposal Format paragraph c Section C states that Volume III Past Performance has a page limit of 25 pages (excluding consent letters). Given that offerors should provide documentation outlining the offeror’s, and their proposed partners who will perform a significant portion of the requirement could potentially mean the inclusion of multiple organization structure change pages. These pages are currently included within the 25 allocated pages for this volume.
| Q: While providing this information is extremely important and necessary, would the Government please consider excluding the organizational change information from the page count? This would allow offerors the ability to provide even more relevant information and data regarding their cited contracts as relevant past performance. | Addendum to FAR 52.212-1 paragraph c | Page Limit was increased to 40 pages for past performance to allow for additional information. | ||||
| 100 | Attachment D Specific Relevant Contracts Format | Q: Would the Government allow offerors to modify the format of items 1 - 7 by placing them into a table format? | Yes, as long as the required information is provided. | |||
| 101 | PWS page 99 | PWS 5.1 | PWS 5.1 Level I Labor Category Level currently requires up to 3 years experience and a bachelors degree or certification. Level I reads as entry level. |
| Q: Based on this information, would the Government accept an associates degree in place of the bachelors degree? | Base PWS | Yes, 3 years of experience with associates degree is acceptable. See revised language in 5.1 BASE PWS that states 3 years of experience AND/OR BA/BS. | |||
| 102 | PWS page 99 | PWS 5.1 | PWS 5.1 Level I and Level II Labor Category Levels as currently written require a certain amount of experience (e.g., Years) and a bachelors degree or certification. |
| Q: Would the government be willing to accept more years of experience in the place of a degree and or the certification? | Base PWS | Yes, years of experience can be used in lieu of a degree. See revised language in 5.1 BASE PWS that states 3 years of experience AND/OR BA/BS. | ||||
| 103 | 4 | RFP Document | Item NO 0003 (page 4), 1002 (page 6), 2002 (page 7), 3002 (page 9) | The Section B tables indicate CLIN 0003 Other Direct Costs (including Travel) is Firm Fixed Price (FFP) contract type, but PWS sections 1.6.12 & 1.6.13 reads like the expectation is for those items to be Cost Reimbursable. |
Q: Can the Gov't confirm the ODC will be FFP, or should they be CPFF or T&M?
Q: If the CLINS are FFP, will the Government provide the travel or other direct Costs required for the vendors to accurately price? RFP CLINS ODC-Travel will be Cost Reimbursable, CLIN is revised to Cost Type.

| 105 | 80 | PWS General | 1.6.3 | 1.6.3 states the place of performance may be provided at government facilities and/or contractor facilities depending on the TO, but Attachment A Pricing Matrix does not delineate contractor or customer site pricing/rate development. |
| Q: Since the different sites will require separate application of overhead rates, can the Government clarify which site should be priced, or provide further clarification? | PWS updated/corrected | See updated Base PWS Para 1.6.3. Place of performance is at government facility. | |||
| 106 | 1 | Attch D Specific relevant Contract Format | The file name for the "Specific Relevant Contract Format" is labeled as "Attachment D", yet in opening the file, the title on the first page lists this as "Attachment C". |
| Q: Should this be Attachment "D", not "C", as the "Subcontractor Teaming Partner Consent form is Attachment C? | See response to Question 1. | ||||
| 107 | 76 | RFP document | The RFP states, "Past performance information may be obtained from questionnaires tailored to the circumstances of the acquisition." However, the RFP does not specifically account for or require the development and distribution of Past Performance Questionnaires (PPQ) to relevant contract KOs/CORs. |
| Q: Is the Government not requesting or requiring the completion of PPQs? | No, the Government is not requesting or requiring the completion of questionnaires. | ||||
| 108 | 74-75; 81 | RFP Document | d.3.d. Subfactor 4: Management Controls/Quality Control Plan (QCP). |
1.6.4 Quality Control Program (QCP) The RFP states that the proposal will be evaluated based on Subfactor 4 (Management Controls/Quality Control Plan [QCP]), yet paragraph 1.6.4 on page 81 indicates that the QCP will be delivered to the KO and COR NLT 30 days after contract award.
Q: Could the Government please clarify if a QCP is required as part of the proposal submission, or required following contract award, or both? 52.212-1/2 Subfactor 4: Management Controls/Quality Control Approach See revised language to Subfactor 4: Management Controls/Quality Control Approach. Which requires an overall approach. Per PWS Para 1.6.4 a QCP is required 30 days after award.
109 3 RFP, General Information ITEM NO 0001 ITEM NO 0001 & PWS 1.7.20 Phase-In/Phase-Out The PWS Section Covering Phase-In/Phase-Out is PWS Section 1.7. ITEM NO 0001 identifies this section as 1.7.20.

| 110 | 73 | PWS | d. Relative Importance of Factors /Subfactors | Paragraph d.2 of this section of the RFP states "the importance of the Non-Price Evaluation Factors is in the following descending order with the most important factor listed first: Factor 1 - Technical Capability and Factor 2- Past Performance. All sub-factors are listed in order of importance. An unacceptable rating in any subfactor will automatically carry forward to the factor rating. In evaluating the five sub-factors within the Technical Capability factor, all sub-factors are listed in order of importance (1 - Understanding of Requirement; 2 - Staffing Plan/Key Personnel Qualifications and Experience; 3 – Innovation; 4 - Management Controls/Quality Control Plan (QCP): and 5 – Transition Approach). In accordance with FAR 15.304(e), all evaluation factors other than Price, when combined are significantly more important than cost or price." |
| Q. Is Factor 3: Professional Employees included in the importance of factors? It was not listed, nor does the RFP evaluation criteria indicate how the Government's assessment of this Volume effects the outcome of the source selection. Is this a Pass/Fail that will add significant risk to the Government's assessment of the Technical Capability, or how will it be used? | Addendum to FAR 52.212-2 d. Relative Importance of Factors /Subfactors | See Revisions to FAR 52.212-2 d. Relative Importance of Factors /Subfactors. The importance of the Non-Price Evaluation Factors is in the following descending order with the most important factor listed first: Factor 1 - Technical Capability, Factor 2- Past Performance and Factor 3 Professional Employees. See Revised Evaluation Criteria under Factor 3 Professional Employees. | ||||
| 111 | 72 | Section L (e) Volume V - Price | 3 | The RFP states "U.S. Department of Labor Area Wage Determination Numbers for each location apply and are hereby incorporated by reference, and will be made a part of any contract resulting from this solicitation." |
| Q1. Will the Government provide the applicable wage determination for this contract? | See Response to Question #104 | |||||
| 112 | 120 | RFP | Attachments | Under the Attachments section on Page 120, the government lists Task Order PWSs: |
TO #1 OTD PA Instructors; TO#2 TCMC Support Staff; TO#3 DOTD LTD CORE Support; TO#4 DOTD LTD Supplement Support; TO#5 DOTD ITD Support.
| Question: When will the Government release the PWS for these Task Orders? There is no clear indication in the RFP of how or when these Task Orders will be competed, so can you please provide some clarity into the timeline for solicitation and award for these TOs, as well as details about what work (if any) will be awarded when the IDIQ contract(s) are awarded? | See Response to Question #39 and #94 | ||||
| 113 | Attachment F | All | Attachment F provides details about how Task Orders will be solicited under this IDIQ, but nowhere else in the RFP does the Government indicate how and when they will award Task Orders. |
| Q: Other than the $10,000 minimum award mentioned on page 3 of the RFP, what other awardable work will the Government award with the IDIQ contract? Are there any Task Orders that will be awarded at the same time as the IDIQ award? This seems unlikely since there are not any of the Task Order PWS provided as Attachments, and Attachment A hints that there are five (5) current Task Orders and their historical level of effort is provided, but no other mention is made in the RFP of the Task Orders, or how and when they will be awarded. | See Response to Question #94 and 39. | ||||||
| 114 | RFP | Q: How many awards does the Government anticipate awarding for the IDIQ contract? The RFP does not indicated a minimum or a maximum number of awards anticipated, so can you please indicate what your maximum number of awards you anticipate awarding at the IDIQ level? | See Response to Question #80 |
