It is best to have this information prior to the site visit.

3. General Instructions.

a. Using the tradeoff method in the best value continuum, the Government will select the proposals that are most advantageous to the Government based upon an integrated analysis of the evaluation factors described in ADDENDUM to 52.212-2 Evaluation – Commercial Items. Failure to follow the directions set forth in the RFP may eliminate the proposal from further consideration. IAW 52.212-1(g), the Government intends to evaluate proposals and award contracts without discussions. Therefore, the offerors’ initial proposal should contain the offerors’ best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the KO later determines them to be necessary. In the event discussions are held, a competitive range determination will be made and will be comprised of all of the most highly rated proposals IAW 15.306(c). The KO may also limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals, pursuant to FAR 15.306(c)(2). The competitive range can be reestablished multiple times as determined necessary over the course of a source selection. The KO will promptly notify offerors of any decision to exclude them from the competitive range IAW 15.503(a)(1), whereupon excluded offerors may request and receive a debriefing IAW FAR 15.505. Upon award of contracts, the KO will notify unsuccessful offerors included in the competitive range, IAW FAR 15.503. Unsuccessful offerors, included in the competitive range, desiring debriefings, shall make their requests IAW the requirements of FAR 15.506, as applicable. The Government reserves the right to conduct Post Award Debriefings via written correspondence.

b. IAW FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals.

c. If an offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the offeror shall immediately notify the KO in writing with supporting rationale prior to the proposal due date. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received. The submission of the documentation specified on this RFP will constitute the offeror's acceptance of the terms and conditions of the RFP, concurrence with the PWS(s) and any other RFP attachments, and contract type.

4. Exceptions. If the offeror finds it necessary to take exception to any of the requirements specified in this RFP, the offeror shall clearly identify the applicable Volume and exceptions with a complete explanation of why the exception was taken, what benefit accrues to the Government (if any), and its impact, if any, on the performance, schedule, cost, and specific requirements of the RFP. Each exception shall be specifically related to each paragraph and/or specific part of the RFP to which the exception is taken. Offerors are cautioned that any exceptions made may cause a proposal to be found unacceptable. This information shall be provided in the format below.

5. Proposal Preparation Instructions.

a. These proposal instructions prescribe the format for the proposal and describe the approach for the development and presentation of proposal information. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of proposals. Noncompliance with the RFP requirements may hamper the Government's ability to properly evaluate the proposal and may result in elimination of the proposal from further consideration for contract award.

b. The proposal shall consist of five (5) separate volumes as described below under Table 2. Small business offerors may submit two (2) proposals (1 for the small business suite & 1 for the unrestricted business suite). c. Proposal Page Limitation: Proposals shall not exceed the limits stated above. If the page limits are exceeded, the pages in excess of the limit shall be removed and will not be considered for evaluation. No material may be incorporated by reference to circumvent the page limitation. Cross-references should be utilized to preclude unnecessary duplication of data between sections within the same Volume. The offeror shall number each page in order to eliminate any confusion. In the event offeror creates an ambiguity in its numbering of pages, the Government may exercise its own discretion in counting pages. All proposals shall be legible, single spaced, utilizing Arial or Times New Roman Font with a 12- point font size. A page shall be 8 ½ X 11” in size, any page larger than 8 ½” x 11” will be counted as two pages. Use at least 1-inch margins on the top and bottom and 3/4-inch side margins. Page size, font size and spacing requirements for, illustrations, charts, graphs, figures and tables may be at the discretion of the offeror, however, must be easily readable. Page limit includes all appendices, charts, graphs, diagrams, tables, photographs, drawings, etc. unless specifically excluded in the proposal instructions. The exceptions/other assumptions section will count against the page limitation. If discussions become necessary, page limitations may be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors.

d. Page Count Excludes: Cover pages for volumes, tables of contents, glossary of abbreviations and acronyms, indices, cross reference indices, and section dividers if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. They will be counted if they contain any other information, i.e., diagrams, extraneous data, etc. Pages marked “This page intentionally left blank” will not be counted. Resumes and project schedule required under Factor 1/Subfactor 2 will not count towards the page limitation. Each resume shall not exceed two pages.

e. The proposal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the offeror’s proposal. Legibility, clarity and coherence are very important. The proposal should not simply rephrase or restate the Government's requirements; the volume shall provide convincing rationale to address how the offeror intends to meet the Government’s requirements. Statements such as “the offeror understands, can, or will comply with the Performance Work Statement (PWS) and Performance Requirements Summary (PRS),” (including referenced publications, technical data, etc.); statements paraphrasing the PWS/PRS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable and will negatively impact the offeror’s rating. Each offeror shall assume that the Government has no prior knowledge of its facilities and experience and will base the Government’s evaluation on the information presented in the offeror’s proposal.

Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.

f. Reserved: Offerors shall provide a cross-reference index that links the major components of Volumes I, II, III, IV and V to facilitate review and evaluation of the proposal.

g. Integrating Aspects of the Proposal into the Contract. Where the offeror received evaluation credit for beneficial aspects of its proposal, the Contracting Officer may incorporate them into the contract. Small Business Participation shall also be incorporated.

6. Proposal Response Content:

a. General: Volume I – Technical Capability. This Volume’s file shall be clearly named and saved as “VOL I, Technical, UB or SB Suite, Company’s Name.” The file name of any later submissions/revisions shall be “Vol I, Technical, UB or SB Suite, Company Name, Rev X (X indicating the number of revision).. Volume I/Technical Volume must not include pricing information or be crossed referenced with Volume IV/Pricing Volume.

b. Format. Volume I shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the offeror’s technical competence and ability to comply with the sample task order requirements specified in the PWS, PRS and Deliverables Schedule. Volume I shall include a table of contents and be segregated and partitioned into separate sections, as described below:

(1) Factor 1: Technical Approach to Sample Task Order

i. Subfactor 1: Discussion of Site(s), Assumptions, Regulatory Process and Required Deliverables

ii. Subfactor 2: Execution of Field Work

(2) Factor 2: IDIQ Management Approach

(3) Exceptions/Other Assumptions (Identification and explanation of any exceptions or deviations).

Additionally, identify any other assumptions used in preparing the response. If no other assumptions and/or exceptions are taken, then the offeror shall so state. Offerors are cautioned that any exceptions/other assumptions (does not include assumptions made under Subfactor 1) made may cause a proposal to be found unacceptable.

(4) List of attachments, exhibits, tables, and figures (if applicable)

7. Volume I Content:

Factor 1 - Technical Approach to Sample Task Order

Subfactor 1: Discussion of Site, Assumptions, Regulatory Process and Required Deliverables

The offeror shall provide a background discussion of the site to be investigated, including the sources of data, persons to be contacted, coordination required, relevant reports, problems, and topics relevant to the project that would be addressed in the work plan. The offeror shall identify any limiting factors and all assumptions made when developing its response to the sample task order. The offeror shall discuss the quality management/schedule/risk assessment, reporting and controls it will use – discussing the organization’s ability to identify critical quality and schedule impacts and how the offeror will manage and control multiple subcontractors and multiple tasks, under the sample task order, to avoid quality and schedule impacts. The offeror shall specifically and clearly identify its understanding of the regulatory response process. The offeror shall address each subtask in the sample task order.

The offeror shall clearly state all assumptions. The offeror shall provide a discussion of the contents of required submittals.

Subfactor 2: Execution of Field Work

a. The offeror shall provide the proposed fieldwork required to complete the requirement of the sample task order, including the field methods, the types of equipment, and relevant sampling techniques to be used. The offeror shall identify anticipated, reasonable deviations and approaches to proactively address system operations, physical conditions and regulatory requirements while optimizing system performance and schedule. The offeror shall provide thorough proposed plan to minimize external project impacts as well as implement proper response actions if planning fails.

b. The offeror shall provide a staffing plan with a matrix identifying the number of personnel, labor hours in each labor category by CLIN (the staffing matrix labor hours shall be crossed-walked/compared to the labor hours provided under SB and UB suite price schedules, Attachments 5 & 6). The staffing plan shall also identify which labor categories will be filled by the prime contractor or subcontractor employees. The offeror’s staffing plan shall include the key personnel resumes required for the sample task orders. (each resume shall not exceed 2 pages). The offeror shall demonstrate that the sample task order key personnel have the experience and education necessary to meet the requirements identified in Section 1.12 of the IDIQ PWS. The offeror’s proposal shall also identify the required expertise, experience, certifications, licenses, occupational titles, disciplines, and labor categories for any non-key personnel to achieve the sample task order requirements. The offeror’s staffing plan shall also include an organizational chart for the sample task order, demonstrating all positions/labor categories needed to successfully complete the proposed technical approach and shall include all lines of authority/communication with the Installation, USAEC, MICC-FSH Contracting Officer and Regulators.

c. The offeror shall provide an activity-based schedule that outlines activities and milestones, defined at the appropriate detail level (deliverables, review times, meetings, etc.) and logically sequenced, to support and manage completion of the sample task order requirements corresponding to its proposed technical approach. The schedule must identify the critical path for each of the sample task order requirements. The project schedule shall not count against the page count limitation.

Factor 2: IDIQ Management Approach

The offeror shall submit a clear and thorough approach of the work required by the Basic IDIQ PWS, including the associated programmatic risks, and describe the management structure designed to address these risks and challenges of managing multiple task orders at multiple installations. The approach should include an organizational chart identifying roles and responsibilities and describe how this structure will ensure timely and cost-efficient accomplishment of objectives on multiple task orders while maintaining the required level of quality and safety. The offeror shall also describe their ability to manage subcontractors as a seamless team to achieve the objectives of the task orders anticipated under this contract.

8. Volume II: Factor 3 - Past Performance

a. This Volume’s file shall be clearly named and saved as “VOL II, Past Performance, SB or UB, Company’s Name.” The file name of any later submissions/revisions shall be “VOL II, Past Performance, SB or UB, Company’s Name, Rev X (X indicating the number of revision). Offerors shall submit Government and/or commercial recent and relevant past performance in the functions included in the Basic IDIQ PWS of this solicitation. Past Performance information is required from the offerors, and all subcontractors, teaming partners, and/or joint venture partners proposed to perform 10% or greater of the proposed effort based on the total proposed price.

(1) Recent performance is defined as projects completed within the past seven (7) years from the issue date of this RFP or are current efforts that have been performed for at least one year and are 80% complete from the date of issuance of this RFP. For projects that are not 100% complete, the offeror shall: 1) explain the metric used to demonstrate 80% complete (e.g., based on cost, schedule, objectives achieved); 2) provide the estimated completion date; and briefly summarize the remaining activities. Past performance information that fails this condition will not be evaluated.

(2) Relevant performance is defined as work completed on projects that are the same or similar in scope, magnitude, complexity, and task/contract type as those described in the Basic IDIQ PWS. The Government estimates that the majority of task orders issued under the small business suite will be valued at $5M or greater and $10M or greater for the unrestricted business suite. Therefore, past performance efforts where work completed under the contract has been $5M or greater for the Small Business Suite and where work completed under the contract has been $10M or greater for the unrestricted business suite will be more relevant than past performance efforts completed at less than these amounts. Offerors shall submit a maximum of eight (8) projects total (Prime and Subcontractors, JV and Teaming Partners) that are recent and relevant as defined above. If subcontractors’ or teaming partners’ and/or joint venture partners’ past performance is being proffered, offerors shall clearly state the portion of the effort that party will be performing if offeror is awarded a contract. The Government understands that single projects are not likely to demonstrate relevant past performance in all functions; therefore, offerors are encouraged to submit projects with sufficient diversity that when combined together demonstrates the offeror’s performance capabilities.

b. Past Performance will include, at a minimum:

(1) Contract/Project Title (please number the project as project 1, project 2, etc.)

(2) Contract Number, Customer, Contract Type (Fixed-Price (FP), Cost Reimbursement (CR), Time & Material (T&M), etc.)., Contract Value, place(s) of performance, and Period of Performance. If providing a task order, please include its IDIQ, and/ or BPA numbers.

(3) Prime (or Subcontractor's, teaming partner and/or joint venture partner) Cage and Unique Entity Identification (ID) numbers for the relevant projects. If the work was performed as a subcontractor, also provide the name of the prime contractor and Point of Contact (POC) within the prime contractor organization (name, and current address, e-mail address, and telephone number). To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company within the past 7 years from the RFP issued date. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
