Annex D (Template 1 Senior Commander VAM/VURB Memo) to OPORD 16-060: IMCOM Garrison Vehicle Allocation Methodology (VAM) and Vehicle Utilization Review Board (VURB) Process. (U)
OFFICE SYMBOL DATE
MEMORANDUM FOR Office of the Assistant Chief of Staff for Installation Management, (DAIM-ISL), 600 Army Pentagon, Washington D.C., 20310-0600
SUBJECT: Results of the Vehicle Allocation Methodology (VAM) and Vehicle Utilization Review Board (VURB) Process for FYXXXX
1. The VAM/VURB process for (installation, depot or arsenal) was completed on dd/mm/yyyy.
2. The results of the VAM/VURB process were reviewed by myself to ensure only nontactical vehicles (NTVs) meeting the utilization criteria (mileage or criteria set by the VURB) and those required to support a critical mission essential requirement were approved for retention.
3. NTVs approved for retention will be replaced based on the General Services Administration’s (GSA’s) individual vehicle replacement cycle guidance. Replacement requirements will be filled by cross leveling NTVs deemed to be excess by the VAM/VURB process and having not met GSA’s turn-in criteria (mileage or age) before new replacements are ordered.
4. I have reviewed tenant command VAM/VURB results to determine if administrative vehicles authorized for the tenant organizations would be fully utilized or could be supported from the installation transportation motor pool (TMP) fleet reducing the total installation fleet size. I have also looked at the requirements to determine if the tenant administrative NTVs would be better utilized by transferring them to the TMP with first priority of dispatch going to the tenant organization.
5. Based on the conduct of the VAM/VURB and review of tenant command VAM/VURB authorizations, (installation, depot, arsenal) has optimized both the size and composition of the installation total NTV fleet and developed an acquisition and disposal plan to green the fleet as soon as possible.
