UNCLASSIFIED

Appendix 1 (VAM/VURB SOP – VAM/VURB Flow Diagram) to Annex A (OACSIM SOP) to OPORD 16-016: IMCOM Garrison Vehicle Allocation Methodology (VAM) and Vehicle Utilization Review Board (VURB) Process. (U)

Vehicle Allocation Methodology (VAM)/Vehicle Utilization Review Board (VURB) Processes Flow Diagrams.

1. Diagram 1, Appendix 1, the processes mapped are for the Base Operations Support (BOS) fleet and the administrative fleet, which are the nontactical vehicles (NTVs) provided to Installation Management Command (IMCOM) and installation tenant organizations by the Logistics Readiness Centers (LRCs) on a non-reimbursable basis. All BOS and administrative fleet requirements will be funded from Management Decision Package (MDEP) QLOG-D.

2. Diagram 2, Appendix 2, the processes mapped are for US Army Corps of Engineers, US Army Special Operations Command, US Army Test and Evaluation Command, US Army Recruiting Command, US Army Cadet Command, US Army Criminal Investigations Command, US Army Medical Command, US Army Intelligence and Security Command, and US Army South.

3. Diagrams 3, Appendix 3, the processes mapped are for the US Army Reserve (USAR) and US Army National Guard (ARNG).

4. Diagram 1, Appendix1, steps:

a. Senior Commander (SC) initiates the VAM/VURB processes for the installation. SC delegates the GC and DLRC as Co-Chairpersons of the VURB.

b. GC informs all IMCOM elements and tenant elements (not including sub-elements of the commands listed in Diagrams 2 or 3) of the date(s) of the VURB.

c. DLRC prepares a detailed fleet profile of all the vehicles managed by the LRC. (Includes BOS and admin fleets and vehicles being provided out of the LRC on a reimbursable basis). Data elements required are listed Step 1 of table 3.2 of the Federal Energy Management Program, Comprehensive Federal Fleet Management Handbook.

d. VURB will determine the utilization criteria for each type of vehicle based on mission requirements. For example: administrative passenger light duty vehicles assigned to the Transportation Motor Pool, U-Drive-It fleet, would have a utilization criteria of mileage >80% of the mileage goal of 12,000 per year for automatic retention recommendation. For BOS vehicles it could be the number of passengers carried, amount of cargo carried, hours in use, etc.

e. VURB will determine which vehicles meet the utilization criteria for the type mission supported and prepare a listing of these vehicles for SC approval.

f. VURB determines if an alternate means of transportation will meet the mission requirement and if so recommends the alternative to the SC.

g. VURB determines if there are mission essential vehicles that must be retained no matter what utilization criteria is applicable and makes a recommendation for retention to the SC.

h. SC, assisted by the CG and DLRC, develop the VAM 5 year acquisition and replacement plan with recommended vehicles (type, size, and fuel type). This will be done in consonance with the installation NTV reduction plan and the goals within the plan. The reduction plan will be briefed to the VCSA during the quarterly Strategic Readiness Reviews.

i. SC reviews the VAM/VURB results for tenant units from commands list in Diagram 2 to determine if any of the administrative support vehicles can be reduced by drawing support from the LRC Transportation Motor Pool (TMP) or by consolidating the vehicle in the TMP with first priority of use.

j. SC forwards a copy of the completed VAM to Office of the Assistant Chief of Staff for Installation Management (OACSIM), ATTN: DAIM-ISL.

5. Diagram 2, Appendix 2, steps:

a. A General Officer (GO) or equivalent for the commands listed in paragraph 2 will inform all elements of the command of the requirement to conduct the annual VAM/VURB processes. Due to geographic dispersion of the command’s units/elements, the GO may delegate the conduct of the VURB to the unit/element commander. Results of individual unit’s/element’s VURBs will be consolidated by the Army Command Fleet Manager of the command and presented to the GO responsible for the conduct of the VAM/VURB processes for the command.

a. For units/elements residing on IMCOM or Army Materiel Command (AMC) installations/arsenals/depots, the commander of the unit/element will brief the installation SC on the VURB results with the intent of reducing the administrative vehicles by supporting the requirement from existing TMP assets or by transferring the vehicle to the TMP for use by all but with first priority to the tenant unit/element transferring the vehicle to the TMP.

b. The designated chairperson for the VURB process at the unit/element prepares a detailed fleet profile of all the vehicles managed by the unit/element. Data elements required are listed Step 1 of table 3.2 of the Federal Energy Management Program, Comprehensive Federal Fleet Management Handbook.

c. The VURB will determine the utilization criteria for each type of vehicle based on mission requirements. Some vehicles will be based on a minimum of 80% of the current mileage goal and others might be based on number of trips; days dispatched; or other factor.

d. The VURB will determine which vehicles meet the utilization criteria for the type mission supported and prepare a listing of these vehicles for GO approval.

e. The VURB determines if an alternate means of transportation will meet the mission requirement and if so recommends the alternative to the GO.

f. The VURB determines if there are mission essential vehicles that must be retained no matter what utilization criteria is applicable and makes a recommendation for retention to the GO.

g. The GO, assisted by the Army Command Fleet Manager (ACFM), develops the VAM 5 year acquisition and replacement plan with recommended vehicles (type, size, and fuel type).

h. The GO ensures SC’s are briefed by local unit/element commanders whose unit/element resides on an IMCOM or AMC installation/arsenal/depot. The GO will coordinate with the all SC’s who recommend vehicle reductions after reviewing the unit’s/element’s VURB.

i. The GO sends a copy of the final VAM/VURB report to OACSIM, ATTN: DAIM-ISL.

6.Diagram 3, Appendix 3, steps:

a. A GO or equivalent for the USAR (63RD Reserve Support Command (RSC), 81st RSC, 88th RSC, 99th RSC and 9th Mission Support Command) commands and a GO or equivalent for each State utilizing the USAR and ARNG ACFMs will inform all elements of the command of the requirement to conduct the annual VAM/VURB processes. Due to geographic dispersion of the command’s units/elements, the GO may delegate the conduct of the VURB to the unit/element commander. Results of individual unit’s/element’s VURBs will be consolidated by the ACFM of the command and presented to the GO responsible for the conduct of the VAM/VURB processes for the command.

b. For units/elements residing on IMCOM or AMC installations/arsenals/depots, the commander of the unit/element will brief the installation SC on the VURB results with the intent of reducing the administrative vehicles by supporting the requirement from existing TMP assets or by transferring the vehicle to the TMP for use by all but with first priority to the tenant unit/element transferring the vehicle to the TMP.

c. The designated chairperson for the VURB process at the unit/element prepares a detailed fleet profile of all the vehicles managed by the unit/element. Data elements required are listed Step 1 of table 3.2 of the Federal Energy Management Program, Comprehensive Federal Fleet Management Handbook.

d. The VURB chairperson will ensure that all branches/offices of the unit/element are represented on the VURB to present their NTV requirements and justifications for the vehicles.

e. The VURB will determine the utilization criteria for each type of vehicle based on mission requirements. Some vehicles will be based on a minimum of 80% of the current mileage goal and others might be based on number of trips; days dispatched; or other factor.

f. The VURB will determine which vehicles meet the utilization criteria for the type mission supported and prepare a listing of these vehicles for GO approval.

g. The VURB determines if there are mission essential vehicles that must be retained no matter what utilization criteria is applicable and makes a recommendation for retention to the GO.

h. The GO, assisted by the ACFM, develops the VAM 5 year acquisition and replacement plan with recommended vehicles (type, size, and fuel type).

i. The GO ensures SC’s are briefed by local unit/element commanders whose unit/element resides on an IMCOM or AMC installation/arsenal/depot. The GO will coordinate with the all SC’s who recommend vehicle reductions after reviewing the unit’s/element’s VURB.

j. The GO sends a copy of the final VAM/VURB report to OACSIM, ATTN: DAIM-ISL.
