Progress Update Regarding W9124G‐17‐R‐0002 Source Selection
To Interested Parties:
Proposals were received prior to the closing dates. Subsequent to those dates, the Government commenced initial evaluation of proposals. To assure full transparency in this process, the Government is providing this update.
The Government is conducting a detailed and thorough evaluation of proposals in accordance with the stated solicitation criteria. We anticipate completion of the initial proposal evaluation by the end of
April 2017. At the conclusion of initial proposal evaluation, if the Contracting Officer determines that meaningful discussions must be held with offerors whose proposals are in the Competitive Range, those discussions will occur in May. As set out in the solicitation, once evaluation notices are released the
Government will provide a time for offerors to ask questions regarding the evaluation notices. Soon thereafter we anticipate several rounds of discussion exchanges. For each round, the offerors will be requested to respond to these discussion evaluation notices and submit an updated cost/price proposal to reflect changes to the offeror’s proposal, if any. Unlike in other solicitations in which an offeror whose proposal is in the competitive range and conducts meaningful discussions would submit a revised cost/price proposal only at the time of submission of the Final Proposal Revision, the Government will request contemporaneous updates to cost/price proposals showing tracked changes following a round of discussions. The Government will also request this for any revisions to the staffing model spreadsheets. Offerors that request face‐to‐face discussions will need to be available as soon as possible for such exchanges. The Government will afford each offeror the equivalent amount of time for responding during a discussions round to ensure each offeror is treated equally and fairly.
The source selection process complies with the Department of Defense Source Selection procedures best practice that states that the Government should obtain final agreement prior to requesting FPRs.
The Government’s intent is to reach agreement with each offeror in the competitive range on: 1) what the Government required in the solicitation; 2) what the offeror has proposed in response, and 3) the assessment of the response including enhancements that are determined to be strengths. Each offeror in the competitive range will be provided the Government’ findings, evaluations of each factor, and the overall Initial Evaluation Report of its own proposal. In compliance with law and regulation, the
Government cannot share any information regarding any other offeror’s proposal. Again, the goal is to assure total transparency for all offerors consistent with the source selection process.
