Questions
| Draft RFP Section | Paragraph | Comment/Question | Government Response |
| Section F.1 | First Paragraph, second sentence | Section F.1, second sentence states, "The proposed contract will provide for up to six additional 12-month options and three potential 12-month award terms. We have researched the PWS and Attachment 0008 and were not able to locate the requirements to earn an Award Term. Where can we find the requirements to earn an Award Term? | This language was a mistake and left over from previous versions. The contract will be one base year and nine option years. Section F.1 was updated in the final RFP. |
| Section L | I.G | Government requests that ' Up to 10 recent and relevant past contracts will be on a separate Past Performance Information Sheet (attachment 18)...All other recent and relevant past performances will be listed on the Past Performance Contact Sheet (attachment 19)." Has the government released Attachment 18 and 19 to industry? If not, can you please provide? | Attachments 18 and 19 were previously posted in draft and were updated slightly in the released Final RFP dated 15 Dec 2016. Also, the number of recent and relevant past performances to be submitted was reduced to up to five (5) for the prime contractor and two (2) additional for major subcontractors for a total of seven (7). |
| Section L | L.I.A.4 | Section L.I.A.4 only requires a Letter of Commitment for the Project Manager; however, in the Q&A issued on 1 November 25, Question 27 states: "The Section L requires a letter of commitment for each person proposed under the designation "key personnel." Question: Can the Government please confirm that the Letter of Commitment is only required for the Project Manager? | The letter of commitment requirement has been deleted in the final RFP. No letters of commitment are required. |
| Section L | L.I.E.a.2, L.I.E.a.7, L.I.E.a.8, L.I.E.a.11, L.I.E.b.3 | The referenced paragraphs require Offerors to detail specific changes to be made in the PWS requirements documents as well as the incentive plans. Question: For ease of evaluation, would the Government consider Red-lined passages replaced by new suggested verbiage in a different color? Given the potential lengthiness of changes that could be proposed, will the Government exclude specific changes to be made in requirements documents from the page count? | The final solicatation was revised to provide for replacement pages that have been revised for incorporating enhancements as proposed strengths. These replacement pages are excluded from the page count as identifed in the page count exclusion paragraph of Section L. |
| L. | G. Volume IV - Past Performance | Reference Section L.G. states "Each Past Performance Information Sheet is limited to one page". However, Attachment 18 requires offerors to provide explanations for four areas, which cannot be adequately addressed within the one page limit. Will the Government increase the Past Performance Information Sheet page limit to five pages? | The final RFP included a page limit increase to two (2) pages each and added one question. This information is intended as summary data as details will be gathered directly from POCs listed. |
| Draft RFP, Section I | Page 204 | Due to the size of the fleet and material purchases for this aviation services contract, will the Government consider including the following FAR clause in Section I of the RFP: FAR 52.246-23, Limitation of Liability. | The FAR clauses 52.246-23 and 52.246-24 Alternate 1 were added. High value property applies to contractor acquired property that exceeds $5K. |
| Army PWS Section 3.0 | 3.1.9 | Will the Government be providing a plug labor hour number for backshops? | Labor hours for the backshops is part of the analysis needed for responding to the solicatation. See Section L Paragraph E. |
| Army PWS | 4.3.5 - Periodic Inventory (CDRL A047) | The PWS states: “The Contractor shall provide the Government a detailed inventory plan describing start and completion dates and the methodology (e.g. cycle counts, by exception, wall to wall or sampling) used to inventory GP on a fiscal year calendar (1 Oct - 30 Sept). This plan shall include the inventory of all Army or commercial material on a quarterly basis. The Contractor shall conduct special inventories as directed by the KO or GPA. The Contractor shall prepare and submit GP inventory results IAW DI-MISC-80508B, to include the following information: 1. Cover Letter identifying the location that was inventoried, 2. Spread sheet that has the following information noted for shortages and gains: a. Military Registration Number (MR#) / Asset ID Number; b. Nomenclature; c. Part Number; d. National Stock Number; e. Serial number; f. Acquisition Cost” Questions: Does this mean that the contractor shall inventory and report all GP on an annual basis on a fiscal year calendar (1-Oct-30-Sept) basis? Does this also mean that the contractor shall inventory all Army or commercial Material on a quarterly basis in addition? Will the government estimate how many and what types of ‘special inventories’ will be directed for planning purposes? Does “Military Registration Number (MR#)/Asset ID Number” refer to the asset tag number/bar code number? Please explain the use of ‘Military Registration Number (MR#)’. Is this a UID identifier? Is this affixed by the military and simply recorded on the contractor’s property records? | Contractor shall report on a fiscal year basis inventory results of property not material. Contractor can submit inventory results throughout the year and does not have to wait unitl the end of the FY. The quarterly requirement is for material commerical and military. Special inventories are unforcasted events typically generated by higher headquarters. For FY16 there were two unforecasted events, but there is no way to predict the future unforecasted requests. Military Registration Number is the bar code number not IUID. MR# is the contractors means of identifying Government Property. These are applied by the contractor. Refer to 52.245-1 (f) (ii). |
| Attachment 4 | N/A | Would the government update the annual flight hours table Attachment 4 to reflect the new Section L volumes for the airframes? | Updated FHP data is in the Technical Data Repository as "56-Flight Hour Program for FY18-FY27." |
| Attachment 9 | PWS Attachment #9 – GF Materials #1, #2, #3, and #4 | There are no Locations where these Materials can be found on this listing. Will the Government be providing an Excel list at award that contains the building and physical location for each item in order to facilitate the transition inventory? | If you look in the item name block it will tell your ASL, UH60 etc for the fleet that is supports or there will be a location. |
| Attachment 9 | PWS Attachment #9 – GF Materials #1, #2, #3, and #4 | There are many items that are repairable on these lists and they do not have populated serial numbers. Will the government be providing an Excel list at award that contains the specific serial numbers of the assets to be transitioned to the new contractor? | There is no requirement for listing a serial number. Not required for the Government system used for accounting for material. |
| Army PWS | 4.3.13 - Tool Control Program | The PWS states: "The Contractor's Tool Control program shall include all tools utilized in support of this contract. The Contractor shall inventory: Annually: Airfield / Stage Fields all individual and crew served tool kits. Semiannually: 1. Tool Rooms and Shops (AMSS) shall have a master inventory of every piece of equipment located with-in. Inventories will be kept until the next semi-annual inventory.” Questions: For Airfield/Stage Fields – when is this inventory due; on the fiscal year schedule? For Tool Rooms and Shops (AMSS), when are these two inventories due? | Contractor shall include this requirement in their Property Management System and describe how the contractor is going to accomplish this task. There are no specific inventory due dates to the government. Contractor must be able to show that these inventories are being accomplished. |
| Army PWS | 3.1.1.1.a.1 | Section 3.1.1.1.a.1. currently reads: Standard: The Contractor shall develop maintenance program manning requirements for CPIF/CPFF fleets prior to the start of the fiscal year based on Government provided Flying Hour Program. See CDRL A001. AQL: Staffing proposal IAW the Contractor's proposed methodology for CPIF/CPFF fleets submitted to the Government for approval NLT 30 days after receipt of Flying Hour Program. Comment: Suggest the references to “CPIF/CPFF fleets” be changed to “FPIF fleets”. | Paragraph 3.1.1.1.a and 3.1.1.1.b were modified to clarify requirement to provide staffing proposal for any CPFF fleets (i.e.. Mi17). This is not a requirement for the FPIF Fleets. |
| Army PWS | 3.1.1.1.a.2 | Section 3.1.1.1.a.2. currently reads: Standard: The Contractor shall develop adjusted maintenance program manning requirements using updated quarterly flying hour requirements if there is a greater than 10% adjustment in program execution for CPIF/CPFF fleets. AQL: Staffing proposal changes IAW the Contractor's proposed methodology submitted for approval NLT 15 calendar days after receipt of Quarterly Flying Hour Program requirements. Comment: Recommend the references to “CPIF/CPFF fleets” be changed to “FPIF fleets”. | Paragraph 3.1.1.1.a and 3.1.1.1.b were modified to clarify requirement to provide staffing proposal for any CPFF fleets (i.e.. Mi17) |
| Army/Air Force PWS | 4.3.2.1 - Life Cycle Replacement Plan | Will the Government provide a more detailed definition of a “Life Cycle Replacement Plan?” | Life cycle replacement plan contained in 4.3.2.1 has been removed in the final RFP. |
| Army/Air Force PWS | Is the Contractor expected to provide vehicles under the new contract (as opposed to them being GSA under the current contract)? If so, can the Government please provide a list of required vehicles to enable the Offeror to determine the exact fleet size/capabilities and price? | Yes, if the contractor deems them necessary to support their maintenance plan. The current GSA vehicle listing and utilization is listed in Technical Data Repository by vehicle type. This list also identifies the few GSA vehicles that will continue to be provided by the Govt. The Contractor shall determine the number and type of vehciles it will require for execution of this contract and include the price in its FPI(F) price. | |
| PWS Attachment #9 – GF Materials #1, #2, #3, and #4 | Are all of the Materials currently IN STOCK or OUT FOR REPAIR bar coded? | Materials are not bar coded. | |
| FBO Notification | Questions and Responses - 11/1/2016 | Currently, per FBO notification award date is 15 August 2017, Contract start date is 1 October 2017. Per Question 18 Response, Transition Period is 75 days. Base year is 12 full months. There are less than 75 days between award date and contract start date; therefore can the Government confirm that the transition period (75 days) is part of the contract Base Year period (1 October 2017 - 30 September 2018). If not, the contract base year will start after the transition period and end after 12 full months, resulting in a 15 December 2017 - 14 December 2018 timeframe. | Award announcement is planned the first week of September with performance commencing 1 Oct 2017. The 75 days of transition begin on 1 Oct through 14 December; the base period of performance will be 15 December 2017- 30 Sep 2018. |
| L-27 | (4) (III) Volume III – Cost/Price (6) (d) | Question 88 dated 11/1/2016: IAW CAS, for the plug amounts that receive material handling cost, please confirm if the material handling cost charged can encompass all applicable indirect burdens or just a material handling rate? | The solicitation allows any indirect cost that is consistent with the offeror's disclosure statement. |
| L-27 | (4) (III) Volume III – Cost/Price (6) (d) | Question 88 dated 11/1/2016, Please provide the complete Government Response since the response appears to be ‘cut off’ at the end of the sentence. | The language was revised for clarity. If a contractor is proposing a material handling cost, then yes the Government provided amount needs to be changed to include the material handling cost. If the Government provided amount is not changed, then no material handling cost will paid and that agreement will be documented in the resultant awarded contract. |
| CLIN Pricing Summary | CLIN 0002 Phase In | Question 91 dated 11/1/2016, Please provide the complete Government Response since the response appears to be ‘cut off’ at the end of the sentence. | No. While the incumbent is recognized to have some advantage, the case precedence does not find it unfair. We have atempted to mitgate the risk of advantage and considered a plug number. However, without some contractually binding amount, the TEP is also affected. The incumbent will be requested to submit a phase-in cost to the follow-on contract since the follow-on contract has differences compared to the current contract. |
| M.8 | 4 | The small business participation goal is 24% of Total Contract Value. The small business socio-economic goals total 46% of the Total Contract Value (7% SDB, 9% WOSB, 3% HUBZone, 14% VOSB, and 13% SDVOSB), which is inconsistent from the recommended 24% goal. Will the Government consider lowering the socio-economic goals to match the 24% small business participation goal? | The language has been clarified in the solicatation. While the numbers cumulate higher than 24%, many of the values are counted in separate categories. For instance a Women owned disabled veteran owned small business of 3% would count toward 3% of the SB and also 3% for each of the WOSB and SDVOSB individual goals yet not double or triple count the SB goal. |
| AF PWS | 3.2.2 | Can the Government please provide Appendix 3BAA? | The reference to Appendix 3BAA is not in the final RFP. |
| Army PWS Section 3.0 | 3.1.9 | Will the Government be providing a plug labor hour number for backshops? | Section L and M provide focus of this solicatation. Offeors are provided facilities, equipment types, quantiites, and location, flight hours by mission design series, and data regarding typical repairs for offerors' analysis in deriving the optimal solution using an analysis of alternatives. Therefore, a plug number for the backshops will not be provided. The number will vary depending on the contractor's integrated approach. |
