Army TDR | TDR File #52-UH-72 Maintenance Manual | The UH-72 Maintenance Manual does not include Chapter 4, Airworthiness Limitations, and Chapter 5, Time Limits and Maintenance Checks. These two chapters are possibly in separate files. Can the Government add these two Chapters in the TDR? | Chapter 4-Airworthiness limitations and Chapter 5-Time limits/inspections/checks are included in the Master Servicing Manual (MSM) MBB-BK117 which was added as TDR #63 and TDR#64, respectively
Army TDR | TDR File # 45 & 46, TH-67 Creek Maintenance Manual and Maintenance Manual Supplement | The TH-67 Maintenance Manual provided is a revision and does not include Chapter 4, Airworthiness Limitations, and Chapter 5, Time Limits and Maintenance Checks. Can the Government add these two Chapters in the TDR? | Chapter 4, Airworthiness Limitations, and Chapter 5, Time Limits and Maintenance Checks were updated in the TDR as #63 and #64, as stated above
3.1.6 | It is our understanding that the Government owns the publications relating to Part 145 Repair Station, which include Technical Manual Subscriptions, Structural Repair Manuals, Quality Manuals, OP Specs, and other related publications. Please confirm that the Part 145 Repair Station documents will be made available as Government Furnished Property? | Yes, these documents will be made available. They are not Government Furnished Property. If the Contractor has to go and procure, the purchase will be considered a reimbursable cost and the items are maintained as part of the reference library per PWS Paragraph 3.1.5. |
Section L | Where does financial data referenced in DFARS ??? Go in Volume VII? | The soliciation was amended to direct that these documents are submitted with the Section III Cost Volume |
Section L | L.I.E.a.4 | The RFP states: "Given the data provided in the TDR 57-Workforce Statistics, explain the human capital approach addressing how it motivates and stabilizes a properly trained maintenance workforce for each work center." Question: Given that TDR 57-Workforce Statistics does not provide work center data, the Offeror requests that the Government revise the requirement to say “ … a properly trained maintenance workforce for each work center.” | Providing a viable workforce that meets the mission across the spectrum of airframes over the years is a key risk that must be mitigated. The required bottoms up staffing using the facilities, tools, training hours, and procedures is critical for validating each individual offeror's approach. Workforce statistics are not available for each work center. Nevertheless, we believe that the long contract duration provides adequate timeframe for identifying a strategy for human capital management that supports the mission given the breakdown as provided and thus we have not amended the Section L
Attachment 0008 | 1.3.1 Supplementary Incentive Fee – Daily Mission Performance (SIF-DMP) | Please confirm that any reductions in the monthly invoices associated with failing to meet the daily contractual requirements will only result in a reduction of the invoices for the target profit and will not result in a reduction in the invoices for the costs incurred and will not result in a reduction of the target costs. | The offeror is correct. The reduction will not result in a decrease to either incurred cost invoices or Target Cost. Section H, SCR 0004 is amended in amendment 5 by clarifying that implementation into the contract will result in a decrease to Target Profit, Target Price, and Ceiling Price specfically not incurred or Target Cost.
