Questions
| # | RFP Section | Paragraph | Comment/Question | Government Response |
TDR Request | N/A | Will the Government provide the 95-20 and FAA-required training records as part of the TDR? | The Government does not own and thus does not plan to provide specific training records on incumbent contractor employees. This data will follow employees at the completion of the contract.
TDR Request | N/A | Can the Government provide the maintenance forecast at the NSN level? | The Government does not have, and therefore cannot provide, maintenance forecast data at the NSN level
TDR Request | N/A | Will the Government provide the 95-20 and FAA-required training records as part of the TDR? | The Government does not own and thus does not plan to provide specific training records on incumbent contractor employees. This data will follow employees at the completion of the contract.
TDR Request | N/A | Identify IT system currently used for the Lakota supply/spares support | The UH-72A Lakota uses Aircraft Notebook (ACN) as an aircraft electronic logbook, maintenance tracking, and part ordering system that operates on the .mil infrastructure. The Lakota Maintenance Management System, a web based application, is used for management of maintenance and Logistics functions on the UH-72A.
TDR Request | N/A | CDRL A031, Non-Mission Capable Supply Report | Non-Mission Capable Supply data is provided in the FOUO files: FOUO_1_DA Form 1352 Backside comments (FY16) (FOUO), FOUO_2_DA Form 1352 PERCENTAGE RATES FOR FY00 - FY16 (FOUO), FOUO_3_Equipment Status Report (W58RGZ-12-C-0123 CDRL A046) Historical data (FOUO).
TDR Request | N/A | CDRL A032, Aircraft Inventory Status and Flying Time Reports | CDRL A032 (DA1352 data) is provided in the FOUO files named FOUO_1_DA Form 1352 Backside comments (FY16) (FOUO), FOUO_2_DA Form 1352 PERCENTAGE RATES FOR FY00 - FY16 (FOUO).
TDR Request | N/A | CDRL A045, Demand History Adds Report | CDRL A045 data is provided as "59-Demand History Adds - May2015-OCT2016" in the Army TDR.
TDR | N/A | Mr. Carsello's open letter to industry states that maintenance hour history for maintenance and repair in various facilities is not required for an optimum bid, we respectfully disagree. Question: Will the government reconsider the posting of CDRL data containing:
1. MMH for each fleet
2. AMSS Maintenance man-hours
| 3. Flight Hour program for each fleet | Flight hour program for each fleet is provided in the TDR file named "56-FY-18-FY27 Projected flight Hour Program." The MMH per fleet provides one approach. We have provided manuals and data on actual repairs without the actual maintenance hours. We have strived to balance providing useable data while protecting the proprietary procedures driven performance data. As far as the AMSS is concerned, that is completely process dependent. The last solicitation included Government directed hours rather than allow offerors' approach driven solutions. In this solicitation the Government is evaluating the offerors' alternative driven optimal use given tools, facilities, flight hours, and specific manuals requiring a bottoms up thoughtful process. | ||||
Section A, Section L | A.3, L.I.A.13 | Section A.3 states that questions are due no later than 9 January 2017; however, Section L.I.A.13 states that questions are due no later than 16 January 2017. Question: Can the Government please clarify the due date for questions? | The solicitation Section A was amended to reflect a date of 16 January 2017. Paragraph numbers were also updated. This sentence is now in Paragraph A.4. |
Section L | L.I.E.1 | The Government issued historical and projected data in the TDR with the Draft RFP and additional documents with the final RFP. Question: Please confirm that all documents included in the TDR remain applicable to the final RFP. Additionally, will the Government revise Section J to include the TDR as an RFP Attachment and provide a comprehensive list of documents included in the TDR? | The Technical Data Repository (TDR) is a compilation of documents provided for use in developing the offerors analysis of alternative driven optimal approach. It replaces a data library "reading room." The use of the electronic TDR on Huddle and through AMRDEC is meant to facilitate logistics in providing this data it is not attached to the solicitation in Section J. Documents meant for attachment are identified. |
Section L | L.I.E.2 | The Government refers to "the schedule included in the TDR" in paragraph L.I.E.2. Question: Please confirm that "the schedule included in the TDR" refers to the document titled "ARI_Timeline_MAR16." | The document "ARI_Timeline_MAR16" was removed from the TDR. The schedule referred to in L.1.E.2 is the TDR document titled "42-Projected and Assigned Aircraft V2 15DEC16" uploaded to the Army TDR. |
Section L | L.I.E.4; pg. 303 | The Government refers to "data provided in the TDR regarding average age and experience of proposed workforce" in paragraph L.I.E.4. Question: Please clarify which document in the TDR includes information "regarding average age and experience of proposed workforce." | The TDR document providing data regarding workforce experience is titled " 57-Workforce_Statistics" uploaded to the Army TDR. |
Section L | L.I.F.e.2 | The RFP provides flight training hours for the base year, but does not provide flight training hours for the option years. Question: On what data should the Offeror base its price for the option years? | TDR has "56-FY18-FY27 Projected Flight Hour Program" uploaded to the Army TDR. Total and AH64/CH47 specific hours are also in Attachment 0014 Option Breakout. MI-17 hours were not in in Attachment 0014 Option Breakout and thus the Solicitation has been amended with a revised Attachment 14 correcting that mistake. |
Attachment 0004 | USAACE FLYING HOUR PROJECTION FISCAL YEARS 2018-2027 | This Attachment was not included in the Final RFP. Since flying hour projections for the base year are only provided for the Blackhawk and Apache, there is not currently a way to price any year without this Attachment. Question: Are these flying hour projections to be used in any calculation, or are they to be replaced? | "56-FY18-FY27 Projected Flight Hour Program" posted to the Army TDR provided the updated total flying program by Mission Design Series. |
Attachment 0008 | All | Can the government clarify when these incentives calculation periods are to start? Will it be immediately upon contract award, or at the end of the transition period? | The incentive periods will begin after the initial transition. The solicitation was amended reflecting adjustments to SubCLIN 0012AA and 0013AA |
Attachment 0008 | 1.3.2 | Attachment 0008, paragraph 1.3.2 states "the formula for calculation of the SIF-MSMP is set forth in Attachment 022;" however, Attachment 0022 Army DRAFT QASP does not include the formula for calculation or make any reference to the SIFT-MSMP. Will the Government please change the reference from Attachment 0022 to Attachment 0005 to incorporate the formula for calculation of the SIF-MSMP into Attachment 0008? | The solicitation was amended to correct the mistake. Attachment 0008 Paragraph 1.3.2 incorrectly references Attachment 0022. The correct reference is Attachment 0005 Mission Performance Calculation and NMCS Adjustment. |
Attachment 0008 | 1.4.2 Supplementary Incentive Fee – Quality of Issue (SIF-QI) | Are these deductions limited to $300k/month? | The deductions are actually reductions to the potential bonus incentive only. There is no negative incentive that reduces target profit associated with the SIF-QI included in the originally baselined Government proposed incentive approach. Unlike failing to meet the threshold Daily Mission Performance, which includes a deduction limited to Target Profit, other Supplementary Incentive Fees deductions are limited to the actual Incentive itself. Offerors are provided the flexibility to offer alternatives based on their own approach provided they do not reduce the minimum thresholds. |
Attachment 0014 | CLINs 1004 through 9004 | Is it the intent of the Government to have the contractor price phase-out for every option period? If so, can the Government clarify and provide guidance in how they would like this priced for all the option periods? | As the phase out is applicable to each option, a price for each potion is required. Section M paragraph identifies all FFP CLINS will be added for arriving at the TEC/P |
Section B | CLINs 0003AC and 0003AD | CLINs 0003AC and 0003AD state in the description of the supplies/services that each "Excludes local purchase CLINS and subCLINs." However, it is noted that these CLINs are specifically for local purchase of items for the Green Fleet and the Commercial Fleet. Question: Can the Government please clarify the intention of the statement "Excludes local purchase CLINS and subCLINs?" This applies equally to the remaining X003AC and X003AD CLINs for the option years. | The solicitation was updated to correct the mistake. |
Section B | CLINs 0004AA and 0004AB | CLINs 0004AA and 0004AB show their Period of Performance (PoP) as being 15-JUL-2017 to 30-SEP-2018. This appears incorrect since the starting date is earlier than the contract start and covers nearly 15 months. Question: Can the Government please change the PoP to read 15 JUL 2018 to 30 SEP 2018? | The solicitation was amended to correct the mistake. The correct dates are 15 July 2018 - 30 September 2018. |
Section B | CLIN 0006AA | CLIN 0006AA shows a PoP of 01-OCT-2017 to 30-SEP-2018. This appears incorrect since this shows the start of maintenance of the AF fleet on the same day as the beginning of Phase-In. Question: Can the Government please change this PoP to read 15 DEC 2017 to 30 SEP 2018? | The solicitation was amended to correct the mistake. The POP reads 16 Dec 2017 - 30 Sep 2018 allowing the initial transition, which ends on 15 Dec 2017. |
Section B | CLINs 0008AA, 0008AB, and 0008AC | CLINs 0008AA, 0008AB, and 0008AC show PoP of 01-OCT-2017 to 30-SEP-2018. This appears incorrect since this shows the start of support for the NMP on the same day as the beginning of Phase-In. Question: Can the Government please change this PoP to read 15 DEC 2017 to 30 SEP 2018? | The solicitation was amended to correct the mistake. | 23 | Section B | CLIN 0012AA | CLIN 0012AA shows a PoP of 01-OCT-2017 to 30-SEP-2018. However, this is a quarterly incentive option and as such should only reflect a 3 month PoP. Question: Can the Government please change this PoP to read 01 JAN 2018 to 31 MAR 2018? | The solicitation was amended to remove the first quarter FY 18 period of incentive during transition. |
Section B | CLIN 0012AB | CLIN 0012AB shows a PoP of 01-OCT-2017 to 30-SEP-2018. However, this is a quarterly incentive option and as such should only reflect a 3 month PoP. | 25 | Section B | CLIN 0012AC | CLIN 0012AC shows a PoP of 01-OCT-2017 to 30-SEP-2018. However, this is a quarterly incentive option and as such should only reflect a 3 month PoP. Question: Can the Government please change this PoP to read 01 JUL 2018 to 30 SEP 2018? | The solicitation was amended to correct the period of incentive to read 1 Apr 2018 - 30 Jun 2018. |
Section B | CLIN 0012AD | CLIN 0012AD shows a PoP of 01-OCT-2017 to 30-SEP-2018. However, there are only three quarters in the first year that will receive incentives due to the 9.5 month PoP. Consequently, it is not clear that this CLIN is warranted. | The solicitation was amended to correct the period of incentive to read 1 Jul 2018 - 30 Sep 2018. |
Section B | CLIN 0013AA | CLIN 0013AA shows a PoP of 01-OCT-2017 to 30-SEP-2018. However, this is a quarterly incentive option and as such should only reflect a 3 month PoP. | 31 | Section B | CLIN 0014AA | CLIN 0014AA shows a PoP of 01-OCT-2017 to 30-SEP-2018. | 43 | Attachment 14 | There is no tab for the Base Year. Question: Can the Government please provide a relevant tab for the Base Year of the contract? | The Attachment 14 is an addendum to the SCR H-001 and thus no base year is included. | |
Attachment 14 | For CLINs X014AA, MI-17 Labor, no level of flight hours are specified for the MI-17 fleet, as done with CLINs X002AA, Army Aviation Maintenance, and CLINs X006AA, Air Force Maintenance. Question: Can the Government please specify the number of annual flight hours for the MI-17 fleet in each tab? | The MI-17 flight training hours are located in "56-FY-18-FY27 Projected flight Hour Program" posted in the Army TDR. Attachment 14 was also amended. | |
Section L | L.I.F.e.2 | Paragraph states: "For the base year, the Army FPI price shall be based on the midpoint of the following ranges of flight training hours: 197,303 – 229,298 combined flying hours, 31,759 – 38,816 hours for the Apache and a range of 10,584 – 13,151 hours for the Chinook." These midpoints calculate out to 35,288 for the Apache, 11,868 for the Chinook, and 213,301 for all combined flying hours. It is noted that the value for Apaches is 5% greater than the annual average for the remaining 9 option periods, and the combined flight hours are 99% of the annual average for the remaining 9 option periods as listed in Attachment 14. This is in spite of the base year being only 9.5 months long as compared to 12 months for the other remaining 9 options. Question: Can the Government please confirm the flight hours to be used for the base year as being flown in only the 9.5 months? | The solicitation was amended to correct the first year flight hours to reflect only a 9.5 month full performance period that accounts for the initial transition period. |
Section L | L.I.F.e.3 | Paragraph states: "For the base year, the Air Force FPI price shall be based on the midpoint of a range of 9,104 - 10,063 combined flying hours." This midpoint calculates out to 9,584 flying hours. It is noted that this value is exactly the same as the annual average for the remaining 9 option periods as listed in Attachment 14. |
Section L | L.I.F.e.2 and L.I.F.e.3 | These paragraphs state the specific flight hours to be used in the Base Year for the related fleets under CLINs X002 and X006. However, no direction is given for the flight hours for the MI-17 fleet, CLIN X014. Question: Can the Government please specify the number of flight hours to be used? | The MI-17 flight training hours are located in "56-FY-18-FY27 Projected flight Hour Program" posted in the Army TDR. Also, the solicitation was amended to reflect the MI-17 flight training hours |
Section H | H-001 | This clause specifies the specific variance in flight hours that trigger negotiations for equitable adjustments due to changes in flight hours for CLINs X002 and X006. However, no guidance is provided for variances in the flight hours for the MI-17 fleet, CLIN X014. Question: Can the government please provide clarification on how variances in the flight hours for the MI-17 fleet will be handled? | The variance calculation were incorporated for mitigating risk to the total flight program and specifically the Apache and Chinook Army as well as the total AF flight training. These are under fixed priced type arrangements. There is no specific variance calculated for the MI 17 cost plus fixed fee CLIN as the unknown risk is reflected in the contract type. See Attachment 0001, Army PWS, paragraph 3.1.1.1.c. "The Contractor shall develop adjusted maintenance program manning requirements for any CPFF fleets using updated quarterly flying hour requirements if there is a greater than 10% adjustment in program execution."
