Technical Exhibit 3A
Qualifications
Program Manager
The Program Manager (PM) is responsible to the Transition Director for the efficient and effective execution of the Transition contract. The Program Manager server as the overarching leader of the company’s employees and will work closely with the Contracting Officer’s Representative, Government Representatives and Transition Headquarters Staff to ensure the proper execution of the transition contract. The PM is the primary focus of the contract and is responsible for the contract staffs performance.
Although not an all-inclusive listing the PM’s duties include the following:
Serve as the Contactor’s primary point of contact with the government and manage all contract operations at the Headquarters level.
Manage contractor program and project teams for optimal program effectiveness
Provide operational expertise and oversight of the Program Management Office (PMO)
Direct and manage PMO actions for day-to-day TAP functions to ensure all contract requirements are met
Conduct command level briefings to government personnel and TAP stakeholders
Implement and provide guidance to PMO staff on TAP policies and processes.
Collate, analyze, and deliver centralized reports Ensuring staffing of all sites Maintain the VOW/CRS compliance and all TAP files Lead continuous process improvement efforts Initiate immediate reach back to corporate assets Plan and accomplishing goals Achieve TAP quality, cost, and availability goals
Education and Experience Requirements:
Bachelor’s degree in business administration or related field 5+ years in an advanced management role (preference given to those with program management experience) Exceptional leadership skills, time management, facilitation and organizational skills.
Working knowledge of the TAP program Working knowledge of government chain of command and transition policies.
Working knowledge of change management principles Applicants must successfully undergo a background investigation

Deputy Program Manager
The Deputy Program Manager (DPM) is responsible to the Transition Director for the efficient and effective execution of the Transition contract. Assist with guiding the contract staff IRT offering specialized courses tailored to the needs of the installation
Assist with providing advice and guidance regarding TAPXXI Communicate with CIMs, DHRs, TSMs, TSSs and other government stakeholders regularly to ensure smooth execution Assist PM to provide advice and guidance regarding TAPXXI; Assist PM with assisting government with analyzing business’ activities, expenses, establishing goals, and communicating the strategy throughout the organization
Assist PM with directing, defining and coordinating program issues and find workable solutions

Contract Installation Manager/Regional Manager-Quality Control
The Contractor Installation Manager (CIM) is responsible to the Contractor’s Program Manager (PM) for the efficient and effective operation of the TAP Center. The CIM serves as the leader of the contractor’s team and will also work as advisor/counselor to assist clients with navigating the VOW/CRS mandates to become Career Ready and to track progress of transitioner in TAPXXI. The CIM is also a component of the installation TAP infrastructure and is thus responsible for providing TAP services to eligible individuals and complying with VOW/CRS requirements. Although not a complete listing, the CIM’s duties include the following:
Serve as the Contractor’s primary point of contact with the Government and manage contractor operations at the installation level.
Coordinate, and ensure VOW/CRS services are conducted and documented in accordance to PWS.
Ensure that staff provides high quality customer service and transition counseling services to TAP Center clients.
Assist with marketing the TAP.
Effectively and efficiently manage the personnel and materials.
Coordinate site visits headquarters staff members. Inform and assist the
DGR in making necessary arrangements.
Prepare contractor required monthly reports and administrative documents.
Serve as the contractor’s intermediary for communications with the
Installation Commander and his or her representatives.
Create an effective working relationship with Commanders, installation staff and leaders, and Service Providers.
Plan and direct employer outreach programs.
Ensure Pre-separation Briefings are scheduled and properly executed.
Ensure that the DD Form 2648 (eForm) is completed for each transitioning client.
Perform follow-up on individual transition plans as appropriate.
Comply with installation rules and regulations applying to the operation of any facility including regulations applying to, but not limited to: safety, security, and energy conservation.
Participate in marketing and public affairs activities.
Ensure that all contractor employee’s complete all mandatory Government training (to include annual requirements) and safeguard PII.
Help clients use the automated and non-automated resources effectively.
Provide instruction on automated tools to include TAPXXI.
Review work performed in TAPXXI by counseling staff; review progress of transitioning clients and work with Government representatives whenever issues with Commanders prevent transitioning clients from using TAP program.
Master’s degree PREFERRED in Training and Development, HR Management, Counseling, or related field and minimum 2 years career counseling, education, or related experience. Bachelor's Degree accepted with experience.

U.S. Citizen Experience managing personnel at one or more sites. Ability to meet and correspond regularly with a Government counterpart.
Experience coordinating workload to support overall mission goals.
Accountable for ensuring requirements accomplished in accordance with the PWS/ PRS and completed on time at all sites.
Experience safeguarding confidential information, handling PII and complying with the Privacy Act and all applicable agency regulations on individual privacy, to include DoD Directive 5400.
Experience conducting QC checks and ensuring training requirements are met.
Experience working directly with clients.
Ability to exercise a great deal of independent judgment.
Liaison Officer (LNO)
The Liaison Officer (LNO) will assist in providing oversight support at the transition center. This includes additional monitoring, reporting and support to the TAP program.
The specific duties of the LNO include but are not limited to:
Consolidate, analyze, query, and report information provided by SFL TAP IMCOM tactical office, SFL TAP counselors, Department of VA, DOL, and other SFL TAP transition stakeholders regarding program operations, training opportunities, or other activities impacting the Army’s transition lifecycle at the installation level.
May be required to prepare post command level briefings based analysis of gathered data (monthly) and upload/monitor data in the IMCOM knowledge management portals.
Coordinate with DGR a collaborative public affairs and marketing effort between the Transition locations, VA, the DOL, and other stakeholders for upcoming job fairs, employment summits, virtual employment events, and conferences at the installation and local level.
In coordination with DGR, provide administrative and staff support to assist preparing the Soldier for locally sponsored Job Fairs, employment summits, virtual hiring events and Career Days.
Provide analysis of data captured at job fairs, employment summits, virtual hiring events, and career days to provide the government with feedback about numbers of employers, participants, persons interviewed, persons given firm offers of employment, and persons hired.
Coordinate execution of set-up and removal of exhibits and booths at approved events in the local area.
Monitor execution and implementation of questionnaires disseminated at the beginning, conclusion (exit) and post (follow-up) of transition services with the TAP customers to determine satisfaction with transition services, goal attainment (outcome) in accordance with the following four tracks (Education, Technical Training, Employment and Entrepreneurship), and command support.
Collect, gather, analyze and report the effectiveness and timeliness of VOW/CRS mandates to the DGR for distribution at the post level.
Distribute Commanders reports.
Review work performed in TAPXXI to track progress of Soldiers in meeting VOW/CRS mandates.
Participate in marketing activities and employment events as directed by the CIM Other duties may be assigned by the contractor to assist in the performance of the PWS.
Bachelor’s degree in PREFERRED Training and Development, HR Management, Counseling, or related field and minimum 2 years career counseling, education, or related experience.
Applicants must successfully undergo a background investigation (National Agency Check) U.S. Citizen Ability to provide transition related data retrieval, monitoring, analytics and reporting.
Experience with marketing and outreach.
Experience monitoring, tracking, reporting and briefing for a variety of transition-related activities at the installation.
Ability to set up and remove exhibits and booths at local transition related events.
Transition/SFAC Counselor
The Transition Counselor is the TAP Center's principal provider of services to transitioning Service Members and their Family Members. Provide individual counseling for personal interaction enabling users to ask questions, seek clarification and obtain assistance resulting in an ITP; schedule, set-up classroom, announce and plan local briefings; coordinate DOL Employment Workshops and VA Benefits Briefings as required to meet the needs of the Soldiers; provide Transition Briefing which provides clients with required information regarding available transition services and eligibility requirements for transition benefits; notify the eligible Soldiers of the required pre-separation counseling; conduct individual counseling; develop an ITP; develop a résumé of choice (federal or private sector); discuss and develop individual transition goals; learn about continuum of service; provide follow-on counseling and assist in completing the deliverable for the Soldier’s gap analysis; identify, schedule, and conduct SFL TAP employment assistance workshops; as well as conduct regional outreach, pre-separation counseling and assistance. The Transition Counselor complies with the instructions of the Contract Installation Manager (CIM) to perform tasks in accordance with the PWS.
Travel may be required in order to accomplish mission goals to include evenings and weekends with the ability to use all modes of transportation; along with flexibility to work non-standard hours as needed in order to properly serve and assist clients.
Master’s degree PREFERRED in Training and Development, HR Management, Counseling, or related field and minimum 2 years career counseling, education, or related experience. Bachelor's Degree accepted with additional experience.
Two years of experience in Military lifestyle through personal and/or professional experience with Military personnel and Military Family members highly desired, along with in-depth understanding about the Military culture and the Command structure If non-military, experience 4 years of counseling Demonstrated experience in conducting program evaluations and use of customer feedback to improve overall program effectiveness/impact highly desired Applicants must successfully undergo a background investigation (National Agency Check) U.S. Citizen Individual must be familiar with standard concepts, practices, and procedures within the field.
Relies on experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required.
Strong verbal/written communication skills along with needs assessment, individual/small group training.
Curriculum development experience is a plus.
Military Veterans and Spouses encouraged.
Financial Counselor
The Financial Planning Counselor is the TAP Center's principal provider of financial planning to transitioning Service Members and their Family Members. The specific duties of the TAP Financial Planning Counselor include but are not limited to:
Provide financial planning workshops and individual financial counseling to meet the needs of transitioning Soldiers and Family Members prior to their transition from the Active Army or Reserve Components. Provide information on banking, debt management, health care, college saving plans, home ownership, budgeting, use of credit, insurance, investing, tax and estate planning, and other matters that impact the financial readiness of transitioning Soldiers/Families.
Conduct 4-6-hour financial planning workshops using existing curriculum to groups of approximately 50 Soldiers and Family Members in connection with mandatory TAP VOW/CRS activities which includes a budget. Coordinate use of classroom, set-up of classroom, and provision of training materials, Regularly provide follow-up one-on-one financial counseling to clients who request assistance. During financial counseling, address the specific needs and interests of Soldiers and Family Members, including the evaluation of individual or family income and expenditures and recommendations for short- and long-term actions to achieve financial goals. Assist clients in managing complex financial issues, e.g., relocation, asset allocation, transition/retirement, eviction, garnishment, repossession, etc., and coordinate solutions with applicable military and civilian agencies.
Prepare monthly reports describing all financial planning activities and record the number of transitioning Soldiers and Family Members attending workshops and individual sessions. Participate in workgroups with other financial planners.
Assist CIM with delivering Commanders reports and notifying clients of eligibility to begin services while also notifying clients of missed requirements for
VOW/CRS.
Other duties: complete all mandatory Government training; safeguard PII; file records according to ARIMS; upload information into iPERMS (after training received from the Government); participate in sustainment training events as offered. Participate in marketing activities and employment events as directed by the CIM.
Education and Experience:
Baccalaureate degree from an accredited college/university or a combination of education and experiences amounting to 1,000 hours of experience in financial counseling which qualify the applicant for employment as a personal financial counselor. Applicants are REQUIRED to possess and maintain a nationally recognized and accredited Financial Counselor certification in accordance with DoDI 1342.22.
Applicants must successfully undergo a background investigation (National Agency Check) U.S. Citizen Ability to manage client caseload, conducting group financial planning workshops and one-on-one financial counseling either face-to-face or virtually, generating training materials, maintains intensive problem solving skills, conducting individual budget preparation work, as well as the ability to schedule, coordinate, and set-up classroom including audio-visual requirements.
Education Counselor
Coordinate, publicize, facilitate, and host AHE 2-day Track Seminars utilizing Army-provided curricula and training materials. Ensure that AHE workshops include all required content areas, adhere to class size requirements, are offered with sufficient frequency to minimize wait time, and ensure each student is given the opportunity to complete the on-line feedback survey prior to the end of the final day of the course.
Provide individualized counseling and assistance to all transitioning military and family members related to the AHE curricula. Organize, promote and/or support hiring and education events that support transitioning Soldiers and Family members as directed by the CIM.
Provide training to command/unit leaders on the AHE 2-day Track. Ensure AHE Track participation and Career Readiness Standard deliverables related to the AHE workshops are entered into TAPXXI and DMDC TAP data collection system. Duties include:
Facilitate/instruct the AHE 2-day Track/workshop.
Assist clients as needed by monitoring progress and notifying/encouraging completion of products (College/University application, etc.)
Refer transitioning personnel to both on-post and off-post service providers.
Provide instruction to clients on automated tools to include: TAPXXI and Kuder Journey Facilitate the client’s transition from the military environment to the civilian environment Assist CIM with delivering Commanders reports and notifying clients of eligibility to begin services while also notifying clients of missed requirements for AHE Track Other duties: complete all mandatory Government training; safeguard PII; file records according to ARIMS; upload information into iPERMS (after training received from the Government); participate in sustainment training events as offered Participate in marketing activities and employment events as directed by the CIM
Bachelor’s degree PREFERRED in Training and Development, HR Management, Counseling, or related field and minimum 2 years career counseling, education, or related experience.

Other qualifications include the ability to accomplish the following: support transitioning military personnel, Army Civilians, and Family Members with separation briefings, conduct training to support AHE track, college/university application critiques, interview support, etc.; learn and use TAP XXI system to assist clients; track client progress and; assist with job fairs, employer days, and classroom events.
Experience with software packages such as MS Word, Excel and PowerPoint.
Career Skills Program (CSP) Coordinator The CSP Administrator offers employment skills training opportunities to Soldiers or occasionally other service members preparing to transition from military to civilian employment through providing program planning, administrative/logistical support, and reporting within their area of responsibility in direct support of the Army’s Career Skills Program (CSP). CSPAs coordinate with garrison-approved CSP employers, professional associations, unions, industry leaders, education and training providers to promote opportunities for transitioning Soldiers to yield high-value jobs or careers; from initial concept to establishment of a partnership and execution, with minimal or no cost to the government. Duties include:
Serve as the Garrison TAP point of contact for Army Career Skills Programs, performing a variety of administrative, logistical, and program planning duties in direct support of the program for the DGR and in coordination with the Region CSP Coordinator.
Schedule Career Skills Program and related classes.
Maintain liaisons in coordination with the installation POCs and Region CSP
Coordinator.
Identify opportunities for transitioning Soldiers leading to a highly-skilled, high-demand job or career in the civilian sector and present options to the government for connection with industry.
Coordinate with employers, professional associations, unions, industry leaders, and education providers as directed by the DGR to encourage training that will produce high-value jobs or careers for transitioning military; from initial concept of establishment to government partnership.
Execute the garrison day-to-day operations of the CSP classes/cohorts ensuring tracking of applicants, setting up interviews for industry partners, scheduling information/marketing sessions in coordination with government personnel, tracking participants, communicating completion, entering data and counseling notes in the TAPXXI system as well entering program information on the IMCOM’s Common Operating Picture and other career skills databases.
Provide summaries, executive reports and data analysis and tracking as required. Formalize relationships and establish roles and responsibilities. Draft Memorandums of Agreement (MOA) subject to legal in coordination with DGR to include coordinating activities and compliance.
Research and monitor CSP training opportunities in the community in coordination with DGR.
Participate in the applicant screening process (as a silent observer); monitor execution, and follow-up on job placement data; make telephone calls, send email and track correspondence.
Keep installation key government personnel, public officials, employers and stakeholders abreast of policies, procedures, trends, and problems.
Collect, consolidate, and analyze data; provide reports to the DGR.
Prepare and/or conduct briefings, orientations, and special presentations to include flyers, marketing materials, news articles, and social media with the approval of the DGR to promote the CSPs.
Prepare reports, maintain historical records and statistical materials to include writing CSP vetting packets and documentation, information papers, executive summaries in accordance with ARIMS.
Recommend solutions to concerns and or problems such as Soldier attendance at program activities (e.g., classes and counseling sessions) to the DGR.
Plan and execute daily operations to meet overall objectives and requirements.
Assist DGR as needed in conducting Career Skills Program operations, conducting interest inventories and identifying subsequent opportunities to provide skills training and employment to transitioning military in coordination with the Regional Career Skills Program Coordinator.
Provide weekly updates to the CSP Authoritative Database that populates the IMCOM CSP Common Operating Picture (COP) in coordination with the Career Skills Program Region Coordinators by the last working day of each week
Bachelor’s degree in any area of study from a college or university that is accredited by a national or regional accrediting agency recognized by the U.S.
Department of Education is required.

Must be knowledgeable about Military Occupational Specialties (MOS), curriculum and instruction for education and training programs, and utilization of various types of occupational information and resources to include the Department of Labor Occupational Outlook forecasts for employment industries, interest inventories, career planning and development to include approaches, program coordination, and use of educational and community resources and vocational systems.
Requires strong communication, briefing and technical writing skill with knowledge in a wide variety of military personnel areas such as: transition processing, military benefits, VA benefits to include educational benefits for Soldiers and Family Members; retirement or transition issues.
Customer services skills required.
Good command of the English language which includes the ability to read, write, understand, and clearly and effectively communicate the language.
