About this file
This document contains a request for proposal and compiled questions and answers related to providing Army Transition Assistance Program services. The solicitation seeks proposals to provide transition services to Soldiers throughout the continental United States and at some overseas locations to help them transition to civilian life in accordance with applicable regulations and standards. Services include operating transition assistance facilities, conducting pre-separation counseling, providing personalized transition planning and financial counseling, supporting career skills programs, and assisting with higher education access, employment seeking, and connecting employers to transitioning service members. The request for proposal was issued by the Mission and Installation Contracting Command at Fort Knox on behalf of the Army Human Resources Command. The closing date for proposals is March 30, 2020. The anticipated period of performance includes a 60-day phase-in period from May 4, 2020 to July 3, 2020 followed by a 10-month base period and four 12-month option periods. This is a 100% set-aside for service-disabled veteran-owned small businesses.
The document also contains compiled questions and answers that clarify aspects of the solicitation such as accepting electronic proposals only rather than hard copies, and which labor categories listed in the staffing plan are exempt from Department of Labor wage determinations.
