Based on the JC Standard of Design, specific exterior work is mentioned. Is there exterior work included in the SOO or a separate document? DPW

There is select exterior work in the SOO for this project. The Contractor is not to add anything to the project scope. Example: the Judge's parking space out front is labeled as the facility manager. The reason we did this item was to not code it as the judge.

Is the J-02-OSIA the proposed layout or is the JC Design Reference document the layout? DPW

The proposed layout is the J-01 attachment, and not the floor plan shown in the

Judicial Center Standard Design.

Is the janitor closet next to Judge's chambers staying? JC requires a separate entrance for Judges Chambers so I am unclear if this entrance needs to be reconfigured. DPW

No, the janitor's closet shall be demolished for the ADA restroom by the Judge's chambers.

7 Was the building previously plumbed for a chiller system? DPW

The only chilled water plumbing in the building is between the chiller (in the mechanical yard) and the AHU (in the mechanical room).

8 Is the ILC required in conjunction with the bid bond or in lieu of? Contracting

Other Details Section 9: IAW FAR 28.101-1(b) only separate bid guarantees are acceptable for construction contracts. Additionally, the Contracting Officer has determined that only a separate Bid Bond (SF 24) is acceptable for this effort.

SA8 Judical Center Drawings do not show the height of the platforms for the Judge's

Bench, Court Recorder and Witness Stand. What is the height of each platform? DPW

The bench shall be at least 12 inches above the finished floor elevation and 6 inches above the next highest raised platform in the courtroom. The Court

Recorder and witness stand can be on the finished floor. The heights of the platforms are stated in attachment J-5.

Furniture that the government will provide and contractor to install? Please confirm. DPW

The gallery chairs will be Gov't provided & installed FF&E. A list of Gov't provided and installed FF&E is provided for informational purposes.

Acording to SA8 Judical Center Drawings there is a railing between the courtroom and the Gallery, SA1 OSJA Courtroom Plan Draft does not show the railling. Please confirm that there is railing between the gallery and Courtroom? DPW

Yes, the contractor shall install a railing between the gallery and the counsels' tables. See attachment J-5 for additional gallery railing requirements.

The Contractor shall replace the 480volt breaker panel as it is over 10 years old.

The 480v gear will remain.

In regards to replacing the 208volt breaker panel that is over 10 years old, the associated 75kva dry transformer inside the mechanical room will need to be replaced and increased in size to accommodate the replacement 200amp breaker panel and the new 100amp breaker panel being asked for. This will also require a new larger 480volt feed to be brought from the main switch gear to the new Dry transformer as well. Does the government concur to dry transformer upgrade and

480volt feed to it being upgraded to accommodate the new 100 amp panel addition? DPW yes.

Just to confirm, are we to re-use the existing led lighting fixtures to the furthest extent possible? DPW yes.

Are any offices or areas going to require dimmable lighting switches and if so are the existing led lighting fixtures dimmable? DPW

The total contract duration for design and construction listed in the RFP is 365 days.

There are 3 milestone design submittals that are required (35%, 65% & 100%) along with final Issued for Construction documents. Each design submittal will take between approximately 45 and 60 days to prepare. Government review of each design submittal is typically 14 to 21 days with a corresponding review conference within 7 days of the conclusion of the comment period. The design phase for this project will most likely require a minimum of 7 months to complete leaving only 5 months for the construction phase which will not be sufficient for a project of this size and complexity. Please consider increasing the total contract duration to 700 days to allow sufficient time for design and construction activities. DPW

The timeline presented is possible. The goal is to speed up the process to change the design portion from seven months to five months or less.

Will STC 52 rated walls and STC rated doors/frames be required for other spaces not designated on the proposed floor plan? Per the JC Standard Design document (J-09,

p. 26 of 34), private offices (e.g., counsel offices, paralegal offices) are required to be

STC 52 rated. Should this include the attorney offices and paralegal offices adjacent to the mechanical room on the workspace side and the two paralegal offices adjacent to the reception/waiting area? Please provide a complete list of rooms required to have an STC 52 rating. DPW See revised SOO

The Statement of Objectives, 4.07.02 (p. 4) says to “re-use door and frames that were removed from demolished walls”. However, depending on the STC rating needed for a specific room, the existing door and frame may not meet that requirement. It is assumed that in these locations new acoustically rated doors and frames will be required; is this correct? DPW

Doors and frames may be reused if they meet all the requirements of the room

(STC, security, etc.). Yes, STC, security, or other requirements my necessitate new doors.

The Statement of Objectives, 4.07.02 (p. 4) says that some walls are needed “to cover windows and views from the exterior.” It would appear that the windows in Judge’s

Chamber 1 and the restroom associated with the Deliberation Room would fall in this category; is that correct? Would the window in Judge’s Chamber 3 also need to be covered? DPW

The windows in the deliberation room restroom shall be covered. The windows in the Judges' Chanbers can remain as long as the wall/room meets the required

STC rating.

On the courtroom side, would the sidelite and window adjacent to the two west exterior doors need to be covered? Would the high windows in the courtroom area need to be covered? What about the window in the Clerk’s office, Gov’t Waiting

Witness room, Gov’t office, SVC room? DPW

The windows in the courtroom shall be covered. In the other spaces mentioned, windows can remain as long as the wall/room meets the required STC rating.

On the workspace side, would be high windows above the paralegal office on the north side need to be covered? Or in the Storage room? DPW Windows can remain as long as the wall/room meets the required STC rating.

If LEED certification is required, note that the scope of the renovation will determine the rating system. Depending on the % of gross floor area being renovated, the project could be either a BD+C New Construction project (if more than 60% renovated) or Existing Buildings Operations + Maintenance (if less than 40% renovated). If between 40-60% renovation, project team would need to assess the project further to confirm the most appropriate LEED rating system. DPW LEED certification is not required.

Please confirm if an energy model is required for this project. As a renovation without work on the envelope, modeling the building would be extremely difficult. DPW Energy model is not required for this project.

Attachment B LEED Checklist for the Judicial Center Standard Design denotes 2 points for Indoor Air Quality Assessment, which requires indoor air quality testing. Please confirm if IAQ testing is required, as this is an additional cost. DPW

Indoor Air Quality (IAQ) testing is required. The results shall be reported to the

COR. No action is planned in this contract due to the test results.

UFC 1-200-02 requires a construction waste diversion of at least 60%. Photos and sketches will be provided of existing conditions. The contractor shall be responsible for reviewing on-site conditions and developing their plans.

If walls are to have an STC 52 rating, what STC rating is required for the doors? If the

STC rating for the doors is low (STC 35 or lower) the rating may be achieved by installing door seals on standard doors. If the STC rating is higher, then an acoustically rated door and frame will be required. What STC ratings are required for the doors? DPW The doors (& windows) shall have at least the same STC rating as the walls.

Judicial Center Standard Design references LEED, however, the SOO for the project does not. Please confirm that LEED certification is not required. DPW LEED certification is not required.
