About this file
This document outlines energy efficiency and water conservation design guidelines and operation standards for construction and renovation projects at Fort Huachuca Army Post in Arizona. Key requirements include lighting to use LED fixtures and not exceed 0.5 watts per square foot; windows to have a U-value of 0.5 or less and a solar heat gain coefficient of 0.2 or less; building insulation of R-30 for ceilings and R-19 for walls; HVAC equipment to meet specified efficiency minimums; plumbing fixtures to comply with WaterSense standards using no more than 1.28 gallons per flush for toilets and 1.0 gallon per minute for faucets; landscaping to use at least 50% less potable water than conventional methods; and new construction and renovations to strive for LEED Silver certification. The related federal contract opportunity is for design-build services to remodel a courtroom at Fort Huachuca with responses due by April 20, 2023 to the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground.

Modernization [SRM] Projects and MILCON Construction) (i)Advanced Energy Design Guide for Small to Medium Office Bldgs (ASHRAE)
(j) Army Energy and Water Reporting System (AEWRS) requirements.
l.Purpose. The purpose of this instruction is to help achieve the energy policy goals established by references (a) through (h) and to reach a standard of building energy efficiency of30% less than ASHRAE 90.1- 2010, a reduction of 30% of the energy used in 2003 by 2015 at Ft Huachuca and achieve a net zerq ~y goal by 2025. Paragraph 3 (General Guidelines) shall take precedence over all other equipment listed in this guid~
2.Responsibility. All design and construction agencies for any and all projects on Fort Huachuca shall strictly adhere to the Anny energy efficiency guidelines in all tl1e above references, but are not limited to them. All Tenm1t Commands, Supported Cmmnm1ds, Departments and other agencies or entities shall incorporate these design m1d operation standards in all equipment replacement, facility renovation or new construction projects unless specifically waived in accordance with paragraph three of this instruction.
3.Gencral Guidelines. All design and construction shall consider the best renewable energy, energy efficient equipment available which has a favorable life cycle cost analysis (LCCA)- number of years must be justified for each different type of equipment. An LCCA shall be submitted for all construction and installed equipment. The Photovoltaic power using a DC micro-grid shall be incorporated wherever feasible. All water/condensate from any and all equipment shall be captured for reuse. All renewable energy produced must be recorded and reported to AEWRS ; notify the Ganison Energy Manager and provide the data required by AEWRS.
A. Lighting and Electrical. The following are minimum requirements and every effort should be made to exceed these requirements so that items will not require removal/demolition if they interfere with the Net Zero goal by 2025. New equipment/fixtures should be ENERGY STAR where possible but have a favorable LCCA. Lighting using photovoltaic power on a DC micro-grid is preferred (this may be required in the ncar future, so it would be best to use where feasible).
(1) Office and workspace lighting systems shall be LED, CFL or at the least high efficiency fluorescent, designed and installed to not exceed 0.5 watts per squarefoot in power density average for the entire space. Specific room densities can vary according to lighting power densities shown in the most recent American Society of Heating, Refrigerating and Air Conditioning Engineers and tl1e Illuminating Engineering Society ofNorth America standards (ASHRAE/IESNA 90.1 2010) minus 30%. Specialized lighting for Anti
TetTorism and Force Protection applications may be waived in accordm1ce with paragraph three of this instruction.
(2) Tl2 fluorescent, Mercury Vapor and Inca11descent fixtmes shall not be specified.
(3) Parldng lot a11d street lighting shall be LED or shielded LEP and not exceed ASHRAE/IESNA 90.1-2010 power density sta11dards and be equipped with photocell controls so that they turn off in the daylight.
(4) All individual offices, classrooms, restrooms and conference rooms shall be equipped with occupm1cy sensor type light switches (passive infrared) that turn off the lights when the space is unoccupied. If sensors ca11not be located in such a malll1er to detect occupa11cy, such as a space with systems fi.Jrniture and low ceiling heights, sensor light switches may be waived in accordm1ce with paragraph three of this instruction.
(5) All "Exit" signs shall be a maximum oftwo (2) Watts, have built-in battery backup and be "LED" fixtures. Where possible use photoluminescent (similar to Brady Glow) EXIT lights with zero energy consumed.
(6) National Electrical Ma11ufacturers Association (NEMA) "Premium E plus" or better electric motors shall be installed for all new and replacement motors. It is prohibited to rewind any motor for use on Fort Huachuca or for any equipment for which it is responsible.
(7) NEMA "TP-2 Class 3" or better efficiency dry type transformers shall be installed for all new m1d replacement applications.
(8) Alumimun wiring is prohibited within buildings for electrical power distribution.
(9) Day-lighting must be included in the lighting pla11 tmless the "simple payback" of the additional expense exceeds 15 yem·s. Exmnples of Day-lighting techniques include reflective light shelves, skylights and solar tubes with diffi.Jsers.
(1 0) Where technically and economically feasible ("simple payback" of marginal cost increase 10 years or less) all mechanical loads (especially HVAC) shall be served at 480V 3 phase m1d all mechanical equipment selected accordingly.
(11) All lights a11d light systems shall be controlled with an energy management system, wired and capable of being m1 integral part ofFmi Huachuca's expanding EMCS system.
B. Building Envelo~. The building envelope must meet the N ct Zero criteria by 2025. The following are minimum requirements and effort should be made to exceed these requirements.
(1) Low-sloped (<2:12) a11d high-sloped (>2:12) roofsmfaces shall be designed to maximize the e±licicncy rating in accorda11ce with the table below and in compliance with Energy Star, OR meet LEED requirements afterconsulting with DPW personnel. Reflective roof products must offer a warranty that is equal in all material respects to the stm1dard industry warranty for comparable non-reflective roof products. The preferable coating will be ceramic. [See 3 .B.( 4) below for more on roofs]

a. Waivers shall not be granted based on initial cost as the only factor. Cost shall not be considered unless a business case analysis is presented showing the full life cycle cost benefit of the alternative.
b. Waiver requests for exterior lighting must consider environmental factors as well as lost energy savings. Exterior lighting that disrupts protected or endangered species must be presented to show that all other alternatives have been considered prior to requesting a waiver.
c. Signed waiver requests shall be submitted by Tenant Command or Suppmicd Command via official letterhead to Garrison Commander Ft Huachuca, Arizona.
d. Requests shall include the overall Project Scope, Project Cost, Expected Start Date, the design policy or policies that can not be met and the justification for the waiver. Requests shall also include a Command point of contact. Requests shall indicate what item( s) shall be removed prior to 2020, if they interfere with the Net Zero goal.
