*NOTE: Abbreviations can be referenced on page #13 *
1.0 Project Background
1.01 Building 52120 was placed in service on 7/1/1983. The building is being used as an administrative general-purpose facility. The interior of the building does not meet current needs of the SJA or the Judicial Center Standard Design (dated 28 Jun 2019). The intent is to bring the building up to these courtroom standards. The building has a concrete foundation and slab. The mechanical room is located at the back of the building. The main electrical panel, boiler, HVAC air handler and ductwork are located in the mechanical room. Additionally, the project will include repairs/renovations to the latrines and other defined areas in Building 52120. The facility has had repairs prior to this work, along with new upgrades, to include replacement LED lights and a communications room.
2.0 Project Objectives
2.01 The Contractor shall provide design/build services and furnish all labor, material, equipment, supervision, transportation, permits, fees, licenses, and utilities necessary to reconfigure/renovate Building 52120, located at Fort Huachuca, AZ. A non-specific
Design Criteria listing for the project is provided in Section 4.0 below. The Contractor shall prepare a more detailed description outlining their Contract Execution Overview
(technical approach, labor hours, materials/equipment, self-performance/sub-Contractor), tentative schedule, and previous experience for this type of work. The Contractor shall field verify the area of work before submitting their proposal. This proposal shall generalize the major work elements and be all inclusive. The Government will rely on the
Contractor's expertise and experience to successfully complete the project.
2.02 The Contractor shall be aware of the information provided has been gathered from two standards, attachment OSJA Courtroom Standards (dated 28 JUN 2019) and U.S.
Army Corps of Engineers: Judicial Center (JC) Standard Design.

3.02 Materials/Quantities/Equipment. The Contractor proposal’s Materials, Quantities, and
Equipment section must provide a clear and detailed list of all building materials and estimated quantities, as well as the equipment to be used in the execution of the project. These items must be presented in a manner that a competent, qualified person can understand what materials, estimated quantities and equipment will be used during the execution phase of the project.

This SOO, and other documents specifically prepared for this project, shall take precedence over the standard design. If an element, room, or system is not addressed in this SOO, or any other document specifically prepared for this project, than the contractor does not have to include the element, room, or system in their proposal.
