Questions & Anwsers for Solicitation No. W9124321RCH02 ‐ Construct Bellevue Readiness Center 05/28/2021

QUESTION ANSWER

1. Does bid Option 8 still include the concrete parking blocks when the lot is concrete? Parking blocks shall be deleted as part of bid Option 8.

2. Flag pole foundation described on S‐101‐2A seems excessive at 18' deep.

Please confirm that this as well as the detail shown on S‐505 are the desired installation. Foundation shall be bid as shown.

3. On S101‐1B and S‐103‐1B there are several concrete walls show that are not detailed, especially along column lines L, N, Q, and the North‐South wall just East of column line 11.3. Please provide details and top of wall elevations for these.

See typical wall footing detail 7/S‐501. Grade beam foundation & cmu wall is similar. Also see architectural sections & details. See details 13/S‐503, 9/S‐504, 7/S‐503. See reinforcing schedule on sheet S‐001.

4. On S103‐1B concrete wall along column line N is detailed on 9/S‐504 as 24" thick, but concrete beam shown on 10/S‐503 indicates 20" width. Please confirm which is correct or if both are correct, where does the thickness of the wall change?

The 20" foundation wall starts at the west wall of the lower level. Intersection of grid 9.7 & grid N.

The solicitation notes to guarantee pricing for 120 calendar days. Is there any ability to shorten that guarantee period? As I am sure you are aware, prices for construction related materials is extremely volatile right now. In today’s market, it seems to be 30 days is the most that a subcontractor/supplier will guarantee their bid. Some will only guarantee pricing for five (5) days. Guaranteeing pricing for 120 days is going to require bidders to factor excessive contingency/escalation costs into their bid and some subcontractors will decide not to bid as they feel it is too risky.

No changes will be made to the solicitation.

please provide specifications for the Canopy as shown on Details 1 and 2 of page

A‐704? See response to question #5 on last page of Amendment.0002

Would you also investigate the glass on the A1 frame? It is an exterior storefront frame that is calling out for FG‐1 glazing. See response to question #10 below.

Doors 100.1A, 100.1B, 100.2A, 100.2B,100.3,100.4 and 101 are calling out as

Aluminum/Glass doors and frames. They are calling out a B style door which are typically a wood or steel stile. We can get aluminum doors like this but the door spec is calling out a standard wide stile. Could you clarify what door type they are wanting in these locations.

Revise Door Schedule, Sheet A‐601, Door Elevations for doors listed (100.1A, 100.1B, 100.2A, 100.2B,100.3,100.4 and 101) from Elevation 'B' to Elevation 'D'.

Refer also to Sheet A‐601, re‐issued this Ammendment.

Door 101E is calling out for 101E is called out as wood/ Hollow metal in the door schedule but is showing an Aluminum frame on the elevations. Could you clarify this as well.

This was addressed in Ammendment.0002, item 12 and to the drawings, Sheet A‐

601, re‐issued.

Frame A1 (exterior) & Frame A (interior) at the main entrance/vestibule are showing FG‐1 glazing (3/16” fire rated) and aluminum framing. The “sides” of the vestibule, Frames A2 & A4 show IG‐1 (1” glazing)‐not fire rated. The aluminum framing spec’d is not fire rated. Please advise.

Frame A1 (exterior) shall be provided with IG‐1 glazing. Frame A3 (interior) shall be provided with MG‐1 glazing. Refer to drawing A‐602 re‐issued in Addendum #3

There will be excess dirt based upon the grading plans. Is there an area of the site that could be filled to accommodate excess fill, or where excess material may be stockpiled?

Bid excess fill to be disposed of as identified in Specification Section 312000 paragraph 3.02.A.

ES105—There are 2 different fixtures labeled as Y6. Please clarify what type the fixtures along the MEP Access Drive are supposed to be. The (4) square black lights along the MEP ACESS DRIVE shall be Y2 fixtures.

See below from insulation subcontractor. This is essentially saying that all insulated plumbing piping (domestic, storm) will need to be PVC jacketed which would both be highly atypical and also significantly increase cost. As stated below, insulated HVAC piping (hydronic, condensate, refrigerant) doesn’t have this same requirement, which makes me think it was included in error. Section

220719, G. Hot Service Drains and Vents: 1. All Pipe Sizes: Insulation shall be the following: a. Mineral‐Fiber, Preformed Pipe Insulation, Type I: 1 inch thick. Para

3.12. INDOOR, FIELD‐APPLIED SCHEDULE: A. Install jacket over insulation material. For insulation with factory‐applied jacket, install the field‐applied jacket over the factory‐applied jacket. B. If more than one material is listed, selection from materials listed is Contractor's Option. C. Indoor or Outdoor Piping, Concealed or Exposed: 1. PVC: 30 mils thick. 2. Aluminum, Smooth or Stucco

Embossed: 0.024 inch thick.

Delete paragraph 3.12 from specification section 220719, no field applied PVC jacket required on plumbing piping.

1. The height of the operable portion of the windows W2 and W3 is smaller than the manufacturer can make.

Revise the height of the operable portion of windows W2 and W3 from 1'‐0" to 1'‐

5". Adjust the height of the fixed pane above the operable portion accordingly.Refer to drawing A‐602 re‐issued in Addendum #3

2. Are window types W2 and W3 to be in spec section to be storefront (section

084113) with the awning insert ( section 085113) or is the whole window to be from the window spec (085113)?

Windows with project‐in vents shall be part of Section 085113.

3. Some of the window types one building elevations don’t match the aluminum frame schedule. Bid option one has W3 tags but shows W2 window types. Please confirm which is correct.

Add new Window Type W2.5. Change windows in room 30 CST Operations Sheet

A‐101‐1B, and windows in Rooms 19 Office and 20 Office Sheet A‐901 from Type

W3 to Type W2.5. Also Reference Elevation 14 Sheet A‐203 and Elevations 2 and 4

Sheet A‐903. Refer to drawing A‐602 re‐issued in Addendum #3

4. CP902 and CP912 shows the lot area North of the GPTB addition as gravel, however CS902 notes that under bid option 9, this aggregate is to be replaced with Heavy Duty Concrete Pavement.

Area in question shall be gravel in bid Option #1 as shown on CS902. Area in question shall be paved as identified on sheets CP902 and CP912, note legend on

CP902 and CP912 identifies this area as heavy duty concrete paving. Area in question shall be jointed by continuing jointing pattern from adjacent concrete paving to the south

5. Glass Display Case shown in details 12 and 13 on A‐209 doesn't have a specification. What is the design intent for backs of cabinets, shelves, brackets, and thickness/type of glazing?

Refer to 15/A‐701 for shelves, bracket's and thickness/type of glazing. For back of cabinets, refer to floor plan and wall types.

There will be excess dirt based upon the grading plans. Is there an area of the site that could be filled to accommodate excess fill, or where excess material may be stockpiled? See reponse to question #11.

1. Does bid Option 8 still include the concrete parking blocks when the lot is concrete? See response to question #1.

2. Flag pole foundation described on S‐101‐2A seems excessive at 18' deep.

Please confirm that this as well as the detail shown on S‐505 are the desired installation. See response to question #2.

3. On S101‐1B and S‐103‐1B there are several concrete walls show that are not detailed, especially along column lines L, N, Q, and the North‐South wall just East of column line 11.3. Please provide details and top of wall elevations for these. See response to question #3.

4. On S103‐1B concrete wall along column line N is detailed on 9/S‐504 as 24" thick, but concrete beam shown on 10/S‐503 indicates 20" width. Please confirm which is correct or if both are correct, where does the thickness of the wall change? See response to question #4.

See response to question #5.

As it pertains to the Bellevue Readiness Center, can you please provide specifications for the Canopy as shown on Details 1 and 2 of page A‐704? See response to question #6.

Would you also investigate the glass on the A1 frame? It is an exterior storefront frame that is calling out for FG‐1 glazing. See response to question #7.

I have a couple questions that I would like clarifications on in regards to the door schedule for this project. Doors 100.1A, 100.1B, 100.2A, 100.2B,100.3,100.4 and

101 are calling out as Aluminum/Glass doors and frames. They are calling out a B style door which are typically a wood or steel stile. We can get aluminum doors like this but the door spec is calling out a standard wide stile. Could you clarify what door type they are wanting in these locations. See response to question #8.

Door 101E is calling out for 101E is called out as wood/ Hollow metal in the door schedule but is showing an Aluminum frame on the elevations. Could you clarify this as well. See response to question #9.

Would you also investigate the glass on the A1 frame? It is an exterior storefront frame that is calling out for FG‐1 glazing. See response to question #7.

See response to Question #10.

Per specification (PLUMBING PIPING INSULATION 220719 ‐ 3.12 ‐ INDOOR, FIELD

APPLIED JACKET SCHEDULE), notes for indoor & outdoor, concealed or exposed to have a field applied jacket. Is that the intent to have all plumbing piping insulation installed with a field applied jacket as it will already have a factory applied ASJ jacketing? Was this note only to apply to piping in occupied exposed areas only? See response to question #13.

Per specification (DUCT INSULATION 230713 ‐ 3.10‐ INDOOR, FIELD APPLIED

JACKET SCHEDULE), notes to install a jacket over insulation material regardless if it is provided with a factor applied jacket or not. Is this correct, and if so this specification section does not mention any field applied jacket schedule, only what is listed in (3.07 FINISHES). Please clarify the intent of this note.

Delete paragraph 3.10 from specification section 230713, no field applied jacket required on ductwork.

1) 237313 2.02.A.4: Please verify if the intent is to paint the air handling units or provide them with standard galvanized metal exterior finish. Standard galvanized finish or manufacturers standard painted finish is acceptable.

2) 237313 2.02.C.5 & .6: Air handling units are schedule noted, specified and shown for single point power connections on the sheet E‐712. For air handling units that only have supply fans and (1) service light per specification section, is single point power necessary? Will electrician run 120/1 to a single light switch on the air handling units? There is an equipment ADD for step down transformer, etc. for single point power for one light.

Bid as specified.

Please clarify whether jacket is needed on any/all concealed and exposed piping.

Please clarify for mechanical rooms also. SPEC 220719‐17 and 230719‐15.

See response to question #13 above in regards to specification 220719. Bid

230719‐15 as specified for outdoor piping.

What are we doing for Site Utility Specs? Specifically, water main, sanitary sewer and storm sewer, gate valves, hydrants, manholes. All of it.

I cant imagine we are using the spec book, but maybe. Are we using local codes?

If so, what local codes would that be?

See general note 5 on plan page C‐001.

Contractor is required to coordinate 8 inch water main with MUD and shall be constructed per MUD requirements. All government owned utilities shall be constructed as specified in the contract documents to include the specifications and drawings.

On sheet L‐101, Detail 04 ‐ Rock Mow Strip, Note 3 indicates rock mulch shall be

Glacial 3"‐6" River Bed Cobble. Ground Cover Legend to the right of Detail 04 indicates rock mulch shall be 3/4" ‐ 1 1/5" River Rock. Which is correct?

Rock mulch shall be 3/4" to 1‐1/4".

1. There is no section on the architectural sheets through the lower level retaining wall to show whether this is to receive the waterproofing and subdrainage system or not. Please clarify.

Retaining Wall is shown as part of the enlarged elevator plan and section and does show waterproofing and drain tile. Bid according to the solicitation documents.

2. The monument sign appears to show letters and a plaque on both sides, however the specification only lists one 24” diameter plaque. Which is correct?

There is no reference to a quantity in the specifications. Bid according to the documents.
