NOTICE TO OFFERORS

1. INCORPORATE THE PROJNET INQUIRIES AND ANSWERS INTO THE SOLICITATION

Bid Inquiry 8918484 Two methods of teaming are outlined in this section, Teaming Agreement and Joint Venture. The requirements for both are that the "offeror is strongly encouraged to submit relevant project experience for projects completed by the Offeror as the proposed team". In the case of the Joint Venture, if the members do not have shared corporate experience, projects may be submitted for constitute members. However, under Contractor Team Arrangements, it is stated that subcontractor experience shall not be used to meet the requirements of this factor. Contractor Team Arrangements would typically involve a minimum of 2 firms, one as the prime and one as a subcontractor. As written, the teaming partner as the subcontractor could not provide project experience to meet the requirements of this factor, while also as written, constituent members of a Joint Venture could. Please clarify what the definition of "Subcontractor experience" is as it relates to the requirements of this Tab. Can both parties of a Teaming Agreement submit experience to meet the requirements of this factor?

Government Response. If a firm is submitting their offer as a Joint Venture entity, the project submission should be from the joint venture first, if no joint venture corporate experience exists, then experience from each of the parties is acceptable.

If a firm is submitting their offer under a team arrangement than the project submission should be from the team arrangement offeror first. If no team arrangement experience exists, then experience from each party is acceptable.

Bid Inquiry 8918490 The 4th paragraph reads "If the Offeror is comprised of more than one member via a teaming agreement, joint venture (JV) agreement, or other appropriate instrument, relevant project performance should be submitted for projects completed by the Offeror as the proposed collective", which implies the experience of any member of an Offeror's team may be submitted, which appears to conflict with the requirement stated above for Tab C Factor 2.

Please clarify.

Government Response. If signed Teaming Arrangement is submitted, Past Performance by either firm can be reviewed for Factor 3. If the Prime mentions in their submission that they will use a specific Sub Contractor to complete a portion of the work required by the solicitation, and no formal Teaming Agreement is provided, then the proposed Sub Contractor's past performance may not be submitted to satisfy the requirements of Factor 3 Past Performance.

Bid Inquiry 8922183 Bid item 0001A for the Seed Project states this item excludes bid items 0002. Bid items 0002A, B and C include the Project Manager (PM), Superintendent (SUP) and Quality Control Manager (QCM). Please confirm the personnel listed in bid item 0002 will be paid at the hourly rate in addition to the lump price bid for the Seed Project (Item 0001).

Government Response. Lines 0002 & 0003 are not intended to monetarily supplement the bid price you are looking for in Line 0001. The Line Item 0001 (A&B), Seed Project should include all PM, SUP, QCM and other labor, equipment, material costs required to complete the Seed Project, independent of all other bid lines.

Bid Inquiry 8922186 Bid Item 0003 is for milling and overlaying asphalt paving and disposing of prescreened material. Please confirm bid item 0003 does not include the PM, SUP or QCM shown in bid item 0002 and that the Contractor will be paid at the hourly unit price for these employees.

Government Response. The Items 0003A, B and C, is independent of bid items 0002A, B and C. The PM, SUP or QCM along with project overhead, would be considered separate cost items excluded from Items 0003A, B and C.

Bid Inquiry 8922189 What is the minimum asphalt paving area we should assume per mobilization for the bid item 0003A and B?

Government Response. 18,000SF and 300TONS respectively

Bid Inquiry 8922190 What is the minimum prescreened material disposal volume we should assume per mobilization for bid item 0003C?

Government Response. 5,000 CY

Bid Inquiry 8922193 Please clarify the requirement for disposing of the prescreened material (bid item 0003C):

•Is the material stockpiled in one location or several locations?

•Where on site is this material located?

•Is this material readily accessible next to a roadway?

•What type of material is in the stockpile (topsoil, soil, stone, unsuitable, etc.)?

•How will we be paid for the incidental work to dispose of the prescreened material if required such as escorts, erosion control, grading, restoration, street sweeping, seeding, etc.?

Government Response. Clarification of the requirement for disposing of the prescreened material (bid item 0003C):

•Is the material stockpiled in one location or several locations? Usually the material is stockpiled in one area of the spoils yard. However, sometimes the piles could be several in the spoils yard. The spoils yard is not a large area and equipment can easily canvass the entire yard area in less than a minute.

•Where on site is this material located? ANC operations will stockpile the screened material near the location of the screener during the screening operations. Again, the spoils yard is not a large area.

•Is this material readily accessible next to a roadway? Yes, the spoils yard has two points of entry/exit onto paved roads. The removal of the material would use one access to enter with trucks and the other access to exit with the loaded material.

•What type of material is in the stockpile (topsoil, soil, stone, unsuitable, etc.)? Material that has been screened by ANC and could include topsoil, stone less than 3" and material that could be considered unsuitable.

•How will we be paid for the incidental work to dispose of the prescreened material if required such as escorts, erosion control, grading, restoration, street sweeping, seeding, etc.? You must include all incidentals in the unit price of the material removal.

Bid Inquiry 8922194 Will the unit prices bid for items 0002A, 0002B and 0002C be used for the negotiation of future task orders or do these prices only apply to bid items 0001 and 0003?

Government Response. Items 0002A,B and C are independent labor rate totals for purposes of price comparison for Total Price Comparison, they are not to be used in conjunction with bid items 0001 Seed Project separate lump sum line item, but maybe used in combination with bid items 0003. Combination of Items 0002A,B and C, as well as 00003A,B and C maybe used in reference for future task orders as applicable.

Bid Inquiry 8922199 What is the estimated notice to proceed date for this project?

Government Response. Spring/Summer 2021

Bid Inquiry 8922201 Will US citizenship be required to work on this project?

Government Response. . US Citizenship is not a requirement for work on ANC. The background check and AT/OPSEC requirements determines who is permitted on ANC and Army Installations, per Specification 01 30

00.10 51 paragraph 1.8.

Bid Inquiry 8925279 The bid form shown in the Solicitation does not match the bid form shown in Attachment #6. Please clarify which bid form we should submit with our bid.

Government Response. Please use the Bid Form found in Attachment #6

Bid Inquiry 8925284 How many hours per week should we assume work will be suspended for funerals and other ANC activities on this project?

Government Response. See Specification SECTION 01 30 00.10 51 para 1.7 and 1.10, regarding special scheduling requirements and work hours. A list of scheduled ceremonies will be provided each week prior to the event, and a list of scheduled funerals will be provide the day prior to the service. One week notice on special ceremonies (such as the Pan Am Memorial) will be provided by ANC. As a rule of thumb, work - especially with power equipment - work within 1,000 feet of the funeral or ceremony is not acceptable.

Bid Inquiry 8925289 Specification 31 00 page 20 states the Contractor shall provide support of excavation for graves with 3' of the excavation. The grave offset dimensions are not shown on the plans. How many graves should we anticipate are within 3' of the work zone?

Government Response. . Sheets V-101 thru V-104 indicate the limits of headstones and also indicates limits of each burial plot

Bid Inquiry 8925297 Will the contractor be provided a temporary storage facility and field office site on this project? If so, are utilities available at that site for trailer power, communication, water and sewer?

Government Response. Per Specification SECTION 01 50 00.00 50, paragraph 3.4: There is no available space on or near the site for permanent, long term, contractor-owned and/or -leased trailers used for office space and storage.

Single day use of mobile temporary storage systems may be allowed on site with prior approval by the Contracting Officer.

Small laydown areas may possibly become available on ANC at a later date but are not guaranteed for this project or future projects. If, a laydown area became available for project use in the future, temporary facilities and utilities would not be available, contractor's would be required to provide their own temporary facilities, power, communication, water and sewer, to be submitted in contractor proposed site plan and approved by the Contracting Officer prior to mobilization.

Bid Inquiry 8925300 Specification 01 35 states the Contractor shall provide a Site Safety and Health Officer (SSHO) and that this person may not be the Superintendent or Quality Control Manager. How will the SSHO be paid on this project? Can another bid item (0002D) be added for the SSHO?

Government Response. Lines 0002 & 0003 are not intended to monetarily supplement the Seed Project Line 0001.

The Item 0001, Seed Project should be independent, and include all PM, SUP, QCM, SSHO and other labor, equipment, material costs required to complete the Seed Project, per the Specifications and Plans provided in the Solicitation.

Bid Inquiry 8925310 Will native material excavated for the storm sewer lines be allowed as backfill on this project? If not, what material is required for the storm sewer backfill for this project?

Government Response. See specification section 31 00 00.00 51 paragraph 3.2.8 for trench excavation requirements including acceptable backfill material

Bid Inquiry 8925316 Will tree and vegetation protection be limited to inside the limit of disturbance and tree protection fence areas?

Government Response. Generally, tree and vegetation protection will be limited to inside the limit of disturbance.

However, please see applicable plans sheets for clarification.

Also note ANC Tree Preservation Specification (Appendix A) paragraph 1: Prior to allowing any vehicle or construction equipment to enter the site, the Construction Foreman and Project Arborist (also foreman of company doing actual tree work if different from Project Arborist) is to meet the Cemetery Urban Forester (Urban Forester) or Horticulture representative to mark the location of the limits of clearing/tree preservation fencing, erosion control fabric, root pruning line (where required), access routes, storage areas, and parking areas. The location of the LIMITS OF CLEARING/TREE PRESERVATION FENCING is to be installed in accordance with the approved plan, and field located from existing benchmarks, landmarks, and stakeout survey markers.

Per Plan Sheet G-004, Note 4: TREE PROTECTION WILL BE USED TO PROTECT DESIRABLE TREES

FROM MECHANICAL AND OTHER INJURY DURING LAND DISTURBING AND CONSTRUCTION

ACTIVITY. AT MINIMUM, THE LIMITS OF CLEARING SHALL BE LOCATED OUTSIDE THE DRIP LINE OF ANY TREE TO BE RETAINED, AND IN NO CASE, CLOSER THAN 5-FEET TO THE TRUNK OF ANY TREE. Per G-005 Sheet, Note 5: TREE PROTECTION SHALL BE INSTALLED AROUND TREES IN THE

WORK ZONE. THERE CAN BE NO STOCKPILING OR STORAGE OF MATERIALS OR VEHICLES

PARKED UNDER THE TREES. See Also Plan Sheet C-501 Details.

Bid Inquiry 8925318 Is prime coat required on this project?

Government Response. See specification section 32 12 13 paragraph 3.4.2 for prime coat requirements

Bid Inquiry 8925322 Please confirm all tree removal, clearing, selective clearing, tree pruning and tree root pruning will be completed by others and is not required in this contract.

Government Response. Please see the ANC Tree Preservation Specifications-UPDATE Nov-2020 PDF for further clarification, revised document was included with Amendment 0003 and will be contained within the award documents for record.

Construction Contractor (Project Contractor) is responsible for all tree removal, clearing, selective clearing, tree pruning, and tree root pruning. All work to be pre-approved by COR and ANC Cemetery Urban Forrester/Horticulture Representative.

Bid Inquiry 8933171 Please confirm Water or Vacuum testing, is required for RCP piping testing. Additionally, confirm testing can be performed utilizing water testing according to the contract documents and precast concrete producer's recommendations.

Government Response. RCP pipe testing shall be accordance with Specification Section 33 40 00 paragraph 3.8.1

Bid Inquiry 8933172 C-503 Detail 2 does not show warning tape or tracer wire above or around the pipe. Please advise if one or both types or systems are necessary.

Government Response. Both warning tape and tracer wire are required for the storm drain pipe, reference specification 31 00 00.00 51 para 2.4 and 2.5.

Please see the PDF 31_00_00.00_51_para_2.5_rev provided with Amendment 0003 for further clarification.

Bid Inquiry 8933173 31 00 00.00 51 3.2.1.1 Vibration Control Plan and Program please confirm this is applicable to this project and if so please provide the threshold in inches per sec for all stop conditions and assessment reports, such as 0.05in/s.

Government Response. Per 31 00 00.00 51, 3.2.1 specifications for Structure Protection and Monitoring required.

It is the contractor's responsibility to protect all structures from damage due to construction operations and is the contractor's responsibility to implement a vibration control program and provide vibration control personnel to implement and monitor plan.

Bid Inquiry 8933174 01 57 23 1.3.2 C Please confirm a SWPPP Permit is required for this project and that initial review by DEQ has commenced.

Government Response. Permitting outlined in Specification Section 01 57 23 paragraph 1.3.2.C is required.

For Humphreys Drive Seed project - see storm water management plan pre approval letter '2020-0127_2020-08- 18_ANCHumphreys_ApprLttr.pdf' from DEQ, reference document.

Bid Inquiry 8933175 01 57 20 .00 50 Para 3.2.3 Please confirm E&S controls as defined by VDOT must be reviewed and maintained every morning and every evening during the entire duration of the project.

Government Response. Confirm. E&S controls are required as defined in Specification Sections 01 57 20.00 50 and 01 57 23

Bid Inquiry 8933176 01 50 00.00 50 Para 3.7 Please confirm that Green Construction 48" "Safety Fence" is required around all locations of the KTR's LOD and must be reviewed and maintained every morning and every evening during the entire duration of the project.

Government Response. Safety fence is required around all locations of limit of disturbance and it is the contractors responsibility to ensure fence remains in place for the entire duration of project.

Bid Inquiry 8933177 01 50 00.00 50 Para 3.5.2 Please confirm NO office trailers are permitted in this project.

Government Response. Per Specification SECTION 01 50 00.00 50, paragraph 3.4: There is no available space on or near the site for permanent, long term, contractor-owned and/or -leased trailers used for office space and storage.

Single day use of mobile temporary storage systems may be allowed on site with prior approval by the Contracting Officer.

Bid Inquiry 8933178 01 50 00.00 50 Para 3.4.7 Please confirm the following is applicable for all areas where the KTR LOD is located throughout the project site. "Cut grass (or annual weeds) within the construction and storage sites to a maximum 4 inch height at least once a week during the growing season unless the grass area is not visible to the public. Trim the grass around fences at time of grass cutting. Maintain grass or weeds on stockpiled earth as descried above.

Government Response. It is the contractors responsibility to maintain grassed areas within the limit of disturbance for the entire duration of the project as required in Specification Section 01 50 00.00 50

Bid Inquiry 8933179 1.Will Miss Utility KTR's be required to receive vetting and ANC access badging prior to admittance onsite?

Section 01 30 00.10 51 1.10.1 "Regular Working Hours" states the following: ANC Visitor Hours are 08:00 A.M. - 07:00 P.M. (April-September) and 08:00 A.M. - 05:00 P.M. (October-March); seven (7) Days a Week. Funeral hours are 9AM-4PM daily. Contractor is permitted to work (05:00 - 07:00 p.m.), but as previously noted cannot disrupt normal cemetery operations. Regular, daily, work period will be coordinated with COR. Deliveries can be done at anytime as long as they do not interfere with cemetery operations. The contractor shall submit the delivery request 24 hours in advance to the contracting officer's representative for approval.

This section as titled "Regular Working Hours" states that work can be completed by the KTR Seven (7) days a week during ANC Visitors Hours. Please confirm this is correct or provide actual working days and hours by

USACE.

Government Response. Miss Utility is a pre-approved contractor on ANC and will not be required to be vetted and badged, but their onsite visit must be coordinated with the COR and ANC Representatives prior to their visit.

For clarification of work hours the following changes have been made to Section 01 30 00.10 51 para 1.10.1 (Please see the PDF titled 01_30_00.10_51_para_1.10.1_rev). This PDF is included with Amendment 0003 and will be considered part of the final specification documents upon award.

ANC Visitor Hours are 08:00 A.M. - 07:00 P.M. (April-September) and 08:00 A.M. - 05:00 P.M. (October-March);

seven (7) Days a Week. Funeral hours are 9AM-4PM daily. Contractor is permitted to work eight hour days between, 05:00 A.M - 07:00 P.M., Monday -Friday. Work outside of, or extended hours within, this timeframe must be coordinated with the COR. As previously noted, Contractor work cannot disrupt normal cemetery operations.

Bid Inquiry 8934597 01 57 23 3.12 SUBGRADE PREPARATION Will lime stabilization or cement treatment of subgrade be allowed to address saturated materials?

Government Response. Assuming wrong Specification Section is being referenced. Specification section 31 00

00.00 51 paragraph 3.12 discusses subgrade preparation and treatment for wet soils.

Bid Inquiry 8934598 03 42 13.00 10 2.2.5 D are curbs required to have joint sealant if so at what intervals?

Government Response. Curb joint requirements are located within Specification section 32 16 19 paragraph 3.6

Bid Inquiry 8934600 Will escorting be required for badged and tagged vehicles

Government Response. Yes, stake body vehicle and above require escorts if there are four or more vehicles in a convoy, or if this is the first instance on ANC. Tractor Trailers require front and rear escorts at all times. Convoys of four or more vehicles require front and rear escorts.

Bid Inquiry 8934601

2. Can you please explain the vehicle tagging process?

Government Response. Contractor will submit a security background request form to USACE COR. COR will submit request to visitor office at Joint Base Meyer Henderson Hall (JBMHH). JBMHH Visitor Office will approve or deny request, and COR will route approvals or denials back to contractor. Once approved, contractor can obtain an ANC access badge from the visitor office and access ANC through the Contractor Access Gate (123 located along Southgate road). If contractor needs vehicular access, contractor with approved escort, can obtain a vehicle pass from the Area office once access is approved. Personnel denied access will not be allowed on site, individuals who believe they have been denied access unfairly can contact the JBMHH Visitor Office directly to challenge the result.

Bid Inquiry 8934603

3. Will undercutting of subgrade add contract time if required?

Government Response. Time Impacts will be addressed by the Contracting Officer on a case by case basis, dependent on critical path and extent of undercut requirement.

Bid Inquiry 8934604 Undercut and refill of roadway subgrade areas is a unit price item on the contract. Will the undercut and refill of pipe trench subgrade be paid by this item also?

Government Response. Geotextile material seam requirements are located in Specification section 31 05 19 paragraph 3.2 and Specification section 31 05 22 paragraph 3.5

Bid Inquiry 8934606 Does the contractor have to maintain traffic or access through the work area for vehicles other than construction vehicles associated with the project?

Government Response. Yes, limited access may be needed for ANC landscape and grounds crew/operations to maintain burial sections surrounding the construction areas. Otherwise traffic within the work area will be limited to construction vehicles and ANC construction project personnel and traffic maintenance will be the responsibility of the contractor.

Bid Inquiry 8934608 Has any testing of onsite soils been performed for contaminants? Are there any areas suspected to have contaminants? If contaminants are encountered in material to be disposed of, will a change be warranted?

Government Response. For the Humphreys Dr Seed Project, Per Appendix B - Subsurface Exploration Report, all soil testing for the site has been provided within the Specifications and contaminated soils were not encountered during testing. If they are encountered during excavation then immediately notify the COR for further instruction, who will notify the ANC Environmental Manager for determination of findings.

Bid Inquiry 8934609 What are the requirements for material storage and staging – pipe, structures, backfill material, etc?

Government Response. Per Specification section 01 50 00.00 50 paragraph 1.4. "The default position is to expect there will not be any space provided for temporary storage/laydown." Temporary storage/laydown will be limited to within the road construction limits.

Contractor is only allowed to store material on-site as need. What is brought out to the site must be put in the ground immediately. No excessive material should be on-site.

Bid Inquiry 8934610 Will onsite excavated material be permitted to be used as backfill in roadways if it meets the specifications for structural fill?

Government Response. Onsite excavated material that is tested and classified as structural fill, as well as approved by the COR, may possibly be used as backfill for utilities, per Specification 31 00 00.00 51 para 3.2.8.

Contractors should not anticipate/expect that the excavated material will meet the structural fill requirements.

Government Response. Work Plan submittals generally entail a very well detailed pre-construction plan that explains and illustrate hauling routes, delivery schedule, dates, work description, manpower, equipment (excavator or front loader)etc., to be approved by the COR. The intent is to provide the government a firm understanding of the construction sequence, scope of work, method and resources needed to complete the work.

Bid Inquiry 8934633 The milling spec states that the maximum allowable deviation of the finished milled surface from the established plan grade line and elevation will be ¼ INCH Grade

Government Response. Concur per Specification Section 32 01 16.71, 1.2.1 Grade.

Government Response. VDOT 2020 Road and Bridge Specification shall not be used as primary paving and milling specifications.
