SUMMARY OF WORK

PART 1 GENERAL
1.1 DEFINITIONS
Definitions pertaining to sustainable development are as defined in Section 01 57 20.00 50 ENVIRONMENTAL PROTECTION, and as specified.
a. "Environmentally preferable products" have a lesser or reduced effect on the environment in comparison to conventional products and services. This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.
b. "Sustainability" is the balance of environmental, economic, and societal considerations.
1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:
SD-01 Preconstruction Submittals
Upon receipt of Government Furnished Equipment, the Contractor shall submit records in accordance with paragraph entitled, "Government Furnished Property," of this section.
Submit the following items to the Contracting Officer:

1.3 WORK COVERED BY CONTRACT DOCUMENTS
1.3.1 Project Description
"The mission of the cemetery is as follows: Arlington National Cemetery represents the American people for past, present, and future generations by laying to rest those few who have served our nation with dignity and honor while immersing guests in the cemetery's living history."
ANC is listed on the National Register of Historic Places (NRHP) as a historic district. It is the NRHP's policy to categorize all historic cemetery land, roads, monuments, headstones, buildings, structures, and objects with the boundary as "historic," regardless of their age. This means all the work described in this contract is within a NRHP district and protected by law. Work must meet any stipulations agreed to during consultation conducted under Section 106 of the National Historic

Preservation Act as reflected in this contract. Work must be executed to meet the Secretary of the Interior's Preservation Standards for the Treatment of Historic Properties. Ground-disturbing activities are subject to archaeological monitoring. Stop work and cordon off the area if any object is found below grade during ground disturbing activities (digging) and notify the Contracting Officer within two hours of the find. Work can proceed at locations outside the area of the found object."
The standards for construction on ANC shall be commensurate with the high purpose to which it serves.
The scope of work (SOW) for this project is to repair by replacement a portion of Humphreys Drive from the entrance west of the Pan Am Flight 103 Memorial to the intersection of Humphreys Drive and Meigs Drive. The project is approximately 1,450 linear feet.
1.3.2 Location

1.5 WORK RESCHEDULING
There are a number of restrictions set in place for this project to ensure minimal interference with the numerous funerals and ceremonies that take place every year at the facility.
Contracting officer reserves the right to change these restrictions at any time during the period of performance. The government will make every attempt to adequately forewarn the contractor of pending changes with a goal to provide minimum 24 hour notification each time the new restrictions are invoked. Further allowance for two additional calendar days where excavation and subsurface activity abeyance shall be imposed.
Contractor shall allow for three calendar days where construction activity is determined prohibitive due to ANC functions that require rescheduling of work. In most instances requiring work rescheduling the time periods will range from 10 minutes to 4 hour delay.
Contractor may work nights (during non-visitor hours) with coordination and approval by ANC and the contracting officer.
1.6 OCCUPANCY OF PREMISES
The buildings around the construction site will be occupied during performance of work under this Contract.
Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, use of approaches, and egress from the site.
1.6.1 COORDINATION WITH OCCUPANTS
a. Full Owner Occupancy: Owner will occupy site and existing building during entire construction period. Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner
SECTION 01 11 00.00 50 Page 2 usage. Perform the Work so as not to interfere with Owner's day-to-day operations. Maintain existing exits unless otherwise indicated.
1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Owner and approval of authorities having jurisdiction.
2. Notify Owner not less than 72 hours in advance of activities that will affect Owner's operations.
1.7 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
c. Remove all temporary construction access/egress elements and return the any alteration made during the construction period to and acceptable finished quality level.
1.7.1 Damage To Government Property, Injuries, or Death
At the Government's discretion, the contractor shall either repair or replace property, or reimburse the Government for property damage. the contractor shall be aware that Government property - beyond standard structures and equipment - also includes headstones, monuments, floral decorations placed by visitors and next of kin, trees, beds, and turf (for example, wounded trees or scalped turf, as well as headstones, shall be repaired or replaced at no additional cost to the Government). The contractor shall assume all liability for negligent injury or death to visitors and/or employees during the performance of this contract.
1.8 ON-SITE PERMITS
1.8.1 Utility Outage Requests and Utility Connection Requests
Notify the Contracting Officer at least 72 hours prior to starting excavation work. Contractor is responsible for marking and verifying all utilities not marked.
The Contractor shall verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed, but indicated in locations to be transversed by piping, ducts, and other work to be installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
Work shall be scheduled to hold outages to a minimum.

Utility outages and connections requiring less than two hours of interruption during the prosecution of work that affect existing systems shall be arranged for at the convenience of the Government. All such requests must be submitted in writing to the contracting officer 36 hours in advance.

All such requests must be submitted in writing to the contracting officer 7 calendar days in advance. All such outages shall be scheduled outside the regular working hours or on weekends.
In either case, no such work shall proceed without prior written approval by the contracting officer. It is the sole discretion of the Contracting Officer to permit or deny utility outage requests by the contractor.
Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours.
Requests for utility outages and connections shall be made in writing to the Contracting Officer. Each request shall state the system involved, area involved, approximate duration of outage, and the nature of work involved.
1.8.2 Borrow and Excavation Permits
Contractor shall obtain an excavation permit, in accordance with ANC excavation permit policy, prior to any earth disturbing activities. All utilities must be marked in the field, prior to submitting request form.
Allow 10 working days to receive permit, after receipt of form by ANC.
Permits shall be posted at a conspicuous location in the construction area.
1.9 LOCATION OF UNDERGROUND FACILITIES
Obtain digging permits prior to start of excavation by contacting the Contracting Officer 14 calendar days in advance. Scan the construction site with electromagnetic or sonic equipment, and mark the surface of the ground, or paved surface where existing underground utilities or utilities encased in pier structures are discovered. Verify the elevations of existing piping, utilities,and any type of underground or encased obstruction not indicated to be specified or removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.9.1 Notification Prior to Excavation
Contact Miss Utility prior to excavating to locate and mark commercial utilities. Contractor is responsible for marking all utilities not marked by Miss Utility. Notify the Contracting Officer at least 48 hours prior to starting excavation work. Contractor is responsible to maintain utility markings.

1.10 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT
The contractor shall safeguard all Government property provided for contractor use during the course of the contract. At the close of each work period, Government facilities, equipment, and materials furnished shall be secured.
1.11 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged shall remain the property of the Government.
The salvaged property shall be segregated, itemized, delivered, and off-loaded at the Government designated storage area located within 25 miles of the construction site.
Contractor shall maintain property control records for material or equipment designated as salvage. Contractor's system of property control may be used if approved by the Contracting Officer. Contractor shall be responsible for storage and protection of salvaged materials and equipment until disposition by the Contracting Officer.

1.2 LUMP SUM PAYMENT ITEMS
Payment items for the work of this contract for which contract job payments will be made are listed in the BIDDING SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, are included in the listed job item most closely associated with the work involved. The job price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
1.2.1 Closeout Items:
Include a separate line item for close out documentation, that shall include O&M Manuals, Warranty information, and Record Drawings. This shall be a lump sum item, and shall be equal to 2.0% of the contract value.
1.2.2 Mobilization and Demobilization

1.3 UNIT PRICE PAYMENT ITEMS
Payment items for the work of this contract on which the contract unit price payments will be made are listed in the BIDDING SCHEDULE and described below. 1.3.1 Excavation
1.3.1.1 Payment
Payment will be made for costs associated with excavation for the roadway, which includes performing required excavation and other operations incidental thereto, Contractor-furnished disposal area(s) and disposition of excess excavated material and unsuitable and frozen materials.
1.3.1.2 Measurement
The total quantity of excavated material for which payment will be made will be the theoretical quantity between the ground surface as determined by a survey and the grade and slope of the theoretical cross sections indicated. No allowance will be made for overdepth excavation or for the removal of any material outside the required slope lines unless authorized.
1.3.1.3 Unit of Measure
Unit of measure: cubic yard.
1.4 CONTAMINATED SOIL REMOVAL
Payment items for the work of this contract on which the contract unit price payments will be made are listed in the BIDDING SCHEDULE and described below. 3.1 CONTRACT COST BREAKDOWN
The Contractor must furnish within 30 days after the date of Notice to Proceed (NTP), and prior to the submission of its first partial payment estimate, a breakdown of its single job pay item or items which will be reviewed by the Contracting Officer as to propriety of distribution of the total cost to the various accounts. Any unbalanced items as between early and late payment items or other discrepancies will be revised by the Contracting Officer to agree with a reasonable cost of the work included in the various items. This contract cost breakdown will then be utilized as the basis for progress payments to the Contractor.

1.2 DEFINITIONS

1.3 SPECIAL CONTRACTOR REQUIREMENTS
The period of performance shall be 240 calendar days from the issuance of the notice to proceed. The period of performance is based upon construction durations including days not worked due to adverse weather, recognized holidays,and special events as outlined in Section 01 30 00.10 51.

1.3.1 Drawing Dimensions
The project layout, including both horizontal and vertical dimensions, is shown on the Civil sheets contained in the contract drawings. The Contractor shall use the dimensions from the Civil sheets to obtain dimensions for layout as necessary to prepare all shop drawings. There may be some instances where the Contractor shall have to adjust actual
SECTION 01 30 00.10 51 Page 1 dimensions to the submitted items that he will use, to finalize the location of select items. Any such adjustments shall be clearly identified on the submitted shop drawings for Government review.

1.4 COOPERATION WITH USING AGENCY AND OTHER CONTRACTORS
During the period of this contract, other contracts may be in force for the construction of other features of work on or adjacent to the site of work being accomplished under this contract. It shall be the responsibility of the Contractor on this contract to be fully informed of the extent of the limits of work to be performed by other Contractors.
Should there be any conflict between these limits, it shall be brought to the attention of the Contracting Officer (CO) and the CO's decision shall be final. Also, prior to completion of work under this contract, members of the Using Agency may be performing work or occupying facilities on or adjacent to the area. The Contractor shall arrange his plant and shall schedule and perform this work so as to effectively cooperate with all other Contractors and Government agencies.
1.5 PROGRESS AND COMPLETION PICTURES
Photographically document site conditions prior to start of construction operations. Provide monthly, and within one month of the completion of work, digital photographs, 1600x1200x24 bit true color 8MP minimum resolution in JPEG file format showing the sequence and progress of work.
Take a minimum of 30 digital photographs each week throughout the entire project from a minimum of ten views from points located by the Contracting Officer. Submit a view location sketch indicating points of view. Submit with the monthly invoice two sets of digital photographs each set on a separate CD-R, cumulative of all photos to date. Indicate photographs demonstrating environmental procedures. Photographs for each month shall be in a separate monthly directory and each file shall be named to indicate its location on the view location sketch. All file names shall include a date designator. Cross reference submittals in the appropriate daily report. Photographs shall be provided for unrestricted use by the Government.
1.6 PERSONNEL RESTRICTIONS
Contractor personnel are limited to the immediate site areas and shall not enter buildings or facilities not involved in the work. All employees of the Contractor will be subject to all rules and regulations of the Facility which pertain to personnel. The Contractor shall erect fences and signs as specified and be responsible for the restrictions of all personnel. The Contractor's plans for restricting personnel access to the project site shall be submitted for approval as a part of the Safety Plan (Accident Prevention Plan). Facility access shall be restricted.
Contractor shall comply with current security requirements as provided by ANC. All vehicles shall be registered with U.S. Army Corps of Engineers Resident Office.

Contractor shall develop a procedure to safely allow visitors who need to gain access to areas under construction to do so safely. The procedure must account for stringent housekeeping standards at all time, personal protective equipment (PPE) for visitors who need access into the construction zone, procedures for temporary stoppage of work, temporary barriers (e.g. jersey barrier, bike rack, etc) with an appropriate type and number of signs to keep unapproved guests from entering the construction zone and warn of the dangers therein.
1.7 SPECIAL SCHEDULING REQUIREMENTS
a. The Arlington National Cemetery will remain in operation during the entire construction period. The Contractor shall conduct his operations so as to cause the least possible interference with normal operations of the site (see 1.10.2 Working Hours).
b. Contractor is responsible to ensure that no contract work interferes with any funeral, ceremony, procession, or visitation to be delayed, altered, or otherwise impacted in such a way that the dignity or security of the event is compromised. The contractor's site manager is responsible for staying abreast of all such upcoming events. A list of scheduled ceremonies will be provided each week prior to the event, and a list of scheduled funerals will be provide the day prior to the service. One week notice on special ceremonies (such as the Pan Am Memorial) will be provided by ANC. As a rule of thumb, work -especially with power equipment - work within 1,000 feet of the funeral or ceremony is not acceptable.
c. All work involving use of tools or equipment which would interfere with any interment service conducted in the immediate vicinity of the work sites shall cease until the service has been completed.
d. Permission to interrupt any Activity roads, railroads, and/or utility service shall be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.
e. Special Scheduling Requirements: Notify Contracting Officer when working within 100 ft. of Lodge 1 front gate. Provide the Contracting Officer seven calendar day notice prior to demolition of front gate sidewalk. All work required to demolish and install new sidewalk must be complete within three calendar days.
1.8 CONTRACTOR ACCESS AND USE OF PREMISES
Contractor shall refer to 3.1 ANTITERRORISM SECURITY CHECKLIST to use as a quick checklist; however, 1.7.1 Opsec Requirements shall govern.

1. AT Level I training. This provision/contract text is for contractor
SECTION 01 30 00.10 51 Page 3 employees with an area of performance within an Army controlled installation, facitliy or area. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employeees and subcontractor personnel. or it can be provided by the RA ATO in presentation form which will be documented via memorandum.
2. Access and general protection/security policy and procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility or area.
All contractor and all associated subcontractor's employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
2a. For contractors requiring Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05 and Homeland Security Presidential Directive-12 (HSPD-12). The contractor and all subcontractors employees will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an interim CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.
2b. For contractors who do not require CAC, but require access to a DoD facility or installation. Contractor and all associated subcontractor's employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local
SECTION 01 30 00.10 51 Page 4 security policies and precedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
3. AT Awareness Training for contractor personnel traveling overseas.
This standard language text required US based contractor employees and associated subcontractor employees to make available and to receive government provided area of responsibility (AOR) specific AT awareness training as directed by AR 525-13 (Antiterrorism). Specific AOR training content is directed by the combatant commander with the unit ATO being the local point of contact. All US based contractor employees and associated subcontractor employees traveling overseas will receive the government provided AOR specific AT awareness training. The documentation of training completion must be provided to the COR prior to departure.
4. Suspicious activity reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something). This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. The contractor and all associated subcontractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.
5. Contractor employees who require access to Government information systems. This standard language text is for contractor employees with access to government info system. All contractor employees with access to a government info system must be registered in the Army Training Certification Tracking System (ATCTS) at commencement of servics, and must successfully complete the DoD Information Assurance Awareness prior to access to the information systems and then annually thereafter in accordance with personnel security standards listed in AR 25-2 (Information Assurance), an appropriate background investigation will be conducted prior to accessing the government information systems.
6. For contracts that require an OPSEC standing operation procedure/plan.
This standard language text is for contractor employees with an area of performance for classified contracts or if the contract employee has access or responsibility to protect critical information. The Contractor, in collaboration with RA OPSEC Officer, shall develop and OPSEC Standard Operation Procedure (SOP)/Plan within 90 calendar days of contract award per AR 530-1 (Operations Security). The Contractor shall develop an OPSEC SOP/Plan within 90 calendar days of contract award. The OPSEC SOP/Plan must be reviewed and approved by the RA OPSEC Officer. The SOP/Plan will included the governments's critical information, why it needs to be protected, where it is located, who is responsible for it and how to protect it. In addition, the contractor shall identify and individual who will be an OPSEC Coordinator.
7. For contracts that require OPSEC Training. Per AR 530-1 (Operations Security), contractor employees must complete Level I OPSEC Training
SECTION 01 30 00.10 51 Page 5 within 30 calendar days of contract award. All new contractor employees will complete Level I OPSEC Training within 30 calendar days of their reporting for duty. Additionally, all contractor employees must complete annual OPSEC awareness training. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee, to the COR or to the Contracting Officer (if a COR is not assigned), within 5 calendar days after completion of training. 8. For Information Assurance (IA)/Information Technology (IT) Training.
This standard language text is for contract employees who need network access and/or working IA/IT functions. All contractor employees and associated subcontractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter.
All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoD 8570.01-M, DFARS 252.239-7001, and AR 25-2. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award.
9. For Information Assurance (IA)/Information Technology (IT) Certification. Per DoD 8570.01-M, DFARS 252.239.7001, and AR 25-2, the contractor employees supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award. All contractor employees supporting IA/IT functions shall be appropriately certified upon contract IAW DoD 8570.01-M, DFARS 252.239-7001, and AR 25-2. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award.
10. For contractors authorized to accompany the force. DFARS Clause 252.225-7040, Contractor Personnel Authorized to Accompany U.S. Armed Forces Deployed Outside the United States. The clause shall be used in solicitations and contracts that authorize contractor personnel to accompany US Armed Forces deployed outside the US in contingency operations; humanitarian or peacekeeping operations; or other military operations or exercises, when designated by the combatant commander.
All contractor employees shall ensure the following AT/OPSEC requirements are met prior to deploying personnel authorized to accompany U.S. Armed Forces outside the United States; to include compliance with laws, regulations, pre-deployment requirements, and required training in accordance with combatant command guidance.
11. For contracts requiring performance or delivery in a foreign country.
DFARS Clause 252.225-7043, Antiterrorism/Force Protection for Defense Contractors Outside the US. The clause shall be used in solicitations and contracts that require performance or delivery in a foreign country. This clause applies to both contingencies and non-contingency support. All non-local contracting personnel will comply with theater clearance requirements and allows the combatant commander to exercise oversight to ensure the contractor's compliance with combatant commander and subordinate task force commander policies and directives.
12. For contracts that require handling or access to classified information. This clause involves access to classified information, i.e., "Confidential", "Secret", or "Top Secret". Contractor shall
SECTION 01 30 00.10 51 Page 6 comply with AR 380-67 (Personnel Security Program) and Homeland Security Presidential Directive 12 (Policy for a Common Identification Standard for Federal Employees and Contractor) as well as FAR 52.204-2, Security Requirements. Additionally, contractors must comply with, The Security Agreement DD Form 441, including the National Industrial Security Program Operating Manual (DoD 5220.22-M); any revisions to DoD 5220.22-M, notice of which has been furnished to the contractor. For classified contracts, the DD Form 254 will be attached with the contract.
13. Will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas. The contractor will coordinate with the COR and/or the facility security office for access when required. (Use when security clearances are not required, i.e., facility repair or construction). All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
14. (For Classified Contracts Only) Contractor company to obtain a facility clearance and individual clearances at the appropriate level.
The prime contractor company must have a Facility Clearance (FCL) at the appropriate level (IAW the NISPOM DOD 5220.22-M and AR 380-49) prior to the start of the contract awarded period of performance.
Contractor personnel performing work under this contract must have the required security clearance, per AR 380-67, at the appropriate level at the start of the period of performance. Security clearances and FCL requirements are required to be maintained for the life of the contract IAW the DD Form 254 attached to the contract. If no FCL, the supporting Government Contracting Activity will sponsor the prime contract company in obtaining the FCL.
15. Pre-screen candidates using E-Verify program. The Contractor must pre-screen candidates using the E-Verify program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The vendor must ensure that the candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered in to the E-verify system. An initial list of verified/eligible candidates must be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This form will be provided to the Contracting Officer and shall become part of the official contract file.
16. For contract requiring armed security guards. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility or area. The Physical Security Officer must or will review the PWS/SOW with Contracting Officer for accuracy and completeness of AR 190-11 requirements. All contractor and all associated subcontractors employees shall comply with applicable installation, facility and area commander installation/facility policies and procedures on storing weapons and ammunition IAW AR 190-11 (provided by Government representative).
17. Threat Awareness Reporting Program. For all contractors with security clearances. Per AR 381-12 Threat Awareness and Reporting Program (TARP), contractor employees must receive annual TARP training by a CI agent or other trainer as specified in 2-4b. All new contractor
SECTION 01 30 00.10 51 Page 7 employees will complete annual Threat Awareness and Reporting Program (TARP) Training provided by a Counterintelligence Agent, IAW AR 381-12. The contractor shall submit certificates of completion of each affected contractor and subcontractor employee(s) or a memorandum for the record, to the COR or to the Contracting Officer (if a COR is not assigned), within 5 calendar days after completion of training.

1.8.2 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. The Contractor's equipment shall be conspicuously marked for identification. These site specific regulations will be discussed in more detail at the preconstruction conference. Information is also available upon request through the Contracting Officer's Representative and Owners Representative. Within seven (7) calendar days after the preconstruction meeting submit a regulation training record certifying all contractor employees have reviewed, understand, and agree to abide by the regulations listed.
1.8.2.1 Subcontractors and Personnel Contacts
Furnish a complete list of personnel of the Contractor and subcontractors including names, addresses, job titles, and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.8.2.2 Identification Badges and Installation Access
The contractor shall carry passes issued by Arlington National Cemetery for all vehicles entering the Cemetery, whether company-owned or employee's private vehicles. The issued passes should be visibly displayed on the dashboard of the vehicle at all times. All vehicles with passes shall meet State of Virginia inspection, safety, licensing, registration, and insurance requirements. The Contractor Site Manager will maintain a list of all vehicles and individuals issued such passes. The list must include a description of the vehicle to include year, make, model, color, and license plate number. Submit a copy of the list of vehicles at the preconstruction conference.
All contractor employees shall also keep positive, photographic identification on their persons at all times. The contractor shall prohibit the use of Government issued passes by any persons other than the Contractor's employees.
Contractor shall maintain an active and accurate daily attendance of all employees working on the job site. Contractor shall provide the Government with a hard copy of the list every time it is updated; remove contractor employee names not actively working on the site and add new employees' names accordingly. All contractor employees working on the project not listed will be prohibited from the immediate work area. Government reserves the right to reject contractors from the list at any time and thereby prohibit them from the site.

Contractors are responsible for de-conflicting work and vehicle traffic on the cemetery based on review of ANC's daily funeral schedule.
Contractors are required to sign for vehicle passes and maintain a control log that identifies a specific vehicle identification tag and operator with a specific vehicle pass; this control log is an inspect-able item;
vehicle passes shall not be copied; all vehicle passes must be issued from the USACE Arlington Resident Office and returned when work is complete.
All deliveries (non-tagged) vehicles operating on the cemetery must be escorted at all times.
Contractor must provide 24 hour notice for deliveries; special arrangements must be coordinated for oversize or overweight vehicles that require access to ANC.
The contractor shall comply with all security rules, regulations, and restrictions nominally associated with operations of the Arlington National Cemetery operation.
Ensure that contractor personnel employed on the activity become familiar with and obey activity regulations including safety, fire, traffic and security regulations.
Primary access point to the cemetery is the 123 access gate into the cemetery; an alternate access point will be identified by USACE and is authorized only after coordination with Norfolk District Resident Office.
1.8.2.3 Personnel Entry Approval
Failure to obtain entry approval will not affect the contract price or time of completion.
1.8.2.4 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installations under the cognizance of Arlington National Cemetery except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials into other than designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.8.2.5 Contractor Conduct
Arlington National Cemetery has a zero tolerance policy on use, sale, and or distribution of all forms of alcohol and drugs. The contractor shall maintain a neat and professional appearance throughout its workforce including vehicles, equipment, work sites, staging areas, and employees.
The carrying or possession of firearms and other dangerous weapons in Arlington National Cemetery is strictly prohibited.
Contractor employees shall behave with appropriate decorum, courtesy, and respect while within the grounds of the Cemetery. Shouting, cursing, angry outbursts, sleeping, intoxication, violence, or criminal acts of any kind will not be tolerated and is cause for immediate and permanent removal from the Cemetery premises. Criminal conduct is subject to prosecution by the Government.

1.8.2.6 Uniforms
Complete uniforms shall be worn by all contract employees at all times.
Uniforms are selected by the Contractor, and shall provide a uniform appearance from one employee to the next including all visible outer clothing covering the head, torso, legs, and feet. Shorts are not permitted. Hard hats and safety vests shall exhibit company name.
Appropriateness of selected uniforms is otherwise subject to review by the Contracting Officers Representative.
1.9 TRANSPORTATION FACILITIES
The Facility is served by an all-weather surfaced road network. Submit a list of roads proposed to be used by the Contractor for transportation of personnel, materials, and/or equipment. Indicate haul roads on a plan attached to the list. The list is subject to prior approval of the Contracting Officer's Representative (COR). All roads used by the Contractor shall be maintained throughout construction and shall be restored to good condition as existed prior to their use. The Contractor shall also construct, subject to approval, such temporary haul roads and bridges as may be necessary for conducting his work. Any such temporary construction shall be removed and the affected area restored to its original condition. All costs for the use of existing transportation facilities, for the construction of temporary facilities, and for maintenance, repair, removal and restoration shall be borne by the Contractor.
1.9.1 Use of Roads
Hard-surfaced roads from major and primary municipal roads serve the Facility. The movement of all vehicles within the Facility shall be confined to the roads designated and shall comply with traffic regulations within the Facility. The Contractor shall keep all roads clear of all obstructions and free of mud and other foreign materials resulting from operations. The Contractor's vehicles shall at no time follow a vehicle closer than 50 feet, and all vehicles shall pull off the road and come to a complete stop when meeting emergency vehicles, or vehicles with flashing lights. Facility speed limits and traffic controls shall be observed.
1.9.2 Road Restrictions
The movement of all vehicles within the Facility shall be confined to the roads designated and shall comply with traffic regulations within the Facility. Other roads may be used only with the approval of the CO.
1.9.3 Cleated Vehicles
Cleated vehicles shall not be moved over surfaced roads except at the immediate site of the area where they are to be used.
1.9.4 Licenses
The Contractor is responsible for ensuring all employees possess all required licenses for operating equipment and vehicles used in the execution of this contract.

1.10 COORDINATION IN WORK AREAS
1.10.1 Regular Working Hours
ANC Visitor Hours are 08:00 A.M. - 07:00 P.M. (April-September) and 08:00 A.M. - 05:00 P.M. (October-March); seven (7) Days a Week.Funeral hours are 9AM-4PM daily. Contractor is permitted to work (05:00 - 07:00 p.m., but as previously noted cannot disrupt normal cemetery operations. Regular, daily, work period will be coordinated with COR.
Deliveries can be done at anytime as long as they do not interfere with cemetery operations. The contractor shall submit the delivery request 24 hours in advance to the contracting officer's representative for approval.
1.10.1.1 Jobsite Deliveries
All deliveries to the jobsite will be restricted to daytime working hours 08:00 A.M. - 07:00 P.M. (April-September) and 08:00 A.M. - 05:00 P.M.
(October-March), Monday through Friday, excluding Government holidays.
Large deliveries that could be deemed disruptive to cemetery operations must be coordinated through the C.O.R at least three working days prior to arrival on the jobsite. If there is doubt as to whether a delivery will be deemed disruptive upon arrival then coordinate with the C.O.R. prior to delivery. The government reserves the right to deny access, at no additional cost to the project, any delivery not properly coordinated upon arrival. With 24 hour written notification by the contractor, permission to deliver on weekends and/or holidays and/or after regular working hours may be granted. All such deliveries shall be pre-approved by the Contracting Officer - but are not guaranteed.
