SCOPE OF WORK
The work to be completed consists of four major components, and includes installation and maintenance of erosion and sedimentation control measures for each:
1. The breaching and removal of the Boardman Dam earthen embankment.
2. Restoration of the Boardman River for approximately 10,000 linear feet from Sabin Pond through the extents of the former Boardman impoundment.
3. Demolition and removal of the Boardman Dam powerhouse, intake works and existing Cass Road
Bridge.
4. Construction of 400 linear feet of Cass Road roadway.
BREACHING AND DAM REMOVAL SUMMARY:
1. Breaching and Dam Removal generally consists of:
a. Site clearing and installation of construction access drives.
b. Excavation of temporary channel from proposed energy dissipation structures to Sabin impoundment.
c. Construction of energy dissipation structures for siphon outlet and auxiliary spillway.
d. Excavation of earthen dam and demolition of concrete core wall to elevation 646.00.
Temporarily stockpile roughly 12,000 cubic yards of material adjacent to existing intake channel, to be graded into intake channel later.
e. Installation and operation of siphon dewatering system capable of passing 400 cubic feet per second (cfs). Dewatering will occur at a maximum rate of 1 foot per day.
f. Excavation of auxiliary spillway downstream of core wall and installation of articulated block channel armoring with crest elevation of 638.00.
g. Excavation of auxiliary spillway upstream of core wall and demolition of core wall to elevation 638, always maintaining a minimum 3 feet freeboard on the core wall.
h. Removal of articulated block as necessary to excavate auxiliary channel crest to elevation 630.
Reinstall articulated block armoring.
i. Excavation of auxiliary spillway upstream of core wall and demolition of core wall to elevation 630, always maintaining a minimum 3 feet freeboard on the core wall.
j. Removal of articulated block as necessary to excavate auxiliary channel crest to elevation 623.
Reinstall articulated block armoring.
k. Excavation of auxiliary spillway upstream of core wall to elevation 623. Demolition of core wall to elevation 627 in the dry. Demolition of core wall to elevation 623 in the wet with a maximum drawdown rate of 1 foot per day.
l. Dismantle and remove siphon dewatering system.
m. Construct access drive into impoundment upstream of earthen dam.
n. Once impoundment is dewatered to 625, excavate proposed river channel and concrete core wall.
o. Excavation material to be spoiled in intake channel and used as Cass Road embankment material if passing MDOT Class II criteria.
p. Finish grading and seeding and restoration of dam breaching area.
SEDIMENT MANAGEMENT AND RIVER RESTORATION SUMMARY:
1. Sediment Management and River Restoration generally consists of:
1. A large deposit of sediment has accumulated in the upstream portion of the Boardman Pond (Impoundment), as noted on the Drawings. The intent is to excavate a corridor through this sediment, wasting material in adjacent disposal areas as noted, to expose the pre-dam Boardman River channel. The average channel dimensions used for grading are a 60-62 foot wide channel top width, 3.3-3.5 foot (average) bankfull depth, and a total of 40 feet of floodplain in alternating widths between the left and right banks. Dimensions will be both deeper and shallower than average to account for pool and riffle development. Dimensions increase slightly in the downstream direction. All cut slopes are 3H:1V (horizontal to vertical) unless steeper native slopes are encountered.
2. The sediment accumulation in the delta above +/- Station 210+00 is primarily sand. The nature and extent of material between approximately Station 210+00 to 177+00 (the dam embankment) is expected to consist of primarily fine material and will be revealed during drawdown of the pond.
3. As finished grades are reached indicators such as the gravel bed of the pre-dam channel and stumps of trees along the pre-dam banks will help guide detailed grading as the old river channel is exposed. Additional restoration including the enhancement of pool and riffle features and the addition of large wood habitat may occur if budgets allow, but are considered additive items for pricing.
4. Sediment removal may occur under the most efficient means possible, including mechanical, hydraulic, or otherwise. The contractor will provide a detailed submittal of the means and methods for excavation and sequencing using the lowest cost and most effective method. The approach utilized must minimize the transport of sediment downstream of the dam to the extent feasible. Sediment traps will be used to collect material that will mobilize through the work area as an additional control to minimize sediment transport. Controlled drawdown of the headpond will also be used to minimize sediment transport. Some sediment is expected to mobilize and be transported within the work area and downstream of the dam as part of the project.
DEMOLITION OF POWERHOUSE, INTAKE WORKS AND EXISTING CASS ROAD BRIDGE:
1. Demolition of Powerhouse, Intake works and existing Cass Road Bridge generally includes:
a. Coordination with Owner for removal of powerhouse equipment and intake gate equipment.
b. Demolition and removal of powerhouse, substructure, spillway, substation, bridge and retaining walls.
c. Nonhazardous materials may be disposed of onsite, in former intake channel, according to local, state and federal regulations. Disposal site shall be capped with 3 feet of fill, topsoil and seed.
d. Sampling of wiring and roofing materials for asbestos, lead based paint survey and an inventory of building components that may contain PCBs, mercury, chlorofluorocarbons, refrigerants, and other potentially hazardous materials.
e. All hazardous material shall be disposed of according to local, state and federal regulations.
f. Coordination with utility companies for removal power service and work around utilities.
CONSTRUCTION OF CASS ROAD
1. Construction of Cass Road generally consists of:
a. Removal of guardrail, barrier, traffic signals, HMA, and excavation of earthen material to subgrade.
b. Earthworks for preparation of roadway embankment.
c. Installation of aggregate base, HMA and pavement striping.
d. Seeding and restoration of site.
e. Coordination with utility companies for work around utilities.

3 SELECTION PROCEDURES
3.1 Technical Evaluation: There will be an evaluation of technical proposals for conformance with the minimum RFP criteria to determine if the proposal is technically acceptable. While there is intent to keep the Offeror’s pre-award proposal effort to a minimum, proposals must provide adequate detail for evaluators to determine if the proposal is technically acceptable.
3.2 There will be an evaluation of all technical proposals by a Source Selection Evaluation Board (SSEB).
The SSEB’s duty is the assignment of a fair, unbiased technical rating for each proposal based solely on the merits of the proposal. Proposals that do not conform to the terms and conditions contained in the RFP or those that include stipulations or qualifying conditions unacceptable to the Government are not eligible for award.
There will be no consideration of pricing data during the technical evaluation.
3.3 Selection without Discussions: It is the intent of the Government to make selections based upon initial offers, without further discussions or additional information. Therefore, submit your proposal on the most favorable terms from a price and technical standpoint. Do not assume you will have an opportunity to clarify, discuss or revise your proposal. If selections are not possible from initial offers, discussions will be conducted as follows:
3.4 Competitive Range: The Contracting Officer may establish a competitive range comprised of all of the highest rated technical proposals. The range may be further reduced for purposes of efficiency, i.e., the Contracting Officer determines that the number of most highly rated proposals that might otherwise be included in the competitive range exceeds the number at which an efficient competition can be conducted.
3.5 Discussions: The Government intends to make a selection without discussions. However, there may be written or oral (i.e., telephonic) discussions with all Offerors in the competitive range. As a result, Offerors may be asked to revise their initial offers. If an Offeror's proposal is eliminated or otherwise removed from the competitive range during discussions, further revisions to that Offeror's proposal will neither be accepted nor considered. Discussions will culminate in a request for Final Proposal Revisions, the date and time of which will be common to all Offerors.
3.6 After discussions and the subsequent receipt of final proposal revisions, the SSEB will evaluate supplemental information provided by offers, adjust previously assigned technical ratings, and provide a recommendation to the Contracting Officer. The Contracting Officer will consider the SSEB’s findings and perform a best- value analysis.
4 DEBRIEFINGS
Post-award: In accordance with FAR 15.506, Unsuccessful Offerors may request a post-award debriefing within three (3) days after the date on which the Offeror received notification of contract award. There will be no point-by-point comparisons with other Offerors’ proposals and debriefings will not reveal any information that is not releasable under the Freedom of Information Act (FOIA).
5 EVALUATION CRITERIA
5.1 Factor 1 will be evaluated using a Combined Technical/Risk Rating. The combined technical risk/rating includes consideration of risk in conjunction with the strengths, weaknesses, and deficiencies in determining technical ratings. Combined technical/risk evaluations shall utilize the combined technical/risk rating shown below:
Combined Technical/Risk Ratings
Color Rating Description
Blue Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Purple Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Yellow Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Red Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.
5.2 Factor 2, will be evaluated using the Past Performance Relevancy Ratings and the Performance
Confidence Assessments shown below:
Past Performance Relevancy Ratings Ratings Definition Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

5.4 The Offeror’s adherence to prescribed page and formatting limitations prescribed will be strictly adhered to and enforced. Information submitted which exceeds the specified limit will NOT be evaluated. For example, the Government will not evaluate excess information. If four pages are submitted in response to an item with a three page limitation, the information of the fourth page will not be evaluated.
5.5 Proposals will be reviewed for compliance with the technical specifications. Non-compliance with the technical specifications will be considered a deficiency and an Unacceptable rating will be assigned.
5.6 Order of Importance
This is a Best Value solicitation. During evaluation, Factor 1 Technical Capability and Factor 2- Past Performance, Factor 4- Small Business Participation and Factor 5 Small Business Utilization when combined are approximately equal to price. Factor 1-Technical Capability will be considered of higher importance than Factor 2- Past Performance. Factor 2 will be considered of higher importance than Factor 4- Small Business Participation and Factor 5- Small Business Utilization, which are approximately equal. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical factor (to include all subfactors).
5.6.1 Factors and Subfactors to be evaluated.

Subcontracting Plan is required for large businesses only.
6 LIST OF EVALUATION FACTORS, SUB-FACTORS AND SPECIFIC TECHNICAL
EVALUATION CRITERIA
6.1 FACTOR 1: TECHNICAL CAPABILITY (EXPERIENCE AND ORGANIZATION)
The Experience and Organization evaluation will consider such things as an Offeror’s previous relevant experience with similar projects, the qualifications and organization of key team members, and other considerations as described in the sub-factors and elements. If the Offeror does not assume all roles in this contract, then the Offeror must clearly demonstrate that its major subcontractors have the relevant technical experience for the role they are assuming of the scope and complexity required in the Specifications. The sub-factors are described below:
6.1.1 FACTOR 1, SUBFACTOR 1: RELEVANT EXPERIENCE IN KEY
CONSTRUCTION AREAS
-.1 Submittal for Evaluation:
If the prime contractor proposes self-performing the onsite construction, ensure the proposal is clear which work the Offeror will be performing. If the prime contractor proposes to subcontract some or all of the onsite construction the Offeror must submit a Letter of Commitment from the subcontractor with the proposal. If the prime contractor proposes to use a subcontractor for the steel fabrication, the
Offeror must submit relevant past experience working with the subcontractor that demonstrates successful completion of a similar project in size and complexity.
The Offeror shall demonstrate relevant experience by providing project examples of relevant work performed in the key construction areas. Submit projects that are at least 50% construction progress completed or completed and turned over no longer than ten (10) years preceding the date of this Solicitation. Submitted projects must have been performed by the Offeror as either the prime contractor or major subcontractor to be considered relevant. Any project that was less than $1,000,000 will not be considered relevant. If any firm has multiple functions or divisions, limit the project examples to those performed by the division or unit submitting the offer or by the team member. Limit each project description to 1 page.
An Offeror shall provide evidence of experience on at least three but no more than five construction projects performed in the United States. The submitted projects must demonstrate relevant work experience in the following key areas:
1. The Offeror’s ability to develop and adhere to a detailed construction sequencing schedule.
2. The Offeror’s and subcontractor’s previous work experience with river flow management and/or pond/ lake dewatering. Examples including bypass channels, pumps and siphons preferred. Include with project descriptions discharge values in cubic feet per second for typical project conditions (river flow, flow management, dewatering rate).
3. The Offeror’s previous work on high hazard dam removal and new dam construction projects. Please include dam height and length in project description.
4. The Offeror’s previous work experience with river restoration projects. Please include linear feet of restoration in project description.
5. The Offeror’s previous work experience with sediment management projects. Please include quantity of sediment managed in cubic yards or tons.
In addition to the project examples, the Offeror may provide a supplemental narrative (not project lists), not to exceed two pages, explaining how any corporate experience that is not directly related to the specific projects above is applicable to this project and how the Government will benefit.
The above information is limited to projects that are well underway or that have been completed and turned over no longer than the past ten years preceding the date of this solicitation.
The Government reserves the right to verify the experience record of cited projects or other recent projects by reviewing the Government Contractor Performance Assessment Reporting System (CPARS), or other Government appraisal systems or to interview owners or references. The Government may check any or all cited references to verify supplied information.
-.2 Evaluation Criteria
