Pre-Bid Site Visit New Stilling Basin and Abutment Protection Wall

Charleroi Locks and Dam 10 August 2018, 10:00 am

Contracting Discussion

Introduction

Good morning, my name is Jane Roney, I’m the Contract Specialist for this solicitation. I want to welcome everyone to the pre-bid site visit for the New Stilling Basin and Abutment Protection Wall project.

The Contracting Officer is Carole Householder.

The Administrative Contracting Officer will be Kirk McWilliams.

To begin, I’ll let the Government attendees introduce themselves.

Reason for this Pre-Bid Conference

The reason for this pre-bid conference is that we hope to improve your understanding of the Government’s requirement for this project.

Everyone was given (or will be given) a couple of note cards. These cards are to be used by you with questions that you may have. I will collect these at the end of the Site Visit. The questions and concerns brought up today will be addressed by an Amendment which will be posted to the Federal Business Opportunities (FBO) website. Also, included will be the list of attendees here today.

We will consider any constructive comments or recommendations that you make.

You are cautioned that any remarks made at this site visit conference shall not qualify the terms of the solicitation unless the solicitation is amended in writing.

The one thing we will not do at this conference is to make any comment or opinion regarding your particular bid or approach that you may take for this requirement – this is up to you.

1. W911WN18B8010 issued on 26 July 2018 on Standard Form (SF) 1442.

2. BID OPENING, TUESDAY, 28 August 2018, at 11:00 A.M. ET in the Federal Building in Pittsburgh, PA (see block 7); signs will be posted in the lobby with the room, bids/revisions to bids received by email or FAX will NOT be considered.

3. NAICS Code 237990 (Other Heavy and Civil Engineering Construction) – SB Size Standard $36,500,000.

4. Estimated Magnitude of Construction is between $10,000,000 and $25,000,000.

5. Restricted Procurement: N/A Unrestricted.

6. System for Award Management (SAM) – must have an ACTIVE registration, AND IT MUST BE CURRENT including your Representations and Certifications (Reps & Certs), PRIOR to award and be maintained throughout the contract period (if you are not already registered be sure to do it right after the site visit because it can take a few days to process.

SAM now requires a Notarized Letter for new activations and for renewals. The activation process can take 2-3 weeks by GSA to be “fully” activated.

7. This is a Firm Fixed Price Contract.

8. Term of the contract will be 1,095 calendar days after Notice to Proceed (NTP). The time stated for completion shall include final cleanup at the project site.

9. Documents to submit with your Sealed Bid Package (Original and Copy) include,

a. Submission of a Bid Bond. Bid guarantee is REQUIRED (see page 12, para 00 21 00 - 5, Bid Bond Requirements.) The current version of the Standard Form 24 must be used. The internet site to assure that you have the current version is https://www.gsa.gov/reference/forms#SF.

b. Completed Page 3 of the Solicitation. Identification of the Unit Price and Amounts for each Item No, Item Nos include 0001 and 1001, as well as the combined Total Amount for Item Nos 0001 and 1001.

c. Bid Schedule (on FBO Posting)

d. Acknowledgement of Amendments. If there are any amendments to this solicitation, they must be acknowledged in Block 19 (page 2 of Solicitation).

10. Page 13, Para. 00 21 00 -7 Award. Award will be made as a whole to one bidder; that bidder must be determined by the Contracting Officer (KO) to be RESPONSIBLE per FAR

9.104. Very shortly after bid opening the apparent low bidder will be sent an email asking for specific information to help the KO make the responsibility determination. See Pg 13, Para.

11. Provisions and Clauses – Provisions are conditions used in solicitations and apply before contract award. Clauses are conditions in both solicitations and contracts and apply before and after contract award. The VAST majority of provisions and clauses in this solicitation are included by reference only; that means, we’ve only given you the Number, the Title and the Date. It is up to you to go online to the website provided – www.farsite.hill.af.mil – and look up each one whether FAR and DFARS.

12. Small Business Subcontracting Plan – If a large business is considered for award, a small business subcontracting plan would apply. See FAR 52.219-9

14. Liquidated Damage are applicable to this contract, see clause 52.211-12. Liquidated damages on this project is $849.00 for each calendar day of delay until the work is completed or accepted.

15. Two Wage Determinations are applicable to this project

• WAGE Determination, PA4, Heavy and Highway, dated 06/15/2018

• WAGE Determination, PA50, Heavy Dredging, dated 01/05/2018

All work, with the exception of Dredging, in connection to the construction of a new stilling basis and abutment support wall will be paid for under the Heavy and Highway Schedule. All Dredging work will be paid under the Heavy Dredging Schedule. If the Wage Determinations are updated prior to receipt of bids, an amendment will be issued.

That is the Contracting portion of the meeting. At this time, I’ll turn it over to Mr. David Noll, Civil Engineer and Technical Point of Contact on this Project, who will now provide an overview of the project’s technical requirements. After that, the tour will take place.
