NOTE: The following additional questions/clarifications will have no impact on quality, quantity, price or proposal submission. The
Government will not answer any further questions/clarifications and will not extend the solicitation closing date.
1. The Florida CBA posted with Amendment 0013 expired in June 2013 and it also makes reference to various Appendices that identify the wages and benefits to be paid which were not included. Can a current Florida CBA with all Appendices please be provided?
ANSWER: The CBA provided is the most current one the Government has – it will be taken into consideration when evaluating the prices for the proposal. Upon award, the awardee will be required to negotiate with the union for an applicable CBA which will be incorporated into the contract when established.
2. Will the Government please provide a Conformed Solicitation and Bid
Schedule? Amendment 0013 included numerous changes to the Bid
Schedule and in order to submit a responsive proposal, a conformed bid schedule is necessary
ANSWER: a copy of the conformed solicitation will be posted to facilitate the proposal submission.
3. We request additional clarification of Clarification 1 Question 5. For example, as the bid schedule is currently written, for CLIN 0002AA offerors are required to submit a cost for a daily headcount of 31-
20,000. That is an extremely large headcount range and will significantly increase costs. TE 2 headcount data conflicts with the Bid
Schedule daily headcounts.
a. For example, Does DFAC 040 actually serve up to 20,000 meals per day in the base range or 45,000 meals per day in the highest range? This question is the same for all per-day
CLINS in the bid schedule.
b. If the facilities do actually feed this many meals per day, can TE 2 please be revised to include current information which reflects this?
c. How would the Contractor be paid if a facility fed less than the 31 meals per day?
d. It has been raised in other questions, but we feel we must point this out again, the headcount ranges seem to have been built using monthly headcount instead of daily headcounts. Will the Government please revise the bid schedule to identify the headcount bands with the expected per day headcounts?
ANSWER: The headcounts listed in the CLINs represents the minimum and the maximum capacity for each CLIN. TE 2 provides the historical monthly headcount for each facility.
TE 2 provides the most current data available. As stated in
Section A, paragraphs B.3 & B.4, the Government will issue task orders each quarter with the estimated quantities to be ordered. Invoice will be on actual quantities used. The
Bands included for each CLIN represent the Bands the
Government anticipates will be ordered. Note that the bands are different for each CLIN. Regarding feeding less than 31 meals per day, it is highly unlikely that a facility will feed such a low number BUT in the event that this does occur, the
Government will pay the minimum amount specified in the band ordered. The Bid schedule page does not need revision.
4. Clarification 1, Question 30 seems to have a conflict in the answer. The answer to sub-question a. says yes, there is a CLIN for the service while sub-question c.
says that there is not. If the costs for Minor Maintenance and Repairs up to
$125.00 is a requirement of the Contractor and to be included in the Building
Management CLIN, can the Government provide an estimate of the number of occurrences per period? This will greatly assist offerors in preparing a reasonable estimate of this cost.
ANSWER: Part a. of this answer should have referred you to part c of the answer. This cost should be covered under Building Management
CLIN. Regarding an estimate of the number of occurrences per period, the Government does not have that information to provide.
5. Clarification 1, Question 34 has an answer which says "For DFACs closed more than seven days, a Pre-Cleaning will be ordered (See CLIN ????). Will the Government please establish a CLIN for this service and include this CLIN on a Conformed Solicitation?
ANSWER: No CLIN is needed. The Standard for cleaning for opening and closing dining facilities is specified in C.5.1.9, #19. The applicable CLIN would be for Building Management.
6. Clarification 1, Question 39 states "Need to look at this - may need to delete".
Can the Government please clarify this? Will Clause 5152.204-4001 be removed?
ANSWER: This clause will have no impact on your proposal. It may be removed after award.
7. Clarification 1, Question 44 says "the clause is required if the contractor is required to support mission essential services". Please clarify if offerors are required to submit a Mission-Essential Contractor Services Plan and the attachment that lists the Mission-Essential services.
ANSWER: No plan is required. All required plans submitted with your proposal are listed in sections L & M. As for what the mission essential services are, it is the entire contract requirement. On a training installation, the DFACs are considered mission essential services.
8. Will the Government please consider extended the due date for submission of proposals. There is a significant amount of information to review after
Amendment 0013 and there are still significant questions regarding the bid schedule that require answers.
ANSWER: No, this solicitation has been published since 1 May
2015 – no further extension can be granted.
9. Clarification Set #1, answer 3 says the CLIN for supplies will be corrected to read “Not separately priced – included for informational purposes only.” Does this mean that “NSP” is what should be entered in the blanks on the CLIN Schedule for the supplies item? If not, please indicate what should be entered in each of the blanks, i.e. “Unit Price,” “Max Amount,” and “Max Cost.”
ANSWER: CLINs were corrected to read – not separately priced with a not to exceed quantity. Informational means no data is required to be entered.
10. Clarification Set #2, answer 20. The current food service contract contains the clause reprinted below dealing with title vesting of supplies in the Government even though the Contractor is required to purchase them on the Government’s behalf. Reference, in particular, text below highlighted in bold by the offeror.
“H.5 JANITORIAL AND EXPENDABLE SUPPLIES:
a. The Schedule contains an estimated annual amount for the Janitorial and
Expendable Supplies listed at Technical Exhibit 5. The Contractor shall purchase Janitorial and Expendable Supplies as needed for performance of dining facility operations and submit the invoice for the purchase to the
Contracting Officer for approval of payment on a monthly basis. The
Contractor may be evaluated under the Award Term for efficiency and economy in the use of these supplies. Federal Acquisition Regulation
(FAR) clause 52.244-5, Competition in Subcontracting, is applicable to this requirement. Title to supplies purchased for use in performing the requirements of the contract shall vest in the Government in accordance with FAR clause 52.245-2.”
b. This question was previously submitted and the answer given was, “Supply CLINs are changed to Cost CLINs.” That is helpful to know but the point of our question above was about the title vesting clause. This is very important because Georgia State sales taxes will have to be paid on the supplies if the contract does not contain this clause making it clear that title to the supplies vests directly in the Government. Since the contractor is only purchasing on behalf of the Government it makes sense that title vests directly thus permitting purchase of these supplies without the added sales tax cost. Please consider incorporating the clause referenced above.
ANSWER: Offerors should consider FAR 52.245-2 applicable to this requirement and will be added upon award. Even if this clause was not added, the Government has a form letter that will be provided to the contractor stating tax exempt status.
11. Clarification Set #1, answer 4. This item concerns the cost for a quarterly cleaning requirement. The answer says the PWS and TE will be modified to include quantity and cost. However, PWS C.5.1.9 still contains a reference to a scheduled cleaning plan (ref C.1.14) but no such section is included. Please explain what it to be included in the quarterly equipment cleaning.
ANSWER: C.5.1.9, #18 words “(ref C.1.14)” need to be deleted – there is no C.1.14 in the PWS. There is no reference to quarterly cleaning in the
PWS. The correct answer is there will be no CLIN for quarterly cleaning requirements. The standards are already specified.
12. Clarification Set #1, answer 5 (b). The answer to this question says, “unit price should be price per meal.” However, the revisions to the CLIN Schedule make it clear that the unit of issue “Days” has been added. This creates an irreconcilable inconsistency because extending a “unit price per meal” by a unit measure of “days” would produce a nonsense result. Please state whether a price per meal or a daily price is expected to be entered into the CLIN Schedule. If a price per meal is really expected it seems that the unit of measure would have to be changed to “meals” instead of “days.” If a daily price is actually what is expected, but the headcount bands are given in monthly totals how will we determine which band any given day falls within for billing purposes for each day?
a. Here is an example of the problem we are trying to figure out: Assume a
DFAC feeds 900 per meal for 3 meals on a given day, or 2,700 in total for the day. We will have daily prices in the CLIN Schedule but how will we know which band this 2,700 day falls into for billing purposes since the bands are defined by monthly totals rather than daily?
ANSWER: Both meals/headcount/days determine monthly cost. Meals served/headcount drive daily total for all three meals. Bands reflect daily maximum total meals served before proceeding to next band. The number of meals served and days drive total monthly cost. (Number of meals served each day determine the number of days operating in each band.
13. Clarification Set # 2, answer 11.
i. The first CLIN of each series for the DFACs, e.g. 0002 FFS –
BLDG 40 – Base
ii. Year FFP, lists “MAX QUANTITY UNDEFINED” and “UNIT,” and has blanks for “UNIT PRICE,” “MAX AMOUNT,” and “MAX NET
AMOUNT.”
b. With no quantities and no units identified what values are being sought for these line items?
14. We noticed CLINS 0002AD, 0006AJ, 0010AJ, 0012AJ, 0013AJ, 0014AD, 0015AD, and the correlating option period CLINS do not have any quantities identified. Are offerors required to price these CLINS or are they informational only?
a. Just to confirm, these blanks in the CLIN Schedule should be left blank and no information entered. Is that correct?
ANSWER: to #13 & 14 - as stated previously, where there are no quantities or units provided, these are informational CLINs requiring no input from the offeror.
15. Clarification Set #2, answer 25. The original question and answer are reprinted below.
a. Will the exhaust hood cleaning requirement be supplementary to the hood cleaning contractor cleaning or is it intended as a replacement for it?
b. Answer: Exhaust hood cleaning is responsibility of contractor.
c. Does this mean there will no longer be a separate contract for exhaust hood cleaning? If so, could you provide a description of the cleaning that is to be provided?
ANSWER: No separate contract will be executed. Requirements for exhaust hood cleaning for a commercial kitchen in a dining facility should be followed.
16. Clarification Set #2, answer 43. Specific Relevant Contracts Format. Our previous question and the answer on this subject are reprinted below. The answer merely states that the Questionnaire is at Attachment 3. It is actually at Attachment 2 and the CBA is at Attachment 3. But, we were asking about the Specific Relevant
Contracts Format, not the Questionnaire. The real point of the question was that there is no Specific Relevant Contracts Format provided in any of the attachments.
If a particular format is desired for relevant contracts, please provide the format as stated in the referenced instruction or provide alternative direction as to how this information should be provided.
a. (5) Specific Relevant Contracts Format – “Relevant Contract Sheets in accordance with Attachment 3 to this solicitation and are limited to five (5) pages per relevant contract…”
b. Section J lists Attachment 3 as the Past Performance Questionnaire, but the
c. FBO posting had the questionnaire as Attachment 2 and Attachment 3 is the CBA. We are unable to locate an attachment for specific Relevant
Contracts format.
d. Please clarify and provide the “Relevant Contracts Sheets” attachment specifying required format and content for the specific relevant contracts.
e. Answer: Attachment 3 is the Past Performance Questionnaire
ANSWER: There is no format specified for relevant contracts. The
Government will accept any format that clearly identifies relevant contracts.
17. As identified in the revised TE 2, will the Government please confirm that the Midnight Meal hours in Building 3009 are 2100-0200, a five-hour long meal period?
If, not can the Government please provide a revised TE 2 for Building 3009?
ANSWER: TE 2 is correct as written.
File details come from the government source that posted it. Updated .
