Questions Department of the Army Fort Benning Full Food Service RFP No.: W911SF14R0004

No. RFP Section Reference Paragraph No. Page No. Question

1 Section A – Solicitation/ Contract Form

B. Ordering/ Reconciliation/ Invoicing

3 These sections say that the Government intends to issue Task Orders on a quarterly basis in advance of the quarter and that the TOs will be fixed price. They also say that the contractor will submit a report of actual meals served no later than the 5th of the month following service and that a reconciliation will be done at the end of the quarter with a bilateral modification to adjust the TO to the actual number of meals.

If the TOs are fixed price does that mean that the monthly invoices will be for one‐third of the quarterly TO amount regardless of the number of meals served?

Answer: the Government leaves the invoicing to the contractor which can be either one‐third the quarterly amount, number of days that fall within each band or another method proposed by the contractor

An alternative reading of these sections could be that invoices will be based on the number of days that fall within each band based on actual meals served. In that scenario the daily band prices would be fixed but the total monthly price would vary based on the bands that actually materialize.

The issues raised in this question also relate to question number 6 below concerning the correct unit to be priced in the bid schedule. It currently says “Days” but the bands appear to be based on total monthly headcount.

If days is the correct unit, will the monthly headcount be divided by 30 to arrive at a daily band against which to apply the daily price? Answer: Band are number of meals served per day.

Or, as mentioned above, will the bands ultimately be determined by the actual daily headcount?

Please elaborate on how the TO/invoicing process is intended to work.

Answer: as stated above, Bands provide the number of meals served per day and the contractor determines how to invoice

2 Section B – Supplies or Services and Prices

Not applicable 4‐183 Would the Government provide the CLIN schedule in section B in Microsoft Word or Excel format in order to streamline the entry of pricing and avoid manual typing of the numbers that must be inserted on Schedule B?

Answer: Proposal shall be submitted in accordance with the instructions in Section L.

3 Section B – Supplies or Services and Prices

Not applicable 16 CLIN 0006 AA Band 1 for building 3009 shows a headcount range of 31 – 31,000. The upper limit of all other bands ends in an even number including this same band for building 3009 in the option periods. NEED TO

REVISE CLIN

It appears that the 31,000 number may be a typo and the number should be 30,000. Please confirm.

Answer: 30,000 is correct and CLIN will be revised

Section J – List of Documents, Exhibits and Other Attachments

Not applicable

Technical Exhibits (TE) 2, TE 3, TE 5, TE 11, Sec. B – CLIN Schedule: All of these references include building 3310 which is not currently operational but do not include building 3235 which is currently in operation as a 1,300 headcount capacity even though the actual building capacity is 2,600.

JENKINS NEEDS TO REVISE TE’S

Please clarify or confirm:

Answer: Building 3235 is currently operating as a 1300 capacity based on headcount. This building never exceeds 1300. TE’s will be corrected to add bldg. 3235. Building 3310 will not be removed since it could become operational in the future.

5 Section B – Supplies or Services and Prices Section L Section J

L.3.4

4‐`183

Paragraph L.3.4 says, “Offerors shall complete the FFS Bid Schedule in Section B of this solicitation.” Section J on page 261 of 284 lists “Attachment 1 – Bid Schedule.” However, the Attachment 1 found on the FBO site is not a bid schedule but just lists the operational facilities.

Please confirm that there is no separate bid schedule and the only pricing schedule is that contained in the CLINS of Section B.

Answer: There is not a separate bid schedule; contractors shall input pricing in the CLINS of Section B

6 Section B – Supplies or Services and Prices

Not applicable 4‐183 The line items in the CLIN schedule for each DFAC say, “Projected headcount; priced for each meal period.” However, the unit to be priced is “Days.”

Please confirm that a daily price for the respective band is called for as indicated by the unit and not a price per meal period. Otherwise, please advise if a different unit price is desired and a modification to the bid schedule will be forthcoming to reflect that.

Answer: SEE #5 ON OTHER LIST

7 Section B – Supplies or

Not applicable 52 Item No. 0016 is identified as “Building Maintenance.” The corresponding items for the option periods are identified as “Building Management.” It appears that “maintenance” may be a typo and Item 0016 should also be “Building Management.” Answer: SEE #2 ON OTHER LIST

Please confirm. Also, please confirm that this CLIN is intended to contain the price for all DFAC management to be paid in 12 equal monthly payments regardless of headcount fluctuation.

Answer: Yes

8 Section B – Supplies or

Not applicable 53 (plus option period counterparts)

Subsequent questions [numbered 20 and 21] deal with expendable supplies.

Assuming the expendable supplies are to be purchased by the Contractor and reimbursed by the Government, what value is sought for the offeror to enter in CLIN 0017 ‐ Supplies and its option period counterparts?

Answer: SEE #3 ON OTHER LIST

9 Section B – Supplies or Services and Prices

Section C

C.5.1.9 #18

Item 0018, Quarterly Equipment Cleaning:

Please explain which aspects of equipment cleaning are to be covered by this item.

The referenced C section deals with quarterly cleaning of windows and screens and contains a reference to a cleaning schedule at C.1.14.

However, there is no such section in the solicitation.

Please clarify.

Answer: SEE #4 ON OTHER LIST

10 Section B – Supplies or

Not applicable 54 Item 0019, Office Management:

Please confirm that this item is intended to cover other direct costs associated with overall project management. This would include the salaries of all project management office personnel as well as all other reasonable costs not associated with a particular building. Also, please confirm that it is to be invoiced in 12 equal amounts like the building management CLIN referenced above.

Answer: Confirm

11 Section B – Supplies or

Not applicable 4, (and pp. with initial CLINs for all additional DFACs)

The first CLIN of each series for the DFACs, e.g. 0002 FFS – BLDG 40 – Base Year FFP, lists “MAX QUANTITY UNDEFINED” and “UNIT,” and has blanks for “UNIT PRICE,” “MAX AMOUNT,” and “MAX NET AMOUNT.”

With no quantities and no units identified what values are being sought for these line items?

Furthermore, is there a difference that you expect to exist between the “MAX AMOUNT” and the “MAX NET AMOUNT” for each CLIN? It appears that these two entries will always be the same because no further “netting” is required.

Answer: These are informational CLINs – no values are applicable

12 Section B – Supplies or

Not applicable 155‐183 Beginning with CLIN 5003 on pages 155 ‐ 183 of 284 each item states “CLIN Not Used.”

Please confirm that these items are to be ignored and not returned as part of the proposal.

Please confirm that this is not a zero‐tolerance requirement and that it will be acceptable to review criminal records of applicants on an individual basis under a policy with reasonable criteria regarding relevance, severity, and timeliness of offenses.

Answer: Correct however, the government reserves the right to deny entry to the installation to any person who is identified as a threat to the safety of the installation

Also, this section says that the background investigations will be at no cost to the Government before gaining physical access to the Installation. It is our understanding that the Government does some background investigation that is not even accessible to the contractor.

Answer: Contractor will do a Class 1 check before hire and Government will conduct a background check to get on post.

Is this intended to require the contractor to reimburse the Government for the cost of those checks?

Answer: No

If so, can an estimate of those costs be provided?

C.4.2 Cleaning Supplies 199 The current food service contract contains the clause reprinted below dealing with title vesting of supplies in the Government even though the Contractor is required to purchase them on the Government’s behalf.

“H.5 JANITORIAL AND EXPENDABLE SUPPLIES:

a. The Schedule contains an estimated annual amount for the Janitorial and Expendable Supplies listed at Technical Exhibit 5. The Contractor shall purchase Janitorial and Expendable Supplies as needed for performance of dining facility operations and submit the invoice for the purchase to the Contracting Officer for approval of payment on a monthly basis. The Contractor may be evaluated under the Award Term for efficiency and economy in the use of these supplies. Federal Acquisition Regulation (FAR) clause 52.244‐5, Competition in Subcontracting, is applicable to this requirement. Title to supplies purchased for use in performing the requirements of the contract shall vest in the Government in accordance with FAR clause 52.245‐2.”

We read the current solicitation to contain the same requirement for the Contractor to purchase and be reimbursed for these supplies. However, this title vesting clause is not in the current solicitation.

Since these supplies are simply being purchased on the Government’s behalf, will this clause be added to the subject solicitation?

Section K‐ Representations, Certifications and Other Statements of Offerors

252.204‐7007 Alternate A, Annual Representations and Certifications (JAN 2015)

L.3.1 Volume I – Solicitation, TAB D

CLAUSES

INCORPORATED BY

REFERENCE

This clause says, “Substitute the following paragraphs (d) and (e) for paragraph (d) of the provision at FAR 52.204‐8:”

Assuming the offeror’s SAMS representations and certifications are up to date, please confirm that the offeror is only responsible for inserting any changes in paragraph (e) of this clause and that none of the representations and certifications reprinted in the solicitation need to be submitted with the proposal if the SAMS has been done.

L.3.1, TAB D provides directions regarding completion of 52.215‐1. The directions say, “An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via https://www.sam.gov/portal/public/SAM/.”

52.215‐1 Alternate I is incorporated by reference at page 276 but not included in full text in the solicitation. The full text version we located contains a section (b) that says, “(b) Amendments to solicitations. If this solicitation is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to this solicitation by the date and time specified in the amendment(s).”

It appears that the Section L instruction to complete this section (b) may be in error since there is nothing to complete.

The draft solicitation had FAR 52.209‐5 included in full text and it contained a section (b) dealing with updates to certifications. Perhaps this is the section (b) that is intended.

Please clarify exactly what, if anything is needed in addition to the online representations and certifications in SAMS other than any changes in section (e) referenced above.

Answer: SAMS data should be current and up to date when the proposal is submitted – FAR 52.204‐8 only requires information that is not in SAMS.

FAR 52.215‐1 cautions the offeror to acknowledge amendments and simply states the solicitation is unchanged IF there are none.

37 Section L – Instructions, Conditions and Notices to Bidders

L.2 Proposal Format, Table 2

272 The instructions for Volume I – RFP Documents say that the electronic files shall be submitted as MS Word documents.

Will it be permissible to submit certain of these documents as PDF files since they will need to be scans of hard copies with signatures?

Answer: If signatures are required on a document that can only be submitted as PDF, this is acceptable.

38 Section L – Instructions, to Bidders

L.2.5 L.2.6

273 Section L.2.5 and L.2.6 designate page limit inclusions and exclusions.

Typically, a proposal is accompanied by a cover letter.

Would the Government clarify that a one‐two page cover letter may be included with the solicitation (prefacing Tab A), and excluded from the page count limitation?

Answer: a one page cover letter will be excluded from the page count

In addition, would the Government clarify a brief (3‐4 page) executive summary may be provided in the Technical Acceptability volume and excluded from the page count?

Answer: A one page executive summary will be excluded from the page count.

39 Section L – Instructions, Conditions and Notices to Bidders

L.3.1 Volume 1 – Solicitation, TAB B

273 This instruction requires the acknowledgement of amendments.

Since it appears that Amendment 1 was withdrawn before it was ever issued, is there a requirement to acknowledge it? If it is required to be acknowledged, please provide a copy of it because it is not accessible through the FBO site.

Answer: All amendments will be uploaded on the FBO website.

Section L.3.1 Solicitation states, “Offerors are required to submit a completed SF 33 including acknowledgment of Amendments, Section B and Section K… The General Volume I shall be organized as follows and contains the identified information…”

RFP Section K, pages 263‐270 includes additional clauses not referenced in L.3.1, or the subsequent Section L instructions for Volume I, TAB A, B, C, or D. These clauses are 52.204‐8, 52.215‐6, 52.230‐1, and 252.204‐7007.

These additional FAR clauses in Section K appear to contain blanks for completion by offerors.

Please clarify whether there is any action to be taken with regard to these clauses in proposal submissions and if so, if they should be included in Volume I, TAB D or another location in the proposal.

Answer: these clauses should be completed with the applicable data and submitted in volume I of the proposal

In addition, please clarify whether Section B is to be included in Volume I, TAB C; Volume IV, or both volumes.

Answer: Both volumes

41 Section L – Instructions, Section M – Evaluation Factors for Award

L.3.2.2

Section M.2 Factor 1

Section L.3.2.2 states in part, “The …Volume shall, at a minimum, be prepared in a form consistent with the PWS and the evaluation criteria…offeror shall address as specifically as possible the actual methodology to be used for accomplishing the PWS tasks.

Sub‐factors 1, 2, 3, and 4 are Staffing Approach, Management Approach, Training Approach, and Contingency Approach, respectively. None of the Section L instructions for the TABs for these Subfactors references the methodology for accomplishing the specific PWS tasks. Similarly, Section M does not specifically address the methodology for accomplishing the PWS tasks.

Is it intended that the responses to the listed subfactors will serve to demonstrate the overall methodology for accomplishing the PWS tasks or should each PWS task be specifically addressed? If it is the latter, would the government please provide further direction regarding the placement of the methodology for accomplishing PWS tasks?

Answer: You are required to address all factors and sub‐factors in your proposal while keeping to the required page limits indicated. It is your business decision regarding the detail contained in your proposal

42 Section L – Instructions, Conditions and Notices to Bidders

Section M – Evaluation

Section L.3.2.2. Tab G

Section M.2, Sub‐Factor

Section L.3.2.2, TAB G [Sub‐Factor 3] Training Approach references a training plan.

Section M.2, Sub‐Factor 3: Training Approach states, “The Government will evaluate the offeror’s quality approach for FFS operations as follows…” Subsequent text refers to training.

Would the Government please clarify that Sub‐Factor 3 is Training Approach vs. Training Plan, and provide guidance regarding where offerors are to address the quality requirements in the PWS?

Answer: the sub‐factor is “Training Approach”

43 Section L – Instructions, Conditions and Notices to Bidders

Section J – List of Documents, Exhibits and Other Attachments

Section L.3.3 Volume III

– Past Performance

Section J, Attachment 3

– Past Performance Questionnaire

(5) Specific Relevant Contracts Format – “Relevant Contract Sheets in accordance with Attachment 3 to this solicitation and are limited to five (5) pages per relevant contract…”

Section J lists Attachment 3 as the Past Performance Questionnaire, but the FBO posting had the questionnaire as Attachment 2 and Attachment 3 is the CBA. We are unable to locate an attachment for specific Relevant Contracts format.

Please clarify and provide the “Relevant Contracts Sheets” attachment specifying required format and content for the specific relevant contracts.

Answer: Attachment 3 is the Past Performance Questionnaire

44 Section L – Instructions, Conditions and Notices to Bidders

L.3.4.2 275 Is there any specified format for presentation of the price proposal or is it permissible for the information to be presented at the discretion of the offeror so long as all of the necessary information is contained in the proposal?

Answer: there is no format for the price proposal – it is the responsibility of the offeror to present the price proposal in a complete and understandable manner for evaluation.

45 Section M – Evaluation

M.2 Evaluation Criteria 281

Section M.2 – Evaluation Criteria, Factor 1 – Technical Acceptability, page 281 lists four Subfactors: Staffing Approach, Management Approach, Training Approach, Contingency Approach.

Factor 1 – Technical Acceptability page 281 further states in part, “…This factor has four sub‐factors that will be used to determine the overall technical acceptability: staffing plan, management plan, training plan and contingency plan….Technical Acceptability is divided into four subfactors:

Staffing Approach, Management Approach, Quality Approach and Contingency Approach. “

Subsequent Section – Sub‐Factor 3: Training Approach: “The Government will evaluate the offeror’s quality approach for FFS operations as follows…”

1 Section B – Supplies or Services and Prices

Not applicable 4‐183 (multiple instances)

Section B, CLINs for Buildings 200 and 2745. The CLINs for these buildings cap out at Band 5 (90,001 – 120,000). Experience under the current contract is that a significant number of days exceed the per meal upper limit of this range.

Please consider adding a 6th band from 120,001 – 150,000 to allow for pricing for days that fall within that headcount range.

Answer: No

2 Section J – List of Documents, Exhibits, and Other Attachments

Not applicable 262 Page 262 lists ANNEX A – ANNEX H.

Would the Government please clarify where these annexes may be found on FBO, or provide them?

Answer: these will be loaded

3 Section J – List of Documents, Exhibits, and Other Attachments

Not applicable 262 Page 262 lists Technical Exhibit (TE) 13 – IMT Menu/Product Standards.

Would the Government please clarify where this Technical Exhibit may be found on FBO, or provide it?

In addition, TE 9 – 13 are provided, but not specified in the body of the RFP.

Would the Government provide clarification regarding which sections of the RFP (e.g. Section C. xx), to which each of these exhibits relates?

Answer: all TEs will be loaded.

4 Section J – List of Documents, Exhibits, Not applicable 262 The subject paragraph reads as follows:

and Other Attachments WDOL The current version of Wage Determination (WD) 05-2137 (Rev.-14) is hereby incorporated and can be found at the following website:

When we tried to access WD 05‐2137 at the specified website we were unable to retrieve it. We can retrieve WD 2015‐2137, but it appears to be the Muscogee County Area‐Wide WD. We tried to utilize the WWW.WDOL.GOV to search for a CBA type WD but were unable to find one under 15‐2137 or 2015‐ 2137.

The current CBA Addendum to be used for wage rates is provided as Attachment 4 of the RFP. In order to remove any confusion about the wage rates and benefits to be used please: (1) help us locate the appropriate WD on the WDOL website, or (2) perhaps remove the reference on Page 262 in order to make clear that the Attachment 4 CBA Addendum contains the appropriate rates to be used for the cost proposal.

Answer: The applicable Collective Bargaining Agreements will be provided and the reference to WD 05‐2137 will be deleted.

5 Section L – Instructions, L.1.1 EXCEPTION

Proposal Submittal Instructions. Section L.1.1 says the SLA will submit a Volume V – Subcontracting Plan in original and 2 copies while the referenced Table 2 indicates one hard copy and 1 CD ROM.

Please clarify.

Answer: Volume V – Subcontracting Plan should be one hard copy and 1 CD

ROM

6 Section L – Instructions, Conditions and Notices to Bidders

L.2.3 L.2.5 L.2.6 L.3.2.2

Section L. 2.3 stipulates requirements for a cover sheet.

Section L.2.5 and L.2.6 designate page limit inclusions and exclusions.

Section L.3.2.2 stipulates a requirement for Tab D, Exceptions/Assumptions Tabs A – C are excluded from the page count according to Section L.2.6.

Would the Government confirm that the cover sheet and Tab D (exceptions and assumptions) are also excluded from the page count limit(s) for the Technical Volume?

Answer: yes, these will be excluded from the page count.

7 Section L – Instructions, Conditions and Notices to Bidders

L.3.1 (para one)

L.3.1, TAB B

Since there is limited space on the SF 33 to list all of the amendments, is it sufficient to acknowledge all of them on each SF 30 by completing blocks 8 and 15 and submitting with the offer, or do they also need to be listed with a continuation sheet on the SF 33?

Answer: either method is acceptable or the proposal Volume I can list all amendments and acknowledgement

Section L – Instructions, L.2.3, Table 2 L.2.5

272 Section L.2.5 says the page limit includes appendices, charts, graphs, etc. Table 2 limits the technical volume to 50 pages.

In addition to a narrative explanation of our staffing practices, we understand this volume to call for staffing charts to depict the numbers of personnel, worker classification, and productive manhours for each DFAC for each headcount band. (TAB E – STAFFING APPROACH: “…At a minimum …include the following: proposed staffing and labor categories to perform the required services in each building listed in Attachment 1…”

Even accounting for consolidation of DFACs with the same staffing levels it will take about 25 pages just for these charts alone leaving little room for the narrative discussion in the technical volume.

Please consider excluding the staffing charts from the page count limitation or advise if this staffing presentation should be provided some different way.

No. RFP Section Reference Paragraph No. Page No. Question

1 Section B – Supplies or Services and Prices

Not applicable 4‐183 (multiple instances)

As currently depicted in the CLIN Schedule the staffing bands appear to be for monthly headcount totals but the unit to be priced is days. If we submit a daily price, there is no way to determine in which band a given day falls. Obviously, the numbers of days in months vary from 28 to 31 and some DFACs are only open on weekdays. So, no single number can be used to divide the monthly totals to arrive at daily bands. Please consider converting the headcount bands listed in the CLIN Schedule to headcount per day so it will be the same unit of measure as the unit to be priced.

It is imperative that the Units to be priced in Schedule B and the bands used to develop those Unit prices are based on the same unit of measure – in this case days. Right now the bands we are to price are based on monthly totals, but then we are asked to fill in the CLIN Schedule with daily prices. We need daily bands so that our prices will make sense in the CLIN Schedule. The way it is now, if we are to give a monthly staffing and pricing for, say 120,000 meals, it would produce a much greater price than what a reasonable Daily Unit price called for in the CLIN Schedule would be.

This is an attempt to ask the question in more precise terms than question number 6 in our February 26 submission. In that sense, please consider this question to supersede that one.

PWS section C.1.8.4.1 lists the following criteria for DFAC Area utilization:

* Dining Area Side A1: 1‐600

* Dining Area Side A2: 601‐1300

* Dining Area Side B1: 1301‐1800

* Dining Area Side B2: 1801‐above.

However Technical Exhibit 9 lists the following:

A1: 1 – 600

A2: 601 – 1300

B1: 1301 – 1900

B2: 1901 – Above

Please clarify the slight difference for B1 and B2.
