1. The Site Visit Clause, FAR 52.237-1, is incorporated into the solicitation by reference, but there has been no mention of a date for the Site Visit. Will the Government be announcing the date for the site visit?
Answer: The site visit was 08:00 a.m., Eastern Standard Time (EST), Thursday, March 24, 2016.
2. The description for CLIN 0016 is "Building Maintenance -Base Year", for each Option Year the description is "Building Management". Can the Government please clarify which description is correct?
Answer: Building Management is correct. This will be changed to read “Building Management” in the next amendment. [same as # 7 on other list]
3. CLIN 0017 and the related CLINS for the Option Periods require a monthly price for Supplies. If supplies are reimbursed at their actual cost, per PWS paragraph C.3.9.1., why is there a CLIN to be priced in the proposal? Should this CLIN be changed to a "Do Not Price" Cost Reimbursable CLIN?
Answer: The next amendment will correct this to read “Not separately priced – included for information purposes only” [same as # 8 on other list]
Cost CLIN - NTE
4. CLIN 0018 and XX18 describe Quarterly Equipment Cleaning. We have looked through the PWS and TEs and have been unable to find any detail on what would be billed against this CLIN or any description of the contractor's requirement for Quarterly Equipment Cleaning. Can the Government provide clarification as to the requirements for this CLIN and details on how to bill or price this CLIN? JENKINS needs to fix PWSto detail quarterly cleaning requirement
Answer: [same as #9 in other list]
PWS & TE will be modified to include quantity and cost.
5. We have questions on the entirety of the bid schedule: MR JENKINS???
a. Each CLIN for food services has a unit of "Days" yet the Bands start, for example CLIN 0002AA, at "Band 1: 31-20,000". What do these numbers reference? For example, is CLIN 0002AA Band 1 for 31- 20,000 meals per meal period, meals per day, meals per month, etc.
Answer: The number of days in CLIN represents the number of days the building will be operational. The band requirement represents the estimated headcount to be ordered as needed [same as #1 & #6 on other list]
b. In addition, the CLIN description states, "Projected headcount; priced for each meal period." This description does not appear to match either the Headcount Band or the CLIN Unit. If the CLIN Unit is days, then it is not priced for each meal period. Can the Government please provide clarification of this issue?
Answer: Unit price should be price per meal
6. Can the Government please clarify the intent of CLINS 5003 - 9013?
Answer: CLINS 5004-9013 are not used and will not be included in the contract award. [same as #12 on other list]

Answer: In the PWS where TB MED 530 is mentioned it will be replaced by Tri-Service Food Code.
8. PWS Section C Phase-In, states during the phase-in period that the Contractor shall establish the Project Management Office. Paragraph C.3.13.1 states the Project Office is located at 310 Ford Drive, Columbus, Georgia, 31907.
a. Is this location a government furnished building/location provided at no cost to the contractor?
Answer: No, this building is owned by the current contractor. The government does not furnish a project office to the contractor. [ same as #19 on other list]
b. Is the Contractor required to pay any utilities at this location? If so, can historical monthly amounts be provided?
Answer: The contractor pays utilities at the 310 Ford Drive location because they own the building.
Government is not provided a copy of contractor utilities since it is not a reimbursable cost.
Monthly average cost is $1250
c. How can the incoming contractor be required to set up their project office in a location that will still be occupied by the outgoing contractor?
Answer: The incoming contractor is not required to set up project office in the same location as current contractor.
9. PWS paragraph C.1.2 Personnel, paragraph C.1.8.9 DoD Computer Access and Training and paragraph C.7.5 Contractor Access to Fort Benning, appear to conflict with each other. Paragraph C.1.2 states, "Personnel shall be free of a criminal record, contractor SOP on Drug Free Policy, Favorable Background Investigation, at no cost to the government, before gaining physical access to the Installation". Paragraph 1.8.9 states that background checks will be at the contractors cost submitted to Installation Security Office before access to the DoD automation systems. NACI Investigations accepted by the Installation Security Office, 100% of time. Paragraph C.7.5 states all personnel requiring access to the installation shall possess a Common Access Card (CAC), Military ID or Individual temporary pass issued by the Fort Benning Directorate of Emergency Services (DES) pursuant to Army Directive 2014-05, Policy and Implementation Procedures for Common Access Card Credentialing and Installation Access for Un- cleared Contractors. Paragraph C.7.5 appears to place the burden of FBI finger print check and submission of a NACI on the government. JENKINS need to provide clarification on what is meant by “Free of Criminal record”
a. Could we get clarification as to what is meant by "free of criminal record"? This statement is very broad and does not give the contractor the specifics needed to make a clear determination when running a background check. For example, what violations are acceptable and what are not? Is it only felony convictions that are unacceptable?
Answer: [similar to # 14 on other list]
b. Is the government requiring the contractor to have a SOP on Drug Free Policy? Our Drug Free Policy is part of our employee handbook, is that acceptable in lieu of an SOP? YES, this isn’t part of the evaluation process.
Answer: Yes, the policy can be a part of the employee handbook but this is not a part of the evaluation criteria for the proposal.
c. There are several levels of Background Investigations that a contractor can run to check a person's criminal record. The checks come at varying costs, depending on the level of check needed. Would the government clarify this area to let the contractor know the level of background investigations needed and what criminal actions are allowable and what aren't?
Answer: Level one would be sufficient for the contractor since the government will also do a background check. Felony convictions that are on the applicant’s current record are considered unallowable. [similar to #13 on other list]
d. Are any contractor costs for background checks now the responsibility of the government based on the 1 October 2014 change as stated in PWS Paragraph 7.5? If not, does the Government conduct the background check at the Contractor's expense?
Answer: The Government conducts background checks at no expense to the Contractor [similar to #13 on other list]

12. PWS paragraph C. l .7. requires the Quality Control Plan to be submitted to the Government "with proposal no later than 14 days after contract award." Is the Quality Control Plan required to be submitted with the proposal or after the award? The Proposal Preparation Instructions for the Technical Acceptability Volume II does not mention a requirement to submit the Quality Control Plan with the proposal. JENKINS needs to revise PWS
Answer: C.1.7, the words “with proposal” will be deleted in the next amendment. The final accepted Quality Control plan is required to be submitted by the successful offeror after the award. Section M, sub-factor 3 is Training Approach. The word “quality” in the first sentence will be deleted in the next amendment.
