About this file
This document outlines performance requirements for logistics readiness support services. The contractor must comply with all management, administrative, and operational requirements and processes outlined in the performance work statement. Performance will be measured using a performance requirements summary checklist and process audits conducted by the contracting officer's representative on a monthly basis. The contractor must meet a 90% compliance threshold across eight service categories to avoid financial penalties that could include rework requirements, price reductions, or contract termination. Non-compliance may also be reported in the Contractor Performance Assessment Reporting System.

ATTACHMENT 07: EXHIBIT 1A PRS PART 1 DESCRIPTION
PERFORMANCE REQUIREMENTS SUMMARY (PRS)
1. GENERAL. The Performance Requirements Summaries (PRS) in this section will be used to measure performance of services for the purposes of determining the continuation of service under this contract. The rights of the Government and remedies described in this section are in addition to all other rights and remedies set forth. The Government reserves its right under the "Inspection of Services" and "Termination for Default" clauses of this contract. The Government has the right to inspect all services and processes called for by the contract, to the extent practicable at all times and places during the term of the contract. Any negative results found pursuant to the Contracting Officers Representatives (COR) PRS Checklist and Surveillance Process Audits shall reflect on the contractor’s performance record and may be used in reporting Contractor Performance Assessment Reporting System (CPARS) evaluations, and can lead to the results of price reduction for service inadequately performed under the terms of this contract. The Contractor shall not be relieved of full performance of the services hereunder and the contract may be terminated for default based upon inadequate performance of services even if a reduction was previously taken for inadequate performance.
1.1 COR’S PRS CHECKLIST AND PROCESS AUDITS. The COR will use a PRS Inspection Checklist to inspect the compliance of PWS requirements on a monthly basis and periodically surveil PWS required processes criteria for acceptance of service invoices in WAWF iRAPT. The COR’s PRS Checklist is derived from high and moderate risk assessed tasks and any performance requirements from the Performance Work Statement (PWS) which the requiring activity deems necessary to ensure acceptable contractor performance compliance rates as indicated by the Performance Threshold. Due to the interrelated requirements of the PWS many tasks may have direct impact on the overall acceptability of a single required service. Therefore, the PRS Checklist is developed to cover any combination of tasks, services and processes required within the PWS as the requiring activity deems necessary. If surveillance findings indicate that the contractor drops below the PRS Threshold compliance rate percentage it is indication of failure of the contractor’s quality control. All Negative findings on the PRS Checklist will be addressed by the contractor through the quality assurance process (see below PRS Table and section 1 of the PWS).
1.2 INDIVIDUAL TASKS AND OTHER SERVICES. Requirements not included in the CORs PRS Checklist remain subject to separate quality assurance evaluations under the "Inspection of Services" clause of this contract. The absence from the CORs PRS Checklist of any contract requirement, however, shall not detract from its enforceability or limit the rights or remedies of the Government under any provision of this contract.
2. PERFORMANCE REQUIREMENTS SUMMARY (PRS) TABLE.
2.1 PERFORMANCE OBJECTIVE. The Performance Objective Column lists the section of the PWS which may be assessed within the PRS Checklist
2.2 STANDARD. The Standard column states the required standard that will be used to measure performance for each section of the PWS.
2.3 PERFORMANCE THRESHOLD. The Performance Threshold states the acceptable cumulative compliance rate percentage resulting from COR surveillance. Percentages below the stated compliance rate indicates to the government that the contractor’s quality control over this contract is failing.
2.4 INCENTIVE. The government will require rework for any PWS tasks found not performed to the stated standard. If rework cannot be performed for any reason, or is not completed to standard, an equitable price reduction and/or adequate consideration can be assessed by the Contracting Officer for acceptance of nonconforming services. All government surveillance findings will be recorded monthly and these findings can be used in CPARS assessments. Recurring contractor performance issues not corrected within a reasonable timeframe can lead to contract termination.
