| Question # | RFP Reference | Page | QUESTION | Government Response |
PWS 1.6.8 | is it possible for us to have the necessary security arrangements in place prior to contract award, rather than at proposal submission? | Please see the requirements in PWS 1.6.8. These will not be changed |
L&M | It is not clear if Resumes are required to be submitted for the Project Managers for all sites and other positions as identified in the Instructions. If this is the case that Resumes are require to be submitted then us along with a number of other SDVOSB are way behind the curve tracking down the number of highly qualified people that meet the very specific qualifications called out for in the solicitation and now have less than 30 days to do so. | There will be one Project Manager for this soliciation. All sites will have a supervisor responsible for them. Subfactor 1(d) in Addendums to 52.212-1 and 52.212-2 were revised |
L.-1.1; L-3.2.1; L-3.2.3; L-3.2.10 | L-3.2.1 states that "Offerors shall submit the number of copies listed in paragraph L-3.2.3, for their proposal." L-3.2.3 states that "Each part of the proposal shall be separately bound." It futher states that "In addition to submitting hard copies of the proposals, digital copies shall be provided on CD-ROM disk (see paragraph L.3.2.10)." L.3.2.10 states that " Digital copies shall be provided on CD-ROM disk in Microsoft Word, Adobe PDF, and/or Excel."Is the Government requiring offerors to submit their proposals electronically through the AMRDEC Safe Access File Exchange or in hard copy or by both means? | Only submit proposals electronically through AMR DEC Safe Access File Exchange. Revised L.3.2.3 to remove hard copy wording |
L-4.4 | How many past performance citations that are recent and relevant can be submitted? Since only up to 5 questionaires are allowed, we are assuming that only up to 5 past performance citations can be submitted in the specific relevant contract format (Attachment 5, Enclosure/Attachment 2). Is this correct?? | Yes, 5 can be submitted IAW L-4.4 |
PWS 5.12 Maintenance Mangement | Is SAMS-E also used in addition to FLMS and GCSS-A? | GCSS is the STAMIS system in use for maintenance operations. SAMS-E is no longer used by the Army. |
General | Do mechanics provide their own tool box, or will the Government provide them? | Contractors will be responsible for providing tools kits that are equivalent to the Master Mechanic tool set. PWS 4.1 was updated. |
subfactor 1d | Would the Government prefer to see resumes of potential candidates, or would the Government prefer descriptions of said individual candidates and their qualifications as they pertain to the requirements? If resumes are preferred, the 15 page limit would be insufficient. Can the page limit be increased? | As stated in 1(d), "Offeror shall provide the following qualifications for any proposed Project Managers:" Resumes would be the prefered method. The page limit will not be increased. |
1.8.5.1 | Does the requirement for a PM designated for each site apply to each site location designated in Attachment 9 | One Project Manager Required. PWS 1.8.5.1 has been updated. Reference 1(d) of the Addendum to 52.212-1 and 52.212-2. |
Attachment 9 and 12 | Attachment 9 has Port Hueneme listed as AMSA 13, but there is no data or listing for Port Hueneme in Attachment 12. Is there something missing? | Attachments are correct. AMSA 13 is correctly listed on Attachment 9, and there is data for AMSA 13 on Attachment 12. |
Attachment 9 and 12 | In Attachment 9, Vallejo is listed as BMA 1, but in Attachment 12, it is labeled AMSA 13. Can this be corrected? | The Vallejo Facility is AMSA 85, BMA 1. AMSA 13 is the Port Hueneme Location and the address will be updated in Attachment 12. |
5.14.1 | There is a local SOP for Equipment Storage Branch of Equipment Concentration Sites mentioned in this paragraph. Can the Government provide a copy of this SOP? | Changed PWS 5.14.1 to reflect each local SOP follows regulatory guidance, but changes with mission requirements and is specific to each location. |
Surge CLINS | : These CLINs represent a 10% surge increase and the descriptions are the same. What is the Government referring to for the 10% increase? Can you clarify the intent of the CLINs since the pricing attachment does not provide instruction on how to complete? | The surge CLINs each account for a 10% increase in total workload. The Price Schedule automatically calculates the pricing for these CLIN's by multiplying the workload CLIN by 10%. The 10% SURGE INCREASE CLINs are locked for editing on the bid schedule and are formula driven.
Example; if the MAX AMOUNT proposed on the SF 1449 for CLIN 0001, MAINTENANCE-ECS XYZ is $10,000.00 then CLIN 0002, ECS XYZ-10% SURGE INCREASE MAX AMOUNT would be $1,000.00. If CLIN 0003 also states ECS XYZ-10% SURGE INCREASE the MAX AMOUNT would also be $1,000.00 as it is 10% of the MAX AMOUNT proposed for CLIN 0001, MAINTENANCE-ECS XYZ.
The purpose of the 10% SURGE INCREASE CLINs is to allow the 63rd RSC DOL the ability to increase workload at different worksites based on possible future increases to their Mission.
As the type of possible increases to the 63rd RSC DOL's Mission at the different worksites is not known at this time the 10% SURGE INCREASE CLINs will be negotiated with the awardee based on the prices poposed on Attachment 2 Price Schedule 63d RSC Logistical Support XX Region but will not exceed the MAX AMOUNT price for the10% SURGE INCREASE CLIN.
CO/CO | How does the Government want Contractor Owned/Contractor Operated facility costs associated with ECS 171 input on the attached pricing schedule? | New CLIN added. | |
Pg 109-11, Sub-factor 1€, Attachment 12 | The solicitation says “Provide a detailed explanation of how the proposed number of employees per Job Classification at each Work Site will accomplish the work identified in the PWS based upon the estimated support needed specified in Attachment 12. If the proposed number of employees for a specific Job Classification at a Work Site is less than the estimated number of support hours required based on a 2080 hour work year, the offeror must identify how the remaining number of hours will be performed”. Attachment 12, however, uses an annual hours base of 1920. Are the correct annual hours for this solicitation 1920 or 2080? Our question is, does the Government plan to use 2080 hour work year for evaluation of this RFP, or will an adjustment be made considering that hour work year may / will vary for Exempt, SCA, and CBA employees? | 1920 will be the number of hours used for evaluation. Solictation will be revised to reflect 1920 throughout. | |
General | How many contracted workers are required to work at the CO/CO facility? | Please see Attachment 12. 80%-90% of the contract workforce shown on attachment 12 for ECS-171 will be working at the CO/CO. | |
1.8.4.3 | The PWS states that Arms Rooms Operations are properly carried out at each ECS, but only ECS 170 and AMSA 85 have a Gunsmith II assigned. What is the role of the Gunsmith II at AMSA 85, and is it an error that ECS 171 does not have a Gunsmith II assigned? | 1.8.4.3 was changed to reflect Gunsmith qualifications rather than Arms Room Operations and is now 1.8.1.1. Attachment 12 was updated to reflect duties of Gunsmith. | |
Supplemental | The solicitation states that contractor services may be required for up to 24 hours per day, 7 days per week (including holidays) during operational tempo. Can the Government provide historical data that includes overtime hours on Attachment 12 Density and Workload in order for Offerors to estimate their firm fixed price bids? | This requirement was removed from the PWS and the supplemental information. | |
Supplemental | The solicitation states that if the Contractor for his convenience desires to perform work during other than normal working hours, or if the Contractor is required to perform work at such times, they shall reimburse the Government for any additional expense occasioned by the Government. Will the Government modify this language to remove "or if the Contractor is required to perform work at such times" as Contractors should not be held liable for expenses incurred by the Government when the Government requires the Contractor to perform outside normal duty hours. | Revised to remove "or if the contractor is required to perform work at such times." | |
PWS 1.1 | The Description of Services/Introduction identifies services to be performed at locations identified in Attachment 10. Attachment 10 is the listing of Equipment. Can the Government clarify that this reference should be Attachment 9? | PWS revised to read Attachment 9. | |
1.6.2 | The solicitation contains subparagraph 1.6.2.1 but there is no language in 1.6.2. Please clarify and advise if there is language missing from the solicitation. | Paragraph 1.6.2 is titled Quality Assurance. | |
1.6.4.2 | The soliciation states that if there is a significant increase in workload, an option CLIN may be exercised by the Government. What does the Government consider a signficant increase and what measure will the Government utilize to make this determination? | Future mission requirements could cause the government to exercise the 10% Surge CLINS. | |
1.6.4.3 | The solicitation states that due to OPTEMPO the Contractor shall be required to support extended hours and days of operation. The Contractor can expect an increase in workload throughout the option year periods. Where in the solicitation or attachments are these workload increases projected? | The OPTEMPO increases are unknown. Any workload increases in the option years will be completed on the 10% Surge CLINS, as stated in PWS 1.6.4.2. | |
1.8.5.1 | |||
| L-4.2 | The soliciation states that the Contractor shall designate one individual for each location, hereafter referred to as the PM, to serve as the central Contractor point of contact with the Government. Is it the intent of the Government that there be a Project Manager (PM) assigned at each location or can one PM be assigned responsibility over all locations? Subfactor 1(d) Key Personnel states Project Managers are required at each site for this requirement. Is the requirement to have a Project Manager at each site a valid requirement? | One Project Manager Required. PWS 1.8.5.1 has been updated. | |||
1.8.7.1 | The solicitation states the Contractor shall develop, implement, and maintain a site specific annual training plan. Will the Government accept a single annual training plan that addresses all sites applicable to the California Region? | No, each facility should have a site specific training plan. | |
1.8.7.5 | The solicitation states that during the life of the contract, the Government may identify on-site or off-site training courses, such as New Equipment Training (NET) and the Contractor shall be responsible for any travel costs incurred by its employees to attend the course. Is the associated travel, in accorance with the JTR, a reimbursable expense under the Travel CLIN? If not, can the Government provide historical information on the required travel in order for Contractors to propose their firm fixed price bid? | When the Government is requiring a training class and there's travel included, it should be invoiced in accordance to the Joint Travel Regulations to the travel CLIN. PWS 1.8.7.5 has been updated. | |
1.10.4 | The soliciation requires the Contractor to obtain any required permits to include CO/CO facilities. Can the Government provide details related to specific permits required at the CO/CO facility? | No. Government does not have that data | |
4.5 | The soliciation states that the Contractor is responsible for all expendable and non-expendable items at CO/CO facility. Can the Government provide details related to specific items required at CO/CO facility? | The CO/CO must be able to meet the PWS requirements of performing field level maintenance. | |
5.5.1 | The solicitation states that some maintenance at ECS 171 shall be performed at the Contractor Owned/Contractor Operated (CO/CO) facilities. Can the Government provide an estimate of the percentage of the work performed at the CO/CO facility? | 80%-90% of the contract workforce shown on attachment 12 for ECS-171 will be working at the CO/CO. | |
L-4.2 | Subfactor 1(e) Management Plan reads "If the proposed number of employees for a specific Job Classification at a Work Site is less than the estimated number of support hours required based on a 2080 hour work year, the offeror must identify how the remaining number of hours will be performed. Can the Government confirm that this should read 1920 hours to agree with the basis of productive hours used in the Workload Density? | 1920 was used in the workload Density and L-4.2 has been updated to reflect 1920 hours. | |
L4.4 | The solicitation states that offerors shall not go back any farther than 3 years for past performance. Would the government consider extending the recency from 3 years to 5 years in order to increase competition in the restricted SDVOSB pool? | No, the past performance dates will remain. | |
Attachment 9 & Attachment 12 Workload Density | Attachment 9 lists ten shops and locations. Attachment 12 only lists nine shops and locations. Attachment 12 does not have BMA 1 as per Attachment 9. The Workload Density does not include any data for AMSA85-BMA 1. Can the Government please provide the workload data for this location? | BMA 1 is AMSA 85 BMA 1, all BMA workload is included in parent shop | |
L-3.2.3 | The government indicates that "All text shall be single spaced and printed black on white paper." Subsequently, the government also indicates " Printing shall be easily readable". For ease of evaluation and readability, most contractors differentiate sections using non-black colored text for section/subsection headers. Please confirm that this is acceptable as long as body text is printed in black ink. Similarly, please confirm that graphics and tables can use color, as this often supports improved readability. | Yes, this is acceptable. | |
CLIN Structure Price Schedule | The CLIN Structure in Attachment 2 contains 3 separate CLINS that contain different support locations. How should Contractors portray the cost for PMO proposed in support of this effort (i.e., split the effort proportionately between the CLINs or include them in the CLIN where the PMO employees are located)? | CLIN added for Project Mananger | |
Attachment 6, para 2 | The PWS references do not align with the references for associated services within the solicitation; for example, PWS 5.15 is Contractor Management Reporting, not Heavy Equipment Mechanic Lead. Can the government please clarify that the services required are accurate and provide the appropriate PWS references? | See revisions made to Attachment 6 | |
PWS Para 5.2.1, Phase-In Plan | 96 | The referenced paragraph states that "The contractor shall submit the Phase-In Plan, and identify associated costs, as part of their proposal." However, Section L states that no costs will be stated in the Technical Volume.Request the USG clarify its intent with respect to Phase-In costs within the Phase-In Plan? | The phase-in costs shall be identified on the Attachment 2 price schedule, not within the phase-in submission. |
PWS Para 1.10.4 & 4.7, CO/CO Facility and RFP Section M2.2, Phase-In | 89 & 95 | The PWS does not indicate a timeline for the CO/CO facility to achieve full operational capability, that is, the COCO being fully equipped with the proper vehicle lifts, compressors, tools, safety equipment and being certified by OSHA and State of California environmental and safety laws. Request the USG confirm that the CO/CO supporting ECS 171 shall be fully operational, with all appropriate local, state and Federal regulating agency required permits in hand, not later than the conclusion of the Phase-In period. | The CO/CO will be operational at conclusion of Phase-in Period, IAW PWS 4.7. Government does not verify permits, that is up to Contractor. |
PWS Para 1.10.4 & 4.7, CO/CO Facility and RFP Section M2.2, Phase-In | 89 & 95 | None of the current evaluation factors, to include Phase-In and Management Approach evaluations, address if or how the offerror is complaint with the CO/CO facility requirements. Request the USG include its evaluation factor(s) and methodology for determining the technical acceptability for a fully opertational CO/CO facility. | The requirement is to be at full performance at the conclusion of phase-in. |
52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (JAN 2015) | 149 | Since this is a Small Business Contract, and in order to reduce the impact of the cash flow requirements of this contract, will 2 week invoicing be authorized under FAR 52.216-7? | No, FAR 52.216-7 is for other than commercial items. This requirement has been determined to be a commercial service. |
RFP, PWS, 1.8.2 & 1.8.3, Equipment Operation Qualifications page 83 | 83 | The costs associated with all Drivers of heavy equipment in California obtaining and retaining the required State of California and DOT physical needs to be priced in the FFP CLINs. Request the USG provide a listing of the costs incurred by the incumbent contractor in a typical year or allow these costs to be billed under a cost reimburseable CLIN. | No. Government does not have that data. |
RFP, PWS, 1.8.2 & 1.8.3, Equipment Operation Qualifications | 83 | The costs associated with all Drivers in California obtaining and retaining a CDL needs to be priced in the FFP CLINs.. Request the USG provide a listing of the costs incurred by the incumbent contractor in a typical year or allow these costs to be billed under a cost reimburseable CLIN. | No. Government does not have that data. |
PWS 5.16, Travel | 100 | Due to Department of Labor and California State laws, the contractor may be required to compensate TDY employees' base hourly rate at the WD rate for the TDY location. Will USG allow for equitable adjustments to compensate contractor for different rates arising from different WD Schedules at TDY locations? | If the Government directs TDY as stated in the question an Request for an Equitable Adjustment may be considered. |
Attachment 2, Pricing Schedule | N/A | We understand that the California sites experiences higher than normal turn-over of personnel. Request the USG provide the average employee attrition rates over the last 3 years so that all offerrors are bidding to the same requirement. | No. The government does not have this information. |
Attachment 2, Pricing Schedule | N/A | California is a FUTA Credit Reduction state that has experienced significant increases over the normal FUTA payment and has projected more increases for 2017 and possibly further in the future. Request the USG provide its methodology for recouping the successful contractor these yet to be determined increases that are driven by statutory requirements.. | This may be reviewed as an equitable adjustment |
SF 1449, block 8 | 1 | The USG responses to offeror questions will significantly impact offerors' ability to clearly define the pricing requirements on this FFP effort. Request USG to delay submission of proposals by 15 working days from the time they respond to all questions to allow for answers to questions to be assessed, coordinated with teamates and costed? | The response date can be found on FBO.gov and the Soliciation document SF 1449. |
PWS 1.6.6, Type of Contract | 78 | The referenced section of the PWS indicates that this is an "...Indefinite Quantity Indefinite Delivery (IDIQ) ". Request the USG clarify how this IDIQ will be administered. | This IDIQ would be adminstered using task orders issued for services as needed. |
PWS 1.6.6, Attachment 2, Price Schedule; and RFP Section B | Multiple | The PWS defines this contract type as FFP, Section B indicates all CLINs are FFP while Attachment 2 contains Cost Reimbursable CLINs. Request the USG please clarify this apparent inconsistency. | CLINs for travel and materials are a fixed, not to exceed number. REIMBURSABLE-CLINs ARE FIRM FIXED PRICE AT THE PLUG NUMBER STATED IN THE CLIN. THE TOTAL COST FOR REIMBURSABLE-CLINs MAY NOT EXCEED FIRM FIXED PRICE MAXIMUM VALUE OF THE CLIN. ONLY COSTS AUTHORIZED BY THE GOVERNMENT MAY BE INVOICED AGAINST THE CLINS. THE GOVERNMENT WILL NOT PAY FOR ITMES THAT HAVE NOT BEEN USED. |
PWS Para 1.8.4 & 1.8.5 and Sections L & M | 85 & 86 | Request the USG change its PWS requirement so that only the single contract-level PM be subject to the Key Personnel requirements of the referenced section and not the designated lead positions at each location. | One Project Manager Required. PWS 1.8.5.1 has been updated. |
PWS 1.9.7 PPE & CBAs - FHL/Barstow | 88 | The referenced section of the PWS and the CBAs require contractor to provide PPE at no cost to the USG. As PPE is a requirement of the PWS, request the USG consider changing this requirement to allow contractors to bill PPE as a cost reimbursable ODC. | Cost of PPE should be considered part of OH and will not be cost reimbursable. PWS was revised and the line was removed that states provide PPE "at no cost to the government". |
PWS 1.12 Post Award Conference/Periodic Progress Meetings | 90 | The referenced section of the PWS requires contractor to meet this requirement at no additional cost to the USG. As these meetings are a requirement of the PWS, request the USG consider changing this requirement to allow contractors to bill these expenses as a cost reimbursable ODC. | No. |
PWS 5.2.1 Phase-In Plan | 96 | The referenced section of the PWS states that "... the contractor shall prepare to assume full responsibility for all areas outlined in the PWS two (2) days after award." while the Phase-In period is 30 days in duration. Request the USG please clarify the difference between these two milestones. | The contractor shall be ready to start phase-in within 2 days of award. PWS 5.2.1 was updated. |
RFP Section B and Attachment 2, Price Schedule | CLINs X013 and X014 are listed as FFP in the RFP and Cost Reimbursable in the Attachment. Request the USG please clarify this apparent inconsistency. | These CLINs have fixed, not to exceed amounts and all expenses submitted against these CLINs have to be approved by the COR prior to the purchase. THE GOVERNMENT WILL NOT PAY FOR ITEMS THAT HAVE NOT BEEN USED. | |
Attachment 2, Price Schedule | The FICA threshold for 2017 is higher than that mandated by the formula in Column Q. The actual FICA limit is $127,200 per FTE. The current formula prevents offerors from consolidating FTE requirements by Labor Category. Request the USG please provide an updated Price Schedule inclusive of this change. | You may change the Price Schedule as you need; however, any changes need to have a separate explanation for the change. | |
Attachment 2, Price Schedule | The formula in Column Q (FICA) does not accurately represent the FICA buildup when multiple FTEs in the same Job Classification are entered in a row resulting in a cummulative amount for all FTEs in that row that exceeds the FICA threshold. Recommend the USG consider the following change to the formula in Column Q of referenced file.
From: ROUND(IF(P15<118500,P15*0.062,118500*0.062),2)+(ROUND((P15*0.0145),2))
To: ROUND(IF((P15/N15)<127200,P15*0.062,127200*0.062),2)+(ROUND((P15*0.0145),2))
| Request the USG please provide an updated Price Schedule inclusive of this change. | You may change the Price Schedule as you need; however, any changes need to have a separate explanation for the change. | |||
Attachment 2, Price Schedule | Under this FFP, the USG has mandated that offerors use a specific FICA threshold for the entire term of the contract. FICA thresholds have been steadily increasing over the last several years. Request the USG address how it will monitor and make adjustments for changes to this statutory requirement that may impact offerors pricing in the out-years. | You may change the Price Schedule as you need; however, any changes need to have a separate explanation for the change. |
Attachment 2, Price Schedule | State Unemployment Insurance varies by State. The current structure and formulas do not account for this type of calculation. Request the USG allow offerors to modify the costs elements and formulas to conform to their respective accounting practices. | You may change the Price Schedule as you need; however, any changes need to have a separate explanation for the change. |
Attachment 2, Price Schedule | Worker's Compensation Rates vary by job classification and location. The current structure and formulas do not account for this type of calculation. Request the USG allow offerors to modify the costs elements and formulas to conform to their respective accounting practices. | You may change the Price Schedule as you need; however, any changes need to have a separate explanation for the change. |
Attachment 2, Price Schedule | It is not apparent how Offerors will integrate subcontractor pricing without making changes to the formulas in the Price Schedule. Request the USG provide instructions to all Offerors on how to incorporate sub-contractor pricing into ATT 2. Recommend adding a column to track Subcontractor name and then only require # FTEs, salary, hours, Fully Burdened rate and Fully Burdened Costs for subcontractors. | Subcontractor pricing should not be priced out separately. |
Attachment 2, Price Schedule | Does the USG anticipate having sub-contractors submit sealed bids and if so, will the USG provide separate instructions for sub-contractor sealed bids submissions? | No, subcontractors are not to submit their own pricing. That is to be accounted for by the Prime in their price schedule. |
Attachment 2, Price Schedule | As our indirect rate buildup does not align with the USG's cost elements and formulas, trying to map/align our actual cost elements into the current Attachment 2 structure will misrepresent our costs. Request the USG allow offerors to modify the costs elements and formulas to conform to their respective accounting practices. | You may change the Price Schedule as you need; however, any changes need to have a separate explanation for the change. |
Attachment 2, Price Schedule | Due to the fact there are multiple CBAs in effect under this contract, with varying Fringe and H&W requirements, the single column provided in ATT 2 for H&W (Column W) does not allow offerors to map/align/include all of their cost elements. Request the USG allow offerors to modify the costs elements and formulas to conform to their respective accounting practices. | You may change the Price Schedule as you need; however, any changes need to have a separate explanation for the change. |
Attachment 2, Price Schedule | Request clarification on the following conflicting instructions contained in cell A8 of referenced document:
| -- "DO NOT change any of the formulas embedded within these spreadsheets. If formulas must be changed please provide a detailed explanation as to why the formula was changed." Will an offeror's proposal be compliant if the formulas are changed and an explanation is provided? | You may change the Price Schedule as you need; however, any changes need to have a separate explanation for the change. | ||||
Attachment 2, Price Schedule | For the purposes of pricing this proposal, please provide the anticipated Notice to Proceed (NTP) date. | PWS 5.2.1 states Contractor shall be ready to start phase in within 2 days of award. | |
Attachment 2, Price Schedule and CBAs | The latest change to wages and fringe benefits in the referenced CBA is Oct 2017. Please confirm that all offerors are required to propose at or above these wage and fringe benefit levels for the entire period of performance. | Newest CBA is posted with this amendment. Use current CBAs. Should they update during the contract an equitable adjustment can be requested. | |
RFP, Wage Determinations & Attachment 7 | As this RFP is for the California Region and RFP W911SA-17-R-3001 is for the Texas Region, it is unclear why AMSA 14 (Fresno, CA), AMSA 19 (Riverside, CA), ECS 16 (Los Alamitos, CA) and the PBT Support (Mountain View, CA) are not included in this RFP. Request the USG please clarify this apparent inconsistency. | Attachment 7 is correct. Some California locations fall under W911SA-17-R-3001 based on the 63rd DOL's orgainizational structure and mission. | |
Attachment 11 | Please confirm that the time standard units of measure in Att_11 are minutes. | Attachment 11 measurements are in hours. | |
RFP Section B | 3 thru 68 | CLINS #0001 through 4016 do not have their applicable Periods of Performance referenced in their description. Recommend the Government include each CLIN's Period of Performance to enable Offerors to enter their costs correctly. | The Period of Performance for each CLIN is listed in a section called Delivery Information, beginning on Page121. |
RFP Section L & M | 110 & 116 | Section L Subfactor 1e (last bullet) talks about the contractor requirement to provide a detailed explanation of how employees will accomplish their work "...based upon the the estimated support needed specified in Attachment 12." Section M Subfactor 1e (last bullet) talks about the contractor requirement to provide a detailed explanation of how employees will accomplish their work "...based upon the the estimated support needed specified in Attachment 5." The section M reference to Attachment 5 appears to be a typo. Request the Government ensure the Section L and M requirements are the same. | Updated to Attachment 12 in both sections. |
| 68 | PWS Para 4.1 | 95 | This PWS paragraph states that "The contractor shall provide all maintenance personnel individual took kits”. Does the contractor provided tools have to be General Mechanic Tool Kits for all mechanic positions? | The contractor will provide a tool box equivalent to the government issued Mechanics Master Mechanic box for all Inspectors, work leaders, and mechanics.
