63rd RSC - CA Region (2)
| Q&A Template -- 63rd Regional Support Command (RSC) -- CA Region (W911SA-17-R-3000) | ||||
| Question # | RFP Reference | Page | QUESTION | Government Response |
| 1 | 1.5 | Amendment 5 it appears to indicate on Page 5 that the Phase-In period is now 90 Days. CLIN information shows this 90 day phase in in both dates and descriptions. However, PWS 1.5 reads: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years and an option to extend.The phase in period will be the first 30 days of the contract, and the phase out period will be the last 30 days of the contract.Please advise, which is correct? | The phase in is 90 days. | |
| 2 | It appears that ECS-16 Work Load Density was moved from the Attachment 12 associated with the TX Region (W911SA-17-R-3001) to the Attachment 12 for the CA Region (W911SA-17-R-3000). However, the requirement still shows up under CLIN 0013 for the TX Region and is still included on the Attachment 9, Worksite Locations for W911SA-17-R-3001. ECS-16 was not incorporated into any of the CLINS on the CA Region Amendment 0005 nor was it added to the Attachment 9, Worksite Location for W911SA-17-R-3000. Can you please confirm that the effort was moved to the CA Region solicitation and identify the appropriate CLIN? | This will be fixed through an amendment. ECS 16 is associated with W911SA-17-R-3001. | ||
| 3 | The Q&A’s for both solicitations state that subcontractor pricing should not be priced out separately. We intend to include subcontractor pricing within the Attachment 0002 in separate rows from Prime Offeror pricing, indicating in Columns P – Z that as the Prime Contractor we do not have privity to proprietary data and are providing fully burdened costs for subcontractor labor in Columns AA-AC. Will this be acceptable? | That is acceptable, so long as you explain what you are changing within Attachment 2 and why. | ||
| 4 | Wage Determinations | For W911SA-17-R-3000 Could you also provide full Wage Determinations for ECS 170 and ECS 171 locations. The abbreviated WDs provided with the final RFP are associated with the CBAs at Barstow and Fort Hunter Liggett. | Yes, they were provided through an amendment to solicitation W911SA-17-R-3000. | |
| 5 | 4.7 | In solicitation W911SA-17-R-3000, the Government is requiring the contractor to provide a Contractor-owned/Contractor-operated facility. We have identified the current facility in use under the current contract and intend to utilize this facility, providing for the best transition for the Government should we submit the winning proposal. Through our research we learned that in addition to lease costs of this building, the incumbent has purchased Business Property used in conjunction with this facility, on which it is paying Personal Property tax on an assessed value of $156,545 for 2017 (See Parcel 0497-142-27-P000 on the Count of San Bernardino Property Information Management System Internet Site at http://www.sbcounty.gov/assessor/pims/(S(bflvzdkawh2rc5hqzzjvulsg))/PIMSINTERFACE.ASPX). To mitigate an unfair advantage for the incumbent, will the Government identify what this property is so that offerors will be able to address the cost of purchase from the incumbent or replacement should the incumbent chose to remove this property? | No, the government does not have this information. | |
| 6 | Q&A 21: | The Government states that the contractor shall provide all personnel perform field level maintenance individual required tools. Maintenance Contractor will provide mechanic, work-leads, and inspectors with a tool kit equivalent to the Government master mechanic tool kit. To mitigate an unfair advantage for the incumbent, will the Government provide a plug figure that represents the cost of tool kits to be included in all cost proposals? | No. | |
| 7 | Attachment 2 REVISED | Attachment 2: Will the Government provide an example for Column D, Identify PRS Numbers, that aligns with the revised Attachment 3 to clarify what information should be in this column? The examples provided do not seem to coincide with the information in Attachment 3. | Price Schedule updated. Column D should include the corresponding Performance Objective Number from Attachment 3. |
