Question: Should not paragraph C.5.2 be titled Supply and Services vice Central Issue Facility (CIF), with CIF identified as the next indenture of C.5.2.1, CIF, and so on with subsequent paragraphs C.5.2.2, Retail Supply; C.5.2.3, Reserved; C.5.2.4, Laundry and Linen Services; and C.5.2.5, Troop Issue Subsistence Activity Weekend Support? Answer: Paragraphs will not be changed.

93. Reference: Technical Exhibit 1, Performance Work Statement (Draft), C.5.3, Retail Supply

96. Reference: Technical Exhibit 1, Performance Work Statement (Draft), C.5.7.4.2, Air Traffic Control (ATC) Equipment

Issue: No mention was made during the site visit if there is an ATC equipment maintenance shop or facility at the airfield and whether some ATC equipment/components are repaired in the Communications/Electronics (CE) Shop in IMMA, Bldg. 200.

97. Reference: Technical Exhibit 1, Performance Work Statement (Draft), C.5.8, Rail Operations

Issue: Believe paragraph C.5.8 should be titled “Transportation” vice “Rail Operations.” The same rationale cited in Reference 1 applies. Question: Would you please consider realigning the paragraph numbers?

Answer: No.

118. This opportunity is a set-aside for Small Businesses. Because of the complex requirements for this RFP, many qualified small companies will be unable to write a strong proposal by the October 29th deadline. This tight schedule narrows the competitive pool to a select few and strongly favors the incumbent(s). Fort McCoy doesn't benefit from new companies that have new solutions and can provide these services at a lower cost and, in today's fiscal climate, all this is key. Therefore, we suggest that the deadline be extended to November 9th.

Answer: Currently, proposals are due 29 October 2012. If an amendment to extend the due date is needed, that amendment will be posted online at www.fbo.gov.

119. Solicitation L.2.2; Page 147: The page limits in Elements 1 through 4 in Part 2 Mission Capability are listed as 35 Total/ 20 Chart and diagrams and 50 Total/ 30 Chart and diagrams. Are the 20/30 pages for Charts and diagrams in addition to the 35/50 pages for narrative? Also, Section L does not indicate, which charts and diagrams should be contained in these pages. Please clarify.

Answer: Charts and diagrams are to be included in the total page limitations and should not exceed the number of pages designated for charts/diagrams. For example: Part 2 is limited to 35 total pages, within those 35 pages you can have no more than 20 pages of charts and diagrams.

The charts and diagrams to be included are to be decided by the Contractor that is providing a proposal.

120. Solicitation L.3.1.2; Page 148: Section L-3.1.2 states “each part shall begin with an Executive Summary.” Part 2 requires an Executive Summary of “no more than five pages.” This offeror assumes that the summaries required for each part will not be counted towards the page limits for Parts 1, 3, and 4. Is this correct?

Answer: The Executive Summary does not count towards the page limitations for each Part.

121. Attachment #19: Is Attachment #19: RESPONSIBILITY DETERMINATION SURVEY supposed to be submitted with the proposal? If yes, in which part? Will it count against the page limit?

154. We respectfully understands that the Due Date for questions is Oct 26, 2012, there are concerns we think need immediate attention. After reviewing the required due dates and amount of information requested/ verification of resumes, this does not grant non-incumbents adequate time to retrieve all data to verify potential employee experience. Additionally, qualification requirements in the solicitation does not ask for a specific skill level, type training that require proof of classed taken, nor a certain grade point average was achieved.

As you know the Federal Executive Order requires contractors and subcontractors to give “First Right of Refusal” to employees on service contracts with the Federal Government covered by the Service Contract Act of 1965, as amended, 41 U.S.C. 351 et seq., and its implementing regulations. So, in the case where a contractor decides to map a supervisor’s position to an SCA labor category as a staffing strategy to save the federal government money we are required to leave that position open and not offer it to anyone until the incumbent employee refuses the position, thus alleviating the need for a resume. We request that the requirement for key personnel resumes be limited to Project Manager, Quality Control Coordinator, and IMMA Chief.
