SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0002 INFORMATION

The purpose of Amendment 0002 is to :

1. Provide responses to Vendor questions. Refer to section titled “AMENDMENT 0002 Q & A” for the list of Vendor questions and Government responses.

2. Update attachment #3 Price schedule.

Point-of-Contact for this amendment is

Ms. Shannon Wamsley

Telephone: 608-388-2198

Email: shannon.g.wamsley.civ@mail.mil

AMENDMENT 0002 Q & A

1. PWS C.1.1.5 Cost Reimbursable Materials/Travel CLINs – PWS states that no general and administrative expense will be paid in support of these CLINs, but that contradicts the FAR concerning allowability of these costs and it also contradicts our DCAA approved accounting system in which we apply G&A to materials/travel and ODC’s. Please provide rationale as to why G&A is not a valid burden to be applied to travel/ODCs/Material

Answer: See PWS C.4.6 Replenishment of Supplies and Materials. The material/travel ODCs are not billed under these CLINs.

2. Reference: C.1.1 General Scope; Question: Will the TLs be provided? They were not provided in the solicitation documents.

Answer: TLs were uploaded with Amendment 0001

3. Reference: PWS Para C.1.1.3; Question: PWS Para C.1.1.3 states “A Technical Library as listed in C.6.2 is available as reference information.” and that “Throughout contract performance, the contractor shall be required to maintain, update and provide to the Contracting Officer and Contracting Officer’s Representative (COR) electronically any updates to the TL items in the Technical Library no later than the 5th Government Business Day (GBD) of each fiscal year quarter or as outlined in Section C.5 - Functional Areas for Government review and approval.” The non-proprietary information available in these TL items (e.g., Master Calibration List, CIF Stockage Report, Ammunition and Explosives Stockage Report, etc.) augments the Technical Exhibit information regarding the scope of this requirement. It would appear that the incumbent would have a significant advantage over other offerors without privy to that same TL information.

Answer: TLs were uploaded with Amendment 0001

4. Reference: Executive Order (EO) 13495; Question: In accordance with Executive Order (EO) 13495, Non-displacement of Qualified Workers Under Service Contracts, successor contractors/subcontractors provide qualified incumbent workforce the right of first refusal of employment under the new contract in accordance with that EO. In order to most accurately price potential incumbent workforce, request the Government provide the best available, non-proprietary, years of service (YOS) percentages for the incumbent staff (i.e., percent of incumbent staff that qualify for 1-year, 8-year and 15-year WD fringe benefits).

Answer: Obtaining this information would take a long time as at this time there is not a need to know or direct authority to request that type of information per the FAR. However, it is information that will be required to be provided to the awardee at time of phase in.

5. CLIN 0007, 0009, 0015 and option years. A plug value is not provided for the estimated quantity. Can the government provide a plug value so that all proposals can be evaluated equally.

Answer: A plug number was provided for CLIN 007, 0009 and 0015. Please review the solicitation.

6. Section L 4.2.2 - The offeror shall provide documentation to substantiate qualifications. Would the government consider allowing these documents to be outside of the page limitations for Element II or to be provided as an addendum.

Answer: As per the instructions in the solicitation, if the page limits are exceeded, the pages in excess of the limit shall be removed and will not be consider as part of the evaluation.

7. Section L 4.2.2 - Position Specific Qualifications - The offerer shall provide…comprehensive job descriptions for hiring. Are job descriptions required for just the key personnel or for all labor categories proposed?

Answer: Only those stated. L 4.2.2 states, “The offeror shall provide resumes and proposed qualifications of management personnel (Project Manager, Quality Coordinator, Installation Materiel Maintenance Activity Chief, and supervisors), to include a comprehensive job description that will be utilized for hiring.”

8. Based on the size of the response and delivery logistics for a Monday delivery would the government consider an extension of the due date. Request extension to 10/31/2012

Answer: Proposal due date and time was extended in Amendment 0001

9. Reference: Sections 4.2 and 4.4 of the PWS Contractor Furnished Vehicles and Equipment

Discussion: After review of Attachment 3, it does not appears that there is an area where contractor provided ODCs can be included for each CLIN.

Question: Will the government add a section to attachment 3 and a CLIN on the price schedule for contractor provided ODC items?

Answer: ODC’s may be added to Attachment 3 by adding a new “row” to the spreadsheet.

10. Reference: Section C.1.2.3 of the PWS Contract Management

Discussion: After review of attachment 3, there does not appear to be an area where overarching contract management can be included.

Question: Will the government add a section to attachment 3 and a CLIN on the price schedule for overarching contract management?

Answer: No.

11. At the time of award, what are our obligations under the current contractor’s collective bargaining agreements? Will it remain in force or will it be renegotiated at time of award?

Answer: The CBA is negotiated annually.

12. Reference: Solicitation, page 150, L-4.2.2. PART II- TAB 2 shall contain Element 2— Mission Capability: Position Specific Qualifications as described in this section. Position Specific Qualifications: The offeror shall provide resumes and proposed qualifications of management personnel (Project Manager, Quality Coordinator, Installation Materiel Maintenance Activity Chief, and supervisors), to include a comprehensive job description that will be utilized for hiring. The offeror shall provide documentation to substantiate the qualifications claimed in resumes (e.g., graduation certificates, transcripts and other materials to support the qualification requirements stated in the PWS). Specific minimum qualifications follow:

Question: While we understand the need for supporting documentations for special certifications, the requirement for graduation certificates and transcripts is extreme. Most people do not still have such documents. Please consider deleting this requirement.

Answer: No.

13. References: Solicitation, Page 150, L-4.2.2. PART II- TAB 2 … The offeror shall provide resumes and proposed qualifications of management personnel (Project Manager, Quality Coordinator, Installation Materiel Maintenance Activity Chief, and supervisors), to include a comprehensive job description that will be utilized for hiring AND Solicitation, Page 151, L-4.2.3. PART II – TAB 3 … The plan shall include, at a minimum … Identification of key positions, qualifications of the positions, and what authority the individuals possess.

Question: The requirement for qualifications of personnel in both TAB 2 and TAB 3 is redundant. Suggest this requirement be limited to Tab 2 only.

Answer: Two different requirements for two different purposes.

14. Reference: Solicitation, Page 147, L-2.2., Page Limitations Table, Tab 2, Element 2 - Position Specific Qualifications - 35 Total/ 20 Chart and diagrams.

Question: 35 pages is not enough for resumes, full position descriptions, and copies of all of the certificates required in L-4.2.2. PART II- TAB 2. Suggest stating that copies of certifications do not count toward the page limitation, and also deleting the requirement for graduation certificates and transcripts as requested above.

Answer: As per the instructions in the solicitation, if the page limits are exceeded, the pages in excess of the limit shall be removed and will not be consider as part of the evaluation. Information should be contained within the page limits.

15. Reference: Solicitation, Page 136, SCA Wage Determination

Question: Please clarify what SCA Wage determinations offerors are to propose for CLIN X0013 located in Bloomington Minnesota.

Answer: The Wage Determination for Bloomington, MN (Hennepin County) was included in Amendment 0001.

16. Reference: C.5.7.17, Central Vehicle Wash Facility (CVWF)

Question: Please clarify if contractor is responsible to have an on-site attendant during normal operation hours?

Answer: Yes.

17. Reference: RFP Page 9; Paragraph 34

Question: Paragraph 34 includes Attachment 19: Responsibility Determination Survey, but this document is not mentioned anywhere else within the RFP. In which volume is this document to be included?

Answer: Volume 1 - General

18. Reference: RFP Page 151 of 163 L-4.2.3 Part II – TAB 3

Discussion: Management Plan requirement: “A Description of processes based on ISO Standards”

Question: Please clarify. Does the Government desire descriptions of our current ISO management processes? Does the Government seek examples of ISO Management Processes?

Answer: The Government desires a description of solicitation specific processes based on ISO standards.

19. Reference: C.1.4.6.1; Facility Security Officer

Discussion: In accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual, the contractor shall appoint an individual to serve as the Facility Security Officer who is required to possess a security clearance as part of the Facility (Security) Clearance (FCL). The Facility Security Officer shall supervise and direct security measures for the application of Government-furnished guidance and specifications for classification, downgrading, upgrading, safeguarding of classified information as well as processing security clearance investigation packets and investigations for computer network access for contract personnel. The name of the person proposed to be authorized to perform this task shall be submitted in writing to the Contracting Officer no later than 5 days after the phase-in start date, no later than 1 GBD after appointment, and no less than 30 calendar days prior to any proposed change.

Question: There is some confusion with the above in that, according to DoD 5220.22-M, a Facility Security Officer (FSO) is cleared “as part of the Facility Clearance Level (FCL)” and it does not appear that this contract requires its own FCL. This company has an FSO at the corporate level with an FCL of Top Secret. This FSO and FCL works across multiple contracts. In reading the above, it appears that you are tasking our FSO with direct charge type work for this contract. Is this your intent or would it be more appropriate to replace the above section with Program Security Officer who could be a collateral employee?

Answer: It is the contractor’s responsibility to determine staffing and ensure that training, experience, and individual capabilities meet requirements.

20. Reference: Attachment 3 Pricing Schedule

Discussion: Column F is configured to automatically apply a date, as opposed to accepting Org Chart Position Numbers.

Question: Will the Government authorize offerors to modify Attachment 3, or issue a revised Attachment 3 that corrects the formatting error?

Answer: Attachment 3 Pricing Schedule has been updated and included in Amendment 0002.

21. Reference: Attachment 3 Pricing Schedule

Discussion: The current format of Attachment 3 does not incorporate several of the areas of performance contained within the PWS. The worksheet completion directions indicates: “DO NOT change any of the formulas embedded within these spreadsheets. If formulas must be changed please provide a detailed explanation as to why the formula was changed.” In addition, if added, they will not align with the Schedule B CLIN structure.

Question: Will the Government issue a revised Attachment 3 to incorporate all PWS requirements?

Answer: Contractor did not provide a list of which parts of the PWS were not incorporated into Attachment 3. As stated, if formulas must be changed please provide a detailed explanation as to why the formula was changed.

22. Reference: Attachment 3 Pricing Schedule

Discussion: The TAB for Option Period 1 and 2 do not align with PWS requirements or the requirements contained within the Base Period.

Question: Will the Government revise Attachment 3 to incorporate all PWS requirements to include both option periods?

Answer: Attachment 3 Pricing Schedule has been updated and included in Amendment 0002.

23. Reference: PWS C.5.9.2.3 Taxi Service

Discussion: The workload indicates that 604 round trips are completed annually; however, a taxi is not identified on the GFE list.

Question: Is it safe to assume, this requirement is performed with one of the VANS or a vehicle from the U-Drive it Fleet? Will the Government provide further clarification on the Taxi service, response requirements and type vehicle to be used?

Answer: Yes.

24. Reference: PWS C.5.9.5, U-Drive it Fleet

Discussion: The solicitation does not provide the size, description or difference between the NTV fleet and the U-Drive it Fleet.

Question: Will the Government provide the size, description and differences between dispatching, maintaining and operating the NTV Fleet vs. U-Drive it fleet?

Answer: See TL 5.9-1 Non-Tactical Vehicle Fleet.

25. Reference: PWS C.5.9.5, U-Drive it Fleet

Discussion: Request clarification on the Fort McCoy, Vehicle dispatch and NTV/U-Drive it Fleet operational procedures.

Question: Will the Government provide a copy of the Installation TMP SOP? Does the Government authorize and or recommend monthly dispatches on GSA/NTV/U-Drive it fleet vehicles?

Answer: No. No.

26. Reference: Attachment 22 TISB CBA & Attachment 23 TMP CBA

Question: Please clarify which specific PWS Line Items are covered by the respective CBAs.

Answer: Refer to CBA for TMP CBA coverage.

27. Reference: Solicitation, Page 147, L-2.1., 2. PART II - MISSION CAPABILITY proposal addressing technical requirements required by the PWS and the elements listed below. Shall not contain the Offeror's name or any markings that would readily reveal the Offeror's name, subcontractor’s name, joint ventures or teaming agreement. This part shall be marked with the Offeror's DUNS number.

Question: It is very difficult to not reveal who we are in plans that are meant to be contract-ready. For example, when discussing our team’s strengths, current contracts, and phase-in team leaders, it will be only too obvious to the Government who we are. Highly recommend that this requirement for anonymity be removed from the solicitation.

Answer: Information should be kept as anonymous as possible. The requirement for anonymity will not be removed.

28. Reference: Solicitation Attachment 3 - Price Schedule.

Concerns:

· Accounting Practices – We understand the Government’s desire to standardize proposal inputs; however, not all companies adhere to the same disclosed accounting practices. The indirect burdens buildup included in Attachment 3 is not IAW with that of many companies, including ours.

· Mathematical – The spreadsheet includes formulas that either double count figures, miss amounts, or combine dollars and hours.

· Contractual – The spreadsheet contains incorrect Periods of Performance

· Cosmetic Items – The spreadsheet contains incorrect/missing titles or instructional references.

Answer: Instructions are provided on the Tab labeled “Directions”. Attachment 3 Pricing Schedule has been updated and included in Amendment 0002.

29. Reference: Attachment_26_TL1.2-2__Actual_Woirkload_Report.xlsx

Question: This document contains “0” values for workload and therefore offers no assistance in developing a staffing estimate. Please provide values.

Answer: See paragraph C.1.2.8.3.1 Workload Reporting.

30. Reference: PWS C.5.7.17 Central Vehicle Wash Facility (CVWF)

Question: Is the CVWF required to be manned while it is open?

Answer: Yes.

31. Reference: PWS C 1.1.7

Question: The PACT tool is incompatible with the provided bid schedule. If no alternative format or process can be considered for wage determination adjustments (answer to question 172), then are you stating that no wage determination adjustments will be processed on this contract?

Answer: As stated in the PWS, The contractor shall utilize the Contractor Submission Format of the Price Adjustment Calculation Tool (PACT) available at the Wage Determinations OnLine.gov website to prepare the adjustment request.

32. Reference: Attachment 3 – Price Schedule and Government response to Question 116

Question: The Government provided “Attachment 3 – Price Schedule.xlsx” contains several mistakes. The attached file entitled “Attachment 3 – Price Schedule with comments.xlsx” provides color coded notes on each of the four worksheets in that workbook with an explanation of the identified mistake. In accordance with L-1.4 and the Government’s response to Question 116, request the Government review and publically post an amended “Attachment 3 – Price Schedule.xlsx” for offerors to use in responding to this requirement.

Answer: Attachment 3 Pricing Schedule has been updated and included in Amendment 0002.

33. Reference: Amendment 0001 Q&As

Question: In AMENDMENT 0001 the Government used the phrase Mission Dependent 29 times to indicate the IDIQ nature of the DOL contract work load. Is the contractor to assume that as the mission changes – either in a positive or negative way – a contract modification will be made to account for the cost variation necessitated by those changes; and, if so, what are the triggers that the Government will use to implement those modifications?

Answer: DOL comment: Government triggers are mission dependent. Any contractor request for price adjustment shall include changes documented (and Government-verified) on TL1.2-2 Actual Workload Report, both increases and decreases.

34. Reference: PWS C.5.7.16 Cannibalization Point Operations

Questions: Can you please provide the required hours of operation for the Cannibalization Point? Is the contractor required to staff the Cannibalization Point at all times during the required hours of operation? Is the contractor required to provide Cannibalization Point services by appointment only?

Answer: See PWS C.5.7.1 General.

35. ATTACHMENT 3: PRICING SCHEDULE - DIRECTORATE OF LOGISTICS BASE OPERATIONS SUPPORT SERVICES - BASE PERIOD

Please clarify: Row 287 “TOTAL BASE PERIOD” is missing Row 209 “TOTAL CLIN 0012 FREIGHT” data in its summary formula. When will a corrected Attachment 3 be provided for completion by the prime? Since Attachment 3 must be provided to the subcontractor in order to request and receive subcontractor fixed rate input, should the necessary correction be made on the existing Attachment 3 to enable timely responses?

36. ATTACHMENT 3: PRICING SCHEDULE - DIRECTORATE OF LOGISTICS BASE OPERATIONS SUPPORT SERVICES - BASE PERIOD

Several clarifications were provided in Amendment 1, but bidders were directed to “Let the Contracting Office know of the mistake so that it can be corrected and posted for the public.” When will a corrected Attachment 3 be provided for completion by the prime predicated on the clarifications provided in Amendment 1? Since Attachment 3 must be provided to the subcontractor in order to request and receive subcontractor fixed rate input, should the necessary corrections be made on the existing Attachment 3 to enable timely responses?

37. ATTACHMENT 3: PRICING SCHEDULE - DIRECTORATE OF LOGISTICS BASE OPERATIONS SUPPORT SERVICES - BASE PERIOD

Pricing Schedule Total Hours in column O are calculated using annual hours (2087). Please clarify this quantity of hours for calculation of FTE vice Cost Accounting Standard 2080 annual hours?

Answer: Cost Accounting Standard is 2080. Attachment 3 Pricing Schedule has been updated and included in Amendment 0002.

38. ATTACHMENT 3: PRICING SCHEDULE - DIRECTORATE OF LOGISTICS BASE OPERATIONS SUPPORT SERVICES - BASE PERIOD

Pricing Schedule Total Hours in column O are calculated using annual hours (2087). Please clarify why these FTE performance hours are not reduced for Vacation, Holiday, and Sick?

Answer: Sick pay is fringe benefits. Holiday and vacation are taken into consideration in the productive man hours.

39. Please clarify: since no college or specific certification qualifications are identified is providing supporting documents required only if the offeror chooses to include college and / or specific certifications within the resumes?

Reference: RFP Page 150; Paragraph L-4.2.2 states that “The offeror shall provide documentation to substantiate the qualifications claimed in resumes (e.g., graduation certificates, transcripts and other materials to support the qualification requirement stated in the PWS).”

However, in the “Specific minimum qualifications” that follow for (Project Manager, Quality Coordinator, Installation Materiel Maintenance Activity Chief, and supervisors) no qualification requirement for College or Specific Certification is identified.

Answer: Yes.

40. Is the inclusion of the three required ATTACHMENT 18 Past Performance Survey in addition to the three page “NARRATIVE” identified in question 184?

Answer: No

41. Is an Attachment #19: Responsibility Determination Survey required in PART I – GENERAL for the Prime only, or the Prime and all Subcontractors?

Answer: Prime Contractor

42. Reference: RFP Page 20 & 22 Schedule for Supply and Services

Discussion: CLIN 0006AE and CLIN 0008AB require the Contractor to provide estimated hours. The workload indicators provide the number of maintenance requests for each major group, but do not indicate type of maintenance performed.

Question: Will the Government provide a NTE number of hours for each of these CLINs or provide a more detailed list of the type of maintenance performed on each request for each major Group?

Answer: No.

43. Reference: Reference Amendment 1, Question 153

Discussion: The answer to question 153 provided with Amendment 1 implies that the TISB CBA is not applicable.

Question: Can the government confirm that this CBA should be removed from the solicitation?

Answer: Yes.

44. Reference: Reference Attachment 3, Price Schedule

Discussion: The total line for CLIN X008 sums all lines for CLIN X008AA and X008AB inclusive of the subtotal for CLIN X008AA. This results for the total of CLINX008AA to be doubled.

Question: Will the government revise this formula to add only the subtotals for CLIN X008AA and X008AB for all contract years?

Answer: Pricing Schedule has been updated and included in Amendment 0002.

45. Reference: Reference Attachment 3, Price Schedule

Discussion: The totaling for the base period, option period 1 and option period 2 (pink rows) do not include the subtotal for CLIN X012 Freight.

Question: Will the government revise this formula to include CLIN X012 in the annual total for each contract period?

Answer: Pricing Schedule has been updated and included in Amendment 0002.

46. Reference: Section L

Question: Except for the spine and binder cover, should the company name to be removed from all proposal content in Part I, II, III, and IV or only Part II Mission Capability?

Answer: Part II shall not have any contractor, subcontractor, joint ventures or teaming agreements or pricing information included.
