Typical Certifications, Licensing, and Technical Skills
CERTIFICATIONS
Boiler Opacity Monitoring Personnel performing opacity observations shall be certified to use Environmental Protection Agency (EPA) Reference Test Method 9: Visual Determination of Opacity of Emissions from Stationary Sources.
Heating, Ventilation, and Air Conditioning (HVAC) Individuals handling, using, and reclaiming refrigerants shall possess an EPA certification IAW
40 CFR 82.161.
Asbestos Activities, Removal, and Disposal Individuals working around asbestos containing material, and those supervising or handling removal and disposal of asbestos, shall be trained and certified IAW State of Utah.
Water/Wastewater and Industrial Treatment Individual operating the water/waste water and industrial treatment facilities shall possess a Facility Operators Certificate IAW Article 9 of Title 25, CRS – Utah Department of Public Health and Environment Regulation No. 100
Corrosion Control Individuals working as Corrosion Technicians working on cathodic protection systems shall be accredited by the National Association of Corrosion Engineers (NACE) at a minimum rating of “Corrosion Technician”.
LICENSING
Boiler Operator Individuals performing operations and supervision of repair, maintenance, modification, and installation of heated pressure vessels shall be qualified Boiler Operators possessing and maintaining a current Operating Engineer NIULPE Fourth Class Engineer license. Supervisors shall possess and maintain an Operating Engineer NIULPE second Class Engineer license.
Heavy Vehicles or Mobile Equipment Individuals operating mobile equipment or heavy vehicles shall possess and maintain a valid Utah State Commercial Driver’s License (Class A, Class B, and HAZMAT) IAW
Electrician Individuals performing maintenance or new electrical work in the state of Utah are required by the Utah State Department of Labor and Industries and be a minimum of Journeyman level.
When new electrical work is performed under the general Contractor, they must have: (1) An electrical Contractor license; (2) A person in his employment that has an administrator’s certificate who is a supervisory employee or an employee performing the duties of a supervisor or a partner in the firm or a member of the board of the corporation. A journeyman electrician with proper licensing can also hold the administration card but must be performing the duties of a supervisor or be a partner in the firm or a member of the corporation.
TECHNICAL SKILLS
All Contractor personnel shall be fully qualified to perform the work in which they are assigned under this Contract. Selected technical skills are listed below:
Instructors Individuals leading training sessions detailed in this Contract shall be qualified to teach scheduled courses. Instructors shall have a demonstrated technical knowledge of the subject matter being taught.
Lead Based Paint (LBP) Requirements Individuals conducting inspection, performing risk assessment, designing projects, supervising workers, or performing abatement and disposal of LBP materials shall be trained as mandated by the Toxics Substances Control Act, Section 402 and certified IAW 40 CFR Part 745 subpart L.
Work activities are covered by OSHA standards 29 CFR Part 1926.62, and 1910.1025.
Hazardous Material (HM) and Hazardous Waste (HW) Handlers Individuals managing, packaging, labeling, or handling HW at accumulation points; who load, unload, or handle hazardous materials; reconditions, repairs, modifies, marks, or otherwise represents containers, drums, or packaging as qualified for use in the transportation of hazardous materials; prepares hazardous materials for transportation; is responsible for safety of transporting hazardous materials; or operates a vehicle used to transport hazardous materials shall be certified IAW 40 CFR 262.34(a)(4) and 265.16, 49 CFR 172.700.
Hazardous Substance Spill Responders (Technician Level) Individuals who respond to hazardous substance spills within the Contractor’s area, shall have a minimum of 80 hours initial and eight hours annual HAZWOPER spill response technician level training IAW 29 CFR 1910.120.1200.
WEED CONTROL
License as “Commercial Applicator” by the Utah Department of Agriculture. All contractor personnel applying herbicides on Dugway Proving Ground must hold current Utah licenses as “Certified Operators” for Turf Pest Control (Utah category 206) and Ornamental Pest Control (Utah category 207). Forest Pest Control (Utah category 106), Industrial & Right- of- Way Weed Control (Utah category 109). One “Qualified Supervisor” is required on the Contract to oversee the “Certified Operators”.
MISCELLANEOUS
Locksmith Individual managing, keying, or performing other locksmith duties shall possess appropriate bonding equal to the responsibility of Dugway Proving Ground property or other state, local or manufacturers’ requirements.
Traffic Control Individuals controlling traffic shall do so IAW Utah State Manual on Uniform Traffic Control Devices.
Reclaimed Water Training
Individuals involved in the operation, maintenance and repair of the reclaimed water system must have initial and annual refresher training on reclaimed water hazards. Training will be a slide deck provided by the Government. The Contractor shall ensure affected employees review and understand the information and provide copies of attendance to the Government.
