13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. | guidance: SECURITY GUIDIANCE: This is a service type contract with all services to be performed at Dugway Proving Ground, Dugway |
UT. The contractor will not require classified storage capabilities at the home office or at Dugway Proving Ground. The positions requiring access to classified information, as can be determined at this time, are Program Manager, Security Officer, Alternate Program Manager, Locksmith and Alarm Maintenance technician and their supervisors. The Program Manager, Alternate Program Manager and Security Officer may attend briefings and meetings at which classifieds projects or programs are discussed. The Locksmith duties will include changing combinations on and repairing containers authorized to store classified information. The Alarm Maintenance Technician maintains and repairs classified government alarm systems. As general guidance, the following information is provided:
a) Data, plans and reports supplied to the contractor will range in classification from Unclassified to Secret.
b) Contractor shall determine who shall have clearances and at what level.
c) The Contractor will be furnished appropriate regulations and classification guides and Contracting Officer's Representative (COR) will provide guidance concerning unusual classification problems on an individual task assignment as they develop.
d) All Secret and Confidential information generated under this contract will be transmitted outside the facility in compliance with chapter 5, section 4, of the National Industries Security Program Manual (NISPOM).
e) Information generated during the performance of the contract or information extracted from documents furnished , the contractor will not release to any other source, agency, or contractor without the written permission of the user agency.
f) Contractor employees must take the directed Government OPSEC training as required by the installation OPSEC Officer or any other training so directed by a higher Army Headquarters.
