Section L, (3) Proposal Content, (b)

Volume II - Cost, (I) Cost Narrative

Section, (d) (p. 42)

Would the Government clarify if subcontractors are required to submit cost packages to the same level of detail as the prime either through a sealed package directly to the

Government or through the prime contractor?

Subcontractor pricing should be the same level of detail as prime contractors.

Section L, Volume II - Cost, Cost/Price

Proposal Section, (a)

(p.43)

Is "Exercise Costs" pricing to include supplemental labor above Program

Management/Sustainment and Training only? Or, should offerors include the hours and cost of full-time staff during their deployment in support of exercises in "Exercise

Costs"?

If Full Time Personnel costs are captured elsewhere, offeror should not duplicate their costs in support of exercises. If there are costs above the Program Management/Sustainment costs that relate to an exercise, those should be captured.

The Sample MCTP Exercises are included in TE 7B as a part of the base requirement, therefore, they are already included in the CPFF CLIN prices. Will the Government please confirm that it does not intend to count the price of the Sample MCTP Exercises twice within the Total Evaluated Price?

The Government has revised Factor 6 in Section M to read: "The Government will evaluate the Offerors’ Cost/Price for the Sample MCTP Exercise as noted above. When conducting the best value trade-off analysis and awarding the contract, the Government’s analysis will be based on Offerors’ total evaluated price which is an aggregation of the following: most probable cost for all phase-in, base period and option Cost-Plus-Fixed-Fee CLINs and all

Cost and Firm, Fixed-Price CLINs for all performance periods."

Section M, (c) Evaluation Criteria, (8)

Cost/Price (p. 55)

Will the Government please clarify what is included in the Total Evaluated Price? See response to Question 3.

Section L, Volume II - Cost, Cost/Price

Proposal Section, (a)

(p.43)

Would the Government provide a template for the Cost/Price Proposal Section for consistency in evaluating cost/price submissions?

FAR 15-2 as reference in the RFP provides cost submission formatting.

RFP 3(e)(5) - Attachment 5 Per Attachment 5, item number 7, Offerors are required to include a copy of any cure notices, show cause letters or contract discrepancy reports received on each contract listed and a description of any corrective action by the offeror or proposed subcontractor.

Recommend the Government claify requirement to exclude cure notices, show cause letters or contract discrepancy reports from the past performance volume page count as these items are primary source data requested by the Government rather than narrative written by the Offeror.

The page limit for the past performance volume is unchanged.

RFP (b) Volume II – Cost, III(a)

Amendment 1 TE-41

Please confirm that Offerors may alter columns in the template to accomodate Offerors standard estimating and accounting system requirements as long as the intent of the template (reg labor, OT labor, travel, shipping, ODCs, etc. for Prime and each

Subcontractor) is preserved.

Offerors may adjust the template as fit for their accounting of costs. Alteration shall not prohibit the Government from being unable to determine the sample exercises costs during evaluation.

SOLICITATION: W911S0-16-R-0007, Mission Command Training Program

Industry Questions & Answers - Amendment 0003

RFP (b) Volume II – Cost, III(a)

Amendment 1 TE-41

It is unclear what is to be included in each "Sub Contractor" column (columns T through Z).

Under "Sub Contractor" Columns:

1. What is "AMB/SME" Labor and Travel (Columns T and U)?

2. What is OT and Travel (Columns V and W)?

3. What is "Other" "Labor Cost" Reg, OT, and Travel?

Under "Sub Contractor" Columns:

1. What is "AMB/SME" Labor and Travel (Columns T and U)? AMBE/SME , Is an

Ambassodor//Subject Matter expert,,This is an example template to use to place all of your subcontracting cost for the exercise or event. This shall include travel labor and overtime etc. Offeres may adjust the template to ensure all cost are reflected for the exercise and or event.

2. What is OT and Travel (Columns V and W)? Again, this is an example template that you can adjust but keep in mind that all cost need to be reflected i.e. Overtime,,regular hours associated with the exercise and or event.

3. What is "Other" "Labor Cost" Reg, OT, and Travel? Again, this is a template that the offer can use you . This can be omitted if not needed for your proposal.

RFP (b) Volume II – Cost, III(a)

Amendment 1 TE-41

In order to ensure Offeror's understand the intent of each column in the Template and poplutate data consistently, please provide an instruction TAB within the Excel workbook to include definiations of each field.

Instructions for TE-41 are located within the RFP. As stated in the response to Question 7, this is a template and can be adjusted.

TE-40

TE-7B

TE-13

The Government designed the solicitation around the incumbent’s current staffing profile and ODC throughput, wherein only the incumbent is privy to all staffing and cost drivers by exercise. While the Government provided some insight into the total headcount with TE-39, it is not broken out by exercise. While TE-40, TE-7B, and TE-

13 provide some specifics regarding individual exercises, some important details known by the incumbent, are excluded. We lack visibility of people requirements for

ASCC and BWFX. TE-40 provided a planning template for WFX, BWFX, LW

(ASCC) and VR (ASCC) exercises, however, there are no planning calendars for TS

(ASCC), LF (ACSS), UFB (ASCC), AC (ACSS), JR (ACSS) and SJ (ASCC) exercises. The information provided on TE-7B that relates to the ASCC exercises does not provide setup, deployment and exercise days. The detailed calendar provided in TE-

7B only reflects total days and does not provide the required information to build a competitive price. Given it is standard process within the Army for training contract procurements of similar complexity (ex. JRTC, JBLM, KBSC) to allow 60 days between release of RFP and submission of proposals, and in support of a fair and competitive acquisition, please provide a 2-4 week extension to the Nov 16th due date.

Additionally, please provide detailed planning calendars for all ASCC exercises.

The proposal due date is extended to 21 November 2016.

11 3(b)(6)(II)

Offerors must provide bottoms-up pricing for Sample exercises. The incumbent contractor can base all travel, relocation, and shipping on historical data. Each non-incumbent must schedule out all such “ODCs’ and get individual quotes to support each element. Given the 33 day turn for submitting proposals, it unlikely Offeror’s other than the incumbent could estimate and submit a competitive and supportable proposal because they are not afforded the time to develop and cost ODCs. To allow adequate time for all Offerors to address this requirement, please provide a 2-4 week extension to the Nov 16th due date.

The proposal due date is extended to 21 November 2016.

Amendment 1, Q&A The requests previously submitted by Offerors (AMD1–Q&A #10, #14, #55, #76, #79) for information or relief regarding data known by the incumbent, creates a submission due date so restrictive that only the incumbent can adequately address the requirements completely and cost effectively. The items and information requested are reasonably necessary for all Offerors to fairly compete for the MCTP effort (NTEs or addtional information regarding Sample Exercise ODCs such as travel and shipping or NTEs for these amounts; addtional exercise timeline specifics; exclusion of transition costs from the evaluated total price; post-exercise technical AARs), especially with regards to the missing exercise specific information previously requested in AMD1. Request: To avoid even the perception of unfair advantage for the incumbent contractor, please consider providing the previously requested data and/or solicition updates.

1. The Government has revised its answers to Amendment 0001 Questions 10 and 55 which requested Not-to-Exceed (NTE) amounts for Travel and Shipping for the Sample

MCTP Exercises. The average NTE amounts are provided below for reference. Offerors are cautioned that they still must propose their actual estimates for these CLINS for the

Sample MCTP Exercises.

WFX:

Travel: $1,800,000

Shipping: $708,000

BWFX:

Travel: $200,000

Shipping: $15,000

2. The Government will not revise its answer to Amendment 0001 Question 14 which asked the Government not to eliminate transition (i.e., phase-in) costs from the evaluation process.

The costs associated with the 3 month phase-in are expected to be relatively minor in a contract with a five year period of performance. The costs associated with the phase-in must be considered in order for the Government to conduct a reasonable trade-off analysis of any "innovative phase-in" approaches that mitigate risk and eliminate or minimize disruptions to the mission.

3. Amendment 0001 Question 76. TE 39 provides sample staffing for a Warfighter

Exercises. TE 44 provides a sample contractor staffing for a BWFX.

4. Amendment 0001 Question 79. The Government has created TE-42 to provide draft annotated timelines for LW (ASCC) and VR (ASCC) exercises.

Amendment 2, Q&A #2 AMD2-Q&A#2 states, “Offerors are to provide staffing (manning) by labor category and personnel count at exercise-level of detail for all exercises through the entire period of performance including all option years.” This answer does not merely clarify the question, but adds the requirement for another level of complexity within Offerors proposal response (personnel detail for all exercises versus those defined in the

Sample Exercises). While the incumbent has historical detail to easily meet this requirement, other Offerors must revisit staffing by labor category and personnel count at exercise-level of detail for all exercises per year. To allow adequate time for all

Offerors to address this requirement, please provide a 2-4 week extension to the Nov

16th due date.

The proposal due date is extended to 21 November 2016.

Amendment 2, Q&A #4 AMD2-Q&A #4 states, “The government wants a detailed plan that reflects all milestones, conferences, meetings and deliverables for every exercise/MCTP activity.”

This answer does not merely clarify the question, but adds the requirement for another level of complexity within Offerors proposal response which may adequately addressed in the time frame given only by the incumbent. To allow adequate time for all Offerors to address this requirement, please provide a 2-4 week extension to the Nov 16th due date.

The proposal due date is extended to 21 November 2016.

Section L.C. Proposal Instructions Page 4 Printing shall be easily readable (12-pitch type or 10 point proportional spacing.) Cross-references should be utilized to preclude unnecessary duplication of data between sections.

Is Times New Roman 10 point font acceptable for this requirement?

Proposals shall be in accordance with Section L font requirements.

Instructions to Offerors (e) Volume IV.

Past Performance Consent Letters

Page

Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past performance information so the offeror can respond to such information. A sample consent letter is attached as Attachment 1).

Can the consent letters be excluded from the page count?

In accordance with Section L the Past Performance Volume is 25 pages (not including Past

Performance Questionnaires & Client Authorization Letters).

17 Section L, page 10 (4) Sample MCTP

Exercises

Offerors shall provide their proposed staffing estimates for the sample MCTP

Warfighter (WFX) and Brigade Warfighter (BWFX) exercises based on TE 7B (PDF page 12) TE-39 provides sample exercise manning templates…..

In order to provide a comprehensive exercise manning document for each exercise that follows the TE-39 template, we request that the completed manning document using the TE-39 template that is evaluated be included outside of page count limitations.

The page count will not be changed.

Amendment 0001

Section L, Volume II-Cost, Cost/Price

Narrative Section, (e) (i)

The offeror shall provide the information to cover all areas of the PWS. In order to evaluate completeness, all PWS paragraphs shall be annotated/addressed. If multiple

PWS paragraphs are being performed by cross-utilized employees and the employees are being priced under just one of the PWS paragraphs, ensure that the non-priced PWS paragraphs are identified by simply cross-referencing the priced PWS paragraph.

Question: Would the Government confirm that this requirement is only required of the prime and not of subcontractors?

This is only required of the prime contractor.

Prime contractors and their subcontractors should annotate when all employees are cross-utilized. This will enable the Government to ensure the cost proposal and work breakdown structure in the technical proposal are consistent.

RFP Section L, 52.216-1 Type of

Contract

The Government contemplates award of a Cost-Plus-Fixed-Fee (CPFF) contract resulting from this solicitation.

Question: Request confirmation that the Government intends to award a Cost-Plus-

Fixed-Fee Completion type contract resulting from this solicitation.

The Government will be awarding a Cost Plus Fixed Fee Completion contract.

The following questions are from previous Amendment submissions; however, the Government has provided additional information in response to these questions.

Volume V – Small Business

Participation Proposal and FAR flow down 52.219-9

Volume 5 and FAR 52.219-9 requirements

Question: Please confirm that Large offerors are to include Small Business

Subcontracting Plans in Volume 5.

In accordance with Sections L & M all offerors are required to submit a Small Business

Participation Proposal.

Offerors are not required to submit their Small Business Subcontracting Plans with their initial proposals. Once the Government has identified an apparently successful offeror, the

Government will direct that Offer to submit that plan.

Attachment 1 Performance Work

Statement, paragraph 1.6.11.2, Operations Group (OPSGRP) Team

Chiefs

Referenced PWS paragraph requires that Team Chiefs be former field grade officers.

Question: At what level of warrant officer does the Government consider a field grade officer (CW4 or CW5)?

Please reference the requirements in the performance work statement. Operations Group

(OPSGRP) Team Chiefs.

The requirements do not reference (CW4 or CW5) for Team Chiefs. CW4 and CW5 are not considered Field Grade Officers.

1.6.8 Special Qualifications / pg 31 vs

5.4.1.2/pg 73

See

Source

Question: Can the government clarify if the number and specified qualifications are recommended or required in 5.4.1.2? If required, why are the requirements/qualifications not listed in 1.6.8 Special Qualifications?

Para 1.6.8 is special qualifications for specific positions. Para 5.4.1.2 lays out required special qualifications to the role player support. The government decided to seprerate these requirements to allow more of an explanation of the role player requirement and how detailed the support wil be to the exercise as a whole.

1.6.8 Special Qualifications / pg 31 vs

5.4.1.2/pg 73

See

Source

Question: Due to the specific nature of the qualifications would the government accept an equivalent qualifier ILO MEL4?

Please refer to the requirements set fourth in the performance work statement to reference the special qualifications.

TE-34 CIO IAT Level per DoD

8570.01-M N/A

Question: Was the last column of the spreadsheet intentionally omitted? Will the

Government accept quantities that are different than those exhibited in TE 34 as compliant?

TE#34 was not cut off or omitted.

The Government requires the quantities that are listed in TE-34.

Amendment 0002

3 PWS, 1.2.8 9

1.2.8.2: POD only supports WFXs.

1.2.8.3: EXCON only supports WFXs

1.2.8.4: WCOPFOR only supports WFXs.

1.2.8.5: OSCD supports WFXs, BWFXs, ASCC and JTF Enabled exercises.

Question: Can the government provide the same level of detail to add clarity of the level of support for SDD to other teams and exercises (who does SDD support)?

From the PWS, SDD is responsible for this : The Scenario Design Division (SDD): is responsible for producing an operational environment (OE) for MCTP exercises that achieves desired unit training objectives while fielding a challenging opposing force

(OPFOR) consistent with Hybrid Threat OPFOR doctrine as described in the TC 7-100 series. Scenario design also controls the irregular threat forces and role-players during the exercise. Additionally, SDD coordinates and integrates the Unified Action Partner

(Interagency, Intergovernmental, Multinational, Cyber Electromagnetic Activities (CEMA), Civil Affairs and Information Operations) support to the exercise to meet operational training guidance and training objectives.

SDD supports the WFX and also supports the BWFX.

RFP Section M, Factor 2, Element 1, Scheduling and

Planning

The Government will evaluate the extent to which the Offeror’s proposed fiscal year plan thoroughly and completely details and synopsizes milestones, conferences, meetings and deliverables in a manner likely to result in successful performance of this requirement.

Question: We are asking for clarification of the terms “thoroughly and completely details” in conjunction with the word “synopsizes”.

Does the Government want a synopsis of the major exercise milestones, conferences, meetings and deliverables or do you want a detailed plan that reflects all milestones, conferences, meetings and deliverables for every exercise/MCTP activity?

The government wants a detailed plan that reflects all milestones, conferences, meetings and deliverables for every exercise/MCTP activity.

Factor 2, Element 1 has been edited to state "that thoroughly and completely synopisizes."

File details come from the government source that posted it. Updated .
