THE MISSION COMMAND TRAINING PROGRAM
PLANNING STANDING OPERATING PROCEDURES
History. This Standing Operating Procedure (SOP) supersedes the Draft OPS SOP, dated January 2009. It further reflects changes in TR 350-50-3, 1 JUN 13, and outlines the way that MCTP will plan embedded WFXs.
Summary. This SOP provides information on how MCTP as an organization will plan and execute WFXs, outline the standard OCT coverage for each type of unit, and the required OCT training.
Applicability. This SOP is applicable to all agencies and elements assigned to the Mission Command Training Program.
Proponent and exception authority, Suggested improvements, and Updates. Refer to Proponents and Changes to this SOP listed in the introduction.
Distribution. This publication is available in electronic media only (posted on SharePoint), and intended for MCTP organizations and personnel only.

INTRODUCTION TO MCTP STANDARD OPERATING PROCEDURES
Introduction
Purpose. This SOP prescribes objectives, concepts of operation, responsibilities, policies, and planning guidance for Mission Command Training Program (MCTP) multi-echelon warfighter exercises (WFXs) and Unified Endeavor (UE) exercises. MCTP, when directed supports exercises sponsored by the Chairman of the Joint Chiefs of Staff (CJCS) and geographic combatant commands or subordinate service component commands. For these exercises MCTP conforms to the exercise regulations and standard operating procedures of the supported command.

Scope. This Standard Operating Procedure (SOP) covers the internal standard planning procedures for MCTP for WFXs and UEs.
Mission. MCTP supports the collective training of Army units as directed by the Chief of Staff of the Army (CSA) and scheduled by Forces Command (FORSCOM) in accordance with the Army Force Generation (ARFORGEN) process at worldwide locations in order to train Leaders and provide commanders the opportunity to train on mission command in Unified Land Operations (ULO).
Proponents and Changes to this SOP.
Proponents. The MCTP S3 is the overall proponent for this SOP. All chapters are assigned additional proponents.
Changes to this SOP. Changes for this SOP will be submitted in writing through the OPS GRP CHOPs to the MCTP S3. The S3 will brief the MCTP CDR on all change requests. The CDR has final approval authority for all changes. If approved, the S3 will then notify the OPS GRP that is responsible for that section in order to allow them to make the appropriate update. After the appropriate changes have been made a notification will go out to all OPS GRPs. This document will be reviewed annually to ensure it is still relevant and up to date.
CHAPTER 1 (EXERCISE LIFE CYCLES) TO MCTP STANDARD OPERATING PROCEDURES

Chapter 1 – Event Lifecycles
This chapter outlines the Event Lifecycles (ELC) for MCTP WFX exercises, and Unified Endeavor (UE) Exercises conducted with JS J7 Suffolk. This is to serve as the base that all exercises will follow. The Event Lifecycles consist of two subchapters that will show the W-day breakdown for each exercise IAW TR 350-50-3.
1.1 WFX Event Lifecycle: The WFX ELC describes the process of planning, preparing and conducting the exercise. The event lifecycle for AC division headquarters and above begins 370 days from date identified as start of execution (STARTEX) (W- 370). [Note: The date of STARTEX is denoted as W Day, days prior to the STARTEX are denoted with a “-“, days following STARTEX are denoted with a “+”.] An embedded exercise containing an ARNG division will begin at W-570. All other RC units will fall into the AC model in an embedded exercise. The ELC contains four planning events: the concept development video teleconference (CDVTC), the initial event planning (IEP), the main event planning (MEP) and the final event planning (FEP). The ELC contains three coordinating events: the site survey(s), the Exercise Director’s brief (EDB), and the final coordination video teleconference (FCVTC). The ELC contains two training events: the mission command training (MCT) and the WFX. All events, except for the execution of WFX, will be conducted at Fort Leavenworth, KS. Approved exceptions are for outside the continental United States (OCONUS) units, global response forces (GRF), and the MEP when conducted in conjunction with a site survey. Refer to Annex

1.1.2 W-Day Milestone Tracker: This document outlines the W-day sequence for an exercise breaking down all tasks that must be accomplished in order for an exercise to take place. For an example refer to Annex 1.1.2 W-Day Milestone Tracker.
1.2 UE: All joint training events supported by the JS J7 Suffolk are to be designed, planned, and executed in accordance with the Joint Event Lifecycle (JELC). The JELC is a flexible planning tool that can be tailored to accommodate joint training and/or technology insertion events of varying levels of activity and complexity. In a joint training environment with unlimited resourcing, the JELC would nominally be a 12-18 month process; however, the JELC can and should be modified to fit any timeframe required by and agreed upon between the parties involved. Essential to JELC management for efficiencies is the constant need to streamline, merge, and where possible, eliminate planning events, actions, and milestones to control cost without creating unacceptable risk to event execution. Chapter 2 – Exercise Design
This chapter describes the planning events that make up the Exercise Design Process for both the WFX and UE Exercises:
2.1 WFX
2.1.1 MCTP Operations Process
2.1.1.1 Exercise Planning Team (EPT): The EPT is made up of
representatives from each of the OPS GRPs that come together no later than W-385 (~two weeks before the CDVTC) in order to plan a specific exercise. The EPT will meet on a regular basis to ensure that each supporting working group is accomplishing their assigned tasks, receive new tasks and/or guidance from the EPT Lead, provide an update on their planning progress, and provide the EPT Lead with any decisions that must be submitted for the Decision Board (Refer to chapter 2.1.1.2 Decision Board).
The EPT is formed around a nucleus of personnel from OPS GRP X that provide the foundation for this team. Each OPS GRP will assign an EPT POC for each EPT. In addition, they will provide personnel for each WG under the EPT. The EPT will consist of at three lines of effort: Exercise Control, Scenario Development, and Models and Sims. Within these LOEs there are different Working Groups that meet in order to lay out the exercise and plan the upcoming exercise. The EPT lead and LOE managers are also responsible for the preparation of all products needed to conduct the planning meeting laid out in the ELC. These planning meetings will be covered separately in this chapter.
2.1.1.1.1 EPT Manning
2.1.1.1.1.1 OPS GRP X: Will provide representatives from
the following Divisions: Exercise Planning Team / NGTS ESMD manager, Scenario Design, WCOPFOR, EXCON/ MOI, Intelligence coordinator, and Operational Contracting.
2.1.1.1.1.2 All OPS GRPs: Will provide one EPT POC
and representatives for each working group per EPT.
2.1.1.1.1.3 MCTP Models and Sims: Will provide the
simulation planner.
2.1.1.1.2 Responsibilities
2.1.1.1.2.1 EPT Lead: Establishes the EPT at W-385, Requests additional augmentation from the other OPS GRPs through the MCTP S3, Establishes additional WGs as mission dictates, briefs all issues to the decision board, and ensures the EPT meets their planning requirements. The EPT Lead is designated by the Chief of Plans and Operations from OPS GRP X for each exercise.

2.1.1.2 Decision Board: (Annex 2.1.1.2 Decision Board ) The Decision Board is conducted once a month with the purpose of allowing the MCTP CDR and COGs to make decisions and give planning guidance that affect upcoming exercises based on the input of the EPT for each exercise.
2.1.1.2.1 Attendees: MCTP CDR, MCTP S3, all OPS GRP
COGS, OG X Division Chiefs, and All EPT Leads.
2.1.1.2.2 Inputs: Current planning status and due outs /
issues with recommended COAs for each exercise that are developed by the EPTs.
2.1.1.2.3 Outputs: Decisions and planning guidance made
by MCTP leadership resolving all issues with the exercises. Guidance is captured in minutes by OG X POD Chief and distributed to the other OPS GRPs through the MCTP S3 shop in the WTO.
2.1.2 Concept Development VTC (CDVTC) (Annex 2.1.2 Concept
Development VTC): [W-370(AC)/W-570(RC)]. The CDVTC is the first planning event.
MCTP conducts introductions and a brief overview of the exercise design process.
MCTP presents the methods in which it operationalizes standing joint, Army, and ACOM training guidance. Training unit commanders provide their vision and endstate for the training event. The EXDIR gives guidance as to the design of the scenario within the available approved operating environments. The senior headquarters provides a timeline to deliver approved, nested training objectives to embedded subordinate training units. All approved training objectives must be delivered to MCTP NLT 14 days prior to the IEP. Units outside the senior training unit task organization are not required to nest training objectives, but failure to consider exercise senior headquarters objectives may result in a disjointed aspect of the exercise; opportunities to meet training objectives may not logically develop in the exercise. This event is not funded for travel and is conducted at various locations through digital means.
2.1.2.1 Attendees: The CDVTC consists for the following

2.1.2.2 Agenda: The CDVTC is to be conducted as a VTC around
one year from the start of the exercise. This VTC consists of the following agenda:
Welcome / Agenda (Chief Controller), MCTP Training Methodology (Chief Controller), MCTP Guidance Received (Chief Controller), EXDIR Guidance (EXDIR), Timeline for Training Objectives (SR HQs TA CoS/G3), and Potential Issues / Future Decisions.
2.1.2.3 Inputs: For the CDVTC the following inputs are required:
DA and FORSCOM training / operational guidance, Regionally aligned force/ potential operations, Defense compliant operating environment, and TA desired outcome of training – support to their Road to War Aim point.
2.1.2.4 Outputs: At the conclusion of the CDVTC the following outputs will have been agreed on: Initial EXDIR planning guidance, Plan/ timeline to deliver nested training objectives, and Exercise Design Criteria.
2.1.2.5 Responsibilities:
2.1.2.5.1 MCTP CDR: Will send welcome letter to EXDIR
when assigned.
2.1.2.5.2 MCTP S3: Will schedule CDVTC during ASRC, and
provide a copy of the TR 350-50-3 and the EXDIR guide to the EXDIR before the
CDVTC.
2.1.2.5.3 OPS GRP X: Will put CDVTC briefing together and
have overall responsibility. They also build recommended Exercise Design Criteria for approval by EXDIR.
2.1.2.5.4 All other OPS GRPs: COGs and lead planners will
attend the CDVTC.
2.1.2.5.5 CIO. Provide VTC tech as coordinated by OG X.
2.1.3 Initial Event Planning (IEP) (Annex 2.1.3 Initial Event Planning): [W- 330/W-530]. The IEP is a 3 day event conducted at FLKS, with exceptions outlined in Ch. 3-1b, and hosted by MCTP. The IEP establishes the scenario and framework of the exercise. MCTP uses approved training objectives and the EXDIR guidance received in the CDVTC to provide a proposed scenario consisting of the geostrategic situation, the nature of the conflict, the joint C2, and Army Mission Command structure, assets available to each training unit and operations area(s). Additionally, the IEP finalizes all exercise timelines and locations in preparation for the detailed planning and synchronization of the remainder of the ELC. Finally, the senior training unit at each site builds the communications architecture required to support the tactical communications and services needed for the WFX. 2.1.4 Site Survey (SS) (Annex 2.1.4A Site Survey): [NLT W-210/W-410].
Senior training units at each exercise site will host a 3 day site survey for MCTP and other non-resident training units. The site survey of the training location(s) is conducted following the determination of the troop list and training units at each site. MCTP has a capacity for two training sites. MCTP’s focus of the site survey is on the MCTC space available, network capabilities, power, and life support. The senior training headquarters is responsible for allocation of command post sites to other training units.
The site survey team gathers required information and compiles a briefing that is fed into the MEP. Site Surveys are programmed events; however the MCTP or unit commander has the option to forgo the event should it be deemed unnecessary. MCTP sends a small element to site surveys if training units require one, but typically MCTP does not. When possible the site survey will be conducted in conjunction with the MEP for that location. Refer to Annex 2.1.4B Site Survey Check List for an example SS check list.

2.1.6 Final Event Planning (FEP) (Annex 2.1.6 Final Event Planning): [W-
100/W-180]. The final event planning solidifies all concepts and draft source documents. This event is a five day event hosted by MCTP at FLKS (Refer to Ch 3-1.b for exceptions). This event uses working groups focused on defining how the exercise will be conducted and resourced. All timelines and events within the exercise are addressed with a training timeline prior to the start of the exercise (STARTEX), the exercise battle rhythm, and the schedule for AARs. MCTP reviews the milestones to ensure that the current planning progress has no impacts on STARTEX. Lastly, a wargame is used to adjudicate any shaping operations that occur prior to the STARTEX. This allows units to conduct planning for shaping operations and the effects fed into the STARTEX strengths of friendly and enemy units. This event ends with an optional out-brief to the EXDIR. Unresolved issues or potential problems affecting STARTEX requiring the EXDIR attention will be forwarded to his/her headquarters.

2.1.6.3 Inputs: For the FEP the following inputs are required: MEP outputs, issued OPLAN and TA RFIs, air and fires assets available, signed Memorandum of Instruction, HICOM Battle Rhythm, TA required supply rates, MSEL Storylines, and Draft MOA.
2.1.6.4 Outputs: At the conclusion of the FEP the following outputs will have been agreed on: WARSIM Terrain overflight, STARTEX Shaping Wargame results, RFIs answered / pending, RFFs approved, infrastructure database list provided to TAs, air and intel modeling assets allocated to single models, exercise milestone / product timeline, Pre-STARTEX schedule version 1, Exercise Battle Rhythm (to include TA and ECG), controlled supply rates, units that are resourced for ESMD, finalized Sim Control Plan (For Overseas exercises we have to send to the State Dept. and have it returned NLT 45 days prior to exercise start date), tentative AAR schedule, site RSO&I (Mayor Cell) brief, and signed MOA .

2.1.7 Exercise Directors Brief (EDB): [W-74]. The EDB is a conditions check with the exercise director. This briefing is done over video teleconference with the EXDIR, MCTP Commander and COGs. MCTP reviews the exercise scenario and highlights potential decisions the EXDIR will make during the exercise, the OPFOR concept of the operation, MSEL storylines, STARTEX strengths based on the Shaping Operations Wargame results and the exercise battle rhythm. MCTP addresses any potential issues of outstanding resourcing or planning requirements that could impact the exercise for his decision or action.
2.1.8 Final Coordination VTC (FCVTC): [W-60]. The FCVTC is a action-officer level conditions check to review the exercise milestones status, coordinate the reception, staging, onward movement, and integration (RSOI) for traveling units, confirm SCP and ESMD requirements have been fully sourced and resolve any final issues prior to the shipping of equipment and moving of personnel. This event is led by the chief controller and has participation from planners of all training units, response cells, the HICOM, and outside elements supporting MCTP. Any unresolved issues at the close of the FCVTC are brought to the attention of the EXDIR and all participants are alerted once resolved.

2.2.1 Concept Development Conference: The CDC is a precursor to the IPC.
Its purpose is to ensure all prerequisite elements and key parameters have been identified and initial decisions made concerning the assignment of offices of primary responsibility (OPRs) for various tasks, as well as the establishment of tasking and decision due dates in the form of a POA&M. The CDC is typically conducted 12 to 18 months prior to event execution based on a “notional” JELC duration. If the command’s JTP is a mature viable document, a CDC may not be required and event coordination may be accomplished via collaborative means (e.g., VTC) among key players. Briefs provided by the supported command should include: commander’s mission statement, exercise objectives, planning guidance, TA, approved Joint Mission-Essential Tasks (JMETs), updated TOs, exercise classification, and other pertinent event information.
Much of this may also (or alternatively) be promulgated via the CCDR’s Exercise Initiating Directive for each event.
