This simulation control plan is a consolatory document which becomes directive in nature when used as an attachment to a document which has directive authority. It is not to be construed a change to any memorandum of agreement (MOA) that has been agreed to by any of the participating headquarters. However, if a conflict between the MOA and this simulation control plan arises, then the simulation control plan will be the governing document.

1. PURPOSE: This Simulation Control Plan (SCP) describes the concept for organizing, staffing, and equipping the various WFX 15-5 sites in various locations (see figure 1). It also describes the exercise director’s command and control organization, layout of the various exercise sites, the WARSIM training schedule for work cells and response cells, and the communication plan covering the various sites. The SCP is a dynamic plan that will be modified as guidance is changed or modified.

2. CONCEPT: This WFX provides advanced collective training for war planning, warfighting and decision-making skills in accordance with Army doctrine. MCTP will design and execute a realistic, stressful, training event providing leader development opportunities for commanders and staffs based on approved unit training objectives.

MCTP will provide the training audiences with a dynamic operational environment and doctrine based Opposing Forces (OPFOR). The WFX combines the challenges of free play simulation with a thinking OPFOR and the complexity created from a well-developed political, military, economic, social, information and infrastructure (PMESII) master scenario events list (MSEL) injects.

a. Commanders and their staffs plan, prepare, execute, and assess operations by analyzing the operational environment in terms of operational variables and mission variables. Operational variables consist of political, military, economic, social, information, infrastructure, physical environment, and time (known as PMESII-PT).

Mission variables consist of mission, enemy, terrain and weather, troops and support available, time available, and civil considerations (known as METT-TC).

b. MCTP employs automated workstations using Warfighter Simulation, WARSIM version 7.0 to transfer higher command orders and directives into information needed to fight the battle. Player/controllers in work cells interpret the simulation output and feed the results back to their higher headquarters using standing operating procedure (SOP) reporting and formats.

c. By agreement, MCTP is the primary simulation lead at Fort Hood, Texas and Camp Atterbury, Indiana.

3. ORGANIZATION AND FUNCTIONS: The Exercise Director’s command and control scheme and organizations with assigned functions are shown at Enclosure 2. MCTP conducts Augmentee, Player/Controller, and Exercise Control (EXCON) training, as well as database load and a MINI-EX utilizing a five-phase model.

5. AFTER ACTION REVIEW (AAR): WFX 15-5 offers an opportunity to furnish objective, near real-time feedback in the form of an AAR. MCTP OPSGRPs employ an Observer Coach/Trainer (OC/T) team to interact with the training audience; providing unit designated training objective performance and doctrinal process feedback.

a. Formal AAR. MCTP conducts formal AARs on a scheduled basis for the training audience. In general, MCTP uses the following AAR framework:

(1) Restatement of the Commander’s Training Objectives

(2) Review Commander’s Mission Statement

(3) Focus area discussions

(4) Final remarks.

b. Informal AARs. OC/Ts may conduct informal AARs at the staff cell or individual level. These AARs are characteristically through direct interaction between OC/Ts and the training audience and focused on observed process trends or discussing recently completed activities.

c. Methodology. Facilitated AARs use data and observations collected during the war fighter exercise. MCTP conducts AARs after each major training event and at the conclusion of the exercise. As directed by the Chief, Operations Group (COG), OC/Ts and analysts prepare AAR products. Normally, a mid-term AAR occurs at a logical point mid-way during the exercise and a final AAR occurs shortly after ENDEX.

(1) The tentative formal AAR schedules are as follows:

08 June 2015 – Mid AAR (time TBD)

12/13 June 2015 – Final AAR (time TBD)

(2) MCTP Observer Coach/Trainers, augmented by OC/Ts from TRADOC

Center and Schools, and other designated Subject Matter Experts, will team to collect data as required in the data collection plan.

(3) Observer Coach /Trainers will communicate with the analyst cell, Data is collected and evaluated. From these analyses, AAR products are prepared.

(4) Prior to the AAR, The COG discusses AAR focus areas and pre-briefs the Senior Mentor. Following the senior mentor brief, the COG also pre-briefs the training unit commanding officer.

(5) AARs will be documented by videotaping and included in the take-home package.

6. RULES AND WORKAROUNDS: MCTP uses a number of rules and workarounds to control the overall simulation process and stimulate military operations not modeled in WARSIM. MCTP publishes the Rules and Workarounds book periodically and updates it prior to an exercise. MCTP provides copies to exercise units. Each augmentee and player/controller should become familiar with the Rules and Workarounds book prior to the exercise.

HICOM

Serves as the Higher Command for the CJTF training audiences.

Replicates the duties and functions of the next higher Mission Command node to include the primary staff elements and warfighting functions.

Advises the MCTP Commander as required; Prepares FRAGOs and estimates; Maneuver units; Monitors operations; Collects reports and provides information to subordinate units; Allocates and apportions resources based on commander’s intent.

ENCLOSURE 4: Exercise Work / Response Cell Position Descriptions

1. This enclosure is intended to highlight exercise Work Cell (WC) and Response Cell (RC) position definitions to assist units selecting personnel with the correct skills and background.

2. For purposes of clarification a WC provides exercise simulation information to a functioning Brigade level TOC. A RC does NOT have a field TOC to interact with or support. A Response cell “role plays” the Brigade TOC and staff, to include the Brigade Commander.

3. Definitions for WC/RC role-players and all subordinate Warfighter Function forces assigned, attached, or OPCON to the Brigade level teams are listed below.

- Responsible for directing maneuver orders to be input to the simulation under the direction of the commander and the operations officer.

- Responsible for obtaining task organization information, to include unit STARTEX locations, for simulation input.

- Requires an understanding of unit equipment, weapons systems, capabilities and limitations as well as tactics and doctrine.

- Monitors the simulation output and advises appropriate cell controller upon receipt of mission updates and changes.

- Assists cell staff in extemporaneous role-playing as required when responding and reporting to higher HQs.

- Must attend BSWS role player training to understand simulation capabilities.

BATTLE SPACE WORK STATION (BSWS) ROLE PLAYER

BCS3 OPERATOR

- Operates and provides reports from BCS3 as directed by the BSB SPO and the S1/S4.

BSB BSWS ROLE PLAYER

- Controller role-plays the commander of supply unit and subordinate elements.

- Coordinates for resupply push of Classes I, II, III, IV, VII, and X with sustainment brigade support operations or theater sustainment command distribution management center.

- Role-plays the maintenance unit commanders of the BSB.

- Responsible for maintenance management.

- Coordinates for resupply push of Class IX and evacuation of inoperable platforms with sustainment brigade support operations or theater sustainment command distribution management center. Execute movement of units by inputting movement orders

- Assists supply controller as required.

- Operates the WARSIM BSWS focusing on the assigned function.

- Provides input to division logistics status reports as required.

- Coordinate with JDLM operator for UBL, convoys and receipt of class VIII items.

CPOF OPERATOR

- Responsible to input, track reports and monitor the CPOF.

- Operate the communications equipment.

- Assist the Commander, Battle Captain, and Plans Officer and in maintaining a situational awareness.

- Is the integrator between the cell OIC and senior controller, EXCON, and SDD.

- Reports ground truth status of Bde operations to MCTP O/Ts.

J/MSEL MANAGER

- Tracks daily inject and follow-up actions for events from the exercise Master Scenario Events List (MSEL) pertaining to their respective units.

- Often this position is an additional duty for the S-2. Operates the MSEL computer in the absence of a dedicated MSEL operator.

- Attends daily MSEL sync meetings as required.

J/MSEL OPERATOR

- Tracks daily inject and follow-up actions for events from the exercise Master Scenario Events List (MSEL) pertaining to their respective units.

- Operates the MSEL computer.

LNO TO DIVISION

- Assists the S3 and CDR in preparing plans and orders.

- Attends divisional meetings as directed by the commander and operations officer.

LOG/SUPPLY NCO

- Role-plays the commander of supply unit and subordinate elements.

- Coordinates with the WARSIM operators for resupply to the companies for Classes I, II, III, IV, VII, and X and JDLM.

- Responsible for maintenance management.

LOGFED OPERATOR

- Assists the SPO as required.

- Is a keyboard operator for LOGFED.

- Provides input to division logistics status reports as required.

- Coordinates and issues orders for convoys used in WARSIM

OIC

- Responsible for operation of the work cell.

- Role-plays commander for all subordinate battalions in the cell.

- Fights and makes appropriate brigade-level decisions.

- Ensures simulation outputs are converted into unit TACSOP format prior reporting to the higher HQS.

CPOF OPERATOR

- Responsible to input, track reports and monitor the CPOF.

- Operate the communications equipment.

- Assist the cell OIC in maintaining a situational awareness.

INSTRUCTOR CONTROLLER

- A civilian contractor position filled by Northrop Grumman (Technical Services)

- Trains WARSIM BSWS operators to employ assigned units in the simulation

- Enforce MCTP rules and work around.

- Assist cell staff and BSWS operators in interpreting simulation outcomes for purposes of reporting and role playing to higher HQs.

- Is the integrator between the cell OIC and senior controller, EXCON, and SDD.

- Reports ground truth status of Bde operations to MCTP O/Ts.

UAS MANAGER

- Receives missions to fly Shadow, Grey Eagle and other UAS assets assigned to the Division and its subordinate units.

- Quality control checks the requests to insure that unit is capable of executing the mission based on the capabilities of the UAS asset tasked in terms of endurance signal strength.

- Forwards those request to the Multiple Unified Simulated Environment (MUSE) cell so that FMV can be generated for the mission.

- For those assets that are not being tasked in the MUSE, input the collection track in WARSIM and task the asset to collect

- Coordinates with CFACC in order to obtain the RSTA plan associated with the ATO and extracts the necessary data to fly the air frame IAW the approved flight track in the associated ATO and execute the collection plan that is associated with the ATO.

- Executes the collection plan for non UAS assets that are tasked with executing the Corps and above collection plan.

- Responsible for directing maneuver orders to be input to the simulation under the direction of commander and the operations officer.

- Responsible for obtaining task organization information, to include unit STARTEX locations, for simulation input.

- Requires an understanding of unit equipment, weapons systems, capabilities and limitations as well tactics and doctrine.

- Monitors the simulation output and advises appropriate cell controller upon receipt of mission updates and changes.

- Assists cell controllers in extemporaneous role-playing for responding and reporting to higher HQs.

BCS3 OPERATOR

FIRES/AFATADS OPERATOR

- Responsible for computer input of fire support orders under supervision of BCT Commanders and/or fire support officer.

- Responsible for implementing the initial fires task organization and subsequent changes in to the simulation under supervision of BCT Commander and/or the fire support officer (requires an understanding of battalion-level fires tactics and doctrine).

- Operates the Advanced Field Artillery Tactical Data Systems (AFATDS) response cell communication systems.

- Responsible for calling for fire, monitoring and tracking requests for fire.

- Tracks daily inject and follow-up actions for events from the exercise Master Scenario Events List (MSEL) pertaining to their respective units.

- Often this position is an additional duty for the S-2. Operates the MSEL computer in the absence of a dedicated MSEL operator.

- Attends daily MSEL sync meetings as required.

J/MSEL OPERATOR

- Tracks daily inject and follow-up actions for events from the exercise Master Scenario Events List (MSEL) pertaining to their respective units.

LOG/SUPPLY NCO

- Is a keyboard operator for WARSIM and LOGFED.
