Questions & Answers #4 Fort Carson Base Operations Support
W911RZ-15-R-0002
QUESTION 1: In section L, Paragraph 7.3.1.1, the instructions state "The Offeror shall describe and explain its understanding of each functional area below by providing an overarching description of each area, including any applicable critical systems (PWS C.5.1.1), associated risk, and required maintenance plans IAW PWS C.5.3.2." It goes on to list 13 areas, however, only six (6) are actual functional areas.
a. Is it the governments expectation to only discuss the paragraphs that relate to the topics outlined and not any other parts of the functional area or functional areas not listed such as Grounds Maintenance, Environmental Services, Warehousing, etc ?
b. It ask for "required maintenance plans". In 7.3.1.3 it ask for notional O&M plans that are to be no longer than 5 pages. If this same page count is done for 13, we are 10 pages away from maximum page count without any other information or Sub factor 2 & 3. Please clarify expectation of maintenance plans in this area.
ANSWER 1:
a. The requirement is to provide an understanding of the areas identified in lieu of a PWS discussion. The sections identified were selected as being critical and significant from the PWS.
b. Expectation is for the contractor to provide a plan on how they will perform the maintenance for the three areas identified. They are notional and page restricted so the Government understands they do not cover all aspects of the areas. But they will provide a good window into the contractor understanding of the requirements and ability to meet the PWS.
QUESTION 2:
RFP Location: C.5.9.5, C.5.9.5.1.1, C.5.9.5.2, C.3.9.1, Requirement:
C.5.9.5 - Fire Suppression Systems C.5.9.5.1.1 - Test, inspect, repair, replace, maintain, and operate dry fire suppression systems C.5.9.5.2 - Test, inspect, repair, replace, maintain, and operate wet fire suppression systems C.3.9.1 - Emergency Services The Government will perform fire inspections and fire suppression services.
Question: Will the Government please delineate Contractor vs. Government fire suppression systems responsibilities?
ANSWER 2: The Contractor has all responsibility as stated in C.5.9.5.1.1. The Government responsibility identified in C.3.9.1 as fire suppression services is firefighting services. An amendment correcting the PWS is forthcoming.
QUESTION 3:
RFP Location: L.7.3.1.3
Requirement: The page limit for each plan is five pages. This page limit does not count against the page limit indicated in Table 3.1.1 Volume II.
Question: We understand the 5 page notional plans are not included in volume page count, however, plans for the 13 areas meeting C.5.3.2 requirements would impede offeror ability to adequately address remaining proposal requirements. Would the Government please consider removing C.5.3.2 plan requirements from the 13 Functional Areas listed in L.7.3.1.1?
ANSWER 3: The maintenance plan requirement for each of the areas listed in Section L, Paragraph 7.3.1.1 is in error. The maintenance plan requirement is identified in L.7.3.1.3. for three specific areas. An amendment addressing this issue is forthcoming.
QUESTION 4: PWS Question. C.1.5.5-Government Quality Assurance-This section refers to Attachment 4 of the Submission for RFP and discusses typical procedures for sampling inspections and other Quality Assurance protocol, however, Attachment 4 is not the Quality Assurance Surveillance Plan (QASP), Attachment 4 is the DD Form 254.
Where can the Contractor find the QASP?
ANSWER 4: The Attachment 4 referenced in the PWS for the Performance Requirement Summary (PRS) should be Attachment 3, which is in the Solicitation Attachments. An amendment to correct this error in the PWS is forthcoming. The QASP document will not be provided to the contractor.
QUESTION 5: PWS Question. C.1.8.4.2.-Non-GFEBS System-This language requires the Contractor to submit a financial obligations report from the “Contractor’s non- GFEBS financial system.” This seems to contradict C.1.8.2 which states that the “The Contractor shall use GFEBS for all financial transactions.” Which requirement shall prevail?
If the Contractor will be required to use and produce reports out of the “Contractor’s non-GFEBS financial system”, shall the costs associated with that system, to include maintenance, upgrades, and servers be approved billable cost?
If not, how can the Government require the Contractor to maintain a non-GFEBS system financially independent of the Contract in a Cost-Plus environment?
ANSWER 5: The contractor will need to utilize a non-GFEBS financial system for all of their financial transactions. GFEBS will be utilized to track and monitor labor (direct and indirect), materials, equipment, and subcontracting costs used in performance of this contract. An amendment to clarify PWS paragraph C.1.8.2 is forthcoming. The non-financial system will not be a direct cost to the contract.
If the cost is billable to the Government, the system and all data on the system would become Government property.
QUESTION 6: PWS Question. C.3.9.4-Contractor Local Area Network (LAN)-In order for the Contractor to stand up and maintain the CMMS system, and to report and maintain other financial information, the Contractor must maintain a private non-
Government network. Will the costs associated with this network be allowable costs for direct billing?
ANSWER 6: No, costs associated with this network will not be an allowable costs for direct billing.
QUESTION 7: C.5.3.4.-Meter Management & C.5.8.1.1.-A discrepancy exists between C.5.3.4 which states that 10 days at 24 hours’ worth of backup fuel should be stored for bldg. 1860. C.5.8.1.1 states 5 days should be maintained. Which is the expectation and how many gallons does this equate to?
ANSWER 7: An amendment correcting the heating oil comments in C.5.3.4 and PWS corrected. The requirement is in C.5.8.1.1. To meet the requirements as identified in C.5.8.1.2.4 there shall be an estimated 41K gallons available in the tanks at 1860.
QUESTION 8: C.5.9.-Compressed Air Systems-What types, and how many compressed air systems are on Fort Carson and Pinon Canyon Maneuver Site that will be maintained under this contract?
What kind of documentation will the Contractor be required to maintain in association with the maintenance of the compressed air systems?
ANSWER 8: Information concerning compressed air systems is located in PWS C.5.8.4. As stated in PWS C.5.8.4, “A list of known compressors is in section C.7, TE-5.8.4.” An amendment removing the reference to compressed air systems in C.5.9 is forthcoming.
QUESTION 9:
RFP/PWS Reference: In Subfactor 3, paragraph 7.3.3.4 states "The Offeror shall describe and explain its cross walk between the technical and Cost volume."
RFP/PWS Page: RFP Page 96 of 109 Question/Comment: Does the government wish to see a crosswalk for each contract year or just the base year?
Recommendation: If the government is looking for each contract year, we recommend the government exempt this requirement from the page count. To adequately show the desired consistency between the two volumes, at least 5 pages would be necessary.
This greatly impacts the space available within our proposal.
ANSWER 9: The Offeror shall describe and explain its crosswalk for each contract year. An amendment clarifying this requirement is forthcoming.
QUESTION 10:
RFP/PWS Reference: Attachment #21 uses 1,872 hours as productive hours for all labor category classifications. Attachment #16 only has one point of entry to input productive hours.
RFP/PWS Page: Attachment #16 and #21 Question/Comment: Exempt, CBA, and SCA labor categories can have different productive hours based on corporate policies, CBA, and SCA Wage Determinations.
Will the government modify Attachment #16 to allow different productive hours for each labor classification?
ANSWER 10: As indicated in the attachment, the yellow cells are fill-in values. In addition, the INSTRUCTIONS tab indicates that “The offeror will need to add rows to propose Exempt, Collective Bargaining Agreement (CBA) covered non-exempt, Service Contract Agreement (SCA) covered non-exempt, and Davis-Bacon Act (DBA) covered non-exempt labor categories for each CLIN.”
QUESTION 11:
RFP/PWS Reference: Attachment #16 does not have a column to identify subcontractor labor categories.
RFP/PWS Page: Attachment #16 Question/Comment: Will the government modify Attachment #16 to have a column that identifies prime and subcontract\tor labor categories?
ANSWER 11: Any labor costs provided by a sub-contractor need to be proposed in detail on the spreadsheet just as the prime contractor would. This means that the sub-contractor needs to fill in columns A through Q and submit separately, if necessary. Recommend that the Offeror add additional tabs as to allow for prime and subcontractor labor categories. Amendment will be forthcoming.

QUESTION 24:
RFP References: DD254 and PWS C.1.7 Security, C.1.7.3.1. Obtaining Contractor Personnel Security Clearances, page C.1-27 Question/Comment: DD254, Item 13, requires the contractor to begin processing clearances for Contractors requiring access to secure areas or classified material at least 45 days prior to contract start date. However, PWS reference states “The Contractor shall begin processing security clearances for Contractor employees requiring access to secure areas at least 30 days prior to contract start date, as identified in the Phase-In plan.”
Recruitment is conducted and finalized early during the Phase-in period. If we must follow the DD254 timeline, security clearance processing must begin on day 1 of Phase-
in. It would be difficult to impossible to begin processing security clearances on day 1 of Phase-in.
Recommendation: Please clarify the minimum time prior to contract start to begin processing security clearances.
ANSWER 24: The contractor shall follow the PWS requirements of at least 30 days prior to the end of phase-in. An amendment revising the DD254 is forthcoming.
QUESTION 25:
RFP/PWS Reference: 8.2.3.6L The RFP states, “The Offeror shall submit a minimum of five (5) but no more than a total of eight (8) Specific Relevant Contract Reference Sheets identifying active or completed contracts, either Government or commercial.
Limits on Specific Relevant Contract Reference Sheets are as follows: a) three (3) sheets identifying active or completed contracts, either Government or commercial, for the prime, team, and/or joint venture (within the same division or cost center).
Question/Comment: This appears to be contradictory. Initially, the RFP states that a total of eight (8) reference sheets may be submitted, but then, it states that the “team” can submit three (3) reference sheets. What is the definition of a team? In the situation of a prime contractor and a team subcontractor, would the offeror only submit three reference sheets?
Recommendation: Please clarify the requirement for number of reference sheets allowed.
ANSWER 25: The Government is replacing the word “team” with the words “teaming partner” in a forthcoming Amendment. In addition, the words "(within the same division or cost center" are removed from the RFP. In addition, the forthcoming Amendment will clarify the number of reference sheets allowed. A Contractor team arrangement is defined in FAR Subpart 9.6, Section 9.601.
QUESTION 26:
RFP Reference: Attachment 18 Relevant Contracts, 15-R-0002, Ft. Carson, BASEOPS, 27May15.doc RFP/PWS Page: 2 – 2. Completion Date/Delivery Schedule asks for the Original and revised completion/delivery date of the reference; Page 2 – 5. Completion Date or Delivery Schedule asks for the Original and Final (or projected final) delivery date of the reference.
Question/Comment: These two line items appear to be essentially the same. May the offeror delete one of the line items to prevent duplication?
ANSWER 26: The Government has modified Attachment 18 in its entirety. An Amendment reflecting this change is forthcoming.
QUESTION 27:
RFP Reference: RFP Section 7.3.1.2 states, “The Offeror shall describe how it will utilize proposed processes, procedures and approaches, and innovations for cost savings and efficiencies over the life of the contract, including use of innovations for process reengineering, emerging technologies and management of cross-organizational processes.”
Question/Comment: Please clarify how we can describe cost saving since we can’t put cost information in technical volume. With reference to deviations from the baseline staffing, attachment #21, how can we develop cost savings and efficiencies if we aren’t able to deviate from the baseline staff as stated in RFP paragraph 9.2.7.
ANSWER 27: As stated in Section L, Paragraph 7.3.1.2, The Offeror shall describe how it will utilize proposed processes, procedures and approaches, and innovations for cost savings and efficiencies over the life of the contract, including use of innovations for process reengineering, emerging technologies and management of cross-organizational processes.” In Section L, Paragraph 9.1.3.1 states, in part, “Deviations from this baseline based on the Offeror’s unique management approach and promised efficiencies, shall be fully explained and justified, in the Cost Narrative Section, keeping in mind that the Government is interested in a management approach that will result in continuous improvements and efficiencies that are expected to be reflected in the management and cost proposals.” Section L, Paragraph 9.2.7 is changed in a forthcoming amendment.
QUESTION 28:
RFP Reference: RFP Section 7.3.2.6, “The Offeror shall provide an overview of its plan for government‐furnished and contractor acquired property management. The Offeror shall submit a list or description of all Government property that the Offeror or its subcontractors propose to use. The list shall identify the accountable contract under which the property is held and the authorization for its use (from the contracting officer having cognizance of the property). The list shall include the dates during which the property will be available for use (including the first, last, and all intervening months) and, for any property that will be used concurrently in performing two or more contracts.”
Question/Comment: It does not appear to be realistic to include this list in the proposal page count. In addition, it’s provided in a technical attachment already. Is it necessary to provide the list again? If so, will it be excluded from page count?
Recommendation: Please consider deleting this requirement from the RFP.
ANSWER 28: The Offeror shall submit a list or description of all the Government property that the Offeror or its subcontractor propose to use that the Government is not providing within this contract. An amendment clarifying this item is forthcoming.
QUESTION 29:

ANSWER 30: Yes. Attachment 14 is identified as Mission Essential services dated 3 February 2015. An amendment making this change is forthcoming.
QUESTION 31:
RFP Reference: RFP SECTION L, 7.3.2 SUBFACTOR 2: MANAGEMENT AND ORGANIZATION PLAN, 7.3.2.6, page 11 of 18, states: The Offeror shall provide an overview of its plan for government-furnished and contractor-acquired property management. The Offeror shall identify any customary practices or industry-leading practices and standards to be used by the Offeror in managing Government property.
The Offeror shall submit a list or description of all Government property that the Offeror or its subcontractors propose to use. The list shall identify the accountable contract under which the property is held and the authorization for its use (from the contracting officer having cognizance of the property). The list shall include the dates during which the property will be available for use (including the first, last, and all intervening months) and, for any property that will be used concurrently in performing two or more contracts.
Question/Comment: The requirement to submit a list of all Government property that the Offeror or it subcontractors propose to use will take several pages as do TE-3 3 3, GSA Vehicle Listing, TE-3 3 3A, GFP Organizational Property, TE-3 3B, GFP Installation Property, and TE-3 4 Contractor Facilities. Will the government permit submission of this list as a non-page count item?

ANSWER 32: Offerors may modify the Phase-In tab of Attachment #16 to input its phase-in costs.
QUESTION 33:
RFP Reference: Section L 1.6 SECURITY REQUIREMENTS, page L.87 Question/Comment: The referenced text indicates that “A DoD Contract Security Classification Specification, DD Form 254, will be incorporated as part of the contract.
An Offeror must be able to perform requirements at the highest level (SECRET) to be eligible for award.” The National Industrial Security Program Operating Manual (NISPOM), Chapter 2, Security Clearances, Section 1. Facility Clearances (FCLs), 2-
100. General. (Page 2-1-1) provides that a Contract award may be made prior to the issuance of an FCL.
Does this reference from Section L require a SECRET clearance before or after an offer is submitted in order to be eligible for evaluation and then award? If after, what specific information is necessary to show an offeror is “able to perform at the highest level (SECRET) to be eligible for award”?
ANSWER 33: Offeror shall meet the requirements of the DD Form 254 and have a Secret clearance prior to award. Offeror shall show proof of Secret clearance prior to award.
QUESTION 34:
RFP References: DD254 and PWS C.1.7 Security, C.1.7.3.1. Obtaining Contractor Personnel Security Clearances, page C.1-27 Question/Comment: DD254, Item 4, indicates that this is a ‘follow on’ contract. Is this correct and if so what is the required contract number reference?
Recommendation: Please clarify Item 4 on the draft DD 254.
ANSWER 34: The information for Item 4 of the DD254 will be corrected in a forthcoming amendment. Item 4 should be marked at NO.
QUESTION 35:
RFP Section: Section L.2.1.8.5 and L.3.1.1
Page: 90 and 91 Discussion: L.2.1.8.5 states that each volume of the electronic proposal shall be in a subdirectory on the CD-ROM labeled Vol I through Volume III and that Volume IV, Cost Price shall be submitted on a separate CD-ROM. However, Table 3.1.1 appears to require 2 CD-ROMs for each volume.
Question: Will the Government clarify if Offerors are to submit 2 CD-ROMs for/containing each volume or if they require a total of 2 CD-ROMs for Volumes I through III with subdirectories for each volume?
ANSWER 35: The Offeror shall submit 2 CDs for each Volume as indicated in Table 3.1.1.
QUESTION 36:
RFP Section: Section L.2.1.8.6 Page: 90 Discussion: L.2.1.8.6 appears to require one file containing a master Table of Contents and a list of acronyms and abbreviations covering all Volumes on each CD-ROM.
Question: Does the Government want a Table of Contents and List of Abbreviations and Acronyms covering the entire proposal on each CD-ROM or a Table of Contents and List of Abbreviations specific to the volume on the CD?
ANSWER 36: Each CD shall have its own Table of Contents and List of Abbreviations specific to that particular volume. An amendment is forthcoming that clarifies this issue.
QUESTION 37:
RFP Section: Section L.2.1.8.1 Page: 90 Discussion: L.2.1.8.1 requires offerors to submit their proposal in Microsoft Office, i.e.
Microsoft Word or Excel format. However, if Offerors' versions of Microsoft Word differ from the Government's version, compatibility issues can change formatting causing differences between the electronic file and the hard copy. Additionally, Offerors are required to fill in and provide various Sections of the RFP within Volume I. These have been provided by the Government in Adobe format, and converting them to Word also causes formatting and other changes.
Question: Will the Government permit offerors to submit Volumes I through III in Adobe format (pdf), as long as all text (including table and figure identifiers) is 100% searchable, excluding signatures?
ANSWER 37: Yes, the Government will permit Offerors to submit Volumes I-III in Adobe. An amendment addressing this issue is forthcoming.
QUESTION 38:
RFP Section: Attachment #18, Specific Relevant Contracts Sheet Page: N/A Discussion: The instructions for this attachment (the first 2 pages) use different numbering and have different requirements than the following pages requiring fill-in of past performance information. For example, the instructions discuss 10 separate requirements to be completed, but the following pages include 13 numbered requirements. The instructions also include a requirement to list each time the delivery schedule was revised and provide an explanation of why the revision was necessary (#10). This requirement appears to be missing from the following pages.
Question: Will the Government clarify the format of the required Specific Relevant Contract Sheet? Additionally, will the Government provide an explanation for #6 'Changed Dates' (on page 1 of the fill-ins) as it is unclear what the Government is requesting in this section?
ANSWER 38: The Government has modified Attachment 18 in its entirety. An Amendment reflecting this change is forthcoming.
