About this file

This file is an Industry Questions & Answers document for federal contract solicitation W911RX26RA004 concerning Material Handling Equipment (MHE) services.

The document addresses two primary industry inquiries. First, regarding past performance citations, the Government clarifies that it evaluates the prime contractor and first-tier subcontractors as an interdependent "total performance team" under FAR 9.104-4. While prime offerors may rely on a subcontractor's specialized history to satisfy technical requirements and mitigate execution risk, the prime's past performance remains equally critical due to the prime's sole Privity of Contract and responsibility for administrative, financial, and oversight management. Second, concerning pricing structure in Exhibit B, the Government clarifies that the solicitation utilizes "Job" as the unit of measure, allowing for flexible multiple invoicing across a base period and four option periods with identified Minimum Guarantee, Ceiling, Minimum, and Maximum costs. The document supersedes previous exhibits, replacing the original Exhibit B Pricing Workbook Matrix Sheet with Exhibit B, Combined RTOP (Notional) & Pricing Workbook dated 19MAY2026, and rescinding Exhibit D Notional Task Order. The revised Exhibit B consolidates the Request for Technical Proposal (RTOP) and pricing workbook with a notional 10-day Task Order period from 07JUL2026 to 16JUL2026, structured with locked worksheets for automatic calculations of daily rates, amounts, and escalations. The notional RTOP is expressly stated to be for evaluation purposes only and does not constitute a Government obligation of funds, with actual funding occurring at the Task Order level.

Industry Questions & Answers (MHE) W911RX26RA004

1. Question: Will the Government accept past performance citations submitted on behalf of a named first-tier subcontractor — one that will perform major and/or critical aspects of the MHE requirement — in satisfaction of the relevancy and recency requirements described in Part IV of the proposal instructions and the Addendum to the Evaluation section? Specifically, may the prime offeror rely on the subcontractor's MHE service contract history (cranes, RTCHs, RGN trailers, heavy forklifts) where the prime's own past performance in those specific equipment categories is limited.

Answer: FAR Provisions on Subcontractor Past Performance Under (RFO) FAR 9.104-4, the Government evaluates the prime and subcontractor as an interdependent "total performance team," meaning neither entity's past performance is more important than the others. While a prime offeror can rely on a subcontractor's specialized history to satisfy technical requirements and mitigate execution risk, the prime’s past performance remains equally critical. Because the Prime holds sole Privity of Contract, the Government relies on their history to verify they possess the necessary administrative, financial, and oversight framework to manage their responsibilities of the contract, ensuring the team delivers both technical excellence and contractual integrity.

2. Question In the Exhibit-B Pricing Workbook Matrix Sheet, for the “Unit Price” and “Total Price” fields associated with the period of performance, could you please confirm whether the Government expects:

Pricing for the full annual performance period, or Pricing based on a single day/workday rate?

In Exhibit D – Notional Task Order W911RX26RA004, we noticed the performance dates are listed as:

20-May-2026 29 May-2026

However, the SAM.gov posting indicates the offer due date is June 08, 2026

Answer: The Government structured the Solicitation (and subsequent awards) utilizing the unit of measure “Job,” which is more flexible and allows for multiple invoicing.

Because the requirement is for multiple awards, Minimum Guarantee, Ceiling, Minimum and Maximum costs were identified for the base period and all four Option Periods.

To clarify the Pricing, Exhibit B, Pricing Workbook Matrix Sheet, W911RX26RA004 is replaced by Exhibit B, Combined RTOP (Notional) & Pricing Workbook (19MAY2026) W911RX26RA004. Exhibit D, Notional Task Order W911RX26RA004 is rescinded.

Exhibit B, Combined RTOP (Notional) & Pricing Workbook (19MAY2026) W911RX26RA004 combines the RTOP and the Pricing Workbook into a single document. The PoP dates were changed to 07JUL2026 to 16JUL2026 to alleviate any confusion. The instructions for Exhibit B are below and there is an instructions Tab in the excel workbook to reference.

Notional Task Order Details Worksheet 1 Offerors review each CLIN / Sub-CLIN for details of quantity of each piece of equipment (Red Text).

The Period of Performance (PoP) for the Notional Task Order is 10x days, as indicated in cells "B4 & B5" and the SLIN Description (Red Text)

Offerors calculate the price of each CLIN 0001 SLIN based on the quantity and the PoP (Red Text) and insert into cells "E16 - E24" & "E26 (Orange cells)."

4 Amount Totals will automatically calculate (cells "F16 - F26" green cells).

5 Grand Total will automatically calculate (cell "F27").

CLIN Pricing Worksheet 1 Worksheet is Locked

Amounts/Totals from Notional Task Order Details Worksheet will auto-populate into the CLIN Pricing Worksheet and auto-multiply by the estimated maximum days per CLIN/SLIN (Estimated Quantities Worksheet).

Amounts from base series CLINs/SLINs will auto-populate into "2000-series, 3000-series, and 4000-series" CLINS/SLINs with an auto-3% escalation rate from year to year.

4 Place totals from column E (orange colored cells) into the SF1449 in the "Unit Price" box for the respective CLIN/SLIN 5 Place totals from column F (yellow colored cells) into the SF1449 in the "Amount" box for the respective CLIN/SLIN 6 Place amount from cell "F122" (red colored cell) directly beneath CLIN 4003 on the SF1449 labeled Total

Estimated Quantity 1 Worksheet is Locked 2 Worksheet provides estimated maximum quantities.

3 Worksheet will auto-calculate "daily rate" for each SLIN

The RTOP portion of the workbook represents a notional Task Order that is representative of the type of work requested. It is a hypothetical or "sample" requirement used by the Government for evaluating a contractor’s technical capability, pricing strategy, and management approach without making a formal commitment to fund that specific work at the time of the base contract award. The information provided by Vendors is used strictly for evaluation purposes and WILL NOT constitute or result in a Government obligation of funds. That will occur at the actual Task Order level.
