About this file
This is a Limitations on Subcontracting compliance review request issued by the U.S. Army Mission and Installation Contracting Command's 923rd Contracting Battalion.
The letter, dated April 20, 2026, requests that contractors complete and return a Limitations on Subcontracting Review document by August 15, 2026 at 10:00 CST, with annual resubmission required upon exercise of any option periods. The contract in question is identified as W911RX25RA003 with a contract number to be determined. Contractors must comply with FAR Clause 52.219-14 (Deviation 2026O0038), which restricts contractors from paying more than 50 percent of government-paid contract performance amounts to subcontractors that are not similarly situated entities. Non-compliance penalties are the greater of $500,000 or the actual dollar amount expended in excess of permitted levels. The Procurement Contracting Officer and Administrative Contracting Officer may conduct periodic compliance checks and request additional information as needed.
The enclosed review document is a template requiring contractors to provide breakdowns of self-performed work versus subcontracted work, identifying prime contractor costs, similarly situated entity costs, and non-similarly situated entity costs as percentages and dollar amounts. Contractors must list subcontractor names, CAGE codes, NAICS codes, and small business status for similarly situated entities. The document also requests itemization of materials and other direct costs where applicable. For service contracts, contractors may exclude other direct costs from the limitations on subcontracting calculation if properly documented. The form concludes with a contractor certification statement. Contact information for questions is provided as Shannon.s.campbell.civ@army.mil or (520) 944-0970.
