Questions: Custodial 3/6/2025
1. In the Pricing Schedule- under the wage rate calculation tab, there are set wage rates for employees. Are these the wages that the Government expects to be paid to each category of employee? Can these wages be changed for proposal submission?
Answer: Please use SAM.gov document dated Feb 26, 2025: TE3 Pricing Schedule RILEY 25-30 Custodial Service (Rev 2). Wage Rate calculation tab removed IAW Amendment 4.
2. In reference to Attachment 7 Facility List, the Times per month has some rows that are empty and each of the buildings.
Answer: Please use SAM.gov dated Feb 26, 2025: AT-7 Facilities List-Job Orders (Revision 2). All fields other than “Unit Price” are locked to input, these fields are used to estimate base contract value.
a. Is it the responsibility of the contractor to fill in this information before submitting the proposal?
Answer: Yes, all fields other than “Unit Price” are locked to input, these fields are used to estimate base contract value.
b. When a value is input into the row, the information is not calculated or included in the price per month column. Does this have to be left blank or computed by the contractor?
Please use SAM.gov document dated Feb 26, 2025: AT-7 Facilities List-Job Orders (Revision 2). IAW Amendment 4, calculations are automatic after “Unit Price” is input.
3. In reference to Attachment 7 Facility List, Times per month column.
a. Are the values that are currently in each row per month the times that are scheduled/ordered for these services to be completed?

b. Please clarify if all buildings will be on a monthly cleaning schedule or if there will be fluctuations in the number of buildings/services that are ordered each month. For example you may have a certain number of buildings one month and a reduced number of buildings the following month. Is there a guaranteed minimum number of buildings that will be cleaned every month?

4. In reference to Attachment 7 Facility List line item 5.3.31 states Scrub and Disinfect Restroom Floors; 1 for with the number before “for” changing depending on the building.
Can the Government please explain what the “1 for” means?
Answer: Reference “for” refers to (information only) number of Rest Room floors
5. In reference to the Technical Proposal, Element 3, Work Schedule requirement; given the page limitations and the number of buildings, can the Government please provide additional information of what they are looking for on the Work Schedule?
Answer: See Amendment 5; Solicitation Amendment – W911RX25RA0040005; Element 3 – Scheduling Methodology.
6. Is the Government looking for a representative example of a partial building schedule or all buildings in the contract?
Answer: All buildings listed in AT-7 Facilities List-Job Orders (Revision 2).
7.For the phrase “approximate time cleaning...” is the Government looking for the arrival time or the duration of the cleaning effort?
Answer: See Amendment 5; Solicitation Amendment – W911RX25RA0040005 (Rev 2);

8. In the submission Instructions under ELEMENT4 -- Equipment and Supplies (PWS para 7.5.10) , it is mentioned that the offeror should Provide an itemized equipment and Supplies list, which reflects the type, unit size, and quantity of items to be maintained and used in performance of this contract.
Answer: Element 4 states “This element will show the offeror's ability” to maintain a sufficient quantity of supplies and amount of functional equipment.
But in the Deliverable Schedule, it is mentioned that the List of Equipment, Cleaning products/chemics should be submitted 30 Calendar days after award and five (5) days prior to the preceding if any changes occur, KO. Please clarify.
Answer: The Deliverables Schedule requires the actual list 30 Calendar days after award.
9. Section L, 4 Specific Instructions, b. Part II - Price Proposal States "This Part shall be completed Price Exhibit 11 of this solicitation"
Answer: See Amendment 5; Solicitation Amendment – W911RX25RA0040005; Reference to Exhibit 11 replaced by TE – 3.
Will the Government please identify the exact forms/files to be completed and submitted in Part II? Reference to Exhibit 11 is unclear.
Answer: See Amendment 5; Solicitation Amendment – W911RX25RA0040005; Reference to Exhibit 11 has been removed.
10. TE-3 Pricing Schedule (Rev 2), yellow Unit Price by Task tab Only two columns offered for Labor and Materials/Equipment.
Where does the offeror place all other cost elements (i.e. overhead, general and administrative, profit, etc.)?
Answer: Refer to Solicitation Section L: paragraph B. (4) b.(i); These should be included in offeror labor & material and equipment blocks on TE – 3 Unit Price tab.
Is the offer required to submit a completed AT-7 Facility List Job Orders in Part II - Price Proposal?
Answer: Yes, AT-7 Facilities List-Job Orders (Revision 2) in Part II - Price Proposal is to be completed and returned.
11. Refer to 52.212-1(c), Period for Acceptance of Offers. It states offeror shall hold its prices firm until 1 March 2025. Please clarify date.
Answer: See Amendment 5; Solicitation Amendment – W911RX25RA0040005; Refer to 52.212-1(c) update.
12. Per PWS 1.7.11.5 Contractor Key Personnel. Does this contract require both a QCM and QCI, if not, I assume only the QCM will be required?
Answer: No one employee can hold more than one of the three positions: PM/QCM/QCI;

13.Re TE-3, Pricing Schedule, 25-30, Custodial Services (Rev. 2)+1, Unit Price by Task:
Does the Government intend, during price proposal analysis, to multiply the prices given by the “Info Only Quantities” as part of its price proposal analysis?
Answer: No, information only quantities will not be used for price proposal analysis.
14. Re TE-3, Pricing Schedule, 25-30, Custodial Services (Rev. 2)+1, Unit Price by Task and Info Only Quantities: In some case, the meaning of “each” is unclear. In particular:
5.3.1 Collect and Remove Trash Indoors and Outdoors: The information only quantity is given as 1620. What does this number represent?
Answer: No, information only quantities will not be used for price proposal analysis.
5.3.16 Polish Metal Work: The information only quantity is given as 43. What does this number represent?
Answer: No, information only quantities will not be used for price proposal analysis.
5.3.26 - Clean Lavatories, Vanities, Dispensers, Mirrors, and Shelves: This sounds like a restroom without the toilets, urinals, showers, changing stations, and floors.
The information only quantity is given as the round number of 1000, which looks like an estimate as opposed to an actual count. What does this number represent?
Answer: No, information only quantities will not be used for price proposal analysis.
15. Re TE-3, Pricing Schedule, 25-30, Custodial Services (Rev. 2)+1, Price per Building Schedule: This tab asks for the offeror to fill in a weekly price which the Schedule then multiplies by 52. However, there aren’t an even 52 weeks per year. A 365-day year has 52.14 weeks, and a 366-day year has 52.29 weeks. Using a strictly weekly price multiplied by 52 will leave the contractor unpaid for the extra fraction of a week, which it will still be required to perform. Should the offeror come up with an annual price and then divide by 52? Please clarify.
Answer: 52 weeks per year will be used to estimate the base contract value. Monthly task orders will establish building and frequency requirements.

16. Re TE-3, Pricing Schedule, 25-30, Custodial Services (Rev. 2)+1, Management Labor Estimates: The Government has already filled in one each for Program Manager, Quality Control Manager, and Quality Control Inspector, indicating that these are the required amounts. However, the revised PWS with Amendment 0004 states in paragraph 1.7.11.5.3, “Depending on the size of the contract, the QCM may also serve as the QCI.” Had the Government determined that the size of this contract is such that there must be a QCI in addition to the QCM, or is it the offeror’s choice? Please clarify.

17. In "AT_ 5 - Custodial Services Performance Standards" document, for "All Other Installation Facilities covered by the PWS" column which tasks column apply from "Green, Red, Amber & Black" or we need to follow the "AT 7 Facility Job order" PWS frequency.
Please confirm.
Answer: Utilize AT-7 Facilities List-Job Orders (Revision 2) frequencies
18. For pricing, do we also need to fill the Solicitation SF1449 "Continuation of Supplies or Services and Prices/Costs" pdf document?
Answer: Yes
19. Can you confirm whether the Table of Contents is included within the two-page limit for Part I - Summary Data?
Answer: No
20. Can we include past performance references for contracts that started less than a year ago, or is there a minimum duration required for consideration?
Answer: Quality and Satisfaction Rating for Contracts Completed in the past three years.
1449 Section L: paragraph B. (4) d. (i). Section M: past performance evaluation, Section 3 (i) Recency.
21. The Task and frequency in Solicitation "PWS Custodial Service Revised" for "5.4.5 Specific Child Development Center (CDC) Cleaning Task" document doesn't match with "AT_ 5 - Custodial Services Performance Standards" document. Please confirm which file Task and frequency to follow.
Answer: Utilize AT-7 Facilities List-Job Orders (Revision 2) frequencies
22. During the walk thru, we were not able to tour the janitorial office/main storage space.
Please provide the square footage for the office and main storage.
Answer: Refer to Bldg. 748 on AT–8 Custodial Floor Plans (Rev 1) This is the current janitorial office.
23. Are vendor employees permitted to drive on post and park personal owned vehicles outside of each building? Are there any restrictions?
Answer: Refer to TE – 1 PWS RILEY 25-30 Custodial Service (Revision 3) section 1.7.11.3 Contractor Identification and Section 3.4 Privately Owned Vehicles (POVs); Contractor personnel will not drive their POVs to the work area and work out of their POVs unless prior approval from contracting authority.
24. How many vehicles are currently in use for the current contractor?
Answer: This is contractor proprietary information
25. Can you provide a copy of the employee roster for the current contract with hire dates?
This will be needed to accurately calculate benefits per the wage determination.

26. For exterior window cleaning we need to clean all floor levels or only up to first floor level.
